Ask the lender’s mortgage team for an AnchorHome pre-approval, submit its normal income and asset documents, complete the required homebuyer education, and close the mortgage with that lender.
AnchorHome uses matching state deposits at participating institutions to help them offer qualifying first-time buyers a 30-year fixed mortgage. The state does not lend directly, and you do not repay the Treasurer’s Office; your mortgage relationship and payments are with the participating lender.

What RI AnchorHome is—and what it is not
RI AnchorHome is an initiative of the Rhode Island Office of the General Treasurer. After a participating lender approves an eligible borrower, the state places matching deposits at that financial institution. The lender uses that funding structure to offer its AnchorHome mortgage product.

#1 Best Overall
AnchorHome can make a purchase more affordable through its mortgage terms and any eligible down-payment or closing-cost assistance coordinated through the lender. It is not a guarantee that every applicant will qualify, nor does it reserve a home or eliminate normal underwriting.
Who can qualify
Before contacting a lender, check the program’s core eligibility rules. The Treasury’s public program information and detailed lender guide together establish the following requirements.
First-time-buyer and occupancy rules
- You must be purchasing a home in Rhode Island.
- The home must be your owner-occupied primary residence.
- You may not own another residential property at closing.
- The detailed guide says you must not have owned a home during the previous three years. Ask the lender how it documents this history if you previously owned property.
These rules are different from simply being a person who has never owned a home. Someone who owned a home more than three years ago may fit the guide’s first-time-buyer definition, provided the other requirements are met and the person will not own another residential property at closing.

Credit, debt and loan-to-value limits
The lender guide lists a minimum 660 credit score, a maximum 50% debt-to-income ratio (DTI), a maximum 100% loan-to-value ratio (LTV), and a maximum 108% combined loan-to-value ratio (CLTV). These are program limits, not promises of approval. A lender can apply additional underwriting standards, and your rate and approval still depend on verified income, assets, credit history, debts and the property.
| Requirement | Program limit or rule | How the lender uses it |
|---|---|---|
| Credit score | Minimum 660 | The lender checks credit reports and may consider the full credit profile, not only the score. |
| Debt-to-income ratio | Maximum 50% | Monthly debts, including the proposed housing payment, are compared with qualifying gross income. |
| Loan-to-value ratio | Maximum 100% | The first mortgage may cover up to the property value or purchase price used by underwriting, subject to appraisal. |
| Combined loan-to-value ratio | Maximum 108% | The lender considers the first mortgage plus other financing or assistance secured by the property. |
| Property type | One- to two-family homes | A two-unit purchase has additional landlord-counseling requirements. |
Income and purchase-price limits
Household income may be no more than 110% of Rhode Island FY2025 statewide income limits. The guide sets these maximum purchase amounts:
| Property | Maximum purchase amount |
|---|---|
| Single-family home | $525,000 |
| Two-family home | $575,000 |
The income ceiling is based on household income under the program’s rules, not simply the income of the person signing the mortgage. Have the lender calculate the applicable limit for your household and document which income is counted before you make an offer.
Participating Rhode Island lenders
Because AnchorHome is lender administered, the lender list and available funding matter. The October 6, 2026 expansion announcement identifies the participating institutions by phase:

Participation does not mean every branch is accepting applications at every moment. Funding, staffing, underwriting capacity and product availability can change. Contact the mortgage department—not a general customer-service line—and ask whether it is currently taking AnchorHome applications, which property types it will finance and whether assistance funds remain available.

Westerly Community Credit Union publicly provides an RI AnchorHome mortgage pre-approval form and says its staff can guide applicants through the process. Other institutions may use a different form or begin with their standard mortgage application.
How to apply: the complete process
1. Confirm that the purchase fits the program
Write down the expected purchase price, whether the property has one or two units, your household income, current monthly debts, approximate credit score and whether you have owned a home in the past three years. Confirm that the property will be your Rhode Island primary residence and that you will not own another residential property at closing.
2. Contact a participating lender
Call or submit an inquiry to the lender’s mortgage team. Tell the loan officer that you are seeking RI AnchorHome financing and ask five questions before paying for an appraisal or making a nonrefundable commitment:

