Mortgage caps set a regulatory ceiling, not a personal loan offer. To estimate what you could borrow, compare the limit based on your income or debt-service ratio with the limit based on the property value and your deposit. The lower figure is the binding ceiling before a lender applies its own affordability, credit and suitability tests.
Rules are jurisdiction-specific. The Irish examples below are not universal: Greece uses different debt-service and loan-to-value limits, and many countries use other frameworks. Check the regulator for the country where the property and mortgage will be located before relying on any multiple.

What is a mortgage cap?
A mortgage cap is a regulatory constraint on how large a home loan may be relative to a borrower’s income, debt payments or the property’s value. It is designed to limit excessive household leverage and losses for lenders. A cap does not tell a bank that it must approve your application, and it does not define a safe monthly payment for your household.

Regulators commonly use three ratios:
| Ratio | What it limits | How it affects your budget |
|---|---|---|
| Loan-to-income (LTI) | Total mortgage relative to specified gross income | Sets an income-based maximum loan. A lender can still offer less after checking expenses, debts and income stability. |
| Loan-to-value (LTV) | Mortgage relative to the property valuation or purchase price, as defined by the rule | Sets the minimum equity you must provide. A lower LTV requires a larger deposit and can reduce the maximum purchase price. |
| Debt-service-to-income (DSTI) | Required debt payments relative to income | Limits the payment burden, so interest rates, term and existing debts can reduce the loan even when an LTI calculation appears affordable. |
The definitions matter. “Income” may mean gross or net income and may include only specified sources. “Debt service” can include existing loans, credit commitments and the proposed mortgage. “Value” may be the lender’s valuation rather than the agreed purchase price. Use the exact definitions in the applicable regulation and lender policy.

How much can I borrow for a mortgage?
Use a two-limit framework rather than one advertised multiple:
- Calculate the income or payment limit. Apply the applicable LTI or DSTI rule to the income and debts recognized by the regulator and lender.
- Calculate the property-and-deposit limit. Apply the LTV ceiling to the lender’s accepted value. If your cash deposit is fixed, the deposit requirement may determine the maximum property price.
- Use the lower result. Your preliminary mortgage ceiling is the lower of those two figures. A lender’s underwriting may reduce it further.
For an LTI rule, the simple expression is:
income-based loan ceiling = eligible gross income × permitted LTI multiple
For an LTV rule:
property-based loan ceiling = accepted property value × permitted LTV

If you know the cash available for the deposit, the corresponding price ceiling is approximately:
price ceiling from deposit = available deposit ÷ (1 − permitted LTV)

That last calculation assumes the entire deposit is available for equity, the valuation equals the purchase price and no purchase costs are deducted. In practice, taxes, legal fees, valuation charges, insurance, moving costs and a cash reserve must be funded separately. The formulas explain the interaction of the caps; they are not an approval calculation.
Worked Irish income example
The Central Bank of Ireland states an LTI ceiling of four times gross income for first-time buyers and 3.5 times gross income for second and subsequent buyers. For a couple with combined gross income of €100,000, the regulatory ceiling is therefore €400,000 for first-time buyers or €350,000 for second/subsequent buyers. These figures are ceilings, not promised offers; a lender may approve less after its affordability assessment. See the Central Bank of Ireland mortgage-measures page and its consumer explainer.
If the applicable Irish LTV is 90% and the borrower has exactly enough cash for the required 10% equity, a €400,000 loan would correspond mathematically to a property value of about €444,444, while a €350,000 loan would correspond to about €388,889. Those are illustrative calculations, not regulator-published purchase limits. They also exclude transaction costs and assume the lender’s valuation supports the price.
How do mortgage caps affect how much house I can afford?
A borrowing ceiling and a sustainable home budget are different decisions. The cap answers “how much debt could be permitted under the rule?” Your budget must also answer “what payment can we continue to make if rates rise, income falls or other costs increase?”
Step 1: Separate the loan ceiling from the price ceiling
Start with the lower of your income/DSTI result and your LTV result. Then add only the cash that remains available for the purchase after reserving money for taxes, fees, repairs, moving and an emergency buffer. Do not treat every euro in a savings account as a deposit.

Step 2: Test the monthly payment
Model the proposed mortgage payment at the rate and term offered, then test a higher rate and a lower-income scenario. Include property tax or local charges, insurance, service charges, maintenance and utilities where relevant. No single regulator cap incorporates every household cost, so your own budget must do that work.

Credit cards, personal loans, car finance, child-support obligations and other recurring payments can reduce the amount a lender considers affordable. They can also trigger a DSTI limit even when your gross-income multiple appears high. Obtain current balances and monthly payments before asking for an approval in principle.
Step 4: Check valuation risk
If the lender values the property below the agreed price, the LTV rule applies to the lower accepted value. You may need extra cash to complete the purchase, or renegotiate the price. A high asking price does not create borrowing capacity.
Irish mortgage caps: current examples for 2026
Ireland illustrates why borrower category matters. The Central Bank’s current measures page describes the following limits:
| Borrower or loan type | Income cap | LTV cap and implied minimum equity | Allowance or special rule |
|---|---|---|---|
| First-time buyer purchasing a principal home | 4.0 × gross income | 90% LTV; generally at least 10% deposit | Lenders may issue up to 15% of first-time-buyer lending above the relevant limits, subject to their own policies. This is not an individual entitlement. |
| Second or subsequent buyer purchasing a principal home | 3.5 × gross income | 90% LTV; generally at least 10% deposit | Up to 15% of this lending may be above the limits at lender level; the lender need not use the allowance. |
| Buy-to-let borrower | The cited mortgage-measures summary does not state a universal LTI multiple for this row | 70% LTV; generally at least 30% deposit | Up to 10% of buy-to-let lending may exceed the relevant limits under a lender allowance. It is not a right to borrow above the cap. |
| Certain principal-home bridging loan | Exempt from LTI when the qualifying conditions are met | LTV continues to apply | From the April 2026 amendment, the bridge must generally be no more than 18 months and used to buy before selling an existing principal home. Affordability and suitability checks still apply. |
The allowance percentages are measured across a lender’s portfolio, not reserved for applicants who ask for them. A bank can decline to use its allowance or apply stricter internal limits. The Central Bank also says the measures do not replace responsible lending: lenders must assess suitability and affordability for each borrower over the life of the loan. Details and the bridging amendment are on the Central Bank’s mortgage-measures page and its mortgage-measures FAQ.

