How Shipbuilders Manage Complex Multi-Vessel Order Backlogs

Shipbuilders manage a multi-vessel backlog by converting contracts and designs into a constrained production sequence. Each vessel is divided into buildable blocks and work packages, then scheduled against shared labor, shops, machinery, materials, storage areas and drydock slots. Planners simulate alternatives, connect engineering data to production orders, and continuously compare shop-floor progress with the plan so delays or design changes are caught before they spread.

An order book is therefore not just a list of ships waiting to be delivered. It is a production-allocation problem: several projects compete for the same facilities and people, and the plan is feasible only when those shared resources can support the required sequence.

Why a large order book is a production-allocation problem

Counting vessels does not reveal whether a yard can build them on time. Two ships may require the same welding line, specialist outfitters, cranes, drydock or covered assembly bay at the same moment. A third may be ready for erection but lack steel, a propulsion component or enough block-storage space. The backlog must be tested against the yard’s actual production system.

Shipbuilding research describes mixed production and simultaneous vessel construction as a planning challenge in its own right. A 2021 study of a component-based production-planning system notes that Korean shipyards build more than 10 ships a year and characterizes large yards as building roughly 50–70 ships annually; those figures are contextual descriptions in that paper, not a current industry census. A workable backlog plan answers four questions for every vessel:

  • What work must be done, and in what technical order?
  • Which people, machines, materials and facilities are required for each package?
  • When can the package start, and where can it wait without blocking another project?
  • How will the yard know that the real work has diverged from the plan?

1. Convert each vessel into buildable work

Planning starts by replacing a high-level vessel design with a production structure. In a described Fincantieri implementation, hulls were decomposed top-down into areas, sections, blocks, sub-blocks, panels and smaller objects. Planning then worked bottom-up, checking each object against material availability, type, weight, size and required delivery date. The Fincantieri case study explains this structure.

Engineering structure and production structure are different

Designers typically organize a ship by systems—such as piping, electrical networks or accommodation systems—while production planners need process phases and milestones: cut steel, fabricate a panel, assemble a block, outfit it, paint it, erect it and test it. Lothar Brose of Lürssen-Kröger Werft described the distinction this way: “Design engineers are accustomed to thinking in systems. On the other hand, production planning is process-oriented in various construction phases – each summarized in several major milestones.”

An effective planning model maintains a traceable link between those views. A bill of material or design part should lead to the work package that consumes it, the production order that authorizes it and the milestone that proves it is complete.

Use work packages small enough to control

A package should be specific enough to assign to a shop and measure, but not so small that the plan becomes unmanageable. Typical control data include predecessor and successor tasks, estimated labor, required equipment, material status, location, target dates, inspection points and the vessel or block to which the work belongs. The right granularity varies by vessel type and yard; there is no universal shipbuilding package size.

2. Plan the backlog at three connected horizons

Shipyards need a long-range portfolio view, a medium-range capacity plan and a near-term execution schedule. These horizons use different levels of detail but must share the same production objects and constraints.

Planning horizon Main question Typical decisions
Long term Can the portfolio fit the yard network and delivery commitments? Assign vessels or major blocks to sites, reserve drydock windows, test production strategies and identify future labor, machinery and facility shortfalls.
Medium term Can shops and support areas absorb the planned workload? Sequence blocks and work packages, level labor and equipment, release purchasing requirements and protect storage capacity.
Near term What should each team build next, using the materials and information actually available? Dispatch orders, confirm drawings and bills of material, record starts and completions, and react to shortages, defects or design changes.

Research on shipyard advanced planning and scheduling (APS) describes long-term production planning based on an SCP matrix—supply, capacity and production relationships—while project cases show how that logic is connected to shop-floor execution. See the APS design study.

3. Schedule around bottlenecks, especially drydock time

Every operation can constrain throughput, but drydocks are a particularly visible shared bottleneck. The U.S. Government Accountability Office’s 2009 report on commercial and Navy shipbuilding says schedule adherence and the time each vessel occupies a dock directly affect how many ships a yard can move through. It describes defining blocks months before steel cutting, using that construction strategy to plan drydock and other resources, and completing as much outfitting as practical before blocks are erected in the dock. Read GAO-09-322.

