How Much Should You Save for Retirement if You Expect Lower Social Security Benefits?

By TheFinanceBase Team 9 min read

There is no universal savings number for a retirement with potentially lower Social Security. Your target is the amount needed to cover the gap between your household’s retirement spending and the income you can reasonably expect from Social Security, pensions, annuities and other sources.

The practical approach is to model several benefit scenarios, make your claiming age and investment assumptions explicit, and update the calculation whenever your earnings, spending or Social Security estimate changes. A trust-fund projection is not an automatic percentage cut to your personal check.

What “lower Social Security benefits” means in 2026

The latest official projection is in the Social Security Administration’s 2026 OASDI Trustees Report, published June 9, 2026. Under its intermediate assumptions, the combined Old-Age, Survivors and Disability Insurance (OASDI) reserves are projected to be depleted in 2034. At that point, continuing program income is projected to cover about 83% of scheduled benefits. The report projects that share declining to 65% by 2100.

That is a financing projection for the program, not a law that automatically reduces every beneficiary’s payment to 83%. Congress could increase revenue, reduce benefits, combine those approaches or enact another solution. The Trustees state that lawmakers should address the shortfall in time to phase in changes and give workers and beneficiaries time to adjust.

The measure matters. The retirement-and-survivors trust fund, OASI, is projected to reach reserve depletion in 2032, with continuing income covering 78% of scheduled OASI benefits then and 62% by 2100. Disability Insurance reserves are projected to remain positive through the 2026–2100 projection period. Do not substitute the OASI-only percentages for the combined OASDI figures, or vice versa.

Projection Reserve depletion Income as a share of scheduled benefits at depletion Projected share in 2100
Combined OASDI 2034 About 83% 65%
OASI only 2032 78% 62%

These are projections under stated assumptions, not a promise that a particular reduction will occur. The 2025 Trustees Report also showed combined reserves depleting in 2034, but estimated about 81% payable at depletion. The change from 81% to 83% illustrates why a retirement plan should use the dated estimate available when you make it, rather than treating an old percentage as permanent.

The 2026 report also records 2025 program totals—$1,449.3 billion in combined income, $1,609.5 billion in cost and $2,561.3 billion in end-of-year reserves. Those are national program figures and do not determine how much one household should save.

Start with your household’s annual income gap

Your savings target follows from an annual gap, not from a headline replacement rate. Calculate the gap in today’s dollars:

Annual retirement gap = expected annual spending − reliable annual retirement income.

Use a conservative definition of “reliable.” Include the Social Security amount you could receive at the claiming age you are considering, and add a pension or annuity only to the extent its payment terms are clear. Treat uncertain bonuses, sporadic consulting income, home sales and inheritances as separate scenarios rather than guaranteed income.

1. Estimate spending, including the costs people omit

Build a retirement budget from actual household spending, then adjust it for expenses that change after work. Include:

  • Housing costs, property taxes, insurance, utilities, maintenance and any mortgage or rent.
  • Health insurance premiums, Medicare-related premiums, out-of-pocket care, prescriptions, dental and vision costs.
  • Taxes on withdrawals, pensions, annuities and taxable Social Security, where applicable.
  • Food, transportation, clothing, communications and personal expenses.
  • Travel, gifts, hobbies and support for family.
  • Irregular costs such as a roof, vehicle replacement, major dental work or long-term-care needs.
  • Debt payments that will still exist after your planned retirement date.

Separate essential spending from discretionary spending. That lets you test what happens if benefits are lower: you may decide to save more, work longer, reduce discretionary spending or combine all three.

2. Get your own Social Security estimates

Use your personal Social Security record and compare estimates at several claiming ages. An average benefit, a generic replacement rate or a friend’s statement is not a substitute for your earnings history.

SSA’s replacement-rate tables are useful for context, but they describe hypothetical workers. Their denominator is a career-average measure based on the highest 35 years of earnings, and the tables distinguish earnings levels and retirement ages. They are not individualized benefit quotes.

