How mortgage forbearance works after a natural disaster

If a natural disaster damaged your home or disrupted your income, call the company that receives your mortgage payments as soon as possible. Explain the disaster-related hardship and ask about disaster forbearance or other payment relief. Forbearance can pause or reduce payments temporarily, but it does not cancel what you owe. Before accepting it, get the end date, interest and fee treatment, and repayment plan in writing.

Your options depend on who owns, guarantees, insures or services your loan. A HUD-approved housing counselor can help you prepare and review the agreement at no cost. The Consumer Financial Protection Bureau (CFPB) describes forbearance as an arrangement in which a servicer or lender lets you “temporarily pause mortgage payments or make smaller payments.” Read the CFPB definition.

What to do first after the disaster

1. Call your mortgage servicer promptly

Use the phone number on your monthly mortgage statement. Tell the representative that a named natural disaster caused damage, displacement, lost work or another hardship that affects your ability to pay. Ask specifically what temporary payment-relief and disaster-hardship programs are available for your loan.

Some servicers set a request period after a disaster or other qualifying event. There is no single nationwide deadline, so ask whether one applies to your account and what information must be submitted. Keep calling if you cannot get through, and record the date, department, representative’s name and case number for every contact. The CFPB’s guidance on working with a servicer explains how to organize this conversation: How to work with your mortgage servicer.

2. Ask for the terms before agreeing

Request clear answers to these questions:

  • Can my payments be paused, reduced or otherwise adjusted because of this disaster?
  • How long would the pause or reduction last, and what is the exact date my normal payment resumes?
  • Will interest continue to accrue on unpaid amounts, and will any fees be added or waived?
  • What repayment choices could apply when the relief period ends?
  • For my specific loan, is a lump-sum payment required, or could the amount be repaid over time, deferred or handled through a modification?
  • What documents or forms are required, and is there a submission deadline?
  • When should I contact you again before the relief period ends?

Ask the servicer to send the agreement and any repayment proposal through a secure online account or by mail. Read every page, including notices about escrow, fees, interest and the regular payment, and save copies with your payment records. Do not rely on a verbal promise that is absent from the written terms.

3. Protect your records while your home and finances are being repaired

Continue opening mortgage statements and servicer letters even if the property is uninhabitable. A damaged or destroyed home does not automatically end the mortgage obligation. The CFPB says borrowers remain responsible for making payments while advising them to ask the servicer about disaster hardship options. See the CFPB disaster guidance.

Keep the forbearance approval, payment history, insurance correspondence and disaster-assistance applications together. These records help you verify that the servicer applied the agreement correctly and give a counselor or attorney the facts needed to help.

What mortgage forbearance changes—and what it does not

Forbearance changes the timing or size of payments for an agreed period. It is not forgiveness, a grant or a permanent reduction of principal. The missed or reduced amounts remain your responsibility under the loan documents. Depending on the agreement, the balance may be collected in a lump sum, through additional payments, at the end of the loan or through a modified loan.

Do not assume that interest stops during the pause. The treatment of interest and fees is controlled by the written agreement and applicable loan rules; ask the servicer to explain it in dollars as well as percentages. A payment that is temporarily zero can still leave a balance that must be addressed later.

Forbearance also does not guarantee that every other account, insurance obligation or property expense is suspended. Ask the servicer what happens to escrowed taxes and insurance, and keep required insurance information current. The mortgage conversation is separate from applications for disaster grants or emergency assistance.

How the deferred amount may be repaid

When the relief period ends, the servicer should evaluate you for the options available under your loan program and circumstances. CFPB describes several common approaches. The names and eligibility rules can differ, so compare the actual offer rather than assuming that one option is automatic.

Repayment approach How it works Questions to compare
Lump-sum payment All missed or reduced amounts are due at once when forbearance ends. What exact amount will be due, including interest and fees? Is this required for my loan or merely one option?
Repayment plan The servicer adds part of the deferred amount to regular payments for a period. This can suit a borrower who can pay more temporarily. How much higher will each payment be, for how many months, and what happens if income is still disrupted?
Payment deferral Eligible borrowers move the deferred amount to a later event, such as sale, refinance or the end of the loan, while the regular payment may return to its prior level. When exactly is the deferred balance due? Does it accrue interest, and will it affect a future refinance or sale?
Loan modification The loan terms are changed when the regular payment remains unaffordable. The modification may alter the payment, interest rate, balance treatment or term under the program rules. What will the new payment and total term be, and what additional costs or documentation apply?

A servicer may offer more than one path, or none of these in the form described above. Ask for a written comparison and a calculation of the payment, due date and total amount for each proposal. A lower immediate payment can have a higher long-term cost, while a payment deferral can preserve today’s payment but leave a large balance due at a later event.

Loan type determines which protections may be available

The owner, guarantor, insurer and servicer of your mortgage affect the relief you can receive. CFPB directs borrowers to check the guidance for loans backed or insured by Fannie Mae, Freddie Mac, the Federal Housing Administration (FHA), the Department of Veterans Affairs (VA) and the U.S. Department of Agriculture (USDA). Those programs can have disaster-specific procedures, eligibility tests and exit options.