Move work out of the dock when the design allows

Block construction lets a yard install piping, cable trays, machinery foundations, insulation or other outfit items while a block is still in a shop or staging area. The economic logic is straightforward: a dock is expensive, scarce and shared, while many pre-outfitting tasks can be performed elsewhere. The plan must still respect lifting limits, access, safety, inspection and the order in which blocks can be joined; moving work out of the dock is not a blanket rule to install everything as early as possible.

Protect the bottleneck from upstream variability

A dock slot should not be treated as available merely because a calendar date is open. The preceding blocks need confirmed designs, materials, inspections and a feasible transport path. Planners therefore use readiness gates before committing a vessel to erection: critical drawings released, long-lead parts received, block quality accepted, cranes and crews available, and the downstream dock sequence checked for conflicts.

4. Balance shops, labor, materials and block storage

Once the sequence is known, each package is tested against the resources that can perform it. A plan that has enough total labor may still fail if certified welders, pipefitters, electricians or commissioning specialists are concentrated in the wrong week. Likewise, total steel tonnage says little if a cutting machine, panel line, paint hall or crane is overbooked.

Compare production alternatives across sites

The Fincantieri planning approach described by Siemens used simulation to compare production strategies against machinery and labor constraints in distinct workshops and to balance materials and capacity among multiple yards. That makes the backlog a network-allocation problem: a block may be assigned to the site with the right equipment or spare capacity, but transport time, site-specific skills and hand-off risk must be included in the alternative.

Treat storage as a finite production resource

Completed blocks waiting for transport or erection consume ground space, cranes and handling routes. Mitsubishi Shipbuilding describes an automated block-storage planning method based on mathematical optimization. In a comparative evaluation using past performance data, it reported that moving and storing costs could be reduced by up to 42% versus conventional manual planning. The figure applies to that described evaluation; it is not a general saving that every shipyard should expect. See Mitsubishi Heavy Industries’ 2026 technical review.

A storage-aware schedule assigns each block a feasible location and movement sequence, avoids burying an urgent block behind others, and reserves routes and lifting equipment. It also exposes a common hidden failure: accelerating fabrication can make the overall backlog worse if the yard produces blocks faster than it can store or move them.

5. Keep engineering, orders and shop status synchronized

A schedule is unsafe when production is working from obsolete drawings, bills of material or work instructions. Shipbuilders therefore need a controlled information chain from design release to shop execution.

Connect PLM, ERP and production data

Fraunhofer IGP’s Shipyard 4.0 project for Lürssen describes integrating enterprise resource planning (ERP), product-lifecycle management (PLM) and computer-aided design (CAD) information with shop-floor data. Parts can be marked and scanned with barcodes so that status and timestamps are recorded along the process chain. Terminals give workers access to drawings, bills of material and work orders at the point of use. Fraunhofer describes the implementation.

Block work affected by design changes

When a component or drawing changes, the system should identify every open order and affected block. The Lürssen project describes flagging and blocking components subject to design changes to reduce the chance that obsolete work is installed and later rejected. This is a control mechanism, not a guarantee that rework disappears; the benefit depends on accurate part identification and timely change notices.

Generate production orders from the project structure

A PSI case study on Lürssen explains how engineering structures and production-oriented project structures were linked to parts lists, work packages, production-order structures and timelines. The described project plan could contain up to 11,000 positions, a capability reported for that customer implementation rather than an industry norm. PSI also reported that 80% of requirements were handled in the standard ERP system; the case did not present that percentage as measured savings, and it said the project’s duration prevented expressing migration effects in figures at the time. Read the PSI case study.

6. Use simulation before committing the sequence

Simulation lets planners ask “what if?” before a conflict appears in the yard. Alternatives can change block assignments, shop routes, labor shifts, material-release dates, drydock order or the split of work among sites. The model should represent the constraints that can actually stop production—not just nominal task durations.

