Mortgage REITs such as AGNC are affected by several rates at once. They buy primarily Agency mortgage-backed securities (MBS), finance those holdings largely with short-term repurchase agreements, and use interest-rate hedges. Rising short-term funding costs can compress the spread between what AGNC earns and what it pays. Treasury-yield changes can reprice both MBS and hedges, while mortgage-rate changes alter refinancing and prepayment speeds. Mortgage spreads can widen or tighten independently of Treasuries, so no single rate move reliably predicts AGNC’s earnings, book value or share price.
The useful way to analyze AGNC is to follow the balance sheet: asset yields, repo costs, hedge payments or receipts, mortgage spreads, leverage, duration and prepayments. The figures below are dated company disclosures, not forecasts.

What AGNC owns and why rates matter
AGNC Investment Corp. is a mortgage real estate investment trust focused primarily on Agency residential MBS. Securities guaranteed by Fannie Mae, Freddie Mac or Ginnie Mae carry protection against borrower credit losses under the relevant guarantee programs. That protection does not eliminate market-value risk, funding risk, prepayment risk, extension risk or mortgage-spread risk.
AGNC generally finances Agency MBS through repurchase agreements, in which it sells securities to a financing counterparty and agrees to repurchase them later. The difference between the income on its MBS and the cost of that financing is a core part of net interest spread. Because the assets and liabilities reset on different schedules and have different sensitivities, an apparently simple move in “interest rates” can help one part of the balance sheet while hurting another.

Leverage magnifies the result. A small percentage change in asset values can produce a much larger percentage change in tangible equity when assets are funded with substantial borrowing. Hedges can reduce selected interest-rate exposures, but they do not make the portfolio risk-free and generally do not protect AGNC against mortgage-spread moves.
The main transmission channels
1. Short-term rates change repo funding costs
AGNC’s Q1 2026 filing explains that borrowing costs generally rise with prevailing market interest rates. When short-term rates increase, repo financing becomes more expensive. Yields on existing leveraged fixed-rate MBS, however, usually do not reset immediately. That timing mismatch can narrow the net interest spread.
The reverse mechanism can support funding economics when short-term rates decline, but a rate cut is not an automatic earnings increase. The outcome also depends on hedge receipts or payments, the yields available when AGNC reinvests principal, the speed of balance-sheet repositioning and the portion of financing that has been economically hedged.

U.S. Treasury yields are reference points for much of the fixed-income market. AGNC reports using short U.S. Treasury positions along with interest-rate swaps and other tools in its risk management. When Treasury yields move, both Agency MBS and hedge positions can change in value.

A hedge is not a mirror image of an MBS. A Treasury future, Treasury position or swap may have a different maturity, duration, convexity and liquidity profile from the mortgage security it is intended to offset. The hedge can therefore reduce some rate sensitivity while leaving a residual gain or loss when the MBS responds differently.
3. Mortgage spreads can move separately
An Agency MBS yield normally includes compensation above a comparable Treasury yield. That additional compensation is commonly described as the mortgage spread. If investors demand more spread, MBS prices can fall relative to Treasuries even when Treasury yields are unchanged or declining. If spreads tighten, MBS can outperform Treasuries.
AGNC identifies spread risk as inherent in its mortgage REIT model and states that its usual hedges generally are not designed to protect against it. This is why “Treasury yields fell” is incomplete information when assessing AGNC’s book value. You also need to know what happened to MBS spreads, liquidity and the particular coupons and maturities in the portfolio.

4. Mortgage rates change refinancing and prepayment behavior
Household mortgage rates influence whether borrowers refinance. When rates fall enough to make refinancing attractive, borrowers may repay existing loans sooner. When mortgage rates remain high, refinancing incentives usually weaken and principal returns more slowly.

For an MBS investor, that timing matters. Faster prepayments can return principal just when an older security’s coupon is attractive, forcing reinvestment at lower yields. Slower prepayments can extend the life of a security. Extension increases exposure to prevailing rates and spreads for longer, and its effect on value depends on the security’s purchase price, coupon, financing and hedge position.
AGNC said elevated mortgage rates had slowed prepayments in its Q2 2026 materials and reported an actual conditional prepayment rate (CPR) averaging 13.0% during that quarter. That is a historical quarterly observation, not a forecast of future CPR.
Why the yield curve matters more than one rate
Mortgage REIT economics depend on the relationship between short-term funding rates and longer-term MBS yields. A steepening curve can have different consequences depending on which end moves. If short-term rates rise while longer-term yields and MBS coupons barely change, funding pressure is usually unfavorable. If long-term yields rise because MBS yields rise by more than financing costs, asset income on new purchases may improve, although existing holdings can lose market value.

The direction, speed and cause of the curve move matter as much as the headline level.