One-click scans. No signup required.
- Is the institution currently accepting AnchorHome applications?
- What is the current interest rate and APR for my expected loan size and lock period?
- Which lender fees, points and third-party charges should I expect?
- Can eligible down-payment or closing-cost assistance be combined with this loan?
- What income, asset, property and counseling documents will be required?
3. Request pre-approval
Complete the lender’s normal mortgage application and provide its requested documentation. A pre-approval is based on information the lender has reviewed; it is not a final commitment until the property, appraisal, title and all underwriting conditions are satisfied.
Ask for the pre-approval amount, estimated cash needed to close, expected monthly payment, rate assumptions and expiration date in writing. If you are shopping in a competitive market, confirm how quickly the lender can update the letter when you make an offer.
4. Assemble your underwriting file
Each lender supplies its own checklist, but applicants commonly need documents that verify identity, income, assets, debts and housing history. Prepare the following so an underwriter can resolve questions without repeated delays:
- Government-issued identification and Social Security information.
- Recent pay statements and employment details.
- Federal tax returns or other income records when requested, especially for self-employment, commission or rental income.
- Recent bank and investment statements showing funds for the down payment, closing costs and reserves.
- Statements for credit cards, student loans, auto loans, support obligations and other recurring debts.
- Documentation of any gift, grant or down-payment assistance that will be used.
- Prior addresses and evidence concerning any home ownership during the previous three years.
Do not move large sums between accounts, open new credit or change jobs without telling the loan officer. Unexplained deposits, new debts or employment changes can require additional documentation or alter the approval.

AnchorHome covers one- and two-family properties, but the lender still must approve the specific home. The appraisal supports the value used for LTV and CLTV calculations. You pay the appraisal cost. If the appraisal is below the purchase price, ask the lender how the lower value affects the maximum loan, cash needed or eligibility before waiving contingencies.
Rank #3
For a two-family property, confirm that the lender accepts the intended occupancy arrangement and rental-income documentation. You must also complete landlord counseling in addition to the first-time-buyer class.
6. Complete required homebuyer counseling
A lender-approved organization must provide an eight-hour HUD-certified first-time-homebuyer class. Schedule it early: completion is a condition of the program, and waiting until the end of the transaction can delay underwriting or closing.
Buyers of two-unit homes must also complete landlord counseling. Ask the lender which organizations it accepts, whether the class is online or in person, what completion certificate it requires and when the certificate must be delivered.
7. Coordinate assistance and final conditions
Tell the lender at the start if you need down-payment or closing-cost assistance. The lender must verify the source, amount and terms and determine how it affects LTV, CLTV, underwriting and the cash-to-close calculation. Assistance is not automatically available simply because you have an AnchorHome mortgage.
Respond promptly to underwriting conditions, review the final loan estimate and closing disclosure, and confirm that the interest rate, APR, fees, assistance, cash required and monthly payment match what you expect.
8. Close with the lender
The participating lender completes the mortgage closing. Review the closing disclosure before signing, verify the wire or certified-funds instructions independently, and retain copies of the note, mortgage, disclosures, counseling certificate and assistance documents. Your ongoing mortgage payments go to the lender or its designated servicer.
Loan terms, rates and costs
Fixed-rate structure
RI AnchorHome offers 30-year fixed-rate mortgages and no private mortgage insurance (PMI). The program advertises a starting interest rate of 3.99%, but that is subject to market conditions and is not a guaranteed rate for every applicant.
Westerly Community Credit Union displayed a 3.990% interest rate and 4.015% APR effective October 15, 2026. That is a dated lender example, not a permanent statewide quote. Your APR can differ because it reflects your loan amount, points, fees, timing and other transaction details.

