How Mortgage Subsidies Work and Who Pays for Them

Mortgage subsidies are not one program. In the United States, support reaches housing through tax deductions and credits, grants or subsidized loans, mortgage insurance and guarantees, and discounts that shift fees between borrowers. The immediate recipient may be a homeowner, lender, investor, or housing provider; the ultimate cost can fall on taxpayers, borrowers who pay fees, other program participants, or the government when guarantees generate losses. The mechanism and accounting method must be identified before anyone can say who pays.

What a mortgage subsidy is

A mortgage subsidy is a public-policy benefit that makes housing credit cheaper, more available, or less risky than it would be without government support. The benefit can arrive as a reduction in tax, a cash payment, a below-market loan, insurance against default, a federal guarantee, or a fee discount. The Organisation for Economic Co-operation and Development uses a similar broad framework for comparing support to home buyers, but the examples and figures here are United States federal programs and estimates.

Subsidy does not always mean that a homeowner receives a check. A guarantee may simply persuade a lender to accept a smaller down payment or charge a lower rate because some default risk has moved to the public sector. A tax deduction may reduce the tax bill only for an itemizing household. A fee discount may be financed by higher charges on another class of mortgages. Each channel has a different recipient, funding source, and risk.

The four main delivery channels

Channel How the benefit reaches housing Typical immediate recipient How it is financed
Tax deduction or credit Eligible income or tax liability is reduced. Qualifying taxpayer Forgone tax revenue
Grant or subsidized loan Public funds reduce a down payment, interest charge, or principal balance. Borrower or housing provider Appropriations, loan repayments, and program funding
Insurance or guarantee The government covers specified losses after a default or supports a mortgage-backed security. Lender, investor, and indirectly borrower Guarantee fees, insurance premiums, appropriations, and claims risk
Fee discount or cross-subsidy One set of loans receives below-standard pricing while another pays more. Eligible borrower or lender Higher fees on other loans or reduced program revenue

This classification matters because a budget estimate for a tax expenditure, the expected cost of a guarantee, and the amount of a borrower’s fee discount are not interchangeable numbers.

Tax deductions and credits

Mortgage interest deduction

The owner-occupied mortgage interest deduction is a tax expenditure: the government collects less tax instead of sending an equivalent direct payment. Generally, a taxpayer must itemize deductions and satisfy the applicable mortgage and use rules. The value depends on the household’s taxable income, marginal tax rate, mortgage balance, interest paid, and whether itemizing produces a larger deduction than the standard deduction.

In its 2021 distribution report, the Congressional Budget Office estimated a $28 billion tax expenditure for the owner-occupied mortgage interest deduction in 2019 and identified about 15 million beneficiary households. Those are historical distribution figures, not a current annual forecast. CBO assigned 84 percent of the 2019 benefit to households in the highest income quintile, including 25 percent to the top 1 percent. Higher-income households were more likely to itemize, hold larger mortgages, and face higher marginal tax rates, which helps explain the concentration.

The distribution estimate tells you who claimed the tax benefit, not the entire economic incidence. CBO notes that it does not incorporate every effect on mortgage borrowing or housing values. If a tax preference is reflected in home prices, homeowners who do not claim the deduction can still be affected, while sellers, future buyers, and lenders may share some of the gains or losses.

Mortgage Credit Certificates

A Mortgage Credit Certificate (MCC) is a more targeted tax mechanism issued by a state or local government. Under IRS Publication 530 (2025), a taxpayer with a qualifying certificate may claim a credit for part of mortgage interest paid by filing Form 8396. The credit is subject to the certificate’s terms and current tax rules, and availability depends on the issuing housing finance agency. The taxpayer must reduce the mortgage interest deduction by the amount of the credit, so the two benefits cannot simply be added together.

