Telecom companies use AI to analyze network data, forecast traffic and service problems, and help decide how to allocate resources or respond to faults. In practice, it is not one system that makes a network “run itself”: AI can support planning, live network adjustments, fault diagnosis, maintenance and energy management, with operators measuring whether each action improves service.

For customers, the relevant test is not whether a carrier uses AI, but whether the network stays available, handles demand, recovers from faults and delivers the expected service quality. An energy-saving change, for example, is useful only if it does not undermine coverage or service commitments.

What does AI network optimization mean?

AI network optimization is the use of data-analysis techniques—often machine learning—to help telecom operators plan, monitor and manage network resources. It covers a connected set of operational tasks, not a single algorithm or product. The International Telecommunication Union (ITU) describes applications spanning network design, traffic management, performance monitoring, diagnostics and operations.

A useful way to understand the work is as an operating loop:

  1. Collect: Gather network telemetry and service indicators, such as information about traffic, performance, faults and power use.
  2. Assess: Use analytics or models to estimate current conditions, identify unusual behavior, forecast demand or flag possible degradation.
  3. Choose: Determine whether to adjust resources, investigate a fault, schedule maintenance or leave the network unchanged.
  4. Act: Recommend a change to an operator or, where the system and safeguards permit, apply it automatically.
  5. Measure: Compare results with benchmarks and service indicators to see whether the action helped without creating a new problem.

The feedback step matters. A model’s prediction is not itself proof that a network improved. ITU-T Recommendation M.3388, published in August 2024, sets out effectiveness indicators for systems following its framework for AI-enhanced telecom operation and management. It says the indicators are intended to evaluate the “intelligence level” of such systems; operationally, the measures also help operators assess whether actions are effective.

Which network problems can AI help solve?

AI can support different parts of network operations, from long-term design to responding to a fault that is affecting service now. The appropriate method depends on the task, the available data and the operator’s service constraints.

Forecasting demand and planning capacity

Operators can analyze traffic distribution and trends to estimate where and when more capacity may be needed. Those estimates can inform decisions about network capacity, topology and routing. ITU-T Recommendation Y.3142, published in April 2024, frames AI/ML-based network design optimization around meeting service-level agreements cost-effectively. A forecast informs a design or planning decision; it does not guarantee that the forecast will be correct or that any particular build-out will follow.

Balancing traffic and managing changing demand

Traffic models and load balancing can help align available network resources with demand. Mobility optimization addresses changing user and traffic conditions as they move through the network. The ITU’s 2025 State of Broadband: Our digital world report describes these as telecom AI uses. In operational terms, the objective is to use available capacity where it is needed while maintaining the service performance operators are accountable for.

Detecting degradation and diagnosing faults

Analytics can flag anomalies, estimate their severity, identify affected areas or channels, and help investigate likely root causes. ITU-T Recommendation E.475, published in January 2020, describes intelligent network analytics and diagnostics, including predicting possible performance degradation and setting automated maintenance tasks. Earlier detection can help operations teams prioritize an investigation, but an alert is not the same as a confirmed diagnosis or a repaired fault.

Maintaining and recovering the network

When analysis indicates a likely problem, it may support maintenance planning or operational recovery. Depending on the system, the output can be an alert or recommended action for a person to approve, or an automatically initiated task. The distinction matters: operators need to know which decisions are automated, what safeguards apply, and how success and recovery are measured.

How does the AI operating loop work in practice?

The loop links data to an operational action and then checks the result. That gives operators a way to evaluate whether a model’s output is useful in their network rather than treating model accuracy as the only measure of success.

1. Select relevant signals

Operators need current operational data and service indicators that relate to the decision being made. A capacity forecast, a fault alert and an energy-control decision do not necessarily use the same signals. Data that is stale, incomplete or poorly matched to the task can weaken the estimate; therefore, the quality and timing of inputs are part of the operational problem, not just a model-design detail.

2. Estimate conditions and uncertainty

Analytics may describe what is happening now, while predictive models estimate what may happen next—for example, a period of lower traffic or possible performance degradation. These are different outputs. A forecast should be treated as an estimate to inform a decision, not as certainty that demand or service conditions will follow one path.

3. Set the action and its limits

An operator can use an estimate to consider a resource adjustment, investigation or maintenance task. The permitted response depends on network design, service-level commitments, coverage needs and operational safeguards. A system that proposes a change for human approval has a different automation level from one that executes it automatically.

4. Compare outcomes with benchmarks

After an action, operators can compare calculated indicator values with benchmarks to assess effectiveness and improve operations, as described by ITU-T M.3388. Relevant measures may include service availability, SLA compliance, fault-localization accuracy, detection rate, mean time to repair, optimization success and device power-saving ratio. Which indicators matter depends on the specific use case.

Measures should be considered together. A change that lowers power use but harms availability, coverage or perceived service quality is not an unqualified improvement. Likewise, a fast alert does not establish that a fault was accurately located or repaired quickly.

How can AI reduce telecom network energy use?

