A school levy is the amount a school district seeks from property-tax revenue under its state and local rules. It is not a percentage increase applied directly to every homeowner. Your school-tax charge depends on the levy, the districtwide taxable-value base used to set a rate, your property’s taxable assessment or tax capacity, exemptions and credits, and any separate charges on the bill.

As a result, a higher school levy can raise, lower, or barely change your total bill depending on what happens to values and other taxing jurisdictions. The only reliable way to forecast your bill is to follow your locality’s calculation and compare the school line, taxable value, rate, and credits from one tax year to the next.

What a school levy is

A school district adopts a budget for instruction, transportation, facilities, debt service, and other obligations. After accounting for state aid, federal funds, fees, reserves and other available revenue, the district identifies the amount that must come from property taxes. That amount is the school levy.

The levy is a jurisdiction-wide revenue target. Officials spread it over all taxable property in the district to produce a rate, mill levy, or tax-capacity rate, depending on state terminology. The resulting rate is then applied to each parcel’s taxable assessment. A homeowner therefore pays a share of the district’s levy, not a fixed percentage of the district’s budget.

Your complete property-tax bill normally combines the school charge with county, city or town, special-district and sometimes state charges. Each jurisdiction can change its own budget or rate independently. The school portion can move in one direction while the total bill moves in another.

How the levy becomes the school-tax line

  1. Budget and other revenue are determined. The district sets spending and counts revenue sources other than property tax.
  2. The property-tax amount is established. The remaining amount to collect is the levy, subject to state limits, funding formulas, voter approvals and other local rules.
  3. A taxable-value base is assembled. The district totals taxable assessed value, equalized value or tax capacity for all participating parcels.
  4. A rate is calculated. Dividing the levy by that base produces a rate; some jurisdictions express it per $1,000 or in mills.
  5. Your parcel’s amount is calculated. The rate is applied to your taxable assessment or tax capacity, then exemptions, credits, caps or additional levies are applied.
  6. The school amount is added to other jurisdictions’ charges. The final bill shows the combined result and may list several school or special-purpose lines.

New York’s levy-and-rate explanation

New York’s Department of Taxation and Finance presents the general relationship as taxes owed = taxable assessment × property-tax rate per thousand. It describes the levy as the budget minus other revenues and the rate per thousand as the levy divided by all taxable assessments, multiplied by 1,000. These are explanatory formulas; New York’s terminology and rules should not be transplanted to another state. See New York’s property-tax calculation guidance.

Minnesota’s tax-capacity path

Minnesota uses a different sequence: taxable market value multiplied by the property’s class rate produces tax capacity; tax capacity multiplied by local tax rates produces base tax; credits are then subtracted, while referendum levies or the state general tax may be added. A Minnesota bill can therefore change even when the market value movement alone does not explain the result. The state’s terminology and process are described by the Minnesota Department of Revenue.

What a mill means in an illustrative calculation

Where a bill uses mills, the rate is commonly applied per $1,000 of the relevant taxable value. For example, a 30-mill charge on $56,400 of taxable school value produces $1,692. The underlying assessment percentage and the mill rate still come from the local jurisdiction.

Why a levy change does not equal the same percentage change on your bill

The districtwide tax base can grow or shrink

Suppose a district needs to raise the same levy but taxable values rise across the district. The rate needed to collect that levy may fall. If your home’s taxable value rises less than the district average, your school tax could increase by less than the levy change, or even decrease if the rate reduction is large enough. Conversely, a shrinking districtwide base can require a higher rate.

Your assessment can move differently from the district average

Assessors may update market values, classifications, assessment ratios or equalization factors. A renovation, new construction, reassessment cycle or a correction to a property record can change your taxable assessment even when the school budget is unchanged. Your parcel’s share is determined by its own taxable figure, not by the district’s typical home.

Exemptions and credits alter the amount collected

Homestead, senior, disability, agricultural, veterans’ or other exemptions can reduce taxable value or tax due where local law allows them. Credits may be applied after a base tax is calculated. A lost exemption can make your bill rise even if the school rate is flat; a newly approved credit can offset a higher rate.

Other taxing entities are separate decisions

County, municipal and special-district budgets can change independently of the school levy. A modest school increase may be hidden by a larger county increase, while a school increase may be offset by a municipal reduction. Evaluate the school line and the total bill separately.

Limits, voter levies and state aid matter

States may limit annual revenue growth, require elections for certain levies, provide aid that reduces the local amount, or apply credits funded outside the district. Referendum or bond levies can appear as additional school charges. The legal mechanism is state-specific, so a rule described for one state is not a national rule.

A worked example: Boulder County’s 2025 tax year

Boulder County’s published illustration is explicitly for tax year 2025, payable in 2026, and uses an $800,000 example home. It demonstrates the separate school and local-government calculations; it is not a forecast for another property or year.