Mortgage insurance and federal guarantees

Insurance and guarantees protect a lender, investor, or mortgage-backed-security holder against specified losses when a borrower defaults. The public entity does not necessarily pay anything when the loan closes. Instead, it assumes contingent risk: future claims depend on defaults, recoveries, interest rates, home prices, and the fees charged for the protection.

CBO describes guarantees associated with Fannie Mae and Freddie Mac, the Federal Housing Administration, the Department of Veterans Affairs, and the Rural Housing Service. By shifting part of the credit risk to the government, these arrangements can let lenders offer lower rates or require smaller down payments. The borrower may pay an insurance premium or guarantee fee for that access; a lower rate is not proof that the subsidy is free.

For 2026, CBO projected $1.6 trillion in federal housing and real-estate credit assistance, equal to 86 percent of all federal credit assistance in its report. It projected $1.1 trillion in mortgage guarantees from Fannie Mae and Freddie Mac. CBO’s classification reflects the enterprises’ government conservatorships; the Administration uses a different accounting treatment. The $1.1 trillion figure is the volume of guarantees, not a cash payment or the government’s expected loss.

Risk-sharing design also determines who benefits. A guarantee can improve a lender’s liquidity and reduce capital needs, while competitive markets may pass some of that advantage through to borrowers as lower rates. The size of that pass-through is not fixed and cannot be inferred solely from the face value of the guarantee.

Fee discounts and cross-subsidies

Housing-goal pricing at Fannie Mae and Freddie Mac

Guarantee fees can be used to redistribute costs among mortgages. In its November 2024 analysis of the enterprises’ housing goals, CBO characterized lower-than-standard fees on eligible loans and higher fees on some loans outside the goals as economically equivalent to a subsidy and a tax. For fiscal year 2025, CBO projected the following:

Mortgage group Projected households Projected average effect
Eligible single-family home-purchase mortgages Nearly 750,000 $2,282 implicit subsidy per household
Non-goal mortgages facing the largest increase About 230,000 Nearly $8,000 implicit fee increase per household
Other mortgages in the non-goal group Not stated as a single count About $160 average implicit fee increase

These are CBO projections for fiscal year 2025, not invoices or realized payments. The example shows why asking only whether a program “helps borrowers” is incomplete: the same pricing system can lower costs for one group and raise them for another.

Federal Home Loan Banks

The Federal Home Loan Banks provide advances to member financial institutions and issue debt. CBO says their government-sponsored-enterprise status lowers borrowing and operating costs through perceived federal backing and tax or regulatory exemptions. Its central estimate of the system-wide subsidy for fiscal year 2024 was $6.9 billion, with a plausible range of $5.3 billion to $8.5 billion, as discussed in CBO’s March 2024 report and a related publication at https://www.cbo.gov/publication/59712.

That estimate is not a $6.9 billion payment to mortgage borrowers. After affordable-housing contributions, CBO believes most of the benefit probably passes to member institutions, but advances can fund many activities. How much reaches mortgage rates or mortgage availability is therefore uncertain.

Who pays for mortgage subsidies?

Potential payer What the payer bears When it occurs
Taxpayers and public budgets Forgone revenue from deductions or credits; claim payments and other outflows under credit programs. As tax revenue is reduced or guarantees and insurance generate losses
Borrowers Insurance premiums and guarantee fees; higher fees when a program cross-subsidizes another group. At closing, over the life of the loan, or through pricing
Lenders and investors Some risks are transferred away, but pricing, capital, and liquidity effects can change returns. As the guarantee changes the loan’s risk allocation
Other households and market participants Possible changes in home prices, rents, borrowing, and access to credit. As market behavior responds to the subsidy

A tax estimate usually assigns the direct saving to the person who claims it. A guarantee estimate instead values expected public risk. A fee cross-subsidy identifies borrowers who pay more within the same system. None of those accounting assignments alone proves who receives every downstream benefit.

