For a U.S.-based investor who wants a straightforward starting point, one widely cited framework is to place about 40% of the stock allocation in international stocks and about 30% of the bond allocation in international bonds. Vanguard also describes at least 20% of each sleeve as a general minimum starting level. These percentages apply to the stock and bond portions separately—not to every dollar in the portfolio—and they are educational guidelines, not a universal or personalized prescription.
A second reference point is the global equity market’s capitalization. U.S. companies represented 63% of global equity benchmarks on March 31, 2025, implying roughly 37% non-U.S. stocks at that date. You can use that market weight, a lower international share, or a higher one; the important decision is to choose deliberately and understand the trade-offs.

Start with the right denominator
“I want 40% international” is incomplete until you state 40% of what. In Vanguard’s framework, 40% means 40% of the equity sleeve. The 30% figure applies separately to bonds. Neither number means that 40% or 30% of the entire portfolio must be foreign.

| Portfolio sleeve | International share of sleeve | International exposure as a share of whole portfolio |
|---|---|---|
| Stocks (70%) | 40% | 28% (0.70 × 0.40) |
| Bonds (30%) | 30% | 9% (0.30 × 0.30) |
| Total | — | 37% |
The same sleeve percentages in an 80% stock/20% bond portfolio would produce 32% international stocks and 6% international bonds, or 38% of the total portfolio. A portfolio with no bonds would have no international bond allocation even if it follows the 40% stock guideline.
Write your target in both forms—“40% of stocks” and the resulting percentage of the whole portfolio—before buying anything. This prevents an accidental underweight or overweight when your stock/bond mix changes.
Three reasonable ways to set the target
Use an educational provider guideline
Vanguard’s investor-education guidance for U.S. investors is approximately 40% international stocks and 30% international bonds, with at least 20% of each asset-class sleeve described as a general starting level. The figures are not a forecast, a suitability determination, or a rule issued by a regulator. They are a practical middle ground for someone who wants meaningful diversification without matching the global market exactly.

A market-cap approach owns companies in proportion to their value in the global market. Vanguard reported that U.S. stocks were 63% of global equity benchmarks on March 31, 2025. The complement—about 37%—was non-U.S. equity. Because market values move daily, that percentage will change; treat it as a dated comparison point rather than a permanent target.

Market-cap weighting is useful when your objective is to avoid making a country-selection call. It can still differ from a total-world fund’s exact mix because providers use different indexes, inclusion rules, rebalancing dates, and treatments of emerging markets.
Choose a deliberate home-country tilt
Many U.S. investors hold less international stock than either 37% or the 40% sleeve guideline. A lower share is a coherent choice if you accept greater concentration in U.S. companies and the possibility that your results will differ from global markets for long periods. A higher share is also defensible if reducing dependence on one country’s economy, valuation levels, or currency matters more to you than tracking a U.S.-heavy benchmark.
There is no single percentage established by the evidence as correct for every investor. State the rule you are using—provider guideline, market-cap reference, or intentional home bias—then keep the allocation consistent through rebalancing.
Why recent U.S. outperformance is not an allocation rule
Recent returns can make international diversification feel like a mistake, but they do not tell you which market will lead next. Vanguard’s illustration of the decade ending December 31, 2024 shows a hypothetical $100 growing to $334 in U.S. stocks versus $160 in non-U.S. stocks. Those figures corresponded to annualized returns of about 13% and 5%, respectively.

In the same historical index analysis, a hypothetical portfolio with 60% U.S. stocks and 40% non-U.S. stocks earned close to 10% annualized and experienced considerably less risk than an all-U.S. or all-non-U.S. portfolio. The calculation used MSCI indexes and historical data from Bloomberg. It describes one past period, not a promise of future performance or an investment result available to every investor.
A diversified allocation can therefore lag the recent winner while still reducing the damage from a future period in which that winner reverses. If you change the target every time leadership changes, you are making a market-timing decision rather than maintaining diversification.
What international exposure adds—and what it cannot remove
Potential diversification benefits
- Exposure to economic cycles, industries, and companies that may not be well represented in the United States.
- Less dependence on the earnings, valuations, monetary policy, and regulation of one national market.
- Different return patterns that can reduce portfolio volatility when markets do not move together.
- Access to both developed and emerging economies, if the fund or funds you select include them.
Diversification lowers concentration risk; it does not guarantee a gain or prevent a loss.
Risks that remain
- Market risk: Foreign shares and bonds can fall, sometimes at the same time as U.S. assets.
- Currency risk: A change in the foreign currency against the dollar can raise or reduce a dollar-based return. Bond funds may hedge currency, while stock funds often leave more currency exposure; verify the fund’s policy.
- Country and regional risk: Political events, capital controls, sanctions, tax changes, or instability can affect a market.
- Information and legal risk: The SEC’s Investor.gov notes that foreign markets may provide less consistent company information and different legal or regulatory protections.
- Liquidity and trading risk: Smaller or less-developed markets can have wider spreads and may be harder to trade during stress.
These risks are reasons to diversify across regions and security types, not reasons to assume that a particular international percentage is automatically safe.