Charge Illustrative calculation Amount
School tax $800,000 × 7.05% school assessment rate × 30 mills ÷ 1,000 $1,692
Other local government $800,000 × 6.25% local-government assessment rate × 65 mills ÷ 1,000 $3,250
Combined total School tax plus other local-government tax $4,942

The example shows why the assessment rate and levy must be read together. The school and local-government portions use different assessment rates and mill levies, and the combined amount is not obtained by applying the school percentage to the entire bill. Consult Boulder County’s tax-calculation page for the county’s stated framework and year labels.

How to read and compare your bills

  1. Match the tax year and payment year. A bill may be issued or paid in a different calendar year from the year being taxed. Boulder County, for example, labels 2025 as payable in 2026.
  2. Find every school line. Look for the school district name, school operating levy, bond or referendum levy, and any separate school-related charge.
  3. Record the taxable figure. Depending on the state, this may be taxable assessed value, equalized value, tax capacity or another figure. Do not substitute the property’s market value unless the bill says it is the taxable base.
  4. Record the rate or mills. Note whether the number is a rate per dollar, per $1,000, a mill levy, or a tax-capacity rate.
  5. List exemptions and credits. Compare each exemption, credit, cap and adjustment with the prior year. A change in eligibility can be as important as a rate change.
  6. Compare school tax with the total. Calculate the school-line change separately, then examine county, municipal and special-district changes to explain the full bill.
  7. Check the official budget or levy notice. The school district’s adopted budget and your county assessor, auditor or treasurer can explain the revenue target and current rate.

What to do if the assessment appears wrong

Verify the property record first

Check the assessor’s record for living area, lot size, classification, ownership, exemptions and recent improvements. An incorrect factual record can produce an incorrect taxable assessment. Keep photographs, closing documents, appraisals or comparable-property information that supports a correction.

Use the local review or appeal process

Assessment challenges have local filing windows and required forms. Follow the assessor’s instructions and deadline for an informal review, board hearing or formal appeal. Missing the deadline can leave the current assessment in place for that tax year.

Separate an assessment dispute from a budget objection

If the assessment is accurate but you object to the tax burden or school spending, an assessment appeal is not the remedy. New York’s guidance advises taxpayers concerned about the amount to examine jurisdiction budgets and raise policy concerns with the relevant public body. The same distinction generally helps elsewhere, but the responsible office and process vary by state.

State terminology and rules are not interchangeable

There is no single national school-levy formula, cap or approval process. The following examples illustrate why your state’s documents control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Place Tax base or vocabulary What the official material emphasizes
New York Taxable assessment and rate per thousand Levy equals budget minus other revenues; rate per thousand is tied to the districtwide taxable-assessment base.
Minnesota Taxable market value, class rate and tax capacity Base tax is calculated from tax capacity and local rates, then credits and additions such as referendum levies or state general tax are applied.
Colorado (Boulder County example) Separate assessment rates and mill levies The 2025 payable-2026 illustration calculates school and local-government charges separately for an $800,000 example home.
Ohio Ohio-specific levy types, limits and taxpayer credits The Legislative Service Commission’s November 2025 report explains mechanisms that apply to Ohio; they should not be assumed in another state.

For Ohio-specific details, use the Legislative Service Commission report on school-district property taxes. For any state, start with the county assessor or auditor, treasurer, school district’s adopted budget or levy notice, and the state revenue agency.

What homeowners can reasonably expect each year

  • The school line can rise when the district seeks more revenue, when your taxable value increases, when the districtwide base falls, or when a credit or exemption changes.
  • The school line can fall when the districtwide base expands, the levy is reduced, state aid or credits increase, or your taxable assessment declines.
  • Your total bill can change by a different percentage because other jurisdictions set separate rates.
  • The same levy percentage can produce different dollar changes for homes with different taxable assessments, classifications or exemptions.
  • A notice may refer to a tax year that is not the year in which you pay the bill, so compare like with like.

Federal deduction note

Federal itemized-deduction rules are separate from the local levy calculation. The IRS Instructions for Schedule A address qualifying state and local real-estate taxes subject to the rules and limits for the relevant filing year, and distinguish some charges for specific services from real-estate taxes. Do not assume that every school-related line on a property-tax bill is deductible. Use the instructions for your filing year and consult a tax professional for individual advice.

Bottom line

A school levy is a district-level revenue request, while your bill is a parcel-level calculation. To estimate the effect, identify the levy and rate, verify the districtwide tax base and your own taxable assessment, account for exemptions and credits, and then add the independently changing charges from other jurisdictions. Local documents and deadlines—not a national rule of thumb—determine the amount you will actually owe.