“This targeted amendment reflects our commitment to ensuring the mortgage measures remain fit for purpose as the market evolves,” said Central Bank of Ireland Deputy Governor Vasileios Madouros on 8 April 2026, referring to the bridging-loan change.
How much deposit do I need under a loan-to-value limit?
Convert the LTV percentage into the equity share you must fund: a 90% LTV limit implies at least 10% equity, 80% implies at least 20%, and 70% implies at least 30%, before costs and subject to the regulator’s definition of value. The cash requirement can be higher if the valuation is below the purchase price or if the lender applies a lower LTV.
In Ireland, the stated general minimum is 10% for first-time and subsequent principal-home buyers and 30% for buy-to-let buyers. A deposit does not cure an income-cap problem: you may have enough cash for a property but still be unable to borrow the required amount under LTI or affordability rules.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does a mortgage cap mean the bank will lend me that amount?
No. A cap is a maximum permitted under a rule, not an offer. The lender still checks verified income, employment or business stability, spending, credit history, existing debts, property condition, valuation, loan term and repayment resilience. The Central Bank of Ireland explicitly requires individual affordability and suitability assessments, and similar principles apply in other regulated markets.
Conversely, a lender may have a policy below the regulatory ceiling. An allowance above a cap is discretionary at portfolio level, so you cannot demand the extra percentage. A broker or lender can tell you whether its current policy has room, but only a formal assessment establishes what it will offer.

Greece: a different cap structure from 1 January 2025
Rules applicable to relevant loans secured by residential real estate in Greece show why Irish numbers should not be exported to another country. The Bank of Greece sets borrower-based limits from 1 January 2025:
| Borrower category | DSTI-O limit | LTV-O limit | Approximate equity implied by LTV |
|---|---|---|---|
| First-time buyer | 50% | 90% | 10% before costs, if the rule’s value definition is met |
| Subsequent buyer | 40% | 80% | 20% before costs, if the rule’s value definition is met |
The Bank of Greece allows lenders to exempt 10% of qualifying new loans in each quarter from each cap. That is a lender-level flexibility, not an automatic exception for an individual applicant. The applicable definitions of first-time buyer, income, debt service and property value are those in the Greek framework. Read the regulator’s macroprudential borrower-based measures page for the scope and effective date.
When does each cap become the binding constraint?
Income or DSTI is binding
This occurs when your calculated maximum mortgage is lower than the amount needed for the property at the permitted LTV. Typical causes include variable income that the lender discounts, substantial existing debts, a shorter term, or a payment ratio that leaves too little monthly surplus. Increasing the deposit may not solve the problem unless it reduces the loan enough to pass the payment test.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →LTV is binding
This occurs when income supports a larger loan but the deposit or valuation does not. A buyer may qualify for the monthly payment yet be unable to complete because the required equity is unavailable. Saving more, choosing a less expensive property or obtaining an acceptable higher valuation can change the result; borrowing the deposit elsewhere can create a new affordability problem.
Underwriting is binding
Even when both regulatory calculations appear to work, the lender can reduce the offer because of credit history, probationary employment, irregular income, property defects, age-related term limits or its own risk appetite. Ask which assumption reduced the offer and whether correcting verified information would change it.
Exceptions, bridging and common mistakes
- Assuming the headline multiple is universal: LTI, LTV and DSTI vary by country, borrower category and effective date.
- Treating an allowance as a right: lender-level percentages do not guarantee an exception for your application.
- Ignoring valuation: the accepted value, not simply the contract price, can determine the maximum loan.
- Using all savings as deposit: retain cash for taxes, fees, repairs and emergencies.
- Budgeting only at today’s rate: test a higher payment and an income interruption before bidding.
- Confusing a bridge exemption with unrestricted borrowing: qualifying Irish principal-home bridges can be exempt from LTI under the 2026 amendment, but the 18-month condition, LTV rule and full suitability assessment remain.
A practical checklist before you apply
- Identify the country, regulator, property use and borrower category that apply.
- Record the rule’s current LTI, LTV or DSTI limits and effective date from the regulator.
- Calculate eligible income and list every existing monthly debt payment.
- Estimate the accepted property value and the equity required under the LTV rule.
- Reserve cash for transaction costs and an emergency fund rather than pledging every saving.
- Run the payment at the proposed rate, a higher rate and a lower-income scenario.
- Ask each lender whether it uses any portfolio allowance and what evidence is required; assume no allowance until the lender confirms it.
- Obtain an approval in principle, then verify the valuation and final affordability assessment before committing to a purchase.
Keeping the calculation current
Mortgage measures can be amended as housing and financial conditions change. Recheck the regulator’s current page when you start searching, when you apply and before signing. In Ireland, use the Central Bank’s mortgage-measures page and FAQ; in Greece, use the Bank of Greece measures page. The lower of the applicable regulatory ceiling and the lender’s own affordability decision is the amount to plan around—not the largest number produced by a calculator.
