There is no universal value-fund percentage. A practical neutral starting point is to divide the equity portion of a portfolio roughly equally between value and growth or blend exposure, then let the stock/bond mix determine the percentage of the total portfolio. For example, a 60% stock portfolio with half its equities in value funds has 30% of the total portfolio in value; an 80% stock portfolio with the same split has 40%. Those are arithmetic illustrations, not recommendations.
Start with the stock-and-bond decision
Value funds invest in stocks, so they belong inside the equity allocation rather than replacing the decision about how much equity risk you can afford. Fidelity’s asset-allocation guidance says the appropriate mix depends on your goals, time horizon and preferences, and that shorter horizons generally call for more stable investments. A value fund can decline sharply during a market selloff just as any other equity fund can.

Set the overall stock, bond and cash percentages first. Only then decide how to divide the stock allocation among value, growth, blend, company sizes and regions. An investor who needs the money soon, cannot tolerate a large temporary loss or has limited capacity to recover from a downturn may need fewer stocks overall; adding value funds does not solve that problem.

Percentage of the total portfolio
This is the number people usually quote, such as “30% in value.” It includes bonds and cash in the denominator. The same style decision produces different total-portfolio percentages for investors with different equity weights.

Percentage of the equity sleeve
This measures value relative to stocks only. It is usually the clearer way to set a style target because it separates the value-versus-growth decision from the stock-versus-bond decision.
| Overall equities | Value share of equities | Value share of total portfolio | What the arithmetic means |
|---|---|---|---|
| 60% | 50% | 30% | 0.60 × 0.50 = 0.30 |
| 80% | 50% | 40% | 0.80 × 0.50 = 0.40 |
| 60% | 25% | 15% | 0.60 × 0.25 = 0.15 |
| 80% | 25% | 20% | 0.80 × 0.25 = 0.20 |
These examples show why a statement such as “put 30% in value funds” is incomplete without specifying the equity allocation. They are not individualized targets.
A neutral framework: approximately half of equities
Vanguard has stated that investors should hold growth and value stocks in similar proportions. Translating that principle into a portfolio framework suggests an approximately balanced split inside the equity sleeve: about half in value-oriented exposure and half in growth or blend exposure. It is a neutral reference point, not a requirement to buy a dedicated value fund.

A broad-market or blended index already owns companies with both value and growth characteristics. If that fund supplies the style balance you want, your dedicated value allocation may be zero. Buying a separate value ETF or mutual fund adds a tilt only when it changes your exposure relative to the broad-market fund.
Choose the degree of value tilt
| Approach | Typical implementation | Portfolio role | Main trade-off |
|---|---|---|---|
| No dedicated tilt | Use a broad-market or blended equity fund | Core holding | Simple and diversified, but you accept the index’s changing style weights |
| Modest tilt | Keep a broad-market core and add a smaller value sleeve | Core plus satellite | More value exposure with limited tracking difference, but requires monitoring overlap |
| Approximately balanced styles | Allocate roughly half of equities to value and the remainder to growth or blend | Two-style core | Clear style balance, but may require two or more funds and periodic rebalancing |
| Concentrated tilt | Make value a large majority of the equity sleeve or target a narrow segment | Satellite strategy | Greater tracking error, concentration and patience required when value lags |
The right row depends on why you are changing the allocation. A value fund can be a core building block, a small diversification sleeve or a deliberate factor bet. Calling the fund “value” does not determine how large that role should be.
Check what you already own before adding a fund
Look through broad-market holdings
Read the fund’s current holdings, style classification and market-cap exposure. A total-market or large-cap index normally contains both value and growth companies. Adding a value fund on top of it increases value exposure; it does not create a neutral portfolio.

Map overlap and concentration
Compare the largest positions, sectors, company sizes and regions across funds. Two funds with different names can own many of the same companies. A portfolio that combines a broad U.S. fund with only U.S. large-cap value may still lack small-cap or international value exposure.

Diversification should be considered across market capitalization, sectors, geography and styles. Vanguard investor guidance says that holding roughly 30% to 50% of a stock portfolio in international stocks can help diversify; that figure is an international-diversification reference, not a value-fund target. Decide the domestic-versus-international split separately from the value-versus-growth split.
Value funds are mandates, not required portfolio weights
Under the U.S. Securities and Exchange Commission’s Rule 35d-1, a fund whose name indicates a value focus generally must invest at least 80% of its assets in investments matching that name, subject to contextual exceptions. The 80% policy describes the fund’s mandate. It does not mean an investor should put 80% of a portfolio, or even 80% of the equity sleeve, in value funds.

