Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →For a U.S.-based investor, allocating about 20% to 40% of the stock allocation to international funds is a defensible starting range. The right figure depends on your goals, risk tolerance, liabilities, existing holdings and willingness to accept currency and country risk. That percentage normally refers to stocks—not automatically to every dollar in the portfolio.
Start with the correct denominator: stocks, not necessarily the whole portfolio
Investment providers usually describe international exposure as a percentage of the stock allocation. If 70% of your assets are stocks and you place 40% of those stocks in international funds, the international position is 28% of the total portfolio (0.70 × 0.40). A portfolio with bonds and cash therefore has a smaller international percentage of total assets than of its equities.

Write down both numbers when setting a target:
- International share of stocks: the percentage used in most provider guidance.
- International share of total assets: the result after multiplying that target by your stock weighting.
For example, a 60% stock/40% bond portfolio with a 30% international-stock target has 18% of total assets in international stocks. Calling that “30% international” without naming the denominator can make the exposure sound larger than it is.

| Source | Guidance | What the figure covers | How to interpret it |
|---|---|---|---|
| Vanguard | At least 20% of both stock and bond allocations internationally; about 40% of stocks and 30% of bonds for full diversification benefits | Separate stock and bond allocations | A 40% international-stock target is presented as a way to seek the full diversification benefit described in its guidance. |
| Fidelity Investments (page updated October 5, 2026) | 60% U.S. equities / 40% non-U.S. equities | Strategic equity mix | A long-term allocation used by its portfolio team and target-date-investor analysis. |
| Charles Schwab | 5%–40% of total stock investments | Stocks | The range varies with return objectives and risk tolerance, so the low end is not equivalent to the higher-diversification approach. |
These recommendations overlap around 20%–40% of stocks, but they are not a promise that any particular percentage will produce a superior return. Schwab’s 5% lower bound allows for an investor who deliberately accepts more home-country concentration; Vanguard and Fidelity describe larger international weights in the context of diversification.
Why there is no single correct percentage
Your home country and liabilities
A U.S. investor already earns and spends dollars, may own a U.S. home, and often has U.S.-based employment and government benefits. Those exposures create a form of home-country concentration outside the brokerage account. International stocks can offset some portfolio concentration, but the appropriate amount depends on how much of your future income and spending is already tied to the United States. A person whose future liabilities are in another currency may reasonably evaluate the trade-off differently.
Goals and time horizon
Money needed soon can be more sensitive to market losses and currency moves than money invested for a distant goal. The sources do not establish a different universal percentage for each goal, so use the range as a starting hypothesis and test whether you can remain invested through a period when foreign markets or currencies lag U.S. assets.
Recommended Free Tools
Risk tolerance and regional concentration
International funds add exposure to political systems, economic cycles, inflation conditions and sector mixes that differ from those in the United States. They can reduce dependence on one market, but they also introduce country and regional risks. Someone unwilling to tolerate those fluctuations may choose the lower end of a range; someone seeking broader diversification and able to withstand volatility may choose a higher end.
Existing global holdings
Check every account before selecting a target. A workplace retirement plan, target-date fund or broad global fund may already own non-U.S. companies. Add the international portion of each holding to avoid unintentionally exceeding your desired exposure. Conversely, counting only a self-directed account can leave your overall portfolio more U.S.-centric than you think.

How diversification benefits change as the percentage rises
Vanguard’s portfolio analysis found that, in its research context, most of the volatility-tempering benefit occurred as international stocks increased from 0% to 20% of total equity exposure, with additional benefit continuing through 40%. This pattern suggests diminishing incremental diversification benefits rather than a sharp cutoff at one particular number. It does not establish a universal optimum for every investor or future market.
The practical implication is that moving from no international stocks to a modest allocation can address a large concentration problem. Moving from 20% to 40% may still improve diversification, but you are accepting more currency and regional exposure for a smaller marginal effect in that analysis.
Translate a target into actual portfolio weights
| Total portfolio stocks | International share of stocks | International stocks as a share of total assets | Illustrative calculation |
|---|---|---|---|
| 100% | 20% | 20% | 1.00 × 0.20 |
| 100% | 40% | 40% | 1.00 × 0.40 |
| 70% | 20% | 14% | 0.70 × 0.20 |
| 70% | 40% | 28% | 0.70 × 0.40 |
| 60% | 30% | 18% | 0.60 × 0.30 |
The calculations are illustrations, not recommendations. They show why two investors can both say they hold “40% international” while having very different exposure to foreign stocks in the total portfolio.
International bonds are a separate decision. Vanguard’s guidance discusses about 30% of the bond allocation internationally for full diversification benefits, while its minimum starting point is 20% of bonds. Do not assume an international-stock target automatically determines your bond allocation.
What international funds add—and what they cannot guarantee
Potential diversification advantages
- Exposure to economies and business cycles that do not move in lockstep with the United States.
- Different sector weights and growth or inflation environments, which can reduce dependence on the U.S. market’s particular composition.
- A way to reduce home bias—the tendency to hold a disproportionately large share of investments in the investor’s home country.
Diversification can reduce concentration, but it cannot guarantee a profit, prevent losses or ensure that international funds outperform U.S. funds.

Currency risk
Foreign holdings are affected by exchange rates as well as by the companies’ local-currency share prices. If the dollar rises against a foreign currency, the dollar value of an otherwise unchanged foreign investment can fall; a weaker dollar can have the opposite effect. Currency hedging, where available, changes this exposure but does not remove the underlying equity risk. The provider guidance identifies currency risk as a distinct risk of non-U.S. stocks and bonds.