Costs you should budget
No PMI does not mean the mortgage is cost-free. Ask for a written estimate of every charge and identify which amounts are paid before closing, at closing or through the loan.
| Cost or feature | What the available program information establishes | What to ask the lender |
|---|---|---|
| Interest rate | Starting program rate of 3.99%, subject to market conditions | What is today’s rate, APR, lock period and point cost for my file? |
| Private mortgage insurance | No PMI | Are there any lender-paid or other mortgage-insurance charges? |
| Appraisal | Borrower pays the appraisal cost | When is it ordered, what is the fee and is it refundable if the transaction ends? |
| Down-payment or closing-cost assistance | Eligible assistance may be used | What programs are available, and how do they affect CLTV and cash to close? |
| Lender fees and third-party charges | Amount not stated in the program guide | Request a complete loan estimate and compare fees on the same day. |
How to compare participating lenders
Do not choose solely on the advertised note rate. Rates move with the market, and two lenders may quote different APRs or fees for the same borrower. Request same-day written estimates using the same purchase price, down payment, loan amount and lock period.
| Comparison point | Why it matters |
|---|---|
| Interest rate and APR | The rate affects the payment; APR incorporates specified loan costs and is more useful for comparing the total financing cost. |
| Points and lender fees | A lower rate may require upfront points. Compare the break-even period with how long you expect to keep the loan. |
| Appraisal and other third-party charges | These affect cash needed before and at closing even when the lender’s own fee is low. |
| Maximum loan amount and underwriting flexibility | Income structure, credit history, student loans, self-employment and two-unit properties can be handled differently. |
| Down-payment and closing-cost assistance | Confirm the source, timing, documentation and effect on CLTV rather than assuming every assistance program can be layered. |
| Counseling logistics | Class scheduling and certificate processing can affect the closing date. |
| Property eligibility | Verify acceptance of one- or two-family homes, occupancy plans and any rental-income treatment. |
| Funding availability | Ask whether the lender is still accepting AnchorHome reservations and whether funds could be exhausted before your closing. |
What AnchorHome means in the current Rhode Island market
The Treasurer’s October 6, 2026 announcement reported 119 home purchases and more than $45 million financed since launch. It put the average program loan at approximately $383,000 and the average home purchase price at just over $400,000.
The same announcement cited HousingWorks RI figures showing the median single-family home price up 5.3% to $499,900 and average two-bedroom rent up 1.8% to $2,358. Those market figures explain why a program mortgage and assistance can matter, but they do not change AnchorHome’s individual income, purchase-price or underwriting limits.
The Treasury program page says up to $80 million in state deposits may be deployed statewide for qualifying loans. That is a program-wide ceiling, not an amount reserved for each applicant or lender. Availability can change as loans are approved, so ask your lender about current capacity.

Applying to the Treasury instead of a lender
The Treasury does not take your mortgage application or issue the loan. Start with a participating bank or credit union’s mortgage department.
Assuming the advertised rate is guaranteed
The 3.99% figure is a starting or stated program rate subject to market conditions. Obtain a written quote showing the date, APR, points, lock period and assumptions. A rate lock protects the quoted rate only under its stated terms.
Ignoring the three-year ownership rule
If you owned a home recently, disclose the dates and ownership interest. The lender must determine whether the detailed guide’s three-year rule is met and whether you can close without owning another residential property.

- Comes with secure packaging
- Helpful in various ways
Waiting to take the eight-hour class
Course availability and certificate processing can take time. Complete the class through a lender-approved organization as soon as the lender confirms the requirement.
Underestimating cash needed
No PMI and possible assistance do not eliminate appraisal charges, lender fees, prepaid taxes and insurance, inspection costs, moving expenses or reserves. Use the lender’s cash-to-close estimate and update it when the purchase price or closing date changes.
Comparing quotes from different assumptions
A 3.99% quote for one loan amount and lock period cannot be fairly compared with a quote for another. Give each lender identical facts and compare the resulting APR, fees, assistance and closing timeline.
Do these 3 things before closing this tab:

New credit, job changes, large deposits or transfers can trigger conditions. Tell the loan officer before making a change and keep records for every non-payroll deposit the lender may question.
A practical application checklist
- Confirm Rhode Island primary-residence occupancy and one- or two-family property eligibility.
- Verify that you will not own another residential property at closing and review the previous-three-year ownership rule.
- Estimate household income against the 110% of FY2025 statewide limit.
- Keep the purchase price at or below $525,000 for one family or $575,000 for two family.
- Check that your credit profile can meet the 660 minimum and that projected DTI is no higher than 50%.
- Contact more than one participating lender if practical and ask about current funding.
- Request a written pre-approval, rate/APR quote and fee estimate.
- Gather income, asset, debt and ownership-history documents.
- Ask about down-payment and closing-cost assistance before submitting an offer.
- Schedule the eight-hour HUD-certified class; add landlord counseling for a two-unit purchase.
- Budget for the appraisal and other transaction costs.
- Review final disclosures and close with the participating lender.
How long the process can take
There is no single AnchorHome timeline because each lender sets its workflow and the purchase contract controls the closing date. The fastest path is to complete the pre-approval file and counseling before making an offer, provide documents in one complete package, and answer underwriting requests the same day.
Build extra time for appraisal scheduling, income verification, assistance approval, counseling certificates and any title or property repairs. Ask the lender for milestone dates—application, conditional approval, appraisal, clear to close and closing—and identify which items could move the date.
Bottom line for applicants
RI AnchorHome is applied for through a participating lender, not the Rhode Island Treasurer. Start with a lender pre-approval, verify the first-time-buyer, income, purchase-price, credit, DTI and property rules, complete the required counseling, and have the lender coordinate any eligible assistance. Compare same-day written quotes and confirm funding before relying on the program for a specific purchase.