Read the prospectus for the fund’s definition of value, permitted securities, rebalancing method and exceptions. A fund may emphasize large companies, smaller companies, domestic shares or international shares, so two value funds can produce materially different risks.
Why style percentages move over time
Value and growth weights are not fixed economic categories. Market prices, company fundamentals and index methodology can move stocks between style classifications. Vanguard’s 2025 outlook, based on data as of November 8, 2024, illustrated U.S. value and growth equity weights across a 30%–70% range under different assumptions and market conditions. That range demonstrates why an institutional portfolio’s style split can vary; it is not a recommended household allocation.
Value funds also have periods of substantial underperformance. Their equity risk, sector concentrations and factor exposure can differ from a broad index. A larger allocation should therefore reflect the investor’s ability and willingness to hold it through years when growth stocks lead, rather than a forecast that value will outperform next.

Use published model portfolios as examples, not rules
Fidelity’s model portfolios place value funds alongside other diversified holdings rather than treating one percentage as universal. On its current Fidelity Fund Portfolios page, one published model lists a 5% position in Fidelity Value Strategies Fund and another lists 12% in Fidelity International Value Fund. Those figures are holdings within specific models, not recommended targets for every investor. They also cannot be compared directly without considering each model’s total equity weight, other style exposures, geography and risk level.
Account, tax and cost checks before implementation
Account location
Decide whether the fund will sit in a taxable brokerage account, an individual retirement account or another account type. The account affects how distributions and sales are treated and how easily you can rebalance. The appropriate choice depends on your circumstances, which are not determined by the fund’s style label.
Embedded gains and turnover
In a taxable account, selling an existing holding to create a value sleeve can realize capital gains. Compare the tax cost of switching with the benefit of the new allocation. Check the fund’s turnover and distribution history because higher trading activity can affect taxable distributions.

Fees and tracking
Compare expense ratios, trading spreads, transaction charges and tracking difference. A cheaper fund is not automatically better if it gives you unintended concentration or poor exposure to the segment you need. Evaluate the complete portfolio cost, including the broad-market fund you keep as a core.
How to set and maintain a target
- Write the policy in equity terms. Record your overall stock percentage and the intended value percentage of stocks, along with any small-cap, international or sector limits.
- Inventory every holding. Note each fund’s style, market-cap range, geography, largest positions, expense ratio and account location. Include workplace-plan options and existing individual securities.
- Calculate the look-through exposure. Multiply the portfolio weight of each fund by its value exposure, then add the results. Do not count a fund’s name as proof of a particular percentage.
- Choose the implementation. Use a broad-market fund alone for no deliberate tilt, add a modest value sleeve for a tilt, or use separate value and growth or blend sleeves for an explicitly balanced style allocation.
- Document a rebalancing rule. Fidelity identifies moving more than 10 percentage points from a target as one possible trigger and notes that several methods exist. You can instead use a calendar schedule, cash flows or a combination, provided the rule is defined before market moves tempt you to time the decision.
- Review after material changes. Revisit the target when your time horizon, income needs, risk capacity, tax situation, account choices or core holdings change. A falling value allocation caused by market movement is not automatically a reason to add money.
Common allocation mistakes
- Treating a total-portfolio percentage as universal: 30% in value means something different in a 60% stock portfolio than in an 80% stock portfolio.
- Adding value without checking the core: a broad-market fund already owns value stocks, so the new fund may create a larger tilt than intended.
- Confusing the fund’s 80% policy with your allocation: the rule applies to qualifying assets inside the fund, not to the investor’s portfolio.
- Ignoring non-U.S. exposure: U.S. large-cap value alone does not provide small-cap or international diversification.
- Choosing a target from a recent winner: style leadership changes, and a value allocation can lag for extended periods.
- Rebalancing without considering taxes: taxable gains, distributions and account type can change the best implementation even when the desired percentage is clear.
A practical decision sequence
If you want a neutral style exposure, first determine whether your broad-market fund already provides it. If you want a modest value tilt, add a sleeve small enough that you can hold it through underperformance and measure the resulting look-through exposure. If you want an approximately balanced value-growth split, express the target as a percentage of equities, then translate it into total-portfolio percentages only for planning and reporting. If your objective is a concentrated factor strategy, treat the position as a satellite allocation and define limits for company size, geography and sector risk.
There is no evidence-based percentage that overrides your time horizon, risk capacity, diversification needs, existing holdings, taxes and costs. The most defensible target is the one you can explain in equity terms, implement with the funds and accounts available to you, and maintain with a written rebalancing rule.
