A practical starting point is enough accessible cash to cover about three months of typical or essential expenses. A three-to-six-month emergency-fund range is a common planning benchmark, not a rule that fits every household. Your target should also include money for ordinary bills, timing gaps and known costs due within the next year.
Keep more than the baseline when income is irregular, one person supports the household, dependents or fixed costs are substantial, job prospects are uncertain, insurance is limited or borrowing alternatives are weak. Once near-term needs are funded, money for long-term goals generally belongs in an investment plan matched to its time horizon and risk tolerance.

What “cash outside the stock market” should cover
For planning purposes, cash means money you can access reliably without having to sell a volatile investment at an unfavorable time. It can sit in an insured bank or credit-union deposit account, an eligible cash-management sweep, or another vehicle whose access, protection and restrictions you have verified. It is not automatically the same as physical currency, a money market fund or a certificate of deposit (CD).

Vanguard’s June 2026 cash-allocation framework treats expected expenses in the coming year as near-term cash needs. Stephen Weber, CFP®, CLTC®, a Vanguard senior researcher and co-author of that framework, put it this way: “We want people to think about cash as the money they need for expenses in the near term—not just emergencies, but everything happening in the next year.”
Use expenses, not income or portfolio size, to set the target
1. Calculate essential monthly spending
Start with what the household must keep paying, not with a percentage of investments or a multiple of monthly income. Review several months of actual transactions and identify the minimum sustainable budget. Include housing, utilities, food, insurance premiums, debt payments, transportation, required care and other obligations that would continue during a disruption.
The Consumer Financial Protection Bureau (CFPB) also recommends looking back at unexpected expenses: what happened, how much it cost and whether a similar bill could recur. Add those patterns to your planning instead of relying on a generic dollar figure.
Do these 3 things before closing this tab:

Vanguard’s May 2026 guide describes three months of typical expenses as a useful starting point and says the appropriate amount may be higher or lower. Vanguard also describes three to six months of living expenses as a common emergency-fund rule of thumb. Treat these figures as planning reference points, not guaranteed safe levels or individualized advice.

For example, if essential spending is $4,000 per month, a three-month starting reserve is $12,000. A six-month benchmark would be $24,000. The correct answer depends on how quickly your income could stop, how flexible your spending is and what other resources are genuinely available.
3. Adjust for the household’s ability to absorb a shock
| Household factor | Why it changes the target | Planning response |
|---|---|---|
| Variable, seasonal or commission income | Cash flow can fall sharply even when annual income looks adequate. | Hold a larger reserve and model the longest realistic low-income period. |
| One income earner | There is no second paycheck if the primary job is interrupted. | Lean toward the upper end of the range or beyond it. |
| Dependents or high fixed costs | Childcare, care for relatives, rent, mortgage and debt payments may be difficult to cut quickly. | Count those obligations in essential spending and add a margin for inflexibility. |
| Weak job security or specialized skills | A replacement job may take longer to find. | Extend the months of coverage while employment risk is elevated. |
| Limited insurance | You may have to fund more of a medical, property or liability loss yourself. | Size the reserve around deductibles, exclusions and likely out-of-pocket costs. |
| Little access to credit or family support | There is no dependable backup when an expense arrives. | Keep more in immediately accessible accounts rather than counting uncertain financing. |
| Flexible spending and strong benefits | Discretionary costs can be reduced and severance or other resources may soften a shock. | A lower end of the range may be workable after confirming those resources. |
| Risky or highly volatile investment portfolio | Selling stocks during a downturn can lock in losses. | Maintain enough cash to avoid forced sales during a plausible disruption. |
These factors can point in opposite directions. A household with a stable government salary, low fixed costs and comprehensive insurance may need less than a freelancer with the same average spending. Revisit the estimate when work, health, housing or family circumstances change.
Build separate cash buckets instead of one vague balance
Operating cash for normal timing gaps
Keep enough in an immediately accessible account to cover upcoming bills and the mismatch between paydays and due dates. This amount is often smaller than an emergency reserve. Its purpose is to prevent routine expenses from forcing a transfer or investment sale at the wrong time.
Emergency cash for genuine shocks
This is the reserve measured in months of essential expenses. A repair, medical bill or job loss can draw it down. Keep it separate from money earmarked for a vacation or a planned purchase so you do not mistake a committed dollar for available emergency capacity.

