How to Apply for the Pradhan Mantri Samajik Sahayata Yojana Disability Pension

Apply for the disability pension through the official NSAP portal and your State or Union Territory implementing authority. In practice, that usually means starting with a Gram Panchayat or municipality, which can provide the current Pradhan Mantri Divyangjan Pension Yojana form and route it to the responsible department. The renamed scheme now uses a 40% benchmark-disability threshold and an age rule beginning at birth. Central assistance is ₹375 a month for beneficiaries aged 0–79 and ₹625 a month from age 80; a state or UT may add more.

The Union Cabinet announced the renamed programme on 14 October 2026, but revised guidelines, forms and document checklists are due within three months. Confirm the locally applicable process before you submit anything.

What the disability pension is called now

The disability benefit has a new name. The National Social Assistance Programme (NSAP), including its disability component formerly known as the Indira Gandhi National Disability Pension Scheme, was continued for 2026–27 through 2030–31 and renamed the Pradhan Mantri Samajik Sahayata Yojana. The disability component is now the Pradhan Mantri Divyangjan Pension Yojana.

The Cabinet decision was published by the Press Information Bureau on 14 October 2026. It approved a total Government of India outlay of ₹53,428 crore and said 3.20 crore beneficiaries across 36 States and Union Territories would benefit. Those figures describe the programme as a whole, not the amount an individual applicant will receive.

When speaking to an official, use the new names but mention the former NSAP or disability-pension name if an older form, notice or local database still uses it. This can help an office match your request to the correct record while the renaming is being implemented.

Who can qualify under the new central rules?

Benchmark disability of at least 40%

The Cabinet announcement changes the benchmark-disability threshold from 80% to 40%. The official wording is: “The criteria for benchmark disability under the scheme will be 40% against 80% at present.” Your disability percentage must therefore meet the applicable 40% benchmark, subject to the certification and verification procedure adopted by your State or Union Territory.

The announcement states the central rule, not every administrative detail. A local authority may specify which disability certificate or assessing authority it accepts, how an existing certificate is verified, and how a person is referred for assessment. Ask for those requirements before filing so that an otherwise eligible application is not held for missing certification.

Eligibility starts at birth

The minimum-age rule is also changing. The Cabinet release says: “Minimum age criterion for the disability pension will now be since birth.” That means the central scheme no longer starts eligibility only at an older age; a child can be considered from birth when the 40% benchmark-disability condition and the applicable local requirements are met.

For a child, the parent or legal guardian will normally deal with the application office, identity records and payment instructions. The precise representation, guardianship and bank-account rules are state-specific, so ask the local implementing authority what it will record for the child and who may receive or operate the payment.

Central assistance by age

Beneficiary age Central assistance
0–79 years ₹375 per month
80 years and above ₹625 per month

These are the new central-assistance amounts announced by the Government of India for the disability component. They are not necessarily the final amount credited to every beneficiary. States and Union Territories may add a top-up, and local rules can affect administration and timing.

Where to apply

Start with the official information channel

Use nsap.nic.in to identify NSAP information and the relevant implementing links or contacts. The portal is a starting point, not a guarantee that every State or Union Territory accepts the entire application online.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the local body or implementing department

Local implementation commonly involves a Gram Panchayat in a rural area or a municipality in an urban area. These offices may identify eligible residents, issue or distribute forms, receive applications, check records and direct them to the state department that sanctions the pension. In some jurisdictions, a designated social-welfare or disability department may accept the application directly.

Ask the first office you contact to identify the authority for your address rather than assuming that the nearest office is the sanctioning authority. The correct route can differ between States and Union Territories and, in some places, between rural and urban local bodies.

Before you submit: obtain the current local instructions

Because revised national guidelines were promised within three months of the 14 October 2026 decision, an older form or checklist may not yet reflect the 40% threshold, birth-based age rule or new scheme name. Before completing an application, ask the local office for all four items below:

  1. The current form for the Pradhan Mantri Divyangjan Pension Yojana, including any state-language version.
  2. The State or Union Territory document checklist, including the accepted disability certification and identity, address and payment details.
  3. The submission channel: online portal, Gram Panchayat, municipality, designated department, or a combination of these.
  4. Acknowledgement and tracking method, such as a receipt, application number or other reference.

Do not rely on a downloaded form simply because it contains the word “NSAP” or the former scheme name. Ask whether it remains valid after the 2026 change and whether the office wants an additional declaration or updated certificate.

Step-by-step application process

1. Confirm the responsible authority for your address

Find the State or Union Territory implementing department through the official NSAP information channel, then contact the Gram Panchayat or municipality that serves your residence. Tell the official that you are applying for the disability component now called the Pradhan Mantri Divyangjan Pension Yojana. Record the office name, counter or department, opening instructions and a contact number if one is provided.

2. Check the two central eligibility tests

Confirm that the applicant’s disability meets the announced 40% benchmark and that the applicant’s age is covered from birth. If the applicant is a child, ask how the parent or legal guardian must be shown in the record. If the applicant is 80 or older, ask the office to verify that the higher central rate will be applied from the relevant payment period.

3. Obtain the form and document list

Request the current form and written checklist from the responsible office. Requirements can include identity, residence, disability certification and payment-account information, but the exact documents and acceptable formats are set locally. Use the office’s list rather than assuming that a document accepted in another State or Union Territory will be accepted in yours.

4. Arrange disability certification or verification if required

If the office says a new assessment, certificate or verification is needed, ask where it must be completed and whether an existing certificate can be checked electronically or against departmental records. Keep copies of any certificate and the submission acknowledgement. The 40% rule is the national benchmark announced in October 2026; the certification workflow is an implementing detail that can vary by jurisdiction.

