There is no universal annual withdrawal amount. Start by calculating the part of your planned spending that dependable income does not cover, then test that draw against your time horizon, portfolio, taxes, fees and ability to reduce discretionary spending after a market decline.

A commonly cited historical starting point is 4% of the portfolio in the first retirement year, with that dollar amount increased for inflation thereafter. That is a historical planning heuristic, not a guarantee. It is also different from withdrawing 4% of whatever the account is worth each year.

Start with your spending gap, not a percentage

Your annual portfolio withdrawal is usually the amount your household needs after reliable income is applied to planned spending:

Required portfolio withdrawal = annual spending − dependable income

Dependable income may include a pension or Social Security benefit. Spending should include housing, health care, insurance, taxes, travel, gifts, maintenance and irregular costs—not just monthly bills. Separate essential expenses from discretionary expenses so you know what could be reduced if markets fall.

  1. Estimate total annual spending. Use a full-year budget and add occasional costs such as a car replacement, home repairs, or large medical bills.
  2. Subtract income that is reasonably dependable. Include only benefits or payments you expect to receive under their applicable terms.
  3. Identify the first-year draw from investments. This is the amount savings must provide before considering taxes caused by the withdrawal.
  4. Calculate the implied initial withdrawal rate. Divide the first-year portfolio draw by investable retirement assets. The result diagnoses how demanding the plan is; it does not prove that the money will last.

Illustrative example: A household planning to spend $70,000 and expecting $30,000 of dependable income has a $40,000 initial portfolio need. If investable assets total $1 million, the implied first-year rate is 4%. The actual plan still needs to account for tax withholding, portfolio mix, inflation, fees, market losses and the number of years the money must support.

This framework is general education, not individualized investment, tax or legal advice. A precise dollar answer requires your age, savings, income, spending, account types, tax situation, investments and expected retirement length.

What the traditional 4% rule actually says

In the conventional version described in William F. Sharpe’s Stanford-hosted paper, the retiree withdraws 4% of the initial portfolio in year one. In later years, the dollar withdrawal is increased with inflation, regardless of the portfolio’s current value. The rule was derived from historical return sequences and a specified portfolio and retirement period; it is not a forecast of future markets.

Method How the next withdrawal is set Main feature Important limitation
Fixed, inflation-adjusted rule Initial percentage of the starting portfolio; later dollar amount follows inflation Predictable spending in real terms Withdrawals do not automatically fall after a market decline, so early losses can strain the portfolio
Percentage of current balance A chosen percentage of the account’s value each year Automatically reduces withdrawals after losses Income can vary substantially and may fall when spending needs are highest
Variable or guardrail approach Starts with a planned rate and changes spending when portfolio or market thresholds are reached Can balance spending stability with better downside control Requires pre-agreed rules and willingness to change discretionary spending

Calling 4% “safe” without stating the assumptions is misleading. Results depend on the asset allocation, return sequence, inflation, fees, taxes, retirement duration and what counts as success. A 30-year plan with a fixed inflation-adjusted withdrawal is a different question from a 20-year plan, a 40-year plan or a plan that permits spending cuts.

Why the first years of retirement deserve special attention

Average long-term returns do not arrive in a smooth line. If a portfolio falls soon after retirement while withdrawals continue, you may have to sell more shares at depressed prices. Fewer shares then remain to participate in a recovery. This is sequence-of-returns risk.

For that reason, test not only an average-return scenario but also one in which poor returns occur at the beginning. Review which assets would be sold, how much cash or high-quality bonds are available for near-term spending, and which expenses could be postponed. Holding a particular allocation does not eliminate risk; it changes the path the portfolio may take.

How to compare withdrawal strategies fairly

A withdrawal percentage has meaning only alongside its assumptions. Use the following comparison points when evaluating a rule, calculator or adviser’s projection.

Question Why it changes the answer
What is the starting withdrawal rate? A 3%, 4% or 5% draw produces different spending and depletion risks.
Do later withdrawals follow inflation or the current balance? Inflation adjustments stabilize purchasing power; balance-based withdrawals stabilize the portfolio.
How long is retirement modeled? A plan for 30 years cannot automatically be applied to a 40-year retirement.
What portfolio and return assumptions are used? Stock-bond mix, volatility, inflation and fees affect both growth and drawdowns.
Can spending fall after losses? Flexibility can reduce the number of shares sold in a downturn, but it transfers risk to your lifestyle.
What does “success” mean? Some analyses define success as avoiding depletion; others require a bequest or a minimum ending balance.
Are taxes, fees, pensions, Social Security and RMDs included? Ignoring these items can make a projected spending amount look larger than the cash you can actually use.

The 2021 Morningstar figure

Morningstar reported a 3.3% starting withdrawal estimate in 2021 under its then-current assumptions, including a balanced portfolio, fixed inflation-adjusted withdrawals, a 30-year horizon and a 90% probability of success. That was a result of that methodology and that publication date—not a current 2026 estimate, a legal standard or a universal recommendation. Do not substitute it for a plan built around your own horizon and spending flexibility.

