What an investor is actually underwriting
Buying a contractor is a claim on future project cash flows, not simply on the latest accounting profit. You are underwriting four linked questions:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Are new orders large, contractually sound and profitable enough to support several years of revenue?
- Can management deliver those projects while protecting gross margin from labor, materials, subcontractor and design changes?
- How much of reported profit comes from ordinary construction operations rather than securities gains, equity-method income, foreign exchange or one-off losses?
- Does the share price leave a sufficient return if earnings normalize rather than remain at a peak?
Tokyu Construction’s long-term plan is called To zero, from zero. President Koji Hisada describes the year ended March 31, 2026, as the plan’s fifth year. His message says, “Construction demand in urban areas remains robust, and we are well-positioned to draw on our unique technologies and expertise cultivated over the years in Shibuya and elsewhere in Japan, as well as overseas.” Treat that as management’s strategic view, then test it against orders, margins, cash and valuation.

Start with the reported numbers
| Metric | FY2026 (year ended March 31, 2026) | FY2025 comparison | Why it matters |
|---|---|---|---|
| Consolidated net sales | ¥341.1 billion | ¥263.945 billion | Measures the scale of work recognized as revenue. |
| Operating income | ¥16.3 billion | ¥6.770 billion | Shows profit after construction costs and selling, general and administrative expenses. |
| Profit attributable to owners of parent | ¥13.3 billion | ¥3.896 billion | Profit available to ordinary shareholders after non-operating items and tax. |
| ROE | 12.6% | Not stated in the cited FY2025 summary | Indicates the return earned on shareholders’ equity, but must be read with leverage and cash flow. |
| Orders received | ¥408.9 billion (non-consolidated) | Not stated in the cited figures | Provides a forward workload indicator; it is not the same as consolidated backlog. |
| Completed-construction sales | Not stated in the cited FY2026 figures | ¥259,880 million | Useful denominator for construction gross-profit margin. |
| Completed-construction gross profit | Not stated in the cited FY2026 figures | ¥23,290 million | Shows project-level economics before corporate overhead. |
On the FY2026 figures, operating margin was approximately 4.8% (¥16.3 billion divided by ¥341.1 billion), and attributable net margin was approximately 3.9%. FY2025 operating margin was approximately 2.6% using consolidated net sales, while attributable net margin was approximately 1.5%. These ratios describe the reported periods; they do not prove that FY2026 margins are a sustainable new normal.
Step 1: Analyze orders and backlog conversion
Use orders as a pipeline, not as revenue
FY2026 non-consolidated orders received were ¥408.9 billion, about 1.20 times FY2026 consolidated net sales. The ratio is a useful scale check, but it is not a backlog-coverage calculation: orders can be recorded at different times, may span several fiscal years, can be cancelled or modified, and the non-consolidated scope does not exactly match consolidated sales. Obtain the official order backlog and segment schedule before translating the figure into a revenue forecast.
Large redevelopment projects around Shibuya Station were cited as contributors to the record order intake. That supports demand, but it also raises concentration questions. A single major redevelopment can improve visibility while exposing the contractor to complex interfaces, long schedules, fixed-price risk and delayed cash collection.
Questions to ask about every large order
- What percentage of the order book is fixed-price, and what clauses allow price adjustment for steel, cement, energy or wages?
- When are major projects scheduled to reach percentage-of-completion milestones and cash-payment dates?
- How concentrated are orders by client, geography, project type and joint venture?
- Are overseas or real-estate-linked projects growing faster than the core domestic construction business?
- Does the company disclose cancellations, loss-making contracts, provisions or changes in estimated total cost?
Measure conversion over several years
Build a simple cohort schedule: opening backlog, new orders, revenue recognized, cancellations or scope changes, and closing backlog. Divide closing backlog by the following year’s expected construction sales to estimate coverage, but keep the assumptions visible. A high ratio can mean strong visibility; it can also mean work that is difficult, low-margin or slow to execute. Compare order growth with completed-construction gross margin rather than celebrating order records in isolation.
Step 2: Calculate construction gross-profit margin consistently
The official FY2025 consolidated summary reports ¥259,880 million of completed-construction sales and ¥23,290 million of completed-construction gross profit. The resulting margin is approximately 9.0%:

