If you are buying a home valued at KRW 1.5 billion or less in Seoul’s metropolitan area or another speculation-regulated area, the Financial Services Commission’s October 2025 framework sets a mortgage ceiling of KRW 600 million. That figure is a policy maximum, not an amount every buyer will be approved for. Your income, existing debt, stressed DSR, LTV, the lender’s valuation and underwriting can reduce the offer, sometimes substantially.
The direct answer: what a buyer of a sub-KRW 1.5 billion home can expect
The October 2025 Financial Services Commission (FSC) notice keeps the maximum purchase-purpose mortgage at KRW 600 million for a home with a market value of KRW 1.5 billion or less, but only in the Seoul metropolitan area and speculation-regulated areas covered by the notice. It is not a nationwide limit and it does not override ordinary credit and collateral tests.

The ceiling is applied before a lender decides how much you can actually service. A borrower with insufficient income, substantial existing debt, a low accepted property value or an unfavorable loan purpose may receive less than KRW 600 million. Conversely, meeting the policy ceiling does not create an entitlement to a loan or to a particular interest rate.

The three price tiers in the October 2025 rule
The purchase-purpose cap rises or falls in steps according to the home’s market value. The relevant threshold is the value accepted under financial-sector valuation rules, not necessarily the contract price you negotiated.
| Home market value | Policy maximum in covered areas | What the figure means |
|---|---|---|
| KRW 1.5 billion or less | KRW 600 million | Ceiling for a purchase-purpose mortgage; approval can be lower. |
| Above KRW 1.5 billion through KRW 2.5 billion | KRW 400 million | The lower tier applies once accepted value exceeds KRW 1.5 billion. |
| Above KRW 2.5 billion | KRW 200 million | The highest-price tier has the smallest stated ceiling. |
Crossing a boundary by even a small amount can change the applicable policy maximum. For example, a property valued at KRW 1.49 billion remains in the KRW 600 million tier, while one valued at KRW 1.51 billion falls into the KRW 400 million tier, before LTV or DSR calculations. Ask the lender to show the valuation and the tier used in its preliminary review.
Where the cap applies—and where it does not
Geographic scope
The tiered ceiling covers purchase-purpose mortgages in the Seoul metropolitan area and speculation-regulated areas identified by the policy. The notice does not establish a nationwide cap. A home outside those areas may be governed by different measures, and an area can be newly designated or released from regulation. Confirm the property’s status on the application date rather than relying on an old listing or a general statement about Seoul.
Loan purpose
The measure is aimed at financing the purchase of a home. The government FAQ excludes living-stability-purpose loans from this announced purchase-cap measure. A loan secured by a home for another permitted purpose therefore requires a separate analysis of the applicable rules and the lender’s product policy.
Loan stage
Intermediate-payment loans and relocation loans are excluded from the cap at their stated stage. Relocation loans retain a KRW 600 million maximum regardless of the home’s price under the cited FAQ. An intermediate-payment loan may be outside the cap while construction payments are being made, but the cap can apply when that facility is converted into a final-balance mortgage. Treat the conversion as a new decision point, not as a guarantee that the earlier amount will carry over.

How the lender determines the home value
The price used for the cap is the home’s market value on the mortgage application date, assessed through financial-sector valuation procedures. It is not automatically the purchase contract amount, the seller’s asking price or the amount shown in an appraisal you obtained for another purpose.
Possible valuation references
Government guidance gives Korea Real Estate Board valuation and the general-average market figure in KB Real Estate data as examples of official market-price references. A lender may use the applicable reference available for the property, and its internal procedures determine which source controls when figures differ.

Market values and regulatory designations can change between signing a contract and submitting a complete mortgage application. If the accepted value moves above KRW 1.5 billion, the policy tier can move from KRW 600 million to KRW 400 million. Ask for a written record of the valuation date, source and amount, and keep evidence of when the application became complete.
The policy ceiling is not your borrowing capacity
After identifying the applicable cap, the lender still calculates repayment capacity and collateral support. The final approved amount is effectively limited by the lowest result among the policy ceiling, the LTV-based amount, the stressed-DSR amount and the lender’s own underwriting limit.
Stressed DSR
The October 2025 measure set a 3.0% minimum stress-rate assumption for applicable mortgages in the Seoul metropolitan area and regulated areas. The stress rate is not the interest rate charged on your loan. It is an additional assumption used to test whether your income could support payments if borrowing costs were higher or repayment conditions were less favorable.
Rank #3
Income, the proposed loan term, repayment method and every reportable debt affect the DSR calculation. Credit-card balances, personal loans, auto finance, guarantees and other obligations can reduce the mortgage amount even when the property is comfortably below KRW 1.5 billion. Two buyers seeking the same home can therefore receive different offers under the same policy cap.

