UPI can be free to the person sending money while the payment app earns from other parts of the transaction ecosystem. Revenue may come from merchant processing, business-partner fees, paid payment devices, subscriptions, lending and insurance distribution, investment products, or platform services. A zero-fee bank-account transfer is not, by itself, evidence that the app earns nothing; it also does not prove that the app is charging you secretly for that transfer.
The clearest documented example is PhonePe’s FY2025 disclosure, which separates payment-services revenue from financial-distribution and other businesses. That filing describes PhonePe’s model, not a universal formula used by every UPI app.

What “free UPI” actually means
When a customer scans a QR code or sends money to a contact from a bank account, the ordinary UPI payment can reach the recipient without a transaction fee charged to that customer. The app still operates software, fraud controls, customer support, merchant-acquiring systems and settlement connections. Those costs are funded by revenue earned elsewhere or by payments made by another participant.
The important distinction is between the payment instrument and the business service surrounding it. A basic bank-account UPI transfer may be free to the payer, while a merchant pays for acceptance services, a business pays for processing or a customer separately buys a financial product.
#1 Best Overall
- Payer: the person initiating a bank-account UPI transfer.
- Merchant or business partner: the business accepting payments or using processing and platform services.
- Financial-product partner: a lender, insurer, investment provider or other company paying for distribution or servicing.
- Payment-app company: the platform connecting users, merchants and partners and selling the surrounding services.
Therefore, “free for the user” describes one price point. It does not describe the entire payment company’s revenue statement.
Where the money comes from
1. Merchant and business-partner payment services
PhonePe’s FY2025 filing says payment-services revenue was driven partly by transaction-processing fees paid by merchants and business partners. A merchant may pay for the ability to accept UPI, receive transaction confirmation, reconcile payments, access reporting or connect to a larger payment-processing service. The exact contract and fee can vary by merchant type and service.
The filing also names platform fees and transaction-processing fees paid by consumers. That wording does not mean every ordinary UPI transfer has a fee. It means a company’s payment-services category can include paid features or transaction types around the payment journey. A fee for a premium service, a particular instrument or a platform feature should not be described as a charge on every free bank-account UPI payment.

2. Merchant device subscriptions
Offline merchants may subscribe to a payment-confirmation device. PhonePe describes its SmartSpeaker as a device that announces a successful payment, so a shopkeeper does not have to check a phone after every sale. The subscription is a merchant service: the customer can still pay from a bank account without paying for the speaker or its subscription.
This distinction explains why a payment app can have recurring revenue even when the marginal cost to the customer of a UPI transfer is zero. The merchant is paying for convenience, confirmation and operational efficiency rather than for permission to use UPI as a consumer.

3. Lending and insurance distribution
PhonePe reports lending-sourcing and service fees from lending partners and insurance-distribution fees. In this arrangement, the app helps a partner reach potential borrowers or policy buyers and may receive a distribution or servicing payment when business is generated.
That revenue is tied to a loan or insurance policy, not to the act of moving money between two bank accounts. It also carries different risks: approval, pricing, underwriting and claims remain governed by the relevant financial institution and product terms. A user should not infer that a free UPI payment is being converted into a loan or insurance charge.

The same filing identifies other services including stock broking, mutual-fund distribution and marketplace platform services. It refers to commissions, including commissions from mutual-fund distribution. These are separate lines of business that monetize investing or marketplace activity, not a hidden fee on a normal UPI transfer.
This diversified model is common in large consumer-finance platforms: a widely used payment app can provide a high-frequency, low-friction entry point and then offer optional products that have a different commercial structure. Whether a particular app offers those products, and how it is paid, must be confirmed from that app’s own disclosures.
5. Incentives linked to payment infrastructure
PhonePe says other operating revenue increased partly because of payment-service incentives for deploying payment devices under the Reserve Bank of India’s Payment Infrastructure Development Fund (PIDF). Such incentives are scheme-linked and may be temporary, conditional or tied to deployment goals. They are not a universal per-payment fee and should not be treated as a permanent source of income for every app.

| Revenue area | Who may pay | What is being monetized | What it does not prove |
|---|---|---|---|
| Payment processing | Merchants and business partners | Processing and acceptance services | That every bank-account UPI transfer carries a customer fee |
| Platform and transaction fees | Consumers or other platform users, depending on service | Specific paid features or transaction types identified in company disclosures | That all users pay for ordinary UPI |
| Payment-device subscriptions | Offline merchants | Devices such as a payment-confirmation speaker | That a customer pays for hearing a payment confirmation |
| Lending distribution and servicing | Lending partners | Customer sourcing and related service work | That UPI transfers are loans or incur interest |
| Insurance distribution | Insurance partners | Distribution of policies | That sending money through UPI buys insurance |
| Stock broking, mutual-fund distribution and marketplace services | Relevant financial or marketplace partners and users | Commissions or platform activity | That investment commissions are UPI fees |
| PIDF-related payment-service incentives | Scheme or infrastructure program | Qualifying deployment of payment devices | A permanent, universal payment charge |

