Covered external benchmark-linked bank loans must reset their interest rate at least once every three months. The rule applies when the loan is linked to an eligible external benchmark such as the Reserve Bank of India (RBI) policy repo rate or an FBIL-published three-month or six-month Government of India Treasury-bill yield. “At least once” sets a maximum interval: your lender can specify a more frequent reset in the agreement.
That rule does not mean your EMI changes on the same day as every repo-rate decision or T-bill-yield movement. Your contract determines the benchmark observation date, reset date, spread and whether a rate change alters the EMI, the tenure, or both. MCLR-linked loans follow a different regime and can reset once a year or more often, according to the contract.

What the three-month rule actually means
For a floating-rate loan linked to an external benchmark, the RBI requires the interest rate to reset no less frequently than once in three months. In practical terms, a lender cannot leave the benchmark-linked rate unchanged for more than three months between contractual reset points, unless a separate rule or loan feature applies.
The word “at least” matters. A quarterly reset is the longest interval permitted by this direction; it is not a guarantee that every loan resets on a calendar quarter-end, and it is not a promise that every borrower’s payment changes four times a year. A bank may choose monthly, bimonthly or another shorter interval if that schedule is stated in the loan documentation and is applied according to the applicable rules.

The benchmark itself can move every day or whenever the RBI announces a policy decision. The contractual reset is the event at which the lender applies the relevant benchmark value, adds the agreed spread, and recalculates the loan. Those events can occur on different dates.
Which benchmarks are covered?
RBI directions identify external benchmark choices for covered floating-rate bank loans. The options relevant to this question are:
| Benchmark | What it represents | Reset-frequency rule for covered external benchmark-linked loans |
|---|---|---|
| RBI policy repo rate | The RBI’s policy rate used as an eligible external reference | At least once every three months |
| FBIL-published three-month Government of India T-bill yield | A published yield for three-month Treasury bills | At least once every three months |
| FBIL-published six-month Government of India T-bill yield | A published yield for six-month Treasury bills | At least once every three months |
The benchmark choice is only one part of the pricing formula. Your lending rate normally combines the benchmark value with a contractual spread or margin. The benchmark can change while the spread remains fixed, subject to the agreement and regulatory limits on changing it. When comparing offers, treat the benchmark and the spread as separate items.

A repo-rate announcement or a movement in a T-bill yield is a market or policy event. A loan reset is a contractual calculation. The lender must use the benchmark observation method and reset date written in your agreement. For example, the contract may specify which published value is captured, the date on which it is observed, and the date from which the revised rate applies. The cited RBI directions establish the maximum interval, but they do not assign one universal calendar date to every borrower.
After applying the new rate, the lender may change one or both of these:

- EMI: the periodic payment rises or falls while the remaining tenure is broadly preserved.
- Tenure: the payment is held closer to its existing level and the remaining number of instalments changes.
- Both: the lender recalculates payment and tenure under the product’s stated method.
For covered floating-rate personal loans, RBI consumer guidance says lenders must communicate the impact on EMI or tenure. The notice should be read with the agreement: a notice can tell you what changed, but the contract explains how the change was calculated.
How repo-linked loans reset
Repo rate as the reference
With a repo-linked loan, the contractual rate is built from the RBI policy repo rate plus the lender’s agreed spread and any other permitted component disclosed in the documents. When the repo rate rises, the benchmark portion of the loan rate generally rises at the next contractual reset; when it falls, the benchmark portion generally falls. The actual effective rate and payment date depend on the reset mechanics in your contract.
Questions to ask about the reset date
- Is the reset monthly, quarterly, or another interval no longer than three months?
- Which repo-rate value is used if the RBI changes the rate between two reset dates?
- On what date does the revised rate begin accruing?
- Can the spread change, and under what documented circumstances?
- Does the lender recalculate EMI, tenure, or both?
These details explain why two repo-linked borrowers can see different payment dates or different payment amounts even after the same RBI decision.
How T-bill-linked loans reset
Three-month versus six-month T-bill references
An eligible T-bill-linked loan can use the FBIL-published Government of India three-month or six-month Treasury-bill yield. The tenor of the reference yield does not extend the permitted loan-rate reset interval: covered external benchmark-linked loans still must reset at least once every three months.
A six-month T-bill benchmark therefore does not mean your loan can wait six months before repricing. The benchmark’s maturity tenor and the loan’s contractual reset frequency are different concepts.

Why the observed yield can differ from a headline market move
T-bill yields can move as market conditions change. Your lender may use a specified published observation rather than an intraday or same-day market quote. If the contract uses a lagged or scheduled observation, the rate applied to your loan may not match the yield you saw in a financial-news report on the day you checked it.