Build a stress-tested plan

After calculating the spending gap, test the plan under more than one duration and market path. A useful review asks:

  • What happens if retirement lasts longer than expected?
  • What happens if inflation remains high for several years?
  • What happens if the portfolio suffers a large loss in the first few years?
  • Which expenses are essential, and which can be paused or reduced?
  • Which account and asset would be sold first, and what tax would that create?
  • How would a pension, Social Security start date or other income change the draw?

Decide in advance how much variability you can tolerate. One household may prefer a steady inflation-adjusted payment even if that requires a lower starting rate. Another may accept fluctuating income in exchange for a higher initial withdrawal or more protection against depletion. Neither preference is automatically correct.

Required minimum distributions are a separate calculation

A required minimum distribution (RMD) is a tax-law requirement, not a recommendation for how much to spend. For many owners of traditional IRAs and participants in workplace plans, RMDs generally begin for the year the person reaches age 73 under current IRS guidance. Account type, employment status and other exceptions can change the result.

The usual calculation uses the account balance on the previous December 31 divided by an IRS life-expectancy factor. The exact factor depends on the applicable IRS table and the account owner’s circumstances. Confirm the current rule for each account rather than applying a single age or formula to every retirement account.

The first RMD is generally allowed to be postponed until April 1 of the following year. Deferring it can mean two taxable distributions in that following calendar year: the delayed first RMD and the next year’s RMD. That timing can affect taxable income, Medicare-related charges and other tax consequences.

Investor.gov describes its official tool this way: “Use our required minimum distribution (RMD) calculator to determine how much money you need to take out of your traditional IRA or 401(k) account this year.” Use an official calculator or tax professional to verify the amount, especially when you have multiple plans, inherited accounts or a still-working exception.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An RMD may be larger than the amount you want to spend. You can generally take the distribution, pay any tax due, and invest or save the remainder in an account permitted for your circumstances. The RMD does not establish that the same percentage is prudent for future spending.

Taxes and account order can change your usable income

Traditional tax-deferred withdrawals are generally included in taxable income, while qualified Roth withdrawals are generally treated differently. Sales from a taxable account can create capital gains and may have other tax effects. The amount you withdraw and the amount you can spend are therefore not always the same.

The SEC’s Investor.gov guidance for older investors emphasizes considering tax effects and the diversification consequences of choosing which assets to sell. A withdrawal plan should specify not only a dollar amount but also which account and which investments supply it. Selling one asset class repeatedly can leave the portfolio less diversified, while selling another may create a larger tax bill.

Coordinate withdrawals with other taxable income, charitable gifts, health-care costs and planned Roth conversions only after reviewing the rules that apply to you. Tax thresholds and retirement-account rules change, so verify current details with the IRS or a qualified tax professional.

Review the plan every year

Investor.gov advises retirees to plan how and when to take money out and revisit the plan annually. A yearly review should occur after updating your portfolio value, spending, income, tax rates and health or family circumstances.

  1. Recalculate essential and discretionary spending.
  2. Update pension, Social Security and other income estimates.
  3. Compare the planned withdrawal with the current portfolio and note the implied rate.
  4. Check whether market losses or gains changed the mix of assets you would sell.
  5. Confirm any RMD for each applicable account using current IRS guidance.
  6. Apply your preselected spending rules rather than reacting emotionally to headlines.

When markets have fallen, a temporary reduction in travel, gifts or other discretionary costs can reduce forced sales. When markets have risen, you may choose to rebuild cash reserves or fund a planned one-time expense. The important point is to make these choices part of the plan, not an improvised response.

Where annuities may fit—and why they are not automatic

An annuity can be one way some retirees obtain periodic income, but it is a contract with its own costs, guarantees, surrender charges, tax treatment and insurer claims-paying risk. Different contracts can produce very different outcomes. This makes an annuity a product-specific decision, not a default answer to the question of how much to withdraw from savings. Compare the contract’s benefits and restrictions with your other income, liquidity needs and estate goals before buying anything.

Common mistakes to avoid

  • Treating 4% as a promise. It is a historical starting framework with stated assumptions.
  • Confusing a fixed-dollar rule with 4% of the current balance. Those methods produce different income paths.
  • Ignoring sequence risk. Early losses combined with withdrawals can do more damage than the same losses later.
  • Using gross withdrawals as spendable cash. Taxes, fees and withholding reduce what reaches your budget.
  • Letting an RMD dictate lifestyle spending. A legal minimum and a sustainable consumption target answer different questions.
  • Failing to revisit the plan. Spending, markets, tax rules and life expectancy change.

The practical answer

Withdraw the amount your planned spending requires after dependable income, then verify that the implied rate remains workable across your expected retirement length and unfavorable early-market outcomes. Use the 4% framework only as a historical reference point, not a guarantee. Build in a clear rule for discretionary spending, account and asset selection, taxes and annual review. Calculate RMDs separately under current IRS rules, because they are mandatory distributions for applicable accounts—not proof that the same amount is safe or necessary to spend.