Planned cash for the next 12 months
Set aside known costs such as estimated taxes, tuition, annual insurance premiums, travel or a home project. Vanguard’s framework counts expected expenses within 12 months as near-term needs. Add these amounts to your operating and emergency calculations when they are not already included in monthly spending.
Retirement and other special situations
Vanguard’s June 2026 discussion describes around three months of spending cash for many investors, up to 12 months or more for some retirees, and an additional three to six months of reserves for larger shocks. Those are practices Vanguard describes, not universal prescriptions. Retirees should coordinate cash with predictable income, withdrawal plans, healthcare exposure and the risk of selling investments during a market decline.
Where to hold each bucket
Compare access speed, transfer limits, principal and market risk, deposit-insurance eligibility, yield and withdrawal restrictions. Account labels can be misleading, so verify the legal structure and current terms.
Recommended Free Tools
| Vehicle | Access and risk | Protection and restrictions to check |
|---|---|---|
| Bank savings account | Usually designed for prompt withdrawals and transfers; balance is not exposed to daily stock-market prices. | Confirm that it is an eligible deposit account, applicable FDIC coverage and limits, transfer timing and any account rules. |
| Credit-union share or savings account | Accessible deposit reserve when the institution’s electronic and branch access meet your needs. | Check the credit union’s applicable deposit-protection program, coverage limits, transfer windows and fees. |
| Cash-management account | May combine brokerage features with transfers and checking-style access. | Determine whether the balance is a bank deposit, a sweep arrangement or another structure; confirm which program banks, limits and timing apply. |
| Money market fund | An investment whose value and liquidity depend on the fund and brokerage; it is not the same as a bank deposit. | Money market funds are not FDIC-insured. Review settlement, withdrawal timing, possible fees and investment risks. |
| Certificate of deposit (CD) | Can provide a predictable term but may restrict access until maturity. | Check maturity date, early-withdrawal penalty, renewal instructions and whether the amount is covered as an eligible deposit. |
| Physical cash | Available without an electronic transfer during a short outage. | Keep only a modest amount if useful; the CFPB notes that physical cash can be stolen, lost or destroyed. |
Disclosures for Vanguard’s Cash Plus account illustrate why structure matters: eligible sweep balances at participating banks may qualify for FDIC insurance subject to limits, while money market funds are not FDIC-insured. Your own account can have different banks, limits or restrictions, so read its current disclosures rather than inferring protection from the word “cash.”

A step-by-step way to set your number
- List essential monthly expenses. Use actual household spending and identify which costs would continue if income stopped.
- Review past surprises. Note the amount and timing of repairs, medical bills, insurance deductibles and other irregular expenses.
- Choose a starting month count. Begin near three months of essential spending; use the common three-to-six-month range as a reference rather than a mandate.
- Stress-test your income. Estimate how long a job search, contract gap or business slowdown could last and whether benefits or severance are dependable.
- Add committed costs due within 12 months. Create separate line items for taxes, tuition, travel and projects so they do not consume emergency savings.
- Place each bucket in a suitable account. Put the most urgent money where access is reliable and prompt. Check insurance eligibility, transfer limits, settlement timing and early-withdrawal penalties.
- Invest only the surplus that has no near-term job. Money for goals several years away can follow a diversified investment plan suited to the goal’s horizon and your risk tolerance.
Worked examples
Stable dual-income household
Suppose essential spending is $5,000 per month, both earners have transferable skills, fixed costs are moderate and insurance is comprehensive. Three months equals $15,000. The household might hold that amount for emergencies, then add any known $6,000 tax bill due within the year in a separate bucket. The tax money is not part of the emergency reserve because it already has a job.
Single earner with dependents
With $4,500 of essential monthly costs, one income, childcare and a specialized profession, three months would be $13,500 and six months $27,000. A target near or above the upper benchmark may be more practical if finding a replacement role could take many months. The decision should reflect actual job-market and insurance conditions, not a promise that six months will cover every outcome.
Retiree drawing from investments
A retiree spending $6,000 per month might keep a spending bucket around the level Vanguard describes for many investors, while some retirees choose up to 12 months or more. A separate reserve for larger shocks can add three to six months of expenses under Vanguard’s described approach. Guaranteed income, healthcare costs and the portfolio’s volatility determine whether those amounts are sufficient.
Why holding too much cash can also be costly
Cash reduces the chance that you must sell stocks during a downturn to pay a bill. It also has a trade-off: money left in low-growth holdings for a long-term goal may earn less than a diversified portfolio over time, and inflation can reduce its purchasing power. Roger Aliaga-Díaz, Ph.D., Vanguard’s global head of portfolio construction and chief economist, Americas, summarizes the choice: “Risk and return are always a trade-off.”

After funding operating needs, emergencies and known 12-month expenses, ask what specific job any additional cash performs. A larger balance can be sensible before a house purchase, during a planned career break or when a major expense is highly likely. Without such a purpose, excess cash may be displacing investments intended for retirement or another long-horizon goal.
Common mistakes and fixes
- Using a percentage of investments: A $20,000 reserve may be adequate for one household and inadequate for another regardless of portfolio size. Recalculate from spending.
- Counting earmarked money twice: A tuition or tax account is not available emergency cash. Track buckets separately.
- Putting every reserve in a locked CD: Ladder terms or keep the immediate portion in an account with reliable access so an emergency does not trigger a penalty.
- Assuming a money market fund is a bank account: Confirm whether you own a fund or hold an insured deposit; protections differ.
- Keeping all cash physically at home: Physical currency can be stolen, lost or destroyed. Use it only for a limited contingency if it fits your situation.
- Chasing yield before checking access: A higher stated yield is not useful if transfers are slow, withdrawals are restricted or the balance lacks expected protection.
- Never updating the target: Recalculate after a job change, new dependent, move, major debt, insurance change, health event or portfolio redesign.
How often to review the reserve
Check the calculation at least annually and whenever essential spending changes materially. Refill the emergency bucket after a withdrawal before increasing long-term investments. When income becomes less predictable, fixed costs rise or insurance weakens, increase the target deliberately rather than waiting for a crisis. When debts fall, benefits improve or spending becomes more flexible, you may be able to redirect excess cash toward long-term goals.
The U.S.-focused guidance from Vanguard and the CFPB does not establish one universally optimal cash amount. Use the three-month starting point, the three-to-six-month common range and the separate-bucket method as a framework, then adjust for the risks your household can and cannot absorb.