MCLR (Marginal Cost of Funds Based Lending Rate) is governed by a separate reset framework. Banks review and publish MCLR rates monthly, but that monthly review does not automatically reset every borrower’s MCLR-linked loan every month.
| Feature | External benchmark-linked loan | MCLR-linked loan |
|---|---|---|
| Reference examples | RBI repo rate; FBIL three-month or six-month Government of India T-bill yield | The bank’s MCLR for the applicable tenor |
| Maximum reset interval stated in the cited rules | At least once every three months | One year or shorter, as specified in the contract |
| How the applicable rate is fixed | Benchmark plus the contractual spread and permitted components | The MCLR applicable at disbursement remains until the next contractual reset |
| What determines the borrower’s date | The loan agreement’s observation and reset provisions | The contract may tie the date to first disbursement, credit-limit date or an MCLR review date |
An MCLR bank publishing a new rate each month is not evidence that your own EMI rate changed that month. Check the reset periodicity and date written in your sanction letter and loan agreement.
Which loans and lenders are within the RBI requirement?
The external-benchmark requirement was introduced for specified categories rather than every loan from every lender. RBI consumer guidance says scheduled commercial banks, excluding regional rural banks, were required to link new floating-rate retail or personal loans and new floating-rate loans to micro and small enterprises (MSEs) to an external benchmark from October 1, 2019. The requirement for medium-enterprise loans took effect from April 1, 2020.
| Loan or lender scope described by RBI guidance | Effective date |
|---|---|
| New floating-rate retail or personal loans and MSE loans from scheduled commercial banks other than regional rural banks | October 1, 2019 |
| New floating-rate medium-enterprise loans | April 1, 2020 |
Do not apply those dates automatically to an older loan, a cooperative or other lender category, a renewal, or a product outside the stated loan classifications. Confirm the lender type, loan purpose, origination or renewal date, and the benchmark clause in your own documents.

How to find your exact reset schedule
- Locate the benchmark clause. In the sanction letter, loan agreement or key-facts document, look for “external benchmark,” “repo,” “T-bill,” “spread,” “reset” or “repricing.”
- Identify the benchmark and tenor. Record whether the reference is the RBI repo rate, the FBIL three-month T-bill yield or the FBIL six-month T-bill yield.
- Record the reset interval. Note whether the contract says monthly, quarterly or another interval. For an external benchmark loan covered by the RBI direction, the interval should not exceed three months.
- Find the observation and effective dates. The observation date tells you which benchmark value is used; the effective date tells you when the revised interest rate starts.
- Check the spread provisions. Separate the benchmark movement from any spread or risk-premium adjustment and note when the lender is allowed to change that spread.
- Read the payment-adjustment method. Confirm whether a rate change modifies EMI, tenure or both, and how the lender handles a partial period or the final instalment.
- Match the next notice to the contract. For a covered floating-rate personal loan, the lender should communicate the EMI or tenure impact. Keep the notice and ask for a calculation if its figures do not match the agreement.
How to compare two loan offers
A lower-looking starting rate is not enough to identify the better offer. Compare the elements that control how quickly and transparently your rate can change:
- Benchmark type: repo, three-month T-bill or six-month T-bill.
- Contractual reset interval: the stated period, capped at three months for covered external benchmark loans.
- Reset and observation dates: when the benchmark is captured and when the new rate takes effect.
- Spread over the benchmark: the starting margin and the documented rules for changing it.
- Payment treatment: whether rate movements alter EMI, tenure or both.
- Communication: how the lender delivers reset notices and the calculation supporting a revised payment.
The benchmark options and reset requirement are established by RBI directions, but current lender-by-lender spreads, processing lags and notice practices must be verified in the individual offer and loan documents.
Common misunderstandings and what to do
“The repo rate changed, so my EMI must change today.”
Not necessarily. The loan may wait until its next contractual reset and then use the specified observation value. Ask for the reset date and effective date rather than relying on the announcement date.
“A six-month T-bill loan resets every six months.”
No. The six-month description refers to the benchmark yield. For a covered external benchmark-linked loan, the reset interval remains no longer than three months under the cited RBI direction.

“The bank publishes MCLR monthly, so my MCLR loan resets monthly.”
Publication and borrower reset are different. An MCLR-linked loan can have a one-year or shorter reset period, with the exact schedule in the contract.

“Every floating-rate loan is covered by the three-month rule.”
The requirement has a defined lender, loan-category and timing scope. Check whether your lender is a covered scheduled commercial bank, whether the loan is in the specified retail, personal or enterprise category, and when it was originated or renewed.
What to do if the lender’s notice is unclear
Request a written statement showing five items: the benchmark value used, the observation date, the contractual spread, the new annual interest rate and the resulting EMI or tenure calculation. Compare each item with the agreement. If the notice omits the reset date or uses a different benchmark tenor, ask the lender to identify the clause authorising that treatment.
Keep a record of the notice, your prior rate, the outstanding principal and the remaining tenure. This makes it easier to distinguish a benchmark-driven change from a separate fee, spread revision or account error. The RBI requirement sets the maximum reset interval; it does not replace the need to read the product-specific calculation.
Bottom line for borrowers
For a covered external benchmark-linked bank loan tied to the RBI repo rate or an FBIL-published three-month or six-month Government of India T-bill yield, the interest rate must reset at least once every three months. A lender may reset more often, and the change does not have to occur on the day of a repo announcement or a visible T-bill-yield move. Your agreement controls the observation date, reset date, spread and whether the adjustment changes EMI, tenure or both.
If your loan is MCLR-linked, use its separate contractual schedule: the reset can be annual or shorter even though the bank reviews MCLR monthly. Verify the lender type, loan category and origination date before assuming the external-benchmark rule applies.
