It does not manufacture finished processors or memory. It builds lithography systems—machines that project patterns onto silicon wafers. Its extreme ultraviolet (EUV) systems are used for the smallest, most complex features in leading-edge logic and memory, while deep ultraviolet (DUV) systems continue to make many mature and less-dense chips.
The dependence is not a single-company story. Leading fabs need ASML scanners, ASML needs an unusually concentrated network of optics and other specialists, and governments can restrict where the machines and their support may go. That combination makes ASML a technical, commercial and geopolitical chokepoint in the semiconductor supply chain.

What ASML makes—and why it matters
ASML makes lithography equipment rather than chips. In a fab, a lithography scanner transfers a circuit pattern onto a wafer coated with photosensitive material. Repeated patterning, deposition, etching, cleaning and measurement steps turn that wafer into finished integrated circuits. Lithography does not perform every step, but it determines whether the most demanding patterns can be printed accurately enough for a process node.
EUV systems handle the most difficult patterning jobs at leading-edge nodes. Older DUV systems remain essential for a broad range of products, including mature logic, analog devices, power semiconductors, sensors and some layers in advanced chips. ASML’s 2025 report recorded 48 EUV systems, 279 DUV lithography systems and 208 metrology and inspection systems shipped or sold during the year. Those figures show both the strategic importance of EUV and the much larger continuing market for DUV and related tools.

The customer-side chokepoint
Intel’s fiscal-2024 annual report says that “ASML is currently the sole supplier of EUV lithography tools that we are deploying in our Intel 4 and subsequent leading-edge manufacturing process nodes.” The statement is specific to Intel’s deployed process technology, but it illustrates the broader issue: a leading fab cannot substitute another vendor when its roadmap depends on EUV capability.
TSMC, Samsung and Intel are among the major companies operating advanced fabs. Their process qualifications, production schedules and capital-spending cycles influence demand for ASML systems and for the thousands of companies that supply, install and service them.
How an EUV machine depends on an entire ecosystem
An EUV scanner combines precision optics, a light source, vacuum equipment, motion stages, controls, software and measurement systems. It must print patterns repeatedly while maintaining alignment and overlay accuracy across a wafer. A replacement therefore is not a matter of swapping one box for another; the tool has to work inside a qualified manufacturing process.
Optics are the clearest bottleneck
ASML’s 2025 filing says production capacity is limited by Carl Zeiss SMT, “our sole supplier of lenses, mirrors, illuminators, collectors and other critical optical components.” These components require specialized manufacturing, metrology and know-how. If optical output is constrained, increasing final assembly capacity alone cannot produce more complete scanners.
Thousands of components, not one supplier
The European Commission Joint Research Centre describes roughly 100,000 parts supplied by more than 5,000 companies for EUV tools, including Cymer light sources and TRUMPF lasers and power sources. ASML’s 2024 annual report lists 5,150 total suppliers. The two counts use different scopes and reporting methods: the JRC figure describes parts and suppliers associated with EUV tools, while ASML’s figure covers its total supplier base. Together they show why the bottleneck is best understood as an ecosystem.

Why competitors cannot quickly replace ASML
Technical specialization
EUV production requires several capabilities to work simultaneously: a high-performance plasma light source, ultra-precise reflective optics, vacuum systems, wafer positioning, control software and integrated metrology. A company that matched one subsystem would still need the rest of the architecture and the process data to make a commercially useful scanner.
Capital and accumulated know-how
ASML reported €4.7 billion in research and development in 2025. That investment supports hardware, software and manufacturing improvements, but the advantage also comes from years of field learning. Customers qualify scanners in real fabs, tune recipes and connect them to measurement and control systems. A new vendor would have to reproduce the tool and rebuild that qualification history while meeting production schedules.

Lithography performance continues after installation. Field engineers, spare parts, software releases, upgrades and metrology integration affect uptime and yield. This creates switching costs for a fab: replacing a scanner supplier can disrupt a qualified process even if a theoretical alternative exists. The installed base also gives ASML recurring service and upgrade relationships that reinforce its position.
How TSMC, Samsung, Intel and ASML depend on one another
The relationship is mutual but uneven across activities.
- Leading fabs depend on ASML: TSMC, Samsung and Intel require EUV and advanced DUV tools for portions of their process roadmaps, along with service and upgrades.
- ASML depends on leading fabs: A small group of customers buys the most advanced systems. Their technology transitions, fab construction and capital budgets shape ASML’s order timing and revenue mix.
- Both depend on suppliers: Optical, light-source, laser, vacuum, electronics and software specialists determine how many systems can be completed and supported.
- The wider industry depends on the output: Smartphone processors, servers, graphics chips and advanced memory all rely on the capacity of these fabs, although the exact tool mix differs by product and node.
This is why “ASML dependence” cannot be expressed as one percentage. It includes technical dependence on EUV, commercial dependence on a concentrated customer group, operational dependence on service and suppliers, and regulatory dependence on export licenses.

