Social Security’s annual cost-of-living adjustment (COLA) is calculated from the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). The Social Security Administration (SSA) averages CPI-W readings for July, August and September, compares that average with the third-quarter average from the last year a COLA took effect, and rounds a positive increase to the nearest tenth of one percent. The latest published example is a 2.8% COLA for 2026.

“Chained CPI” generally means the Bureau of Labor Statistics’ (BLS) Chained Consumer Price Index for All Urban Consumers (C-CPI-U). It covers a broader population and uses a substitution-sensitive formula with monthly spending weights in its final version. It is not the index currently used to calculate Social Security COLAs.

How is Social Security COLA calculated?

The Social Security Act specifies the COLA method, while BLS supplies the monthly CPI-W readings. The calculation uses a third-quarter-to-third-quarter comparison rather than a simple comparison of one calendar year with the next.

  1. Average the current year’s third-quarter CPI-W. Add the CPI-W indexes for July, August and September and divide by three.
  2. Identify the reference year. SSA uses the average CPI-W for July, August and September in the last year when a COLA became effective. This is a rolling reference year; it is not necessarily the immediately preceding calendar year.
  3. Calculate the percentage change. Use (current Q3 average − reference Q3 average) / reference Q3 average × 100.
  4. Round a positive result. If the increase is positive, SSA rounds it to the nearest tenth of one percent.
  5. Apply the no-increase rule. If the change is zero or negative, or if rounding reduces a very small increase to 0.0%, there is no COLA for that year.

The result is a percentage adjustment, not a promise that every beneficiary’s net deposit rises by exactly that percentage. Benefit-specific rules, deductions and other changes can alter the dollar amount that reaches an individual.

Why the reference year matters

Using the last year with an effective COLA prevents the calculation from resetting automatically every year. If a year produces no positive rounded increase, the next comparison still looks back to the most recent year in which a COLA took effect. That makes the reference point a rolling benchmark rather than a permanently fixed prior-year quarter.

What happens when inflation is flat

The method does not create a COLA merely because prices rose slightly. A positive change must survive rounding to one decimal place. A result that rounds to 0.0% produces no increase, and a decline in the comparison average produces no negative COLA.

The 2026 COLA: a worked example

SSA announced a 2.8% COLA for 2026. Its example uses the 2024 third-quarter CPI-W average as the reference and the 2025 third-quarter average as the comparison:

Item Value
July–September 2024 CPI-W average 308.729
July–September 2025 CPI-W average 317.265
Unrounded percentage calculation (317.265 − 308.729) ÷ 308.729 × 100
Announced 2026 COLA 2.8%

The two averages differ by 8.536 index points. Dividing that change by the 2024 base average and converting it to a percentage gives an increase that rounds to 2.8% under SSA’s rule.

When the 2026 increase appears

The 2026 adjustment applies to December 2025 Social Security benefits payable in January 2026. SSI payment levels also increase for January 2026. SSI payments are normally issued at the end of December when January 1 is a holiday, so the calendar date of the deposit can differ from the month for which the payment is designated.

What CPI is used for Social Security COLA?

Social Security COLAs currently use CPI-W, the Consumer Price Index for Urban Wage Earners and Clerical Workers. CPI-W is one of BLS’s consumer-price indexes and represents the spending patterns of its defined urban wage-earner and clerical-worker population.

CPI-W is not the same as CPI-U, which covers all urban consumers, and it is not the same as C-CPI-U, the chained index. Those indexes can show different annual movements because they cover different populations and aggregate spending differently.

What CPI-W does and does not measure

CPI-W tracks changes in prices for a specified basket of goods and services using BLS index methods. It is an inflation measure for its covered population, not a personalized budget. A retiree’s actual expenses may be concentrated in housing, medical care, food or other categories that rise faster or slower than the CPI-W average.

That distinction explains why the COLA percentage should not be treated as an individual cost-of-living forecast. It is the statutory result of a national index comparison, and each person’s effective payment can also reflect withholding, Medicare-related deductions, taxes or benefit rules.

How is chained CPI different from CPI-W?

Chained CPI usually refers to BLS’s C-CPI-U, the Chained Consumer Price Index for All Urban Consumers. Both CPI-W and C-CPI-U begin with lower-level item-area indexes, but they differ in population coverage, expenditure weights and the upper-level formula used to combine categories.

