A utility’s gas-price exposure is not measured by the amount of gas it buys alone. The useful answer combines physical volumes, contract indexes and terms, hedges, transportation constraints, customer-recovery rules, accounting effects, collateral needs and stress losses. Two utilities with similar gas consumption can have very different earnings and liquidity outcomes because one may have fixed-price supply and rapid fuel recovery while the other remains exposed to spot prices and delayed regulatory collection.
Use the following process: map every gas-linked obligation, build a dated hedge ladder, verify how and when costs reach customers, reconcile the economics to the financial statements, and stress the portfolio under price, basis, weather, outage, liquidity and regulatory scenarios. Exact hedge percentages and sensitivities must come from the utility’s latest filings and commission documents; there is no universal gas-price beta.

1. Define the exposure before looking at the hedge percentage
Start with a gross-exposure map. Separate activities that are often combined in a utility’s narrative but react differently to gas prices:
- Gas burned for generation: fuel cost rises with the gas index, but dispatch, heat rate, plant availability and power prices determine the margin impact.
- Gas purchased for retail customers: the utility may buy physical gas for delivery, hold storage, or use financial contracts. Customer recovery depends on the tariff and the regulator.
- Storage and pipeline transportation: capacity reservations, fuel-retention charges and storage injections or withdrawals can create fixed costs, timing risk and regional basis exposure even when the commodity itself is hedged.
- LNG and other indexed contracts: a contract can be linked to Henry Hub, a local basis, an oil index or another formula. The index and reset frequency matter as much as the headline price.
- Gas-linked power sales: merchant generation or bilateral power contracts can offset fuel exposure when power prices move with gas, or worsen it when the power contract is fixed and gas is floating.
For each item, record the volume, unit, delivery point, price index, basis differential, tenor, fixed or indexed terms, take-or-pay commitments, minimum-take provisions and delivery constraints. A gas volume without its index and delivery point is not a usable risk measure.

Build an exposure inventory
| Exposure item | Data to capture | Question it answers |
|---|---|---|
| Generation fuel | Forecast burn, plant heat rate, dispatch range, gas index and power-sale terms | How much margin changes when gas or power prices move? |
| Retail procurement | Forecast customer load, firm supply, storage, pipeline capacity and purchase formulas | How much commodity cost is economically borne by the utility before recovery? |
| Financial contracts | Forwards, futures, swaps and options by month, index and notional volume | Which price movements are offset, and when do settlements occur? |
| Contractual commitments | Take-or-pay, minimum volume, termination and collateral clauses | What costs remain if demand, dispatch or prices change? |
| Sales linked to gas | Power or gas sales index, fixed-price terms and delivery obligations | Does revenue naturally offset fuel exposure or add a mismatch? |
Use the utility’s latest Form 10-K and Form 10-Q, investor presentations and commodity-risk footnotes to identify the categories. Then reconcile them to state commission filings, FERC materials and tariff sheets. Disclosures may aggregate regulated and merchant operations, so keep separate schedules where the filing permits.
2. Measure mitigation with a month-by-month hedge ladder
A single statement such as “most of next year’s gas is hedged” hides timing and type. Build a hedge ladder for every month or quarter in the forecast horizon. The basic rows are forecast load, firm physical supply, storage withdrawals, forward purchases, futures, swaps, options and the unhedged residual.
- Set the denominator. Define whether “load” means retail customer demand, generation burn, or both. State the unit and the forecast date.
- Enter firm physical supply. Include owned production, firm transportation, storage inventory and committed deliveries. Show withdrawal limits by period.
- Add financial hedges. Record notional volume, index, strike or fixed price, settlement month, counterparty and whether the hedge is cash-settled or physically delivered.
- Calculate the residual. Subtract firm supply and hedge-equivalent volumes from forecast demand. A positive residual is open volume; a negative residual can indicate an over-hedge.
- Reconcile changes. Compare the ladder with the prior filing and explain changes caused by load forecasts, plant outages, cancellations, new purchases or option exercises.
Distinguish the different risks
- Outright price risk: the benchmark gas index rises or falls.
- Basis risk: the local delivery price diverges from the hedge index, such as Henry Hub.
- Shape risk: hourly or daily prices move differently from the monthly average used in the hedge.
- Volume risk: actual demand or generation differs from the forecast quantity.
- Weather risk: an unusually cold or hot period changes demand and storage withdrawals.
- Plant-availability risk: an outage changes gas burn and may force replacement power purchases.
A hedge can reduce outright price risk while leaving basis, shape and volume risk nearly unchanged. Report each separately rather than presenting one blended hedge ratio.
What each instrument does
| Instrument | Typical protection | Residual considerations |
|---|---|---|
| Fixed-price physical supply | Locks the delivered commodity price for the contracted volume | Delivery failure, volume mismatch and take-or-pay obligations |
| Forward or futures contract | Offsets movements in a specified index for a stated period | Basis, settlement timing, margin and counterparty exposure |
| Swap | Exchanges a floating index for a fixed price or another index | Index mismatch and collateral requirements |
| Call option | Sets a ceiling while retaining benefit if prices fall | Premium cost, strike selection and exercise mechanics |
| Storage | Shifts purchases from high-price periods to lower-price injection periods | Inventory limits, withdrawal rates and regional basis |
Avista’s 2024 Form 10-K describes forward and derivative hedges of projected natural-gas requirements that may extend multiple years into the future. That wording demonstrates why the ladder must cover the full contract tenor, not just the next heating season.