EUV versus DUV: different capabilities, different exposure

DUV does not mean “unimportant” or “obsolete.” A fab may use DUV for many layers and products, and an advanced chip can combine multiple lithography techniques. EUV’s strategic importance comes from the difficulty of printing the most demanding patterns, not from replacing every DUV tool.
Where the supply chain is located
ASML is headquartered in the Netherlands and assembles systems there, but its suppliers are distributed across regions. The company’s 2024 annual report lists 1,600 suppliers in the Netherlands, 750 elsewhere in Europe, the Middle East and Africa, 1,400 in North America, and 1,400 in Asia.

Geographic diversity can reduce dependence on one country, but it also creates exposure to cross-border transport, energy costs, natural disasters, trade restrictions and regional-security shocks. A disruption at one specialist may delay a complete system even when final assembly remains available.
What export controls change
Export controls add a policy chokepoint to the engineering one. ASML states that EUV sales require licenses and that specified TWINSCAN DUV immersion systems require Dutch export licenses. The company also described new United States semiconductor-equipment restrictions in December 2024.
Licensing can determine which customers receive a tool, a spare part, an upgrade or technical support. It can therefore affect productive capacity without any machine failing. ASML expected China-related business to represent around 20% of total net sales in 2025, according to its 2024 guidance. That is a company forecast for a defined period, not a permanent share and not a measure of China’s share of global chip production.

Why controls matter operationally
- A license decision can delay a shipment even when the equipment is built.
- Restrictions may apply differently to EUV, specified DUV systems, software, service or upgrades.
- Rules can change as governments revise technology thresholds and destination policies.
- Fabs must plan equipment purchases and support contracts around regulatory as well as engineering lead times.
What would happen if ASML stopped shipping machines?
The effects would arrive in stages rather than as an instant halt to every chip factory.
Short term: installation and expansion delays
Fabs with systems already installed could continue operating, subject to uptime, spare parts and service availability. Projects waiting for new scanners would miss installation and qualification milestones. Tool shortages would first constrain expansion of leading-edge capacity and could push customers to reschedule product launches or allocate wafers to other sites.
Medium term: fewer leading-edge wafers
Without new EUV systems, customers would have to rely on existing tools and process workarounds. Some patterns can be produced with repeated DUV exposures, but that can add process steps and does not automatically reproduce the same economics, yield or schedule. The practical result would be slower growth in advanced-node capacity, not an immediate disappearance of all chips.
Long term: technology-roadmap disruption
If shipments and support remained unavailable for years, leading fabs would face a deeper roadmap problem. They would need to stretch existing equipment, redesign processes, seek alternative subsystems and invest in new lithography programs. Because qualification takes place inside production fabs, catching up would require time as well as money.

Why China cannot simply build an EUV machine
“Build an EUV machine” describes a collection of difficult problems, not one engineering project. A viable system needs the light source, reflective optics, vacuum environment, precision stages, controls, software, metrology and a supply chain capable of producing them consistently. The JRC estimate of about 100,000 parts from more than 5,000 suppliers conveys the coordination involved.

China can develop capabilities across individual subsystems and invest in domestic alternatives, but reproducing a production-ready scanner also requires integration, reliability, throughput and customer qualification. Export controls can further limit access to equipment, components and technical support. The evidence supports a statement about high barriers and long timelines; it does not establish that any country is permanently incapable of developing an alternative.
How to assess ASML-related supply-chain risk
For readers evaluating the semiconductor industry, track the dependency dimensions separately:
- Technology: Are new products requiring more EUV layers or advanced DUV capacity?
- Supplier concentration: Are critical optics or light-source suppliers expanding capacity, or reporting constraints?
- Customer spending: Are TSMC, Samsung and Intel building fabs and qualifying new nodes on schedule?
- Installed-base support: Can service teams, upgrades and spare parts keep existing tools productive?
- Geography: Are transport, energy or regional-security issues affecting suppliers in the Netherlands, wider EMEA, North America or Asia?
- Regulation: Have Dutch or US export-license rules changed for tools, software, parts or support?
These indicators are more informative than treating ASML as a simple percentage of semiconductor equipment spending. A small change in a highly specialized component or license can matter more than a large change in a less constrained category.

The practical takeaway
ASML is important because it sits at the intersection of the hardest lithography problems and the largest advanced-fab investment decisions. Intel’s sole-supplier disclosure demonstrates the customer-side chokepoint for EUV. ASML’s reliance on Carl Zeiss SMT and thousands of other suppliers demonstrates the production-side chokepoint. TSMC, Samsung and Intel depend on the machines, while ASML depends on their roadmaps and spending.
The result is a semiconductor supply chain with no single point of failure in the simplistic sense, but several tightly connected points of concentration. Existing fabs can keep running if new shipments stop, yet advanced capacity growth, process transitions and long-term technology plans would become progressively harder. Optics, suppliers, service, customer capital cycles and export policy all determine how much semiconductor capacity the world can actually add.