Feature CPI-W C-CPI-U (chained CPI)
Population covered Urban wage earners and clerical workers All urban consumers
Upper-level spending weights Annual expenditure weights held fixed within the year Final data use contemporaneous monthly expenditure information
Substitution treatment Upper-level approach assumes no substitution between item categories within the year Superlative upper-level formula is designed to reflect substitution between categories as relative prices change
Publication status Monthly CPI-W readings are available for SSA’s third-quarter calculation Initial values are published promptly and revised three times before final data, generally 10–12 months later
Role in current Social Security COLA Statutory measure used by SSA Not the index used for the current COLA

What “chained” means

BLS describes C-CPI-U as using a formula that reflects substitution consumers make across item categories when relative prices change. For example, if one broad category becomes more expensive relative to another, households may shift some spending toward the relatively cheaper category. The final chained calculation is intended to account for that change in spending mix rather than holding category weights completely fixed.

This substitution adjustment occurs in the upper-level aggregation. The underlying lower-level price indexes are still built for individual items and geographic areas; the key difference is how those components are combined into the broad index.

Why C-CPI-U numbers can change after publication

C-CPI-U is produced in stages. BLS publishes an initial estimate, then issues three revisions before the final value, with the final data generally arriving about 10 to 12 months after the initial release. A comparison that uses preliminary C-CPI-U data can therefore differ from one using final data.

BLS reports that revisions to 12-month changes in the C-CPI-U All Items index are typically 0.2 percentage points or less, although the exact revision can vary. Any analysis comparing CPI-W and C-CPI-U should identify whether it uses initial, interim or final chained-index values.

Does chained CPI always give a lower inflation rate?

No. The chained index is often described as producing a slower inflation rate because substitution can reduce the measured cost of maintaining a consumption pattern. But BLS notes that C-CPI-U has occasionally increased faster than CPI-U, and the difference varies by year.

Several factors can change the relationship in a particular period: the prices of individual categories, how households reallocate spending, the population covered by each index and the timing of revisions. It is not accurate to promise that switching from CPI-W to C-CPI-U would reduce a COLA every year by a fixed amount.

C-CPI-U also does not eliminate every possible source of measurement bias. BLS cautions that it is not a complete, unconditional cost-of-living index. Its substitution-aware formula addresses one issue in upper-level aggregation, but it does not make the index a customized measure of any one household’s expenses.

Why does Social Security use CPI-W instead of chained CPI?

The current answer is legal rather than speculative: the statutory Social Security COLA formula uses CPI-W, and SSA applies that rule to the third-quarter averages. The cited SSA and BLS materials establish the method and the differences among indexes, but they do not establish a current policy rationale for choosing CPI-W over C-CPI-U.

Proposals to use a chained index sometimes appear in federal budget or solvency analyses. A proposal or hypothetical projection is not a change in law. Unless Congress changes the statute, Social Security COLAs continue to be calculated with CPI-W.

How the COLA percentage affects an individual payment

The announced COLA is applied to the benefit calculation under Social Security rules, but the resulting payment can differ from a simple multiplication of the deposit you currently see. The amount deposited may reflect deductions or withholding that are separate from the COLA calculation.

Common mistakes when interpreting COLA and chained CPI

Using the previous calendar year as the automatic base

The comparison is with the last year in which a COLA became effective, using July through September averages. It is not always a simple prior-year comparison.

Applying the unrounded calculation

SSA rounds a positive result to the nearest tenth of one percent. Quoting extra decimal places as the official COLA can overstate the adjustment.

Calling C-CPI-U the current Social Security index

C-CPI-U is a BLS price index, but it is not the statutory measure used for today’s Social Security COLA.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming chained CPI must be lower

Its substitution-aware design does not guarantee a lower annual increase. BLS records years in which C-CPI-U rose faster than CPI-U.

Comparing preliminary chained data with final data without labeling them

Because C-CPI-U is revised for roughly 10–12 months, the publication stage matters when interpreting a difference.

A practical checklist for checking an annual COLA

  1. Confirm that the announcement is for the correct benefit year.
  2. Check that the measure named is CPI-W, not CPI-U or C-CPI-U.
  3. Locate the July, August and September CPI-W readings and verify the stated average.
  4. Identify the last effective COLA year used as the reference.
  5. Reproduce the percentage calculation before rounding.
  6. Apply rounding to one decimal place and check whether the result is positive.
  7. Separate the COLA percentage from your personal gross benefit, deductions and net payment.
  8. Check the payment calendar to determine when the adjusted benefit is actually issued.