3. Add other income, labeling uncertainty

List pensions, annuities, rental income and part-time work separately. Record whether each amount is inflation-adjusted, when it begins, whether it continues for a surviving spouse and what happens if the payer fails or the asset is sold. If an income source is uncertain, model a case without it instead of quietly counting it as guaranteed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Subtract income from spending

For example, suppose a household expects $72,000 of annual spending in today’s dollars, $30,000 of Social Security at its selected claiming age and $8,000 from a pension. The initial gap is $34,000 per year. If a lower-benefit scenario reduces Social Security by another $5,000, the gap becomes $39,000. Those figures are an illustration of the method, not a prediction about any household.

Translate the gap into a savings target

A gap is an annual cash-flow problem. The savings required to fund it depends on when withdrawals begin, how long they last, inflation, investment returns, taxes, fees and the amount you want left at the end of retirement. A single “magic number” hides those choices.

Use consistent dollars and visible assumptions

If spending is expressed in today’s dollars, use a real (after-inflation) return assumption for the portfolio. If you model future nominal dollars, include an explicit inflation assumption in both spending and income. Do not mix a current-dollar spending estimate with an unadjusted future-dollar Social Security figure.

Taxes can enlarge the amount your portfolio must provide. If the gap is an after-tax spending need, model whether withdrawals are taxable and whether Social Security taxation changes as withdrawals rise. Include investment fees and the possibility of lower returns during the first years of retirement.

An illustrative present-value range

The following example shows why assumptions matter. It assumes a $34,000 annual gap, withdrawals at the end of each year, no taxes or fees, and a 25-year retirement. The figures are mathematical illustrations, not a recommended withdrawal rule or a guarantee that a portfolio will last.

Assumed annual return after inflation Illustrative savings at retirement for a $34,000 gap over 25 years What the assumption means
0% About $850,000 The portfolio is treated as holding its purchasing power while funding withdrawals.
2% About $664,000 Moderate real growth reduces the starting balance required in this simplified model.
4% About $531,000 Higher real growth lowers the mathematical requirement but brings greater market-risk exposure.

A 25-year horizon is not a safe universal assumption. Someone retiring at 60 may need to plan for more than 30 years; someone retiring later may need fewer years, but health and family longevity are uncertain. Run a shorter and a longer horizon, and include a reserve for large late-life expenses rather than spending the entire calculated balance.

Model a range instead of one forecast

At minimum, create three cases:

  • Scheduled-benefit case: Use your personal SSA estimate under current rules and your chosen claiming age.
  • Lower-benefit case: Reduce the Social Security amount by a clearly labeled household assumption. Do not present the Trustees’ 83%, 78%, 65% or 62% program projections as an automatic personal cut.
  • Stress case: Combine a lower benefit with higher spending, a later retirement date for a spouse, lower investment returns or a longer retirement.

Keep the same dollar basis, retirement date and longevity assumption while changing one major variable at a time. That makes the reason for a changed savings target visible.

Claiming age can change the amount you need to save

Claiming earlier generally means a smaller monthly benefit, while delaying can increase the monthly amount under the rules that apply to you. For workers born in 1960 or later, whose full retirement age is 67, SSA’s 2025 actuarial note gives these examples:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Claiming age Reduction relative to claiming at full retirement age 67 Scope of the example
62 30% lower monthly benefit Exact-age example for people born in 1960 or later.
65 13⅓% lower monthly benefit Exact-age example for the same cohort.
67 No early-claim reduction Full retirement age for that cohort.

These percentages do not apply to every birth year or every claiming situation. Compare your own SSA estimates at each age, then account for the extra years of portfolio withdrawals if you claim later or the extra benefit income if you claim later. Also consider a spouse’s benefit, survivor protection and health when choosing a date; the best cash-flow result is not always the best household decision.

