Semiconductor fabs can use renewable electricity and recycled water, but they cannot operate like ordinary factories. Chipmaking requires exceptionally clean water, continuous high-quality power, and treatment systems that separate and remove many chemical streams. Renewable-energy contracts reduce the carbon associated with electricity; water-reuse plants reduce withdrawals; and grid controls or storage can help manage interruptions and renewable variability. These measures work together, but a renewable-energy claim does not mean a fab is physically powered by wind or solar every hour, and public reporting does not yet establish a standard battery size for leading-edge fabs.
Why a semiconductor fab has unusual energy and water needs
A fab turns silicon wafers into chips through hundreds of tightly controlled steps, including cleaning, coating, developing, etching, deposition, polishing and inspection. Each step depends on stable temperature, humidity, vibration control and air cleanliness. The result is an industrial site with two critical utilities: electricity with very high power quality and water purified far beyond ordinary drinking-water standards.

Electricity must be continuous and clean
Modern process tools, vacuum systems, chemical delivery, heating, cooling and clean-room air handlers run continuously. A short outage or a voltage disturbance can stop tools, spoil wafers in process and require lengthy qualification before production resumes. Fabs therefore use redundant utility feeds, uninterruptible systems for sensitive equipment, backup generation and carefully coordinated controls. The exact architecture varies by site and is not disclosed uniformly.

Water is a process ingredient, not just a utility
Water rinses wafers after chemical steps, helps prepare process chemicals, removes heat and supports pollution-control equipment. A single fab can demand up to 10 million gallons per day, according to SEMI’s resource material. The figure is an upper-bound industry description rather than a universal consumption rate: actual demand depends on wafer size, production volume, process generation, climate and the site’s reuse systems.

How fabs obtain renewable electricity
Most fabs combine ordinary grid service with several procurement instruments. These can include long-term power-purchase agreements, renewable-energy certificates or equivalent market instruments, direct contracts with generators, and electricity from onsite or contracted solar and wind projects. The accounting is usually described at a company or regional-fleet level.
Contracted power and market instruments
A power-purchase agreement commits a buyer to electricity or to the environmental attributes associated with generation. Certificates allow a company to match consumption with renewable generation under the rules of the relevant electricity market. Neither arrangement necessarily means that a particular fab receives electrons from a dedicated wind turbine at every moment. The local grid still balances supply and demand, while the contract and certificates change how the consumption is accounted for.
Reported procurement figures
| Company or scope | Reported renewable-electricity figure | Date and qualification |
|---|---|---|
| TSMC | 4.4 GW of renewable-energy capacity contracted | Capacity contracted by the end of 2024 |
| TSMC Taiwan fabs | 1,450 GWh of renewable electricity consumed | Reported for 2024 |
| TSMC target | 60% of electricity from renewable energy by 2030 | Corporate target |
| TSMC target | 100% renewable-energy usage by 2040 | Long-term corporate commitment |
| Intel global operations | Approximately 99% renewable electricity | Global figure reported for 2025 |
| Intel target | 100% renewable electricity | Global target for 2030 |
TSMC has also described rooftop-solar procurement and offshore-wind supply expected to begin in 2025. Intel’s figure is a global corporate percentage, so it should not be read as a claim that every Intel fab reached the same percentage independently. The same distinction applies to company-wide targets: a portfolio can meet an average while individual sites remain dependent on local grid conditions.

Location-based accounting reflects the emissions intensity of the electricity grid where a fab operates. Market-based accounting reflects qualifying contracts and certificates. A fab can report a low market-based electricity footprint while still drawing power from a carbon-intensive grid at a particular hour. A serious comparison should show both methods, identify the instruments used and state whether the number covers one site, a country or the entire company.

How ultrapure water is made and distributed
Municipal or other source water first enters a treatment plant. Filtration, deionization, reverse osmosis and polishing stages remove particles, dissolved ions, organic compounds and microorganisms. The resulting ultrapure water is tested continuously before it reaches process tools, because trace contamination can ruin microscopic features on a wafer.
Where water goes inside the fab
- Wafer cleaning and rinsing: removes particles and chemical residues between process steps.
- Etching and chemical preparation: supports wet processes and the preparation or dilution of chemicals.
- Cooling: carries heat away from tools, chillers and other equipment.
- Pollution control: supports scrubbers and treatment systems that capture contaminants from air and wastewater.
Not every use requires ultrapure quality. Cooling towers and some utility systems can use lower-quality reclaimed water, preserving the highest-grade supply for process tools.
How fabs recycle water: a treatment train
Reuse is an engineered sequence rather than a single filter. The objective is to keep water at the highest practical value, remove incompatible chemistries safely and return suitable streams to production or utility service.
- Separate streams at the source. Drainage is segregated by chemistry and contamination level. Acidic, alkaline, solvent-bearing, metal-containing and other streams cannot be mixed indiscriminately without making treatment harder or less safe.
- Recover relatively clean water. Rinses and other streams with compatible chemistry can be captured for polishing and reuse instead of being sent directly to discharge.
- Apply targeted treatment. Neutralization, filtration, membrane processes, ion exchange, biological treatment or adsorption are selected for the contaminants in each stream. For PFAS-containing process wastewater, TSMC reported granular activated-carbon treatment with an average 95% removal rate in 2024.
- Polish reclaimed water. Additional filtration and disinfection bring water to the quality required for a lower-grade utility use or, where validated, back toward process-water standards.
- Use closed loops where practical. Cooling circuits recirculate water, reducing once-through demand and evaporation. Cooling towers can be supplied with reclaimed or other lower-quality sources when equipment specifications allow.
- Monitor continuously. Conductivity, particle counts, organic content, microbiological indicators and contaminant-specific tests help operators verify that recycled water remains within the specification for its destination.
Examples of reported reuse
TSMC reported more than 19.65 million cubic meters of reclaimed water used in its Tainan fabs by the end of 2024. The company said this reduced city-water use in Tainan by 31%. It also reported 5.54 million cubic meters of water conservation in 2024. These are company-reported totals for the stated period, not a universal reuse rate for every fab.

