When share prices plunge, a pension fund first records a lower market value for its assets. Trustees and managers then work to keep benefit payments and collateral funded, measure the loss against the plan’s liabilities, and restore the intended risk mix when trading conditions and liquidity allow. Whether members, employers or both ultimately bear the economic cost depends mainly on whether the plan is defined benefit or defined contribution.
A market loss is not automatically a cut in a defined-benefit promise, nor is it a guaranteed temporary setback for a defined-contribution account. Funding status, payment timing, contributions, later investment returns, interest rates, currency movements and regulation determine the path from a selloff to a member’s eventual retirement outcome.

What a stock-market selloff does to a pension fund
The immediate effect is a mark-to-market decline in assets such as shares, property funds and other growth investments. A fund does not normally owe benefits based on that day’s asset price, however. Its trustees compare the new asset value with the present value, timing and inflation sensitivity of promised payments.

That comparison is crucial. A mature defined-benefit (DB) plan with many payments due soon may be vulnerable to a liquidity squeeze even if its long-term asset allocation looks diversified. A young plan with decades before most benefits are paid can often tolerate more short-term volatility. Two funds can report the same percentage investment loss yet face very different funding problems.

Market prices are only one part of the balance-sheet change. Interest-rate movements alter the discount rate used to value liabilities; contributions add cash; benefit payments remove it; currency changes affect overseas holdings; and subsequent returns can widen or close a deficit. A reported loss therefore does not translate one-for-one into a member’s final retirement income.
The first response: measure the shock against obligations
Revalue assets and liabilities together
Trustees establish which holdings fell, how quickly they can be sold, and how the move changes the plan’s funding ratio. They then model liability cash flows: pensions already in payment, near-term retirements, deferred members and benefits expected decades ahead. OECD Core Principle 4.1 says pension asset management should pursue security, profitability and liquidity through risk management practices including diversification and asset-liability matching.
Asset-liability matching does not require every future payment to be backed by a single bond. It means the portfolio’s risk, duration, inflation exposure and cash generation are monitored against the obligations it must meet. A fall in equities can coincide with a fall in liability values when interest rates rise, partly offsetting the funding impact; the opposite can occur when rates fall.
Identify the cash that cannot be put at risk
Funds reserve cash or highly liquid securities for benefit payments, transfers, operating costs and derivative collateral. A portfolio can be solvent on a long-term valuation and still be forced to sell assets at poor prices if it cannot meet a payment or margin call. Liquidity projections therefore cover normal payments and stressed scenarios, not only the next accounting date.
How funds protect liquidity during a crisis
Use liquid assets before distressed sales
Managers may draw on cash, short-term government securities or a committed credit arrangement, subject to the plan’s rules. They sequence sales so that assets with the smallest expected market impact are used first. Selling is not inherently a failure: a fund may sell to pay benefits, raise collateral or restore its target allocation. The danger is an unplanned sale caused by a cash shortfall while prices are dislocated.

What the UK liability-driven-investment episode showed
In 2022, a rapid rise in UK gilt yields created urgent collateral requirements for some liability-driven-investment (LDI) arrangements. Plans had to sell assets to raise cash, illustrating how leverage and derivatives can turn an interest-rate move into a liquidity event. The lesson is specific to the structures and rules involved; it does not mean every pension fund uses LDI or that every selloff forces sales.
Match collateral to stressed conditions
Funds using swaps, futures or other derivatives estimate margin calls under large rate, equity and currency moves. They set limits, maintain eligible collateral and monitor counterparties. A hedge that works economically over years can still create a cash requirement today, so liquidity and hedge design must be assessed together.
Rebalancing and diversification after prices move
Restore the strategic mix when permitted
When equities fall, their portfolio weight may drop below the strategic target. A fund may buy equities or sell other assets to rebalance, but only within its investment policy and delegated authority. Trustees consider transaction costs, taxes, bid-ask spreads, market depth, liquidity needs and the possibility that prices will fall further. Some policies use ranges rather than an automatic trade at a fixed percentage.
Diversify without promising safety
Exposure across regions, sectors, credit qualities, maturities and asset classes reduces concentration in one source of risk. It cannot eliminate a broad market loss: correlations often rise during crises, and private assets may be revalued less frequently rather than being immune to losses. Diversification is a way to control the size and concentration of risk, not a guarantee of recovery.
Use hedges for a defined purpose
Interest-rate or inflation hedges can make a plan’s funding position less sensitive to changes in the value of liabilities. They introduce derivative, counterparty and collateral risks, and may limit participation in a favorable market move. Supervisory frameworks described by the International Organisation of Pension Supervisors (IOPS) use limits, risk indicators and controls for leverage, lending and indirect investments.

Defined benefit and defined contribution: who bears the loss?
| Question | Defined-benefit plan | Defined-contribution plan |
|---|---|---|
| What is promised? | A benefit formula, subject to the plan’s legal terms. | An account balance built from contributions and investment returns; the balance does not promise a particular market value. |
| Where does a market loss appear? | In the plan’s assets and potentially its funding deficit relative to liabilities. | Directly in the member’s account valuation. |
| Who addresses a deficit? | The sponsor, trustees and any statutory recovery process; contributions or strategy changes may be required. | The member generally bears the investment loss through a lower balance, while the plan manages investment options, fees, diversification and communication. |
| What determines recovery capacity? | Sponsor affordability, required contributions, cash flows, liability timing, regulation and later returns. | Time to retirement, contribution rate, future returns, withdrawals and the member’s chosen allocation. |
| Main liquidity concern | Benefit payments and, where applicable, collateral for liability hedges. | Member transfers, withdrawals and the liquidity of the selected funds. |
Defined-benefit plans
The promised benefit remains the obligation even after an equity decline. The loss widens the gap between assets and the value of promised payments only to the extent that liabilities and other balance-sheet factors do not fall by a similar amount. A sponsor may increase contributions, change the recovery schedule where regulations allow, or revise the investment strategy. Trustees must document how the plan will meet payments while the gap is repaired.