5. Complete the application exactly as the records show

Use the applicant’s name, date of birth, address and identity details consistently. Enter the bank-account or other approved payment information exactly as requested by the implementing authority. For a child or a person represented by a guardian, complete the representative section in the manner prescribed by the local form rather than signing in the applicant’s place without an explanation.

6. Submit through the approved channel

Follow the route the authority specifies. If it accepts online submissions, upload the documents in the required format and save the confirmation screen or downloaded acknowledgement. If it requires an in-person submission, hand the form to the designated office and ask the receiving official to stamp or otherwise acknowledge your copy. Do not leave original certificates unless the office gives a receipt and explains when they will be returned.

7. Keep the reference number and check status

Ask for an application number, receipt or other tracking reference before leaving or closing the online session. Write down the submission date, office and contact point. If a local body forwards applications to a state department, ask whether the same number will continue to be used or whether a second department reference will be issued.

8. Respond to verification requests promptly

The authority may check eligibility, disability certification, identity, residence or payment details. Answer requests through the channel named on the receipt and keep proof of anything you submit. If the office says the application is incomplete, request a precise list of missing items instead of filing a second application that could create duplicate records.

Online and in-person routes: what to compare

The available route depends on your State or Union Territory. Use this comparison when an official offers more than one way to apply:

Question to ask Online route Local or departmental route
Responsible authority State or UT portal identified through NSAP information Gram Panchayat, municipality or designated state/UT department
Submission method Electronic form and document upload where the jurisdiction enables it Paper or assisted submission at the office specified locally
Documents and disability certification File types, size limits and verification method set by the jurisdiction Checklist and verification handled according to local instructions
Acknowledgement Confirmation page, electronic receipt or application number Stamped receipt or application number issued by the receiving office
Payment channel NSAP materials describe digitised records, Aadhaar authentication and PFMS integration, with payment credited directly to a beneficiary bank account or another approved channel; the state explains the applicable method
State top-up Any additional State or Union Territory amount depends on that jurisdiction

“Online” does not always mean that no visit is required. A state may accept the first form electronically but require in-person verification or certification. Conversely, a local body may provide assisted online filing. Ask which steps remain after the initial submission.

How payment and identity checks work

NSAP materials describe digitised beneficiary records, Aadhaar authentication and integration with the Public Financial Management System (PFMS). The stated objective is direct credit to the beneficiary’s bank account or another approved payment channel. Keep the identity information and account details supplied to the implementing authority accurate and current.

Ask the office how it handles a change of bank account, an inactive account, a name mismatch, failed authentication or a payment returned by the bank. Do not assume that a corrected bank detail will automatically update the pension record; obtain confirmation that the change has been recorded and ask when the next payment cycle will reflect it.

The central amount and any state top-up may appear as separate components or as one combined credit, depending on the jurisdiction. The local authority can explain the statement description and the schedule it follows.

What to do if the application is delayed or returned

When there is no acknowledgement

Contact the receiving office with the submission date and ask for proof that the application entered its system. If you submitted online, preserve the confirmation page, email or reference number. If you submitted on paper without a receipt, return to the office and request a written acknowledgement before submitting additional documents.

When documents are said to be missing

Ask the official to identify each missing item and whether a replacement, correction or fresh certification is needed. Submit only the requested material and ask for it to be attached to the existing application number. Keep a dated copy or electronic confirmation.

When the disability percentage is questioned

Ask which certification rule is being applied and where the applicant must obtain verification. Explain that the central benchmark announced on 14 October 2026 is 40%, then follow the State or Union Territory procedure for proving that benchmark. Do not rely on an informal verbal refusal; request the reason and the next permitted step in writing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When payment has not arrived

Check whether the application was sanctioned, whether identity authentication was completed and whether the bank or approved payment channel rejected the transaction. Ask the implementing authority to verify the beneficiary record and PFMS status, if applicable. Give the office the application or beneficiary reference rather than submitting a duplicate application.

How much will you receive?

The amounts below are the central assistance announced for the Pradhan Mantri Divyangjan Pension Yojana:

Age at the applicable payment period Government of India assistance What can change the final credit
Birth through 79 ₹375 per month A State or Union Territory top-up and its payment administration
80 and above ₹625 per month A State or Union Territory top-up and its payment administration

The table does not establish a universal combined total because top-ups differ by jurisdiction. Ask the local authority for the state contribution, payment date and whether the higher age band begins automatically or requires an update to the beneficiary record.

Practical checklist for the applicant

  • Use the names Pradhan Mantri Samajik Sahayata Yojana and Pradhan Mantri Divyangjan Pension Yojana when requesting information, while mentioning the former NSAP or disability-pension name if an older record uses it.
  • Confirm that the applicant’s benchmark disability is at least 40% under the accepted certification process.
  • For a child, ask how the parent or legal guardian must be recorded and who may receive or operate the payment.
  • Find the implementing authority for the applicant’s State or Union Territory and local address.
  • Obtain the current form and written document checklist; do not assume an old form remains valid.
  • Ask whether filing is online, in person, assisted online, or a combination.
  • Keep copies of the form, certificates and every document submitted.
  • Get an acknowledgement, receipt or application number and record the date.
  • Verify the bank or approved payment-channel details exactly as the authority requires.
  • Ask how Aadhaar authentication, PFMS status checks, corrections and failed payments are handled.
  • Check whether the jurisdiction adds a state or UT top-up and how it appears in the credit.

Important timing and rule-change caveat

The October 2026 Cabinet decision set the new names, 40% benchmark and birth-based age rule, but it also said revised disability-pension guidelines would be issued and implemented within three months. Until those instructions are published and adopted locally, offices may still be converting forms, software and beneficiary records from the former scheme name. The safest approach is to confirm the version of the form, checklist and submission route on the day you apply and to keep the acknowledgement showing which process you used.