For example, CBO cautions that the mortgage interest deduction’s direct distribution does not capture all effects on housing values. If buyers capitalize an expected tax saving into bids, sellers may receive part of the value and nonclaiming homeowners may experience a price effect. These are qualified incidence channels, not a precise estimate that taxpayers or one borrower group always pays the entire cost.

Why cost estimates can disagree

Federal Credit Reform Act accounting

The Government Accountability Office describes the Federal Credit Reform Act (FCRA) subsidy cost as the net present value of estimated government cash outflows, such as loan disbursements and claim payments, minus inflows, such as repayments, interest, fees, and recoveries. Administrative costs are excluded, and agencies generally update estimates annually. This approach answers a budget-estimation question using Treasury-based discounting.

Fair-value accounting

Fair-value estimates incorporate market pricing of risk, including compensation investors would require to bear uncertainty that cannot be diversified away. CBO presents both approaches because they answer different questions; switching methods can change a program from appearing to save money to appearing to cost money.

For the housing and real-estate program grouping in 2026, CBO projected an average subsidy rate of −1.2 percent under FCRA accounting, corresponding to estimated lifetime savings of $19.3 billion. Under fair-value accounting, the average rate was 0.9 percent, corresponding to an estimated lifetime cost of $15.3 billion. The figures cover the same stated grouping and year but different accounting bases. Neither number is the amount of cash handed to homeowners, and neither should be quoted without its method and year. See CBO’s 2026 estimates and GAO’s explanation of credit-subsidy methods.

How to evaluate a mortgage subsidy or proposal

When a lender, policymaker, or housing agency describes a mortgage subsidy, use a consistent set of questions rather than treating every benefit as a lower interest rate.

  1. Identify the delivery channel. Is the support a tax deduction, tax credit, grant, subsidized loan, insurance policy, federal guarantee, or fee discount?
  2. Check eligibility. Look for income, first-time-buyer, location, loan-size, veteran, property, or housing-goal requirements. A benefit available in one state or locality may not exist elsewhere.
  3. Name the immediate recipient. Determine whether the payment or risk reduction goes to the borrower, lender, investor, or housing provider.
  4. Find the financing source. Ask whether the cost is general tax revenue, a program fee, a guarantee exposure, or a higher charge imposed on another borrower group.
  5. Read the accounting label. Distinguish annual cash flow, an FCRA lifetime subsidy estimate, a fair-value estimate, and a face amount of guaranteed loans.
  6. Separate measured results from possible market effects. Lower rates or down payments may expand access, while changes in demand can affect prices. Do not assume a subsidy always lowers prices or that every dollar reaches the borrower.
  7. Check the date and geography. Confirm whether a figure is a historical observation, a projection, a one-time allowance, or a recurring rule, and whether it applies federally, statewide, or locally.

What borrowers should look for in their own paperwork

A borrower trying to identify public support should first ask which institution or agency is providing the benefit and whether it appears as a credit, fee, insurance charge, or eligibility certificate. Compare the note rate with the annual percentage rate and review the loan estimate for guarantee or mortgage-insurance charges. If a state or local program is involved, obtain its written eligibility and repayment terms; a deferred second loan or forgivable assistance can have different tax and repayment consequences from a rate discount.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For an MCC, retain the certificate and follow the IRS filing instructions for Form 8396. For a guaranteed loan, ask what premium or guarantee fee is paid, whether it is financed into the balance, and what event ends the charge. For a fee-discount program, ask whether another category of borrower finances the discount. These questions reveal the transfer even when the word “subsidy” is absent from the marketing material.

Bottom line

Mortgage subsidies work by reducing taxes, providing direct assistance, transferring default risk, or reallocating fees. The public may pay through forgone revenue or contingent claims; borrowers may pay premiums or higher cross-subsidizing fees; lenders and investors may gain from lower risk and cheaper funding; and housing-market effects can spread beyond the person who receives the initial benefit. A credible cost comparison therefore states the program, recipient, payer, geography, year, and accounting method together.