completed-construction gross margin = 23,290 ÷ 259,880 = 8.96%
Repeat the same calculation for each subsequent year and for each disclosed segment. Do not substitute consolidated net sales for completed-construction sales when comparing project margin; the denominators have different definitions. A falling margin can signal aggressive bidding, unpriced inflation, design changes, productivity problems or provisions for expected losses. A rising margin may reflect better execution, contract-price adjustments, a favorable project mix or the release of an earlier provision.
Bridge gross profit to operating income
FY2025 completed-construction gross profit of ¥23,290 million was much larger than operating income of ¥6,770 million. The difference includes selling, general and administrative expenses and any other operating adjustments. Track that bridge each year. If gross profit grows but operating income does not, overhead, hiring, technology spending or lower-margin activities may be absorbing the improvement. If operating income rises disproportionately, investigate whether the change is recurring or connected to a one-time expense comparison.
Check cost and contract accounting
Construction estimates change as work progresses. Read the notes for revisions to total contract cost, expected loss provisions, percentage-of-completion assumptions and claims. Compare actual cost inflation with the escalation clauses in contracts. A backlog is valuable only to the extent that its remaining revenue exceeds its remaining cost and produces cash on a reasonable schedule.
Step 3: Explain the FY2026 profit improvement
The move from FY2025 operating income of ¥6.770 billion to FY2026 operating income of ¥16.3 billion is substantial. Do not attribute the entire increase to structural improvement until the company identifies the bridges. Separate at least these components:

- Higher construction volume and a different project mix.
- Improved project gross margins from execution or productivity.
- Contract-price adjustments or successful claims.
- Lower or higher labor, materials and subcontractor costs.
- Changes in SG&A and corporate overhead.
- Equity-method investment income.
- Gains on investment securities.
- Foreign-exchange effects.
- Other non-operating expenses, extraordinary losses and taxes.
The official results explanation identifies equity-method investment income, investment-securities gains, foreign-exchange effects, other non-operating expenses, extraordinary losses and taxes as contributors to year-on-year profit changes. Reconcile operating income to attributable profit line by line. Forecast recurring construction earnings first; model each material non-operating item separately rather than capitalizing an exceptional gain into a permanent earnings run rate.
Step 4: Use ROE with the balance sheet
FY2026 ROE was 12.6%. That is meaningful only alongside the equity base, debt, cash, working-capital movements and distributions. A contractor can report a high ROE because profits improved, equity is thin, leverage is high or temporary gains lifted net income. Compare:
- Average shareholders’ equity, not only ending equity, in the ROE denominator.
- Net debt and interest-bearing debt relative to operating profit and operating cash flow.
- Receivables, contract assets, advances received and retention balances.
- Cash flow from operations versus attributable profit over multiple years.
- Share buybacks and dividends that reduce equity and mechanically affect ROE.
Cash conversion is especially important when revenue is recognized before the customer pays. A profitable order book that consumes cash through receivables or contract assets may require borrowing and can weaken the shareholder return that the headline ROE suggests.
Step 5: Recalculate valuation from current data
Use at least three valuation lenses. Each answers a different question, and none is reliable when its denominator is stale or unusually high.
PER: price relative to normalized earnings
PER is share price divided by earnings per share, or equity market capitalization divided by forecast attributable profit. The September 24, 2026 snapshot showed a forecast PER of 11.8. Before using it, confirm the forecast period, analyst or company source, diluted share count and whether the forecast includes unusual gains or losses. Compare Tokyu Construction with Japanese construction peers on the same fiscal-year basis. A lower PER is not automatically cheaper if its earnings are nearer a cyclical peak, its backlog is lower quality or its balance sheet carries more risk.

PBR and the ROE relationship
PBR is share price divided by book value per share. The cited snapshot showed actual PBR of 1.2. A PBR close to book value can be reasonable when ROE is sustainably above the investor’s required return. It can be expensive when current ROE is temporarily inflated, and cheap for a reason when assets are overstated, projects are loss-making or cash returns are poor. Normalize ROE across a full construction cycle before concluding that 1.2 times book is undervalued.
Dividend yield and capital returns
The expected dividend yield in the snapshot was 3.5%. Calculate yield as the annual dividend per share divided by the current share price. Check the stated payout policy, retained cash, free cash flow and the company’s ability to fund dividends through a weak project year. A yield based on an unconfirmed forecast dividend is not a guaranteed return. Include buybacks, if any, in total shareholder-return analysis rather than treating them as recurring income.
Rebuild the numbers at the date you publish
- Record the closing TSE price for ticker 1720 and the exact date and currency.
- Obtain the latest shares outstanding, including dilution, and calculate market capitalization.
- Use the latest company or consensus attributable-profit forecast for forward PER; use reported trailing profit for trailing PER.
- Divide market capitalization by reported book equity for PBR, ensuring the equity definition matches the company’s per-share figure.
- Divide the declared or forecast annual dividend by the same-date share price.
- Write the date beside every multiple and state whether the denominator is reported, forecast or normalized.
For reference only, the dated snapshot was ¥1,221.0, 11.8 times forecast PER, 1.2 times actual PBR and 3.5% expected dividend yield on September 24, 2026. Do not present those values as current after that date.