How to compare two retirement plans

Use a side-by-side worksheet so that one optimistic assumption does not make a plan appear safer than it is.

Comparison item Plan A Plan B
Retirement date and years until retirement Enter the date and saving period. Enter the alternative date and saving period.
Social Security claiming age and personal estimate Use the estimate for the selected age. Use the estimate for the selected age.
Benefit assumption Scheduled-benefit case or another labeled assumption. Lower-benefit or stress case.
Annual spending in today’s dollars Include health care, taxes and irregular costs. Use the same basis unless spending is the variable.
Other income List pension, annuity and work income with start dates. List changes and uncertainty explicitly.
Retirement length Use a stated horizon. Use the same or a deliberately longer horizon.
Inflation, investment return, taxes and fees State every assumption. Change only the assumptions you intend to stress.

The result is not a prediction. It is a decision range: how much you may need to save, how much spending flexibility you have and which assumptions deserve the most attention.

Actions if the lower-benefit case creates a shortfall

Increase savings while you still have income

Raise contributions gradually, direct bonuses or tax refunds to retirement accounts, and capture any available employer match. The useful comparison is the additional annual saving required under your stress case, not an arbitrary account balance milestone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Extend the earning period

Working longer can add contributions, shorten the withdrawal period and allow a later Social Security claim. Recalculate health insurance, workplace benefits and the effect on a spouse before relying on this option.

Reduce the future gap

Paying off high-cost debt, lowering fixed housing costs or identifying flexible discretionary spending can reduce the amount your portfolio must provide every year. Keep essential health and maintenance costs in the budget; cutting them on paper does not make them disappear.

Protect the plan from concentration and sequence risk

A retirement target is vulnerable if all savings depend on one employer’s stock, one property or uninterrupted strong market returns. Test a poor-return first decade, maintain a cash-flow reserve appropriate to your plan and avoid assuming that selling volatile assets during a downturn will be harmless.

Common mistakes that overstate or understate the target

  • Treating 83% as your personal benefit: It is a combined-program projection at reserve depletion under the 2026 Trustees’ assumptions.
  • Using OASI figures for OASDI: The OASI-only dates and payable percentages are different.
  • Using an average Social Security check: Your earnings record, birth year, claiming age and family situation determine your estimate.
  • Ignoring taxes and health care: Both can materially change the amount your portfolio must deliver.
  • Counting a temporary income source forever: Label pensions, rentals and work income by duration and reliability.
  • Planning only to life expectancy: A long retirement or late-life care can make a seemingly adequate balance run short.
  • Mixing nominal and real dollars: Use one consistent dollar basis throughout the worksheet.
  • Failing to update: Earnings, account balances, inflation, legislation and SSA estimates change over time.

A practical review schedule

  1. At least annually, update your Social Security estimate, account balances, contributions and spending.
  2. When you change your planned retirement date or claiming age, rerun every scenario rather than adjusting one number.
  3. After a major event—job loss, divorce, inheritance, disability, mortgage payoff or large medical expense—rebuild the spending and income sections.
  4. When a new Trustees Report or enacted Social Security law changes the outlook, replace old program assumptions with the dated figures and explain what changed.
  5. As retirement approaches, test withdrawal needs month by month for the first several years, when market losses can have an outsized effect on sustainability.

If the scenarios remain difficult to evaluate, an independent fiduciary or qualified retirement-income professional can help coordinate taxes, investments, Social Security and longevity assumptions. Ask how the person is paid and whether they are legally required to put your interests first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What to remember

Save for the gap your household actually faces, not for a national percentage printed in a Trustees Report. The 2026 projection—combined reserves depleted in 2034 with about 83% of scheduled benefits payable at that point—is an important planning stress signal, but it is not an enacted personal-benefit cut. Build a scheduled case, a clearly labeled lower-benefit case and a stress case; make spending, claiming age, taxes, inflation, returns and longevity visible; then revisit the numbers as your facts and official projections change.