Loan situation What the CFPB guidance establishes What you must confirm
Fannie Mae or Freddie Mac loan According to CFPB, these programs do not require a lump-sum payment at the end of forbearance, although borrowers must qualify for a particular alternative. Which deferral, repayment plan or modification you qualify for, and the date and amount of any deferred balance.
FHA-insured loan For an eligible FHA-insured borrower at risk of losing a home because of a disaster, the lender may be able to stop or delay foreclosure initiation for 90 days. This is a program example, not a universal deadline or guarantee. Whether your loan and disaster meet the FHA criteria and what other payment relief is available.
VA- or USDA-backed or insured loan Program-specific disaster guidance may apply; the CFPB source does not state one universal pause, duration or fee waiver. The current rule for your loan, your servicer’s process and any required request date.
Other or privately owned loan Relief may depend on the loan owner or servicer. Federal rules may permit assistance without requiring the owner to offer one standard program. Who owns the loan, which hardship options are offered and whether any foreclosure or fee protection applies.

Do not infer eligibility from a neighbor’s experience or from a different loan type. Even borrowers with the same program can receive different options because of payment history, hardship facts and the stage of the disaster response. The servicer must tell you which alternatives are available in your case.

Plan the exit before forbearance ends

Contact the servicer well before the stated end date, not after the first resumed payment is due. Ask for an updated payoff or deferred-balance figure and a written list of available exits. If your income has returned, calculate whether you can absorb a temporary increase. If work, insurance proceeds or housing remain uncertain, explain that before choosing a repayment plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use these four tests to compare offers:

  • Immediate affordability: Identify whether the first bill after forbearance contains a lump sum, a higher monthly amount or your unchanged regular payment.
  • Long-term cost and duration: Check whether interest accrues, the term extends, the balance is moved to the end or a new modified loan is created.
  • Trigger and eligibility: Note whether money is due monthly, at sale or refinance, at loan maturity or only after another condition, and verify that you meet the program’s requirements.
  • Recovery fit: Match the payment to a realistic household budget, including temporary housing, insurance deductibles, repairs and other disaster expenses.

If none of the offered payments is sustainable, tell the servicer immediately and request a review for another available option. A HUD-approved housing counselor can help you assemble your questions, compare written terms and communicate with the mortgage company without charging you for the counseling. CFPB provides links to approved counseling assistance in its disaster and servicer guidance.

Disaster aid is separate from mortgage relief

You may apply for FEMA or state disaster assistance for housing, repairs or other needs, but an application or award does not itself pause your mortgage or replace the servicer conversation. Keep pursuing the mortgage request even while an assistance application is pending. Ask the servicer how insurance proceeds, grants or other payments would affect the loan, because the answer depends on the agreement and loan rules.

If you receive foreclosure papers, a demand for payment that you cannot meet or other legal documents, seek help promptly. CFPB points borrowers toward legal aid organizations or a local bar association as possible sources of legal assistance. A counselor can explain mortgage options, but legal advice may be necessary to respond to a court deadline.

Mistakes that can make recovery harder

Waiting until you miss several payments

Call as soon as you know the disaster will affect your payment. Early contact gives the servicer time to identify a program, explain any request deadline and document the hardship. If you already missed a payment, call anyway and describe the exact dates and cause.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming “forbearance” means the debt disappeared

Read the agreement as a timing change, not cancellation. Put the deferred amount and the repayment trigger on your household calendar so it is not mistaken for a forgiven balance.

Assuming interest, fees or a lump sum are handled automatically

Ask each question separately and obtain the answer in writing. The agreement controls; a general statement about disaster relief does not establish that interest stops, fees are waived or a lump sum is prohibited.

Choosing the smallest first payment without checking the future balance

Compare the total cost and due dates, not only the first affordable month. A deferral may preserve the ordinary payment while leaving a balance due at sale, refinance or loan maturity; a repayment plan may cost more each month but avoid that later event.

Stopping communication when the property is uninhabitable

Damage does not end the mortgage. Continue to monitor statements, update your mailing address and respond to requests while repairs, insurance claims and temporary housing are in progress.

A practical call-and-follow-up checklist

  1. Find the servicer’s phone number on your latest mortgage statement and call promptly.
  2. Describe the disaster, the effect on the home or income and the payment you expect to miss or reduce.
  3. Ask about disaster-specific forbearance, other hardship options, request deadlines and required forms.
  4. Get the pause or reduction period, restart date, interest and fee treatment, and every repayment choice explained.
  5. Request the agreement in writing, save it with your statements and note the representative and case number.
  6. Compare the offers using immediate payment, long-term cost, trigger and recovery-fit tests.
  7. Contact the servicer before the relief period ends; involve a HUD-approved counselor if the terms or budget are unclear.
  8. Seek legal aid or a local bar referral promptly if foreclosure or court papers arrive.

The safest approach is active communication: obtain temporary relief only with terms you understand, keep the deferred amount in your plan, and arrange an affordable exit before the final forbearance date.