|---|---|---|
| Order growth and backlog coverage | New orders, closing backlog, cancellations and expected annual sales | Tests visibility and the speed at which orders become revenue. |
| Completed-construction gross margin | Gross profit divided by completed-construction sales | Shows project economics before corporate overhead. |
| Operating margin | Operating income divided by consolidated net sales | Captures overhead and operating leverage. |
| ROE and leverage | Average equity, debt, net cash and operating cash flow | Distinguishes efficient returns from balance-sheet leverage. |
| PER, PBR and dividend yield | Same-date price and same fiscal-year earnings, book value and dividend | Prevents misleading comparisons caused by different periods. |
| Urban redevelopment exposure | Share of orders and profit tied to major urban projects | Links demand opportunity to concentration and execution risk. |
| Profit mix | Construction, real estate, equity-method, securities and foreign-exchange contributions | Reveals how much earnings are recurring. |
Use the same Japanese fiscal year for every company, adjust for consolidated versus non-consolidated order data, and investigate differences in contract accounting. A peer with a higher PER may have stronger cash generation and lower project risk; a peer with a lower PBR may have persistently weak ROE.

Build a decision using scenarios, not a single target price
| Scenario | Operating assumptions to test | Valuation implication |
|---|---|---|
| Constructive | Urban redevelopment orders convert on schedule, FY2026 margin gains persist, cost escalation is recovered and cash collection remains healthy. | A stable or higher multiple may be justified if ROE remains strong and dividends are covered by cash. |
| Base | Orders provide several years of work, but project margins normalize toward a cycle-average level and non-operating gains do not repeat. | Value the shares on normalized earnings and book value rather than the best reported year. |
| Adverse | Labor or materials inflation, delayed projects, loss provisions, weak collections, foreign-exchange losses or extraordinary charges reduce profit. | A low headline PER can rise quickly as earnings fall; PBR and balance-sheet resilience become more important. |
Set explicit triggers for changing your view: a material backlog cancellation, a new loss-making contract, repeated negative operating cash flow, a dividend cut, or a margin decline that management cannot explain. This is more robust than anchoring on a single estimated fair value.
Risks that require the latest annual securities report
The available company materials do not provide a complete quantified sensitivity analysis or the full annual securities-report risk register. Before investing, obtain the latest filing and review:
- Project-loss provisions, uncompleted-contract estimates and claims.
- Liquidity, debt maturities, committed facilities and interest-rate exposure.
- Client concentration, joint-venture obligations and guarantees.
- Governance, compliance, bidding, safety and regulatory risks.
- Climate, disaster and supply-chain exposure affecting construction schedules.
- Overseas currency and country risk, if those operations are material.
Do not infer that an undisclosed risk is immaterial. If a sensitivity is not quantified, use a wider valuation range and a smaller position size rather than inventing precision.

A practical pre-purchase checklist
- Download the newest results presentation, annual securities report and investor message.
- Update the order, backlog, completed-sales and gross-margin series for at least three years.
- Reconcile operating income to attributable profit, identifying every material non-operating and extraordinary item.
- Check operating cash flow, contract assets, receivables, debt and average equity.
- Recalculate current market capitalization, PER, PBR and dividend yield in yen, with the date shown.
- Compare those metrics with Japanese peers on the same fiscal-year definitions.
- Write a bull, base and adverse case with explicit margin, cash and dividend assumptions.
- Decide what evidence would invalidate the thesis before placing an order.
The central question is not whether Tokyu Construction looked inexpensive on September 24, 2026. It is whether the price you can trade today fairly discounts normalized earnings from a backlog that can be delivered profitably, with a balance sheet and dividend policy capable of absorbing a weaker construction cycle.
