There is no independently proven “best” crypto exchange development company for every startup. The practical 2026 shortlist is a set of vendors to investigate: HollaEx and AlphaPoint for white-label exchange software, Antier for configurable white-label or bespoke work, and TrustChange or SoluLab for engineering-led builds. Velmie and PayBitoPro may fit narrower infrastructure or packaged-software needs. Treat these as diligence leads, not rankings: the available evidence consists mainly of provider descriptions and a secondary comparison, not independent audits of security, uptime, delivery quality, or startup outcomes.
Your most important decision is the operating model. A white-label platform can shorten launch work but leaves you responsible for licensing, custody choices, customer acquisition, compliance operations and day-to-day support. A bespoke build gives you more control over product, code and deployment, but increases time, cost and execution risk.

The 2026 shortlist, without pretending it is a ranking
The following table reflects what the companies or a September 2026 comparison say they offer. It does not establish that one vendor is safer, faster or more successful than another.
| Company | Model described in available material | Stated or reported scope | What a startup should verify |
|---|---|---|---|
| HollaEx | Customizable, cloud-hosted white-label exchange | Existing exchange stack, a reported two-week trial and revenue-share pricing | Current pricing, custody arrangement, hosting location, support, data access, key control and whether the trial includes production-grade components |
| AlphaPoint | Exchange software platform | Software for exchanges, brokerages and tokenization platforms; pricing is not published and demonstrations are offered on request | References from startups with your product and target market, implementation fees, deployment options, liquidity integrations and exit rights |
| Antier | Configurable white-label software plus bespoke development | A company-authored comparison reports an indicative $50,000–$500,000 range | Whether the figure covers only software or also integrations, security work, deployment, support and regulatory adaptations; obtain a milestone-based quote |
| TrustChange | Bespoke engineering | Matching, trader interfaces, administration, custody and audit-trail work for EU-facing startups and licensed financial firms; it describes client-owned software | Source-code and intellectual-property assignment, acceptance tests, security obligations, maintenance and who controls production infrastructure and keys |
| SoluLab | Engineering for multiple exchange formats | Centralized, decentralized, hybrid, peer-to-peer, derivatives, NFT and white-label projects, from startups through enterprises | Evidence for the exact architecture you need, live references, chain and wallet expertise, test coverage, incident response and total cost |
| Velmie | Digital-asset infrastructure | The comparison positions it more toward stablecoin and broader digital-asset infrastructure than exchange software specifically | Whether matching, order management, custody and market-surveillance functions are included or require other vendors |
| PayBitoPro | Packaged white-label tiers | The comparison describes tiered white-label exchange offerings | Current feature limits, supported jurisdictions, upgrade and migration terms, liquidity, custody and operational support |
Antier’s 2026 company-authored article also names Rapid Innovation, Itexus, Ulam Labs and Token Minds as possible providers, associating them with analytics, regulated-market readiness, Rust/Go engineering and multi-chain ecosystems. Use those names as additional leads only; a vendor’s own comparison is not independent validation.
#1 Best Overall
What you are actually buying
White-label software
A white-label provider supplies an existing technology stack that you brand and operate. Typical components include a matching engine, wallet services, KYC/AML integrations, administration tools and web or mobile interfaces. You may avoid building every core component, but you still have to design the business, fund liquidity, acquire customers, operate support and meet legal obligations.
The central limitation is easy to miss: software access is not an operating licence. As the September 2026 comparison put it, “The software vendor does not give you a licence.” Your company, or a separately contracted regulated operator, remains responsible for authorization in each market.
Bespoke software
A bespoke build shifts more product and engineering ownership to the startup. TrustChange describes a client-owned model in which source code and intellectual property are assigned to the client, while also stating that bespoke work takes longer up front. Those are provider-stated delivery and contract positions, so the agreement must define exactly what is delivered, when ownership transfers and what happens if the relationship ends.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCustom code is not automatically better. It creates responsibility for architecture decisions, upgrades, security patches, monitoring, disaster recovery and specialist hiring. A startup should choose bespoke work only when the product, jurisdiction or control requirements justify that burden.
How the leading candidates differ
HollaEx: a trial-oriented white-label path
The comparison reports a cloud-hosted, customizable platform, a two-week free trial and pricing based on a 15% revenue share, checked against published information in September 2026. Both figures are volatile and must be confirmed directly. A trial can help validate onboarding, trading workflows and administrative usability before a long commitment.
Rank #2
- Ideal for Gifting
- Ideal for a bookworm
- Compact for travelling
Ask whether the trial uses the same wallet, custody, compliance and deployment architecture as a paid environment. Clarify who can access customer data, where it is stored, how keys are protected, what happens if revenue is low and whether you can export users, orders and transaction history at exit.