AI can help operators match radio-resource use to expected demand. If traffic is expected to be low in a particular period or area, an energy-management system may recommend or enable a low-power mode or power down some radio resources. Operators still need to monitor whether service quality and coverage remain acceptable.

The evidence includes two attributed examples, but they are not directly comparable measurements:

Example Reported result How to interpret it
KDDI pilot using Nokia’s AI-based energy solution The ITU’s 2024 State of Broadband: Leveraging AI for Universal Connectivity report says power consumption fell by an average of up to 50% in low-traffic environments and by up to 20% per cell. Pilot results, not a universal industry benchmark. Keep the “up to” qualification and the low-traffic context.
Swisscom using AI-powered energy-saving capabilities and machine-learning automation Ericsson reports approximately 6% RAN energy savings. Vendor-reported case result. The publication date is not established in the cited page, so the figure should not be assigned a year or treated as an independent comparison.

These figures describe particular cases, not a prediction of what another operator will achieve. Network conditions, traffic patterns, equipment, implementation and measurement methods can differ. A meaningful evaluation should record energy use alongside the service indicators relevant to the affected area and period.

What should operators measure to judge whether optimization worked?

There is no single score that captures network performance. Operators should select indicators that match the operational goal and check for trade-offs across customer experience, service operation and network management—the categories addressed by ITU-T M.3388.

  • Availability and SLA compliance: Did service remain available and meet the applicable commitments?
  • Customer experience: Did the change preserve or improve perceived service quality, rather than merely improving an internal network metric?
  • Fault handling: How well did the system detect and localize the issue, and what was the mean time to repair?
  • Optimization success: Did the recommended or automated adjustment achieve its intended operational result?
  • Energy use: Did power consumption or the device power-saving ratio improve without unacceptable effects on service?

Results also need context: the network area and time period, the operating conditions, the action taken, and the benchmark used. A pilot outcome, a vendor-reported customer result and an indicator defined in a technical recommendation are different kinds of evidence; they should not be presented as if they were equivalent.

Where does generative AI fit in telecom networks?

Generative AI is a developing part of telecom operations, not a synonym for every established machine-learning system used to tune or monitor a network. An ITU-T technical report published in March 2025 discusses potential generative-AI uses in network planning, deployment, management and orchestration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The report also identifies evaluation needs that include reliability, privacy, security, transparency, compatibility and monitoring. These considerations matter when a system’s output could affect network configuration or operations. A generative model’s ability to produce a plausible explanation or recommendation does not, by itself, establish that the recommendation is safe or operationally correct. Its use needs to be assessed within the relevant workflow and controls.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

What should telecom operators consider before automating a change?

Automation can shorten the path from detecting a condition to responding, but the decision to automate depends on the action’s risk and the operator’s ability to monitor and recover. A practical evaluation should make the operating scope and evidence explicit.

  • Protect service commitments: Include availability, coverage, perceived quality and SLA compliance alongside the target metric.
  • Check integration constraints: Assess compatibility with current and legacy systems, as well as privacy and security requirements.
  • Establish a feedback process: Compare outcomes against benchmarks and monitor for unintended effects so that operating decisions can be adjusted.
  • Label the evidence: Distinguish a standard’s indicator framework from operator-published measurements, vendor-reported cases and pilot results.

This framing avoids a common mistake: comparing systems only by whether they use AI or by one headline performance figure. A solution should be judged against the network task it addresses, the constraints under which it operates and the service outcome it actually measures.

What does AI optimization mean for telecom customers?

For a customer, AI is an operational method, not a service guarantee or a feature that necessarily appears in a phone setting. Its value depends on whether it helps the operator manage capacity, identify problems, recover service or use resources more efficiently while honoring service expectations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Technical efficiency and customer benefit are related but not identical. An operator may improve an internal measure without a noticeable customer difference, and an energy reduction is not beneficial if it comes at the expense of coverage or quality. The measures described by ITU-T M.3388 help show why performance and customer experience need to be assessed together.

Frequently Asked Questions

Does AI optimize 5G networks differently from older telecom networks?

The material here describes telecom uses across network planning, traffic management, diagnostics and operations; it does not establish a universal division by network generation. Capabilities and constraints depend on the operator’s systems and the specific task, so a 5G label alone does not establish what is automated or what results it delivers.

Can AI predict a telecom outage before it happens?

Analytics can identify anomalies and predict possible performance degradation, and ITU-T E.475 describes these kinds of diagnostics. A prediction is a signal for assessment or action, not proof that an outage will occur or that every outage can be forecast.

Is generative AI already controlling telecom networks on its own?

The ITU-T report published in March 2025 discusses potential generative-AI roles in network planning, deployment, management and orchestration, along with evaluation requirements. It does not establish that operators broadly give generative models independent authority to control live networks.

Are reported AI energy savings directly comparable between telecom operators?

Not from the cited examples alone: one is an ITU-described KDDI pilot and the other is an Ericsson-reported Swisscom result, with different contexts and no common measurement methodology established here. A comparison would need aligned baselines, conditions, time periods and service-quality measures.
