Wholesale mortgage lending is a distribution channel, not a separate kind of mortgage. You usually reach a wholesale lender through an independent mortgage broker. The broker collects your application and may shop it among participating lenders; the selected lender underwrites the file, makes the credit decision, prepares closing documents and funds the loan. The broker does not lend its own money.
That extra intermediary can expand your choice of loan programs, but it does not guarantee a lower rate or lower fees. Compare a broker’s written Loan Estimate with direct-lender estimates using the same loan assumptions, compensation structure and five-year cost.

What wholesale mortgage lending means
The Consumer Financial Protection Bureau (CFPB) describes a mortgage broker as someone who solicits a loan and takes the consumer’s application, then works with wholesale lenders under a wholesale-lending agreement. The broker is generally independent of the lender. The wholesale lender supplies the loan products, underwriting standards, approval process and funding. See the CFPB Supervision and Examination Manual.
A direct lender, by contrast, is a financial institution that makes loans directly to consumers. As the CFPB puts it, “A lender is a financial institution that makes direct loans. A broker does not lend money.” Some companies operate in both capacities, so ask which role the company and individual are performing on your application. The CFPB explains the distinction in its consumer guidance on lenders and brokers.

“Wholesale” refers to how the lender distributes its products. The lender generally does not market every loan directly to each homebuyer; instead, approved brokers submit applications through the lender’s wholesale channel. Your note and mortgage are still with the lender that approves and closes the loan, not with the broker.
Who does what in a wholesale transaction?
| Participant | Typical responsibility |
|---|---|
| Homebuyer | Provides financial, employment and property information; reviews disclosures; chooses whether to proceed; supplies documents and funds needed to close. |
| Mortgage broker | Explains options, takes the application, evaluates which lenders may fit the scenario, submits the file and coordinates communication. The broker does not fund the mortgage. |
| Wholesale lender | Applies its guidelines, verifies documentation, underwrites the file, makes the credit decision, prepares closing documents and funds or closes according to its process. |
| Settlement or closing agent | Handles signing, disburses funds and records documents as required by the transaction and local law. |
| Later owner or servicer | May purchase the loan or collect payments after closing. That downstream ownership or servicing is separate from the broker’s origination role. |
The exact parties and sequence can differ by loan program and lender. A lender may retain, sell or transfer servicing after closing, so the company that collects your first payment is not necessarily the company that originated the loan.
How the process works, step by step
-
You provide the application information
Give the broker or loan officer your identity, income, assets, debts, credit information and the property details available at that stage. A signed purchase contract is not required to apply or receive a Loan Estimate. The CFPB says six pieces of information can trigger the estimate process: your name, income, Social Security number, property address, estimated property value and desired loan amount. Details are in the CFPB’s explanation of applying before a contract.

The broker matches the scenario to wholesale guidelines
The broker reviews factors such as credit profile, debt-to-income ratio, down payment, property type, occupancy and documentation. It may submit the application to one or more wholesale lenders whose eligibility rules and pricing appear suitable. A broker’s lender panel is not the entire market; ask which lenders were considered and whether the broker can access the programs you need.
-
A wholesale lender underwrites the file
The selected lender verifies income, assets, employment, credit and property information, orders an appraisal or other valuation when required, and checks program-specific conditions. Underwriting can request additional documents or impose conditions before approval. The lender, not the broker, has authority to approve or deny the loan under its guidelines.

You receive disclosures and decide whether to proceed
The lender or broker provides a standardized Loan Estimate showing the proposed rate, payment, costs and cash needed. You can compare it with estimates from other lenders before authorizing the lender to move forward. If you express intent to proceed, the lender can begin charging certain services and processing the file under applicable rules.
-
The lender prepares closing and funds
After conditions are satisfied, the lender issues final approval, prepares closing documents and funds or closes through the settlement process. The broker may coordinate the file, but the lender supplies the money for the mortgage.

Servicing or ownership may change later
The loan can be sold to another institution, and servicing—the company that sends statements and collects payments—can transfer. Review transfer notices and continue making payments as directed; a servicing transfer does not mean the broker became the lender.
How mortgage brokers are paid
The CFPB says mortgage professionals are usually paid a loan-specific fee or commission, and the money is paid either by you or by the lender you use. A lender may pay a salary, a fixed amount per loan, a fixed percentage of the loan amount or a combination. Federal law prohibits compensation from varying based on the mortgage’s interest rate or other loan terms in a way that creates prohibited steering incentives. See the CFPB’s compensation explanation.
“Borrower-paid” compensation generally appears as a fee you pay, while “lender-paid” compensation is built into the lender’s pricing and may be reflected in a higher rate or different credits. Neither label, by itself, tells you which offer is cheaper. Ask for both structures when available and compare the resulting rate, points, lender credits, total loan costs, cash to close and five-year cost.

Regulation Z treats salaries, commissions and other financial incentives as compensation and requires licensing or registration where federal or state law applies. The relevant rule is 12 CFR 1026.36. Your disclosures should make the broker or loan-originator compensation and other origination charges identifiable.