AlphaPoint: established platform claims requiring startup references
AlphaPoint is described as serving exchanges, brokerages and tokenization platforms. Its pricing is not published; demonstrations are available on request. That makes a tailored discovery process essential rather than allowing a headline price to drive the decision.
Request references from companies at your stage, not only large institutions. Have the vendor map each required function—spot trading, fiat rails, custody, market surveillance, reporting and mobile access—to an included module, integration or custom statement of work.
Antier: a broad configurable-to-bespoke range
The reported $50,000–$500,000 range is an indicative figure attributed to a 2026 comparison, not an independently verified quote or a complete project budget. The low and high ends could represent materially different products, jurisdictions, integrations and support commitments.
Require a costed scope that separates discovery, design, core exchange software, smart-contract work, wallet and custody integrations, KYC/AML connections, security testing, cloud deployment, monitoring, launch support and recurring maintenance. Put change-control rates and acceptance criteria in the contract.
Rank #3
TrustChange: ownership-led bespoke engineering
TrustChange describes bespoke exchange engineering for EU-facing startups and licensed financial firms, including matching, trader interfaces, administration, custody and audit trails. It says it is an engineering firm rather than a law firm and does not handle the operating licence.

This model may suit a startup that needs control of source code and a tailored workflow. Confirm the ownership language with counsel: “client-owned” should cover repositories, build pipelines, infrastructure-as-code, documentation, test suites, data schemas and operational credentials, not just a code archive delivered at the end.
SoluLab: many exchange formats, so scope discipline matters
SoluLab advertises centralized, decentralized, hybrid, peer-to-peer, derivatives, NFT and white-label development for startups and enterprises. Those are service claims from its own page. A wide menu does not prove depth in your chosen design.
Ask for a reference architecture and a demonstration of the exact product type. Derivatives, peer-to-peer and decentralized systems introduce different liquidation, oracle, smart-contract, custody and compliance risks than a basic spot exchange.
Regulation is your responsibility, not a software feature
Do not treat “compliance-ready” as a licence or a legal conclusion. The comparison states that the exchange operator is the regulated firm in the European Union and that the transition period for existing firms operating under national-law arrangements ended on 1 July 2026. The applicable rules still depend on your entity, services, customers, asset listings and jurisdictions.
Rank #4
TrustChange likewise says it builds to a scope defined with the client’s advisers and does not handle the licence. Before signing, engage qualified regulatory counsel and contact the competent authority for every intended market. Ask counsel to determine whether you need authorization for exchange operation, brokerage, custody, payments, stablecoin activity, derivatives or other services.
- Define the legal entity that will contract with customers and hold assets.
- Map each customer journey to KYC, sanctions screening, transaction monitoring, suspicious-activity reporting and record-retention duties.
- Decide whether the vendor, a specialist provider or your own team performs each control, and who reviews exceptions.
- Document listing governance, market-abuse monitoring, complaints handling and consumer disclosures.
- Confirm data-protection, outsourcing, business-continuity and incident-notification requirements in every target region.
The proposal scorecard that exposes trade-offs
Send every finalist the same requirements and score written responses. A low software price is meaningless if essential functions appear later as custom work or if you cannot leave the platform.
| Area | Questions to put in the request for proposal | Evidence to demand |
|---|---|---|
| Ownership and control | Who owns source code, configurations, data, logs, domains, keys and deployment accounts? | Contract clauses, repository access, architecture diagrams and an exit procedure |
| Product scope | Is the launch spot-only, or does it include margin, derivatives, P2P, NFT or tokenization functions? | Feature matrix, excluded items and acceptance tests |
| Custody and wallets | Who generates and stores keys? Can the startup select its custodian or use self-custody? | Key-management design, segregation model, recovery process and audit logs |
| Fiat and liquidity | Which banking, payment, on/off-ramp and liquidity integrations are included? | Named integration partners, geography, fees, onboarding conditions and fallback plans |
| Compliance operations | Which KYC/AML tools and monitoring workflows are supplied, and who operates them? | Control descriptions, escalation paths and responsibility matrix |
| Security | How are code, infrastructure, wallets and privileged accounts tested and monitored? | Recent independent assessment where available, remediation records, penetration-test scope and incident process |
| Performance and resilience | What throughput, latency, recovery-point and recovery-time objectives are contractually supported? | Test methodology, environment assumptions and service-level terms—not marketing claims |
| Support and upgrades | Who provides 24/7 response, patches, chain upgrades and emergency changes? | Support hours, severity targets, maintenance windows and pricing |
| References | Can you speak with live customers operating a comparable product? | Reference calls, public deployments and permission to verify the relationship |
| Exit and migration | Can you export users, balances, orders, trades, ledger data and configurations in usable formats? | Data dictionary, export test, transition assistance and termination fees |
A practical selection process
- Write the operating brief. Specify target countries, customer type, asset classes, custody model, fiat needs, trading modes, mobile requirements and launch date. Separate must-have launch functions from later enhancements.