Defined-contribution plans
The member’s account is invested in selected funds, so its value falls as those holdings fall. The plan can offer diversified or lifecycle options, explain volatility and maintain dealing liquidity, but it cannot promise when markets will recover. Selling after a fall converts a market decline into a realised loss and can leave fewer units to participate in a later rebound. Early withdrawals can therefore turn a temporary valuation loss into a lasting retirement-income shortfall.
Do pension funds sell during a selloff?
Sometimes, but there is no universal rule. Sales may be needed to pay benefits, meet collateral calls, reduce an exposure that exceeds policy limits or rebalance toward a target allocation. Other funds may buy depressed assets, hold their positions or raise cash in advance. The decision depends on the plan’s liquidity profile, governance authority, valuation policy, transaction costs and expectations for future cash flows.
- Planned sale: a scheduled payment or approved rebalancing trade funded from liquid assets.
- Risk-reduction sale: a deliberate cut to an exposure after a stress test or policy breach.
- Forced sale: a rapid disposal to meet a margin call or payment when other cash sources are unavailable.
- Private-market complication: an asset may not be saleable quickly, so its reported price can lag public markets while its eventual value still changes.
Trustees should distinguish these purposes in reporting. “The fund sold equities” does not by itself show whether the sale locked in a loss, protected liquidity or implemented a disciplined rebalancing decision.
How a defined-benefit deficit is repaired
Contributions and recovery schedules
Actuarial valuations identify the deficit under the jurisdiction’s rules. The sponsor may pay additional contributions over an approved schedule, subject to affordability, covenant strength and regulatory requirements. OECD crisis guidance recognises that regulators may allow flexibility in recovery plans when funding problems arise from the interaction of retirement promises and market conditions. Flexibility is not a waiver of the obligation; it changes the pace or structure of repair within the law.

Investment and liability changes
A plan can alter its strategic allocation, increase hedging, revise cash reserves or change the way future risks are shared, where its governing documents permit. It must consider whether a higher expected return is worth the additional risk to the sponsor and members. Reducing risk after a fall can protect the remaining assets but may also lower the expected return used in long-term planning.
Governance and communication
Trustees monitor funding, liquidity, counterparty exposures and recovery-plan milestones. Members need a clear distinction between a current asset valuation, a funded-status measure and the legal benefit promise. Communication should explain what has changed, which actions are being taken and which outcomes remain uncertain, without presenting a market forecast as a guarantee.

Aggregate figures demonstrate both the speed and the unevenness of recovery. OECD data published in 2024 show assets earmarked for retirement rose 10% during 2023 to USD 63.1 trillion. Despite that increase, OECD-area retirement assets at the end of 2023 remained 5% below their 2021 level.
For pension-provider assets, the OECD reported a fall from USD 59.7 trillion at the end of 2021 to USD 51 trillion at the end of 2022, followed by a rise to USD 56.5 trillion at the end of 2023. These are aggregate provider assets, not the balance of every plan or the eventual benefit of any member.
OECD data published in 2025 reported that OECD pension assets grew 11.6% in 2023 and 7.1% in 2024. The figures do not establish a universal timetable: some jurisdictions moved above their 2021 asset level quickly, while large markets including the United States and some European markets had not done so by the end of 2023. Returns, contributions minus benefit payments, currencies, liability values and local valuation rules all affect the comparison.

Stress testing and escalation before the next shock
Effective risk management is continuous rather than a one-time post-crash exercise. OECD/IOPS guidance describes a system of “strategies, processes and reporting procedures necessary to identify, measure, monitor, assess, control and report, on a continuous and an ad hoc basis, all material risks, at an individual and an aggregated level, to which the pension fund or plan is or could be exposed, and their interdependencies.”
In practice, trustees set scenarios for equity gaps, interest-rate jumps, credit-spread widening, currency moves, inflation surprises and liquidity freezes. They test whether benefit payments, collateral and operating expenses can still be met; identify which assets could be sold; and define who can approve emergency trades. Results are escalated when limits are breached or when several risks interact, such as falling equities combined with rising margin requirements.
- Check funding against liabilities using the plan’s applicable valuation rules.
- Project cash inflows and outflows under normal and stressed conditions.
- Map derivative collateral and counterparty exposures.
- Compare actual allocations with policy ranges and rebalance only with proper authority.
- Review sponsor contribution capacity for a DB plan.
- Explain volatility, withdrawal consequences and time horizon to DC members.
What members should take from a selloff
A falling headline index does not reveal whether a particular pension is underfunded, liquid or at risk of missing payments. Members should read the plan’s funding statement, investment-performance information and benefit rules rather than infer an outcome from a single market day. In a DC plan, check the selected allocation, fees, retirement date and withdrawal needs; in a DB plan, focus on the sponsor’s funding position, recovery arrangements and the legal protection of the promised benefit.

A disciplined liquidity plan, liability-aware allocation, controlled use of hedges and transparent governance determine whether a fund can withstand the period between the shock and any eventual recovery.