Can a fab run entirely on renewable energy?
It can match all or nearly all of its annual electricity consumption with renewable procurement, but annual matching is different from hourly physical operation. Solar and wind output varies with weather and time of day. The grid, flexible loads, backup generation and storage must cover the difference between renewable output and fab demand.
For that reason, a credible claim should answer four questions:
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Is the percentage calculated with location-based emissions, market-based instruments or both?
- Does it cover one fab, a regional group or the entire company?
- Are certificates bundled with delivered electricity, or purchased separately?
- What maintains power quality when renewable output falls or the grid experiences a disturbance?
Where batteries and grid storage fit
Storage is an enabling option, not a uniformly documented fab practice. Public material reviewed for this topic describes grid-modernization controls but does not establish a named leading-edge fab with a disclosed battery capacity. That absence matters: it is not evidence that no fab has batteries, only that a comparable, public installation and capacity cannot be stated reliably.

Short-duration ride-through
Batteries paired with power-conditioning equipment can respond in milliseconds to a voltage sag or brief interruption. They can bridge the interval until a generator starts or until the utility supply stabilizes. Sensitive tools may still require dedicated uninterruptible systems and isolation, because a site-wide battery does not automatically protect every load.
Peak shaving and demand response
A battery can charge when grid demand and prices are lower, then discharge during a peak. This can reduce demand charges and help a utility balance a large industrial customer. The value depends on tariff design, battery duration, cycling limits, round-trip efficiency and the cost of replacing the system.
Renewable shifting and microgrids
Storage can move midday solar output into evening hours or hold energy for a forecast period of low wind. Sensors, edge computing, analytics and automated controls can coordinate renewable generation, batteries, flexible equipment and the utility connection. These controls improve resilience, but they do not eliminate the need for dependable generation and carefully engineered power-quality systems.
What happens when a fab loses water or electricity?
Water interruption
Operators first protect ultrapure-water quality and isolate affected loops. Production tools may stop accepting new wafers while engineers determine whether the problem is source supply, treatment capacity, a distribution loop or contamination. Reclaimed-water systems can preserve utility operations, but they cannot substitute for process-grade water unless the water has been treated and validated for that use. If storage tanks and alternate supplies are exhausted, wafers in process may be scrapped and production can remain offline while the system is cleaned, tested and requalified.

Power interruption or severe voltage disturbance
Uninterruptible equipment and backup generators keep critical controls, safety systems and selected loads operating. Noncritical loads may be shed to preserve power quality. Even when electricity returns quickly, tools often require inspection, vacuum recovery, chemical checks and a controlled restart. Wafers exposed to an out-of-spec process window may be lost, and the fab may need additional time to restore yield.
How to judge a fab’s environmental and resilience claims
Six measures provide a more useful comparison than a single “green fab” percentage:
- Carbon impact: report both location-based and market-based electricity emissions, along with the geographic and organizational boundary.
- Power reliability: identify redundant feeds, backup generation, ride-through capability and the controls used to manage renewable variability.
- Water withdrawal: disclose source volume, watershed stress and the share used for process, cooling and pollution control.
- Reuse and treatment: state reclaimed-water volume, reuse destination, contaminant-removal performance and compliance monitoring.
- Cost: account for treatment chemicals, membranes, energy, maintenance, contracts, storage degradation and capital recovery rather than quoting only project spending.
- Scalability: test whether the approach keeps working as wafer layers, tool counts and production capacity increase.
Growth can undermine intensity targets even when absolute conservation improves. TSMC has noted that higher production and more advanced processes can push unit emissions and water targets off track. A falling total withdrawal figure therefore does not automatically mean that water use per wafer or per chip improved.
The practical bottom line for readers
Semiconductor fabs reduce environmental impact through a portfolio: renewable-energy contracts and certificates, direct solar or wind supply, efficient tools, closed-loop cooling, segregated wastewater treatment, reclaimed-water substitution and, where justified, storage and microgrid controls. Water remains both a production input and a resilience risk; electricity remains both a carbon source and a power-quality challenge. The strongest disclosures identify the site boundary, accounting method, date, physical versus contractual supply, reuse destination and treatment performance. Without those qualifications, a large renewable percentage or water-saving total can sound more comprehensive than it is.