Licensing and consumer protections
The SAFE Act and its implementing rules cover mortgage-loan-originator licensing. Covered activity can include taking a residential mortgage application directly or indirectly, or offering or negotiating mortgage terms for compensation. Passing information through another person does not automatically avoid the rule; the CFPB’s examples appear in Appendix A to Part 1008.
State licensing, exemptions, continuing-education requirements and the scope of permitted activities vary. Before relying on a representation, verify the individual and company through your state regulator or NMLS Consumer Access. Check the legal name, license status, authorized states and any publicly listed disciplinary or regulatory information. Licensing does not guarantee a particular rate or service level, but an inability to verify a required license is a serious warning sign.
Is a broker cheaper than a bank or direct lender?
There is no universal answer. A broker may find a lender whose underwriting rules fit an unusual income pattern, property type or credit profile, and shopping several wholesale lenders can save time. A direct lender may offer a competitive rate, fewer layers of communication or a relationship-based discount. Pricing changes with the borrower, loan program, market date, lock period, points, credits and compensation method.
Judge the complete economics and execution risk rather than the advertised rate. A slightly lower rate can cost more if it requires points, carries a larger broker fee or produces higher mortgage insurance. Conversely, a higher note rate with lender credits might reduce the cash you need at closing and suit a short ownership period.

How to compare a wholesale offer with a direct-lender offer
Request Loan Estimates from at least three lenders or brokers. The CFPB calls the Loan Estimate a standardized form for comparing important terms and recommends reviewing multiple offers in Choosing a loan offer and Shopping for a Mortgage.
Use identical assumptions so that a lower payment is not simply the result of a longer term, a smaller loan or omitted escrow costs.
| Comparison item | What to align and inspect |
|---|---|
| Program and structure | Conventional, FHA, VA, USDA or another eligible program; loan amount; term; fixed or adjustable rate. |
| Rate and APR | Interest rate, annual percentage rate, lock period and expiration conditions. |
| Payment | Principal and interest, mortgage insurance, property taxes, homeowners insurance and total monthly payment. |
| Up-front pricing | Discount points, origination or broker charges, lender credits and other lender-controlled fees. |
| Cash and long-term cost | Total loan costs, cash to close and the five-year cost shown on the Loan Estimate. |
| Adjustable-rate terms | Initial fixed period, adjustment frequency, periodic and lifetime caps, margin and index. |
| Flexibility and execution | Prepayment terms, appraisal or underwriting conditions, expected closing timing and what happens if the rate lock expires. |
| After closing | Expected servicer, payment-transfer procedures and how questions or complaints are handled. |
Ask the broker to identify every lender considered and whether the quoted compensation is borrower-paid or lender-paid. Ask the direct lender whether its quote includes discount points, a temporary buydown, lender credits or an assumption that you will use an affiliated service. Then compare the written figures, not a verbal promise. The CFPB specifically advises asking whether the written offer matches what you were told and negotiating points or fees across offers.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Timing: estimates, intent to proceed and locks
You can seek estimates while shopping for a home; a signed contract is not a prerequisite. After receiving an estimate, decide whether to express your intent to proceed. According to CFPB guidance, waiting more than 10 business days after an estimate can allow the lender to revise estimated terms and costs. Ask how long the quoted pricing is expected to remain available and when a rate lock can be requested.

Disclosures and the final closing check
The CFPB’s Know Before You Owe process uses two standardized forms: the Loan Estimate and the Closing Disclosure. The Closing Disclosure must be provided at least three business days before closing. Use that time to compare the final rate, loan amount, payment, points, credits, broker compensation, cash to close and five-year cost with the earlier estimate. The program’s consumer materials are at Know Before You Owe.
- Confirm that the lender and loan program match the offer you selected.
- Check whether the rate is locked and whether the lock expires before your scheduled signing.
- Reconcile changes in lender credits, points, prepaid interest, escrow and settlement charges.
- Ask for an explanation of any changed term or fee before signing.
- Verify wire instructions independently using a trusted telephone number; do not rely solely on an emailed change.
Common problems and practical fixes
The broker shows only one lender
Ask for the names of the lenders actually available for your scenario and whether the broker is restricted by its lender agreements. Obtain outside Loan Estimates so you can test whether the offer is competitive.
The rate is lower but cash to close is higher
Look for discount points, larger prepaid escrow deposits, mortgage insurance or borrower-paid compensation. Compare the five-year cost and your expected time in the home rather than selecting by rate alone.

Request the specific underwriting condition or changed assumption in writing. Compare the revised Loan Estimate with the original and ask whether another eligible program or lender can solve the issue without sacrificing affordability.
You cannot verify the originator’s license
Pause before sharing sensitive documents or paying fees. Check NMLS Consumer Access and the applicable state regulator, then confirm the company’s legal identity and privacy practices.
The Closing Disclosure does not match the promise
Do not treat a discrepancy as routine. Ask the lender or settlement agent to reconcile each difference, and use the three-business-day review period to decide whether the corrected terms still work.
Quick Recap
A decision framework for homebuyers

- Normalize the costs. Separate lender-controlled charges, broker compensation, points, credits, third-party services and escrow items.
- Test affordability and time horizon. Compare total monthly payment, cash to close and five-year cost against your budget and likely ownership period.
- Evaluate execution. Confirm licensing, communication responsibilities, lock policy, underwriting experience with your property type and expected closing timeline.
- Choose only after written reconciliation. Express intent to proceed with the offer whose documented economics and execution plan fit your needs, then recheck the Closing Disclosure before signing.