3. Verify whether higher gas costs reach customers
Economic exposure depends on recovery rules. Read the tariff sheets, fuel-adjustment clauses, purchased-gas adjustment mechanisms, balancing-account rules, prudency standards and commission orders that apply to each jurisdiction and customer class.
Check five recovery questions
- What costs are eligible? Commodity purchases, transportation, storage, hedging settlements, premiums and carrying costs may be treated differently.
- How often are rates reset? A monthly or quarterly adjustment reduces lag; an annual proceeding can leave the utility financing a large balance.
- Is recovery automatic or subject to review? Regulators can disallow costs deemed imprudent, unsupported or outside an approved plan.
- Is there a balancing account? A regulatory asset records under-recovery and a liability records over-recovery, but neither guarantees immediate cash.
- Which customers are covered? Core residential customers, noncore industrial customers and merchant operations can have different rules.
PG&E’s 2025 filing states that natural-gas transportation and storage costs for core customers are fully recoverable through a ratemaking mechanism. That is a company- and customer-class-specific disclosure, not a rule that can be applied to every utility. Confirm the exact mechanism, eligible costs and collection timing in the relevant tariff and commission order.
Measure the cash lag from procurement to billing recovery. During a price spike, a utility may pay suppliers immediately, post collateral on derivatives and collect the matching customer charge months later. A nominally recoverable cost can therefore create a material interim financing need.

Physical fuel and realized hedges
Higher gas prices generally increase fuel expense for unhedged burn and procurement. A hedge may produce a realized gain that offsets cash purchases, but the timing can differ: the purchase may be paid in one month while the derivative settles later. For generation, also examine whether power revenue rises with gas prices and whether the plant can run when needed.
Derivative fair value
Unrealized gains and losses change the reported fair value of open contracts. Depending on designation and accounting treatment, changes may flow through earnings, other comprehensive income or regulatory accounts. A hedge can reduce economic risk while increasing reported earnings volatility.
Regulatory assets and liabilities
Under-recovered fuel or hedging costs may be recorded as a regulatory asset, while over-recovery creates a regulatory liability. Assess the approved recovery period, carrying cost and any prudency review. Treat the balance as a timing claim on future customer payments, not as cash already received.

Counterparty exposure
List material counterparties, credit ratings where disclosed, netting agreements, collateral terms and concentration. A hedge only offsets risk if the counterparty performs. Include replacement cost after a default in the stress analysis.
5. Use disclosed sensitivities as anchors, not universal betas
Company-specific sensitivity disclosures show scale but cannot be transplanted to another utility. NRG Energy’s 2025 Form 10-K provides three useful reference points:
| Disclosure | Scope and qualification | Interpretation |
|---|---|---|
| Approximately $1.1 billion change in net derivative value | A $0.50/MMBtu increase or decrease in natural-gas prices across derivative-contract terms, as of December 31, 2025, under simplified assumptions | Open derivative notionals can create very large fair-value movements even before physical fuel and customer recovery are considered. |
| Approximately $1.4 billion increase in margin collateral | A $0.50/MMBtu decrease in natural-gas prices under NRG’s simplified analysis | A favorable price direction for a short exposure can still consume liquidity through collateral mechanics. |
| $3.43/MMBtu versus $2.27/MMBtu Henry Hub average | NRG’s reported 2025 and 2024 averages; the company described the change as a 51% increase | Market-price changes can be substantial, but the effect on a particular utility depends on its hedge book, basis and recovery rules. |
Use a utility’s own sensitivity table whenever available. Record the date, price move, contracts included, whether the result is fair value or cash flow, and whether collateral is included. A sensitivity that covers derivative contracts is not a complete estimate of EBITDA or operating cash flow.