Why merchant services matter more than a consumer fee
Merchants obtain value beyond the transfer itself. They need an acceptance channel, transaction status, records for reconciliation, refunds, settlement support and tools that work at checkout. A device that speaks a confirmation can reduce mistakes in a busy shop. Processing and platform services can therefore be priced as business software or infrastructure even when the customer sees “₹500 paid” and no fee line.
For a consumer, the practical question is not simply “Is UPI free?” It is “Which participant is paying for which service?” A merchant subscription, a gateway contract and a distribution commission are economically different from a charge added to the payer’s bank-account transfer.
Free UPI is not the same as every digital-payment method
UPI is a network and set of payment rails, but apps may also support other instruments. Before comparing prices, separate these cases:
- Person-to-person bank-account UPI: money moves between individuals’ bank accounts.
- Merchant UPI: a customer pays a business through a QR code or checkout integration.
- RuPay credit-card payments on UPI: a credit instrument is used through the UPI interface and may have different commercial rules.
- Wallet or prepaid-payment instruments: the balance and terms differ from a direct bank-account transfer.
- Credit-line or other payment products: fees, interest or eligibility can be governed by the product provider.
An app’s statement that UPI is free should not automatically be extended to every instrument, premium feature, bill-payment category or merchant service. Read the confirmation screen and the applicable terms for the specific payment method.

How large the opportunity is
UPI’s scale makes surrounding services commercially valuable. The Ministry of Finance reported that UPI accounted for 81% of retail digital-payment transactions in FY2024-25. The same government figures recorded 22,167.90 crore retail digital-payment transactions worth ₹849.12 lakh crore during that financial year.
For a more recent but time-specific snapshot, the Government of India reported 2,366 crore UPI transactions worth ₹29.9 lakh crore in July 2026. That is a monthly figure for July, not a guaranteed current run rate.
PhonePe reported 50 million lifetime registered merchants as of April 28, 2026. This is a company-reported reach figure, not an independently measured market-share or profitability figure. None of these statistics establishes how much profit an app earns from UPI or what percentage comes from any one revenue stream.

In an August 8, 2026 release, India’s Ministry of Finance said: “No charges for users: Consumers making payments will not face any transaction charges.” It also said: “P2P transactions free: All Person-to-Person transactions will continue to be free of charge.” The release described any future merchant discount rate (MDR) as limited and threshold-based, subject to a legislative enabling provision and a decision by an NPCI-headed committee.

The stated date is in tension with the government’s August position that an MDR would depend on legislation and a later committee decision.

The available evidence does not establish whether NPCI circular OC-237 became operative on October 15, whether later legislation passed in the required form, or what final categories and thresholds apply. Treat the Google Pay for Business date as a published company help-page position, not proof that a nationwide MDR was already legally or operationally in force. Before relying on a fee claim, check the latest NPCI circular, the governing law and the merchant’s current agreement.
How to check whether you are actually being charged
- Identify the payment instrument. Confirm whether the payment is a direct bank-account UPI transfer, a credit card on UPI, a wallet or another product.
- Read the confirmation screen. Look for a separate processing, convenience or service-fee line before authorising payment.
- Check the bank statement. Compare the debited amount with the amount shown to the recipient. A mismatch can indicate a fee, but it can also reflect a separate bill, tip or adjustment.
- Check the merchant receipt. A merchant-facing fee may be settled under the business contract without appearing as a charge to the customer.
- Review the app’s current terms and help page. Fees can depend on category, threshold, instrument, date and account type.
- Ask support for a transaction-level explanation. Provide the transaction ID and ask which service generated any fee rather than assuming it was a UPI charge.
Do not treat a paid soundbox subscription, a loan-processing charge or an investment commission as evidence that the app charged for your bank-account transfer. They are separate services unless the transaction record explicitly combines them.
A framework for comparing payment apps
When two apps both advertise free UPI, compare the commercial details rather than the headline. Ask five questions:
- Is the payment person-to-person or merchant-facing?
- Is the money coming directly from a bank account, or from a credit card, wallet, prepaid balance or credit line?
- Are you evaluating the consumer app, a merchant gateway, an acceptance contract or a payment device?
- Does the company earn from processing, a platform fee, a subscription, lending, insurance, investments or a marketplace?
- Is the amount recurring, variable by transaction, promotional, or dependent on a policy scheme?
Then check the specific app’s disclosures and the applicable date. A comparison that ignores those distinctions can wrongly label a merchant fee as a consumer UPI fee or present a temporary incentive as a permanent business model.
The bottom line
Payment apps can keep ordinary UPI transfers free for customers because they monetize the wider ecosystem: merchant processing, business-partner services, payment-device subscriptions, financial-product distribution and other platform businesses. PhonePe’s FY2025 filing documents that mix clearly, while government figures show why the scale of UPI makes those adjacent services valuable.
As of the dated policy statements available here, person-to-person UPI remained free and consumers were not supposed to face transaction charges. The proposed or announced merchant-fee changes around October 15, 2026 require confirmation against the final NPCI and legal position. The safest conclusion is precise: a free bank-account UPI payment does not mean the app has no revenue; it means the revenue is coming from a different participant, product or service.
