How to Appeal a Rejected Credit Card Chargeback With Your Card Issuer

By TheFinanceBase Team 11 min read

A rejected chargeback is not always the end of the matter. First obtain the issuer’s written reason, case number and appeal deadline. Then determine whether the facts are a U.S. statutory billing error—such as an unauthorized charge, incorrect amount, undelivered goods or services, or an uncredited payment—or only a card-network dispute. Send a concise written appeal to the billing-dispute address or designated channel, rebut each reason for denial, attach an indexed evidence bundle, and keep proof of delivery.

Do not treat a generic rejection as permission to stop paying your account. During a properly handled investigation, pay undisputed charges by their due dates and follow the issuer’s written instructions for the disputed amount. Network rules, deadlines and remedies vary by issuer, country and transaction type; your denial letter and card agreement control when they differ from general guidance.

What a rejected chargeback means

A chargeback is an issuer or card-provider process for challenging a card transaction. A denial means the issuer or network did not accept the claim on the information available, not necessarily that the merchant was right or that no further review is possible. Visa explains that “Chargeback is not legal right, and a refund is not guaranteed, but there are a set of rules in place that participating card providers follow.”

Route What it covers Deadline and standard Payment treatment Next escalation
U.S. statutory billing-error dispute Qualifying errors such as unauthorized use, an incorrect amount or calculation, goods or services not accepted or delivered as agreed, a request for clarification or documents, or a payment or refund that was not credited. Written notice generally must reach the issuer within 60 calendar days after the statement showing the error. Regulation Z timing then applies. Pay undisputed charges on time. Follow the issuer’s written directions about the disputed balance. Written reconsideration, then a complaint to the Consumer Financial Protection Bureau if the issuer mishandles the process.
Card-network chargeback Network-specific reason codes and rules set by the participating issuer, acquirer and network. Deadlines and evidence requirements vary by network, country, issuer and reason code. Use the denial letter and card agreement. A rejection does not automatically suspend payment. Issuer review, any network appeal permitted by the rules, and an available ombudsman or regulator route.

The CFPB and FTC guidance cited below is U.S.-focused. A Visa page cited in consumer guidance is UK-oriented, so do not apply it automatically to another country.

Act before the appeal deadline

  1. Read every page of the decision. Record the case number, transaction date, amount, merchant descriptor, reason code or explanation, evidence the issuer considered, and the exact date by which an appeal must be received.
  2. Request missing information. If the explanation is vague, ask for the documents and factual findings relied on, including any merchant response, delivery record or signed receipt. Ask how the appeal must be submitted and whether the issuer requires a particular form.
  3. Check the account statement. Confirm the disputed amount, the statement date on which it appeared, fees or interest added afterward, and the next payment due date. Save a PDF or paper copy.
  4. Create a deadline calendar. Use the earliest date in the decision, card agreement or applicable law. Allow delivery time if the issuer requires mail, and keep confirmation from an online upload or fax.

Classify the transaction before writing

Your appeal is stronger when it identifies the precise error instead of arguing generally that the purchase was unfair.

Unauthorized charge

State that you did not authorize the transaction and describe when you noticed it. Include any fraud report, account-security notice or correspondence showing that you promptly disputed the charge. Do not mix unrelated transactions into the same appeal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Wrong amount, date or calculation

Show the amount you agreed to, the amount posted and the arithmetic that produces the difference. Attach the receipt, order confirmation, invoice or statement and identify the exact line that is wrong.

Goods or services not accepted or delivered as agreed

Explain what was promised, what actually happened and the relevant date. For a non-delivery claim, provide the expected delivery date and tracking result. For a defective, incomplete or materially different item, describe the discrepancy and your attempt to obtain a remedy.

U.S. billing-error deadlines

For a U.S. credit-card billing error, the CFPB says you must send a written notice within 60 calendar days after the charge appeared on the statement. Send it even if you already used an online dispute form; an online submission alone may not satisfy a written-notice requirement unless the issuer’s process expressly does so.

Event General U.S. timing What to do
Statement shows the error Day zero for the 60-calendar-day written-notice period. Save the statement and calculate the deadline.
Issuer receives a proper written notice Generally 30 days to acknowledge the notice, unless the issuer resolves the dispute sooner. Keep delivery proof and note the acknowledgment date.
Issuer completes the investigation Two complete billing cycles or 90 days, whichever is shorter, under the CFPB’s Regulation Z examination manual. Track the final written explanation and any account adjustment.
Appeal after an adverse explanation The FTC says appeal within the issuer’s payment period or within 10 days after receiving the explanation, whichever is later. Use the issuer’s stated payment period and send the appeal promptly.

These are statutory billing-error timeframes, not a universal promise that every network chargeback can be reopened. If your notice was late, explain why and ask whether the issuer offers a discretionary reconsideration, but do not describe the claim as timely unless the dates support it.

Write the appeal so the reviewer can decide it

Use a neutral subject line, identify one transaction, state the billing-error category, and answer the denial point by point. Ask for a renewed investigation or correction rather than making threats. If the issuer’s explanation is incomplete, request the relied-upon documents in the same letter.

Subject: Written appeal of billing-error decision — account ending #### / transaction [date] / [amount]
I dispute the conclusion in your [date] decision. The charge is a billing error because [specific category and facts]. The attached documents show [short proof]. Your explanation states [denial reason], but Exhibit [number] shows [direct rebuttal]. Please reopen or correct the investigation, remove the disputed amount and related charges if required, and send the written basis for your final decision. Please also provide the documents relied on if they were not included with the decision.

Sign and date the letter. Include your name, billing address, account number or the last four digits requested by the issuer, transaction date, merchant name and disputed amount. Do not include unrelated account history or exaggerate what happened. Refer to evidence by exhibit number instead of repeating every fact in the letter.