Stock and bond exposure should be decided separately
Stocks and bonds serve different jobs, so a single “international percentage” can hide an unsuitable mix. Stocks are the growth and equity-risk portion; bonds are generally used for income, stability, and liquidity. Vanguard’s 40% stock and 30% bond figures reflect that distinction.
When evaluating an international bond fund, check whether it holds government, investment-grade corporate, or lower-quality debt; whether the currency is hedged to the dollar; and whether its duration and credit risk fit the rest of your bond allocation. A global bond fund may already contain U.S. bonds, so its name does not prove that it adds non-U.S. bonds.
Likewise, an international stock fund may cover only developed markets or may include emerging markets. Read the fund’s current prospectus and holdings rather than inferring geography from a label.

Country listing is not the same as economic exposure
A company’s exchange listing and headquarters identify its legal domicile, but its customers and revenue may be worldwide. MSCI’s June 2026 example illustrates the difference: the MSCI ACWI had just below 44% revenue exposure to the United States and almost 12% revenue exposure to China, while China represented 2.5% of the index’s weight. Revenue exposure and index weight are different measurements, not recommended allocation targets.

This matters when you are trying to avoid a particular economy. A U.S.-listed multinational can earn substantial revenue abroad, and a non-U.S.-listed company can sell heavily to U.S. customers. Use geographic domicile for one diversification lens and revenue or earnings geography for another; neither eliminates the need to inspect the fund’s methodology.
How to implement an international allocation
- Set the overall stock/bond mix. Base it on time horizon, ability to tolerate losses, and the role of the money. Do this before calculating international percentages.
- Choose the international rule. Select the provider guideline, a market-cap reference, or a deliberate home-country tilt. Record the target as a percentage of stocks and a percentage of bonds.
- Inventory existing exposure. Include workplace retirement plans, target-date funds, taxable funds, and other accounts. A U.S. total-market fund has little or no non-U.S. stock even if the companies it owns operate globally; a global fund may already include both.
- Inspect each candidate fund. Confirm asset class, developed and emerging-market coverage, geographic limits, currency policy for bonds, benchmark, expense ratio, bid-ask spread, transaction fees, and account availability.
- Combine holdings using look-through weights. If two funds own overlapping companies or regions, add their underlying exposures rather than counting each fund as a separate geographic bucket.
- Place trades in a tax-aware way. Account type, tax residence, foreign-tax treatment, and available fund choices can change the most efficient implementation. The appropriate treatment differs by investor, so verify the rules that apply to your accounts.
- Write a rebalancing rule. Rebalance on a schedule, such as annually, or when a sleeve moves beyond a band you choose. Use contributions and withdrawals first when possible to reduce unnecessary selling.
- Review when circumstances change. Revisit the plan after a change in home country, spending currency, tax residence, time horizon, or account access—not simply after a market has outperformed.
Decision framework for common situations
You want the simplest globally diversified starting point
Use a broad global or total-world stock fund, or combine broad U.S. and international funds in a stated ratio. Compare the resulting U.S. and non-U.S. weights with the current benchmark mix, and rebalance according to your written rule. For bonds, choose a broad approach that makes the currency-hedging policy explicit.
You are worried that the United States is too dominant
First calculate your actual U.S. exposure across every account. Then increase the international stock sleeve gradually to your chosen target instead of reacting to headlines. A market-cap reference near 37% non-U.S. equity as of March 31, 2025 is a benchmark for comparison, not a requirement.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →You prefer a strong U.S. home bias
You may hold less than the guideline, but document the trade-off: more of your outcome will depend on U.S. valuations, industries, policy, and the dollar. Keep the target stable enough to avoid buying whichever market has just risen.
Your spending will occur outside the United States
Match part of the portfolio’s currency and asset exposure to the currency of future expenses, while preserving appropriate diversification. A fund’s currency hedge, your account’s tax rules, and the timing of withdrawals all matter; a generic U.S.-investor percentage may not fit a non-U.S. resident.
Common mistakes and how to correct them
- Applying 40% to the whole portfolio: Recalculate it as 40% of stocks and keep bonds in their own sleeve.
- Assuming “global” means mostly foreign: Check the fund’s actual U.S. and non-U.S. weights and its benchmark.
- Ignoring overlap: Look through broad funds, sector funds, and employer plans to avoid unintentionally duplicating regions.
- Chasing the latest winner: Use a predetermined rebalancing rule instead of changing targets after performance is known.
- Overlooking currency policy: Read whether international bonds are hedged and understand that stock currency exposure may remain.
- Confusing revenue and domicile: Treat both as informative but distinct measures of geographic exposure.
- Choosing on expense ratio alone: Include trading costs, spread, tax treatment, liquidity, coverage, and whether the account permits the investment.
A practical conclusion
For many U.S. investors, starting around 40% of stocks internationally and 30% of bonds internationally is a reasonable educational framework. A global market-cap reference would have been about 37% non-U.S. stocks on March 31, 2025. Either can be a useful anchor, while a lower or higher share can make sense when it is an intentional choice tied to your risks, spending currency, tax situation, and tolerance for tracking a U.S.-heavy benchmark.
Set the denominator, inspect the underlying holdings, separate stock and bond decisions, and rebalance by rule. That process is more durable than trying to predict whether U.S. or international markets will lead next.