How the same rate move can produce different AGNC outcomes
| Market development | Potential balance-sheet effect | What determines the actual result |
|---|---|---|
| Short-term rates rise quickly | Repo costs can increase faster than income on existing fixed-rate MBS, narrowing net interest spread. | Hedge structure, repricing timing, asset coupons and reinvestment yields. |
| Short-term rates fall | Funding costs may decline, potentially helping the spread. | Hedge payments, prepayments, reinvestment opportunities and the speed of cuts. |
| Treasury yields fall | MBS and Treasury hedges may both gain value, but not necessarily by the same amount. | Mortgage-spread direction, duration, convexity, liquidity and hedge mismatch. |
| Treasury yields rise | Fixed-rate MBS can lose market value; some hedges may gain. | Size and speed of the move, asset duration and hedge coverage. |
| Mortgage spreads widen | Agency MBS can underperform Treasuries and book value can decline. | Spread magnitude, liquidity, leverage and whether hedges cover only rate risk. |
| Mortgage rates stay high | Refinancing can slow, producing slower prepayments and possible asset extension. | Coupon, purchase price, borrower characteristics, spreads and portfolio mix. |
| Mortgage rates fall sharply | Refinancing and prepayments can accelerate, returning principal earlier. | Refinancing eligibility, borrower behavior, security premium and reinvestment yields. |
Leverage and hedges determine how large the effect becomes
Leverage converts asset-market changes into larger changes relative to shareholders’ equity. At June 30, 2026, AGNC reported 7.4x tangible-equity at-risk leverage. That figure is a snapshot under the company’s stated methodology; it is not a promise about future returns and should not be compared with another company’s leverage without checking definitions.
AGNC also reported an 82% hedge ratio and a 0.7-year duration gap at June 30, 2026. The reported hedge-ratio calculation reflects interest-rate swaps and U.S. Treasury hedges relative to total funding liabilities and excludes option-based hedges. The duration gap is the estimated difference between the interest-rate sensitivity of assets and liabilities, including hedges.
A duration gap near zero does not mean the portfolio has no risk. It describes estimated sensitivity to a particular type of parallel rate move. Mortgage cash flows can change when rates move, and spreads, volatility, liquidity, financing haircuts and prepayments can create losses that a duration measure does not capture. Option-based positions and other nonlinear exposures may also behave differently from a simple duration estimate.

Book value, earnings and the share price are different outcomes
Book value
Book value is most immediately affected by mark-to-market changes in MBS, hedges and other assets and liabilities. A widening mortgage spread can reduce MBS value relative to Treasuries even if the portfolio’s duration hedge performs as intended. Leverage then increases the effect on tangible equity.

Net interest income and spread earnings
Recurring earnings depend on asset income, repo costs, hedge carry, operating expenses and the timing of principal reinvestment. A portfolio can experience a book-value loss during a rate shock while still generating positive interest income, or it can show improved funding economics while suffering spread losses.
Market price
AGNC’s share price reflects expectations about future dividends, book value, funding access, portfolio risk and investor demand. It can move before a quarterly filing records the full effect of a rate or spread change. Therefore, a Treasury-yield move should not be treated as a mechanical forecast for the stock.

A practical framework for analyzing a new rate move
- Identify which rate moved. Separate overnight and other short-term funding rates from five-, ten- or thirty-year Treasury yields and from consumer mortgage rates.
- Check the direction of mortgage spreads. Compare Agency MBS performance with Treasuries. A Treasury rally accompanied by widening MBS spreads can still be negative for book value.
- Estimate the funding effect. Ask how quickly repo costs reset, how much financing is hedged and whether asset coupons can reprice or must be replaced.
- Assess prepayment and extension. Falling mortgage rates can accelerate refinancing; high rates can slow it. Translate the expected cash-flow change into duration and reinvestment consequences.
- Read the hedge disclosures. Review hedge ratio, duration gap, swap maturities, Treasury positions and option-based hedges. Check the company’s definitions before comparing periods.
- Scale the result by leverage. A given asset-price move has a larger equity effect at higher leverage, while financing liquidity and margin requirements can become more important in a stressed market.
- Separate income from valuation. Evaluate net interest spread, comprehensive income, tangible book value and dividend coverage as distinct measures.
Common analytical mistakes
- Assuming lower Treasury yields always help. MBS spreads may widen, hedges may offset part of the gain, and extension or prepayment behavior can change.
- Treating higher mortgage rates as uniformly bad. They can slow prepayments, which may preserve higher-coupon cash flows, but can also extend duration and increase sensitivity to later rate moves.
- Using a hedge ratio as total protection. AGNC’s stated ratio excludes option-based hedges, and its usual hedges generally do not cover mortgage-spread risk.
- Comparing leverage without definitions. At-risk, economic and GAAP leverage can differ. Use same-period filings and the companies’ stated formulas.
- Turning a quarterly CPR into a forecast. The 13.0% Q2 2026 actual average describes one period only.
- Confusing an index return with a stock return. The 8.6% 2025 Bloomberg Agency MBS Index return describes the asset class, not AGNC shares.
- Quoting an undated “current rate.” Treasury yields and mortgage rates change continuously. Use an official, date-matched series when a current level is required; the cited AGNC materials do not establish a current observation for a later date.
What to monitor in each AGNC filing
- Repo funding costs, financing terms and any change in weighted-average borrowing economics.
- Asset yield, portfolio coupon, premium or discount characteristics and the mix of Agency MBS.
- Mortgage-spread performance relative to Treasuries.
- Hedge ratio, duration gap, swap maturities, Treasury hedges and option exposure.
- Actual and projected prepayment speeds, including CPR trends.
- At-risk leverage, liquidity and unencumbered assets.
- Tangible book value changes and management’s explanation of rate, spread and prepayment drivers.
Management outlook statements should be treated as management’s views, not as facts about future returns. Volatile portfolio metrics should be refreshed from the latest quarterly filing before making an investment decision.
Bottom line
AGNC is exposed to a chain of relationships rather than one policy rate. Short-term rates influence repo costs; Treasury yields influence valuation and hedging; mortgage spreads determine how Agency MBS perform relative to Treasuries; and mortgage rates alter prepayments and duration. Leverage magnifies the combined result, while hedges reduce selected interest-rate exposures without removing spread or basis risk. The right question is not simply whether rates are rising or falling, but which rates moved, how spreads and prepayments responded, and how AGNC’s current leverage and hedges position its balance sheet for that combination.