  • Capacity: machine hours, crane ratings, dock occupancy, shop calendars and qualified labor.
  • Materials: availability dates, delivery sizes, storage limits and substitutions that engineering has approved.
  • Flow: transport time, inspection and rework loops, staging areas and successor readiness.
  • Portfolio interactions: the way one vessel’s urgent work displaces another vessel’s package.

Simulation is an aid to decisions, not a replacement for production knowledge. A model built from stale routings or optimistic labor standards can produce a precise-looking but infeasible answer. Shipbuilding research also cautions that generic planning methods may not fit the industry’s product variety and project-specific processes; systems often require shipyard-specific development and maintenance. The component-based planning research discusses that rationale.

7. Run a repeating control and re-planning loop

Backlog management is not a one-time master schedule. The operating loop below turns the plan into a control system:

  1. Set the target: publish the current sequence, required dates, resource assignments and readiness conditions for each work package.
  2. Capture actuals: record start and finish timestamps, quantities, inspections, material receipts, block locations and equipment use.
  3. Compare target with actual: identify slippage, early completion, quality holds and unconsumed capacity.
  4. Trace the impact: follow the affected block or part to its successors, dock window, test milestone and vessel delivery commitment.
  5. Choose a response: resequence work, move it to another shop or site, add an approved shift, expedite material, or revise the milestone with management approval.
  6. Control the change: update production orders and drawings, notify affected teams, and preserve the reason and effective date for the new plan.

Fraunhofer’s description of target-versus-actual comparisons, timestamps and status tracking supplies the execution ingredients. The available sources do not establish one universal rescheduling cadence or algorithm; yards choose a rhythm that fits their vessels, contracts and information quality.

What to look for when evaluating a backlog-management system

Whether a yard uses custom software, an ERP extension or several integrated tools, the useful test is what decisions the system supports.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Evaluation area Evidence of a useful capability
Constraint coverage The model includes labor, machinery, materials, storage, facility limits and delivery dates rather than only task durations.
Multi-site planning Planners can compare assignments among yards and see transport and capacity consequences.
Engineering-to-production linkage Design structures, bills of material, work packages and production orders remain traceable through revisions.
Execution feedback Workers or supervisors can record status and timestamps, and managers can see target-versus-actual progress.
Bottleneck visibility Drydock occupancy, shop queues, crane use and storage conflicts are visible before they stop a vessel.
Adaptability The system reflects the yard’s processes without becoming so customized that updates and data ownership are unmanageable.

Published case studies can show what a particular implementation says it did, but they are not automatically independent comparisons. The Mitsubishi result is explicitly tied to a comparative evaluation; the ERP percentages and project-position count in the PSI case describe that implementation, not universal benchmarks.

A practical checklist for a feasible multi-vessel plan

  • Every vessel has a production breakdown from area and block to executable work package.
  • Each package has a predecessor, successor, responsible shop, required materials and target dates.
  • Shared shops, skilled labor, cranes, storage and drydock windows are capacity-checked by period.
  • Long-lead items and engineering releases are linked to the packages that need them.
  • Block locations and movement routes are planned, not left as informal yard knowledge.
  • Readiness gates prevent incomplete blocks or obsolete designs from entering critical facilities.
  • Shop-floor status is captured with timestamps and tied to the same identifiers used in planning.
  • Simulation or scenario analysis tests major changes before they are committed.
  • A named process exists for handling delays, design revisions, quality holds and resource conflicts.
  • Performance claims are labeled as project-specific results unless independent evidence supports a wider benchmark.

Bottom line

Shipbuilders control complex backlogs by translating vessel designs into traceable work, allocating that work across shared constraints, protecting bottlenecks such as drydocks and storage, and feeding real execution data back into the plan. The strongest systems connect engineering and production structures, test alternative site and shop assignments, and make every change visible. Because vessel types, facilities and contracts differ, the methods documented by Fincantieri, Lürssen, Mitsubishi and other yards are examples of a disciplined approach—not a single formula that applies everywhere.