Core market scenarios
- Parallel price increase and decrease: move the relevant gas indexes by the same amount and revalue physical and financial positions.
- Regional basis blowout: widen the local basis while leaving the hedge index unchanged.
- Volatility increase: revalue options and model higher collateral or premium requirements.
- Cold-weather demand: increase retail load, storage withdrawals and spot purchases simultaneously.
Operational and liquidity scenarios
- Generator outage: reduce gas burn and add replacement power purchases at stressed prices.
- Pipeline constraint: limit deliverability and apply a wider local basis or emergency supply cost.
- Hedge slippage: vary actual volume, timing or index from the forecast used to set the hedge.
- Counterparty default: remove the offsetting derivative and price replacement coverage.
- Delayed rate recovery: extend the regulatory collection lag and add financing needs.
For each scenario, show gross fuel cost, hedge gain or loss, regulatory balance, cash collateral, financing draw and the resulting customer-bill impact. A scenario that reports only net income can miss the liquidity event that forces management action first.
7. Compare utilities on consistent axes
When comparing companies, normalize geography, customer mix, reporting dates and the definition of “hedged.” Use the following scorecard rather than a headline hedge percentage.
| Comparison axis | What to collect | Why it matters |
|---|---|---|
| Gas intensity | Gas burn relative to generation, sales and operating margin | Shows how strongly operations depend on gas. |
| Hedge coverage and tenor | Monthly or quarterly covered volume and years forward | Reveals near-term residual exposure and rollover risk. |
| Price structure | Fixed-price, indexed and option-based supply | Separates locked-in cost from floating exposure and premium expense. |
| Basis and transportation | Delivery points, pipeline capacity, storage and constraints | Identifies risks a Henry Hub hedge does not cover. |
| Recovery mechanism | Eligible costs, reset frequency, lag and prudency review | Determines who ultimately bears the price movement and when cash arrives. |
| Collateral headroom | Posted collateral, available liquidity and contract thresholds | Measures the ability to survive adverse mark-to-market moves. |
| Counterparty concentration | Largest counterparties, ratings and netting terms | Quantifies replacement and default risk. |
| Stress loss | Loss relative to operating cash flow, equity and debt capacity | Places the commodity shock in the company’s financial context. |
8. A practical filing workflow
- Start with the latest annual report. Search the risk-management, derivatives, fuel-cost, regulatory-account and liquidity sections for gas, natural gas, Henry Hub, basis, collateral, margin and purchased-gas adjustment.
- Update with quarterly filings. Capture changes in hedge volumes, fair values, collateral, debt and regulatory balances since year-end.
- Read the commodity footnotes. Extract notional volumes, maturity bands, sensitivity assumptions, accounting designation and credit-risk language.
- Collect tariff and commission documents. Confirm eligible costs, adjustment formulas, filing dates, recovery periods and prudency standards for each jurisdiction.
- Build the hedge ladder. Reconcile forecast demand, physical supply, storage, derivatives and residual exposure by month or quarter.
- Run the stress set. Apply price, basis, weather, outage, pipeline, counterparty and recovery-lag scenarios.
- Translate to financial capacity. Compare stressed cash use and collateral with operating cash flow, committed credit, covenant limits and upcoming maturities.
9. Common analytical mistakes
- Using total company revenue as the denominator. Gas exposure should be compared with gas-sensitive margin, operating cash flow and liquidity, not only sales.
- Treating “hedged” as “risk-free.” Basis, shape, volume, weather, outage and counterparty risks remain.
- Ignoring merchant activity. Regulated customer procurement and merchant generation can have opposite recovery and accounting outcomes.
- Counting regulatory assets as immediate cash. Recovery may be delayed or subject to prudency review.
- Looking only at rising prices. Falling prices can increase collateral requirements, as NRG’s 2025 sensitivity illustrates.
- Comparing different dates or definitions. A year-end notional hedge percentage cannot be compared directly with a seasonal physical-coverage measure.
- Leaving out delivery constraints. A financially hedged Henry Hub position may not secure gas at a constrained local point.
10. What a defensible conclusion looks like
Conclude with a qualified statement that separates economic, accounting and liquidity exposure. Identify the share of forecast volume covered in each period, the residual index and basis risk, the recovery mechanism and lag, the largest stress loss, collateral needs and the resources available to meet them. State which figures are disclosed sensitivities and which are your model outputs.
The strongest assessment does not predict a single earnings response from a gas-price move. It explains the transmission chain: a market price change affects delivered gas, dispatch and power prices; hedges and physical contracts offset some movements; tariffs may transfer eligible costs to customers after a lag; accounting records fair-value and regulatory balances; and collateral and working capital determine whether the utility can fund the path between payment and recovery.