- Establish the regulatory perimeter. Obtain written advice on licensing, entity structure, outsourcing and reporting before comparing technical proposals. A vendor cannot make an unlicensed model lawful.
- Shortlist by delivery model. Compare at least one white-label option with one bespoke option. Include infrastructure specialists only when their missing exchange functions are explicitly covered by partners or your own team.
- Run a scripted demonstration. Use the same scenarios: account opening, sanctions hit, deposit, order placement, partial fill, withdrawal approval, suspicious activity alert, chain outage and administrator recovery.
- Inspect the technical evidence. Review architecture, code ownership, deployment topology, key management, logging, test coverage, monitoring and recovery exercises. Ask what is independently verified and what is merely asserted.
- Validate references and economics. Speak with comparable customers about launch overruns, support responsiveness, outages, change orders and migration. Model fixed fees, revenue share, cloud, custody, compliance tools, liquidity, support and internal staffing.
- Negotiate an exit before signing. Include data formats, source-code escrow or repository access where appropriate, credential transfer, transition support, deletion obligations and a timetable for leaving.
- Launch in controlled stages. Start with a limited market and asset set, enforce withdrawal limits and monitoring thresholds, rehearse incident response, then expand only after operational evidence supports it.
Costs, timelines and the figures you can actually use
The only specific build-cost figure in the reviewed material is Antier’s reported indicative range of $50,000 to $500,000. It is attributed to a 2026 comparison, is not independently verified and should not be treated as a startup budget, quote or total cost of ownership. A simple branded spot exchange and a regulated multi-market platform with custody, fiat, derivatives and 24/7 operations are not comparable projects.
The same comparison reports HollaEx pricing at a 15% revenue share and a two-week free trial, based on information checked in September 2026. Confirm whether those terms remain available, what revenue is included, whether minimums apply and which services incur separate charges.
Build a five-year model that includes implementation, custom integrations, cloud and monitoring, custody, KYC/AML and sanctions tools, liquidity, banking, legal advice, audits, insurance, support staff, incident response, chain upgrades and migration. Revenue share can look inexpensive before volume grows; a fixed licence can look expensive before internal staffing and integration work are counted.

Security and operations questions that should decide the contract
- Keys: Require documented generation, storage, rotation, backup and recovery controls, with separation between customer assets and corporate funds.
- Ledger integrity: Reconcile the internal ledger to blockchain and banking records, define who approves adjustments and retain immutable audit trails.
- Privileged access: Enforce least privilege, multi-person approval for sensitive actions, hardware-backed authentication and reviewable administrator logs.
- Software supply chain: Know the dependencies, patch process, release approvals and vulnerability-disclosure route.
- Resilience: Test backups, database restoration, cloud-region failure, chain reorganizations, oracle outages and payment-provider downtime.
- Incident response: Set severity levels, notification deadlines, customer communications, evidence preservation and post-incident review duties.
- Operational staffing: Identify who watches markets, approves withdrawals, handles fraud alerts, answers customers and makes emergency decisions outside business hours.
No independent benchmark of the shortlisted vendors’ breach rates, throughput, production uptime or startup outcomes was established. Vendor deployment counts, security statements, speed claims and cost claims should therefore be treated as provider-reported until you verify them through contracts, testing, references or independent assessment.
Common failure modes and how to avoid them
Choosing on a feature list
A long list can hide non-working integrations, unsupported jurisdictions or features that require expensive customization. Make each item pass a demonstration and an acceptance test.
Assuming white-label means turnkey
Branding software does not supply licensing, banking, liquidity, customer support or compliance staff. Assign an accountable owner for every operational function before launch.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Leaving ownership vague
“Access to the platform” is not the same as ownership of code, data and deployment. Define repositories, credentials, exports, documentation and termination assistance in precise terms.
Underfunding the control layer
Security testing, monitoring, legal work, audits, custody and incident response can exceed the initial software fee. Include them in the financial model from day one.
Expanding product scope too early
Derivatives, leverage, peer-to-peer settlement and multi-chain support add technical and regulatory complexity. Launch the narrowest product that validates demand and control effectiveness.
Decision rule for a startup
Choose a white-label candidate when speed, a conventional spot product and limited differentiation matter more than deep ownership—provided the contract gives you adequate data access, security evidence, operational control and an exit path. Choose bespoke engineering when your workflow, jurisdiction, custody design or intellectual-property requirements cannot be met by a proven platform and you can fund long-term technical operations.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
For the shortlist above, investigate HollaEx and AlphaPoint as platform-led options; Antier as a configurable-to-bespoke agency; TrustChange and SoluLab as engineering-led candidates; and Velmie or PayBitoPro only after confirming that their current scope matches your exchange requirements. The right result is not the vendor with the strongest slogan. It is the proposal that survives regulatory review, technical testing, reference checks, cost modeling and a documented exit plan.