Country, regional and market-structure risks
Foreign markets can have different accounting rules, regulations, political conditions, liquidity and investor protections. A broad international fund spreads company-specific risk across countries, but it cannot eliminate a downturn affecting an entire region or emerging-market group.
A practical process for choosing your percentage
- Inventory your current exposure. List each stock and bond fund, its U.S. and non-U.S. percentages, and the account in which it is held. Include employer plans and global funds.
- Set the stock/bond mix first. Decide how much of the total portfolio belongs in stocks, bonds and cash for your goal and risk capacity. International percentages are applied after this step.
- Choose a provisional international-stock range. For many U.S. investors, start by evaluating 20%, 30% and 40% of stocks. If you have a strong reason to remain more home-biased, Schwab’s published range extends down to 5%.
- Convert the target to total assets. Multiply your stock percentage by your international-stock percentage so the result is clear in dollars and as a share of the whole portfolio.
- Stress-test your behavior. Ask whether you would keep the target after a period of foreign underperformance, a sharp currency move or a regional crisis. If not, a lower allocation may be more sustainable than an idealized higher one.
- Check overlap. A U.S. fund can have a small multinational revenue stream, but that is not the same as owning foreign-listed companies. A global fund may already contain the international allocation you are trying to add.
- Document a rebalancing rule. Record the target, an acceptable range and the event that will prompt a review. Changing the target solely because one market recently performed better turns a strategic allocation into a performance-chasing decision.
How to evaluate an international fund
Once you have a target, compare funds on the exposure they actually deliver rather than on the word “international” in the name.
- Geographic scope: developed markets only, or developed plus emerging markets; confirm the fund’s stated country classification.
- Benchmark and holdings: review the index or methodology, number of securities, largest-country weights and sector concentrations.
- Currency treatment: determine whether the fund is unhedged or hedges some or all currency exposure.
- Costs and trading details: examine the expense ratio, bid-ask spread, transaction costs and any purchase restrictions in your account.
- Role in the portfolio: decide whether it is replacing a narrow regional holding, complementing a U.S. fund or serving as the entire non-U.S. equity sleeve.
Two funds can both be labeled international yet produce different country, sector and currency exposures. Read the current prospectus and holdings information before treating either as interchangeable.
Historical results illustrate trade-offs, not forecasts
Fidelity reported a historical calculation for 1950 through 2025 comparing a hypothetical portfolio of 70% U.S. and 30% international stocks with a hypothetical U.S.-only stock portfolio. The globally balanced example returned 11.4% annualized versus 11.6% for the U.S.-only example and had lower standard deviation. These are hypothetical, historical figures for one period; they do not predict future returns, and the small return difference is not evidence that either allocation will win next.

Fidelity’s strategic approach is to keep a long-term allocation rather than adjust it whenever the U.S. share of global market capitalization changes. As portfolio manager Finola McGuire Foley put it: “Because the U.S. share of the world’s total market capitalization tends to fluctuate over time, we follow our long-term investment process rather than adjusting our strategic exposure to reflect shifts in the global market cap.”
Company familiarity is also a weak basis for setting the percentage. Fidelity portfolio manager Naveen Malwal notes: “But whether you know of or use a company’s products has virtually no bearing on the future performance of its stock.”
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common mistakes to avoid
Confusing foreign revenue with foreign-stock exposure
Large U.S. companies may sell products worldwide, but owning them does not provide the same country and currency exposure as owning companies listed outside the United States. Count the fund’s actual geographic holdings.
Applying a stock percentage to a bond-heavy portfolio
If your target is 40% of stocks and only half your assets are stocks, your total international-stock exposure is 20%, before considering international bonds. Use the multiplication shown above.
Assuming more diversification means higher returns
International exposure changes the distribution of risks; it does not promise a higher return. The Fidelity historical comparison shows why both return and volatility must be considered.

Ignoring currency and regional concentration
A fund that is nominally broad can still have substantial exposure to a few countries, sectors or currencies. Review the current breakdown rather than relying on the fund category alone.
Changing the target after recent performance
Recent outperformance by either U.S. or foreign stocks is not, by itself, a reason to abandon a strategic mix. Set the target from your circumstances and keep the decision separate from short-term market narratives.
A decision framework for three common approaches
| Approach | International share of stocks | Who might consider it | Main trade-off |
|---|---|---|---|
| Minimal foreign allocation | 5%–20% | An investor who prioritizes home-market familiarity or has limited tolerance for currency and regional risk. | Less diversification and greater dependence on the U.S. market. |
| Balanced diversification | 20%–30% | An investor seeking a meaningful reduction in home bias while retaining a larger U.S. allocation. | Still carries currency and foreign-market risk, but less than a higher international weight. |
| Broad global equity mix | 30%–40% | An investor with a long horizon who wants the diversification range emphasized by Vanguard and Fidelity. | Greater sensitivity to exchange rates, non-U.S. political events and periods when U.S. stocks lead. |
The categories are decision aids, not investor profiles supplied by the providers. Your liabilities, risk capacity and existing holdings determine whether any one of them is suitable.
Bottom line
For a U.S.-based investor, 20%–40% of the stock allocation in international funds is a defensible place to begin, with published guidance spanning 5%–40% depending on objectives and risk tolerance. Convert that stock percentage into a share of total assets, account for any international bonds and existing global funds, and choose the level you can maintain through currency swings and periods of foreign underperformance. No source establishes a personally optimal percentage, so the final target should reflect your own goals, liabilities and ability to stay invested.