Send it to the correct place

  1. Use the billing-dispute address. The address for billing inquiries or disputes on your statement may differ from the payment address. If the denial letter gives a dedicated address or portal, follow that instruction.
  2. Use an additional electronic channel when possible. Upload the appeal through the issuer’s secure message or dispute center only as a supplement when a written mailing is required. Save the confirmation screen, file names and timestamp.
  3. Choose trackable delivery for mail. Retain the receipt, tracking history and delivery date. A copy in your personal records should include every page and attachment.
  4. Confirm receipt. If you do not receive the expected acknowledgment, contact the issuer before the deadline and ask whether the appeal was logged under the original case number. Record the representative’s name, date and reference number.

Paying while the appeal is pending

Continue paying undisputed charges by the due date. A generic chargeback rejection does not automatically suspend your obligation to pay the account. Separate the disputed amount from new purchases, annual fees or other balances, and follow any written instructions the issuer gives about the amount under investigation.

Keep proof of each payment. If the issuer later credits the disputed amount, check whether related fees or interest were removed when required and whether the credit appears on the correct statement. If the issuer tells you to pay an amount while it reviews the claim, ask for that instruction in writing.

Merchant-first resolution versus issuer escalation

Contacting the merchant can produce a faster refund and creates a record that you tried to resolve the issue, but it does not replace a timely issuer notice when statutory rights may apply. Send a short written request to the merchant, preserve the response, and continue the issuer process if the deadline is approaching.

Approach Best use Advantages Risks or limits
Merchant-first request A shipment, cancellation, refund or service problem that the merchant can correct. Can resolve the dispute quickly and may generate useful admissions or tracking records. The merchant may delay, deny responsibility or miss the issuer’s deadline.
Issuer reconsideration The denial misstates a fact, ignored evidence or applied the wrong category. Places the issue back before the party that made the decision and creates a formal record. The issuer may uphold the decision under its network rules.
Regulator or ombudsman complaint The issuer failed to acknowledge, investigate, explain or meet an applicable timing rule. Creates an external process review. A complaint does not guarantee a refund and may not replace a contractual appeal deadline.

Escalate process failures

Escalate when the issuer does not acknowledge a properly delivered written notice, refuses to explain the decision, ignores material evidence, sends the decision to the wrong account, or misses an applicable billing-error deadline.

Consumer Financial Protection Bureau

For a U.S. card issuer, submit a complaint to the Consumer Financial Protection Bureau after you have preserved the denial, your appeal and proof of delivery. Describe the timeline, identify the exact process failure and attach the relevant correspondence. A complaint is most useful when it asks for a specific correction, such as a written explanation, a review of omitted evidence or an account adjustment required by the applicable rule.

Ombudsman or local regulator

Outside the U.S., ask the issuer which ombudsman or regulator handles card disputes in your country. Availability, jurisdiction and filing deadlines vary by provider and country. Request referral instructions in writing and attach the issuer’s final response if one was issued.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common denial reasons and focused responses

“The merchant supplied proof of delivery”

Compare the delivery record with the address, promised date, item description and your actual order. Point out a mismatch, split shipment, return acceptance or delivery to an unauthorized location, and cite the exhibit that proves it.

“The transaction was authorized”

Explain why an authorization record does not resolve the issue you raised, such as a wrong amount, duplicate posting or a service not delivered. Attach the receipt, cancellation record or other evidence for that separate error category.

“You did not contact the merchant”

Provide the date and method of your contact, the response or lack of response, and any refund or cancellation reference. If you could not contact the merchant, explain the specific reason and show your attempts.

“The claim was outside the time limit”

Recalculate from the statement date, not merely the purchase date, when relying on the U.S. written billing-error rule. Explain the date the error first appeared and the date the issuer received your notice. If the claim truly was late, request any discretionary review without asserting a statutory entitlement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The documents were insufficient”

Ask which document is missing, provide it if available and explain what each exhibit proves. A one-page timeline often resolves confusion about dates that appear in separate receipts, messages and tracking records.

When a chargeback cannot simply be reopened

Network chargeback systems may have closed stages, reason codes and representment rules. The issuer may permit an internal reconsideration but not a second network filing, or it may require new evidence rather than repeating the original submission. Ask in writing whether your appeal is an issuer review, a network appeal or a statutory billing-error notice, and what result each process can provide.

A merchant’s terms do not automatically erase a statutory billing-error right, but a favorable merchant policy does not guarantee that a network claim will be accepted. Keep the two analyses separate: identify the legal category, then address the network reason code or procedural defect stated in the denial.

Final pre-send checklist

  • The appeal deadline and delivery method are recorded.
  • The transaction, amount, statement date and case number are correct.
  • The letter names one billing-error category and answers every denial reason.
  • Exhibits are numbered, readable and referenced in the letter.
  • Unrelated personal information is redacted.
  • The billing-dispute address or designated channel—not merely the payment address—is used.
  • Submission confirmation, mailing proof and a complete copy are saved.
  • Undisputed charges remain scheduled for on-time payment.
  • A follow-up date is set for acknowledgment and the final written decision.

The CFPB’s consumer guidance, reviewed in 2024, emphasizes the 60-calendar-day written notice for protecting U.S. billing-error rights. The CFPB’s 2022 Regulation Z examination manual describes the 30-day acknowledgment and two-billing-cycle-or-90-day resolution limits. The FTC’s consumer guidance, accessed in 2026, says to appeal within the issuer’s payment period or 10 days after receiving the explanation, whichever is later. Use those rules only when your transaction and jurisdiction fit them; otherwise, the issuer’s agreement and denial letter provide the operative procedure.