LTV compares the loan with the lender’s accepted property value. A policy cap of KRW 600 million does not permit borrowing above the applicable LTV percentage. If the lender values a KRW 1.5 billion home at KRW 1.4 billion and an applicable LTV rule allows 40%, the collateral-based amount would be KRW 560 million before DSR and other limits.
In newly designated regulated areas, the October 2025 policy briefing says LTV was tightened from 70% to 40%. That change is area-specific and came with transition provisions. Do not apply either percentage to every Seoul-area purchase without checking the designation, effective date and exception rules.
Other underwriting constraints
- The lender may discount variable or uncertain income and require evidence such as tax filings, employment records or business statements.
- Existing mortgages and unsecured debt count in the lender’s repayment assessment, even if the new property will be your only home after closing.
- Collateral condition, senior liens, lease deposits, borrower age, term and repayment structure can affect eligibility.
- A lender can set a stricter internal limit than the public policy ceiling or decline a product that does not fit its risk rules.
What the 40% LTV transition means for newly regulated areas
The October 2025 notice introduced a 40% LTV limit in newly designated regulated areas, down from 70%. It also described transition treatment for some applications and transactions already under way. The exception is not automatic: eligibility can depend on when the loan application was made, whether a binding contract and supporting evidence exist, whether a land-transaction permit is involved and what stage a housing project had reached.
A buyer who signed before the designation should gather the contract, payment receipts, permit documents and application records, then ask the lender to test the case under the transition provisions. A verbal statement that a contract is “old enough” is not a substitute for checking the precise dates and documents required by the FSC FAQ.

Worked scenarios for buyers
Scenario 1: Value at KRW 1.45 billion
The accepted market value is below the first threshold, so the policy ceiling is KRW 600 million if the home is in a covered area and the loan is for purchase. The buyer still must pass LTV and stressed DSR tests. If those calculations support only KRW 510 million, the approved loan is KRW 510 million, not KRW 600 million.
Scenario 2: Contract at KRW 1.48 billion, valuation at KRW 1.52 billion
The contract price does not control the tier if the lender’s application-date valuation is KRW 1.52 billion. The property falls into the above-KRW-1.5-billion-through-KRW-2.5-billion tier, whose stated maximum is KRW 400 million. The buyer must also fund the gap between the purchase price and permitted borrowing, plus taxes and transaction costs.
Scenario 3: Intermediate payments during construction
The intermediate-payment facility is excluded at that stage under the FAQ. When the loan converts to a final-balance mortgage, however, the purchase cap can apply. A buyer should model the conversion using the expected value, regulation status, income and debts at that later application rather than assuming the interim amount will be refinanced in full.
Scenario 4: A newly regulated area and an earlier contract
A buyer with a pre-designation contract may qualify for a transition exception, but only if the application date, contract evidence, permit status and project milestone satisfy the rule. Until the lender confirms that treatment in writing, budget on the stricter 40% LTV assumption rather than the former 70% figure.

A practical application checklist
- Identify the purpose. Confirm that the facility is a purchase-purpose mortgage, not a living-stability loan, intermediate-payment facility or relocation loan.
- Check the area. Verify whether the address is in the Seoul metropolitan area or a speculation-regulated area on the application date, and whether a new designation or release is pending.
- Request the valuation basis. Ask which Korea Real Estate Board, KB Real Estate or other permitted reference the lender will use, the valuation date and the resulting amount.
- Place the home in the correct tier. Use KRW 600 million at or below KRW 1.5 billion, KRW 400 million above KRW 1.5 billion through KRW 2.5 billion, and KRW 200 million above KRW 2.5 billion, subject to the rule’s scope.
- Run LTV. Apply the percentage for the property’s regulatory area to the lender’s accepted value. Check whether the 40% rule or a transition provision applies.
- Run stressed DSR. Provide complete income and debt information and ask the lender to show the calculation using the applicable 3.0% minimum stress assumption where required.
- Reserve cash. Include the down payment, acquisition taxes, brokerage, registration, moving costs and a contingency for a lower-than-expected loan.
- Obtain a written offer. Before making an irreversible payment, get the approved amount, valuation, rate, term, repayment method, conditions and expiry date in writing.
Common mistakes and how to avoid them
- Treating KRW 600 million as a promise. It is a ceiling. Ask for the binding underwriting result instead of planning around the maximum.
- Using the contract price as the policy value. The lender uses an application-date market valuation under financial-sector procedures.
- Assuming the rule is nationwide. The cited tiers are scoped to the Seoul metropolitan area and speculation-regulated areas.
- Ignoring the KRW 1.5 billion boundary. A modest valuation difference can move a home from the KRW 600 million tier to the KRW 400 million tier.
- Confusing the stress rate with the charged rate. The 3.0% figure is a DSR testing assumption, not necessarily your contractual interest rate.
- Relying on an old LTV percentage. Newly designated areas may use 40%, with limited transition treatment for qualifying earlier cases.
- Assuming an interim loan fixes the final mortgage. The cap can apply when an intermediate-payment loan converts to a final-balance mortgage.
How to verify the rule before you commit
The figures above come from the FSC’s October 2025 notice and related government FAQ. They should be treated as the published framework for that date, not as confirmation that no later 2026 measure exists. Before signing or paying a non-refundable deposit, ask a regulated lender to check the current FSC rules, the property’s designation, the accepted valuation and any transition provision. Keep the lender’s written response with your contract file; policy status, valuation and borrower circumstances can all change before closing.

Frequently Asked Questions
Does the KRW 600 million cap apply to every home priced below KRW 1.5 billion?
No. The October 2025 ceiling applies to purchase-purpose mortgages in the Seoul metropolitan area and speculation-regulated areas covered by the notice. Homes in other locations or loans for another purpose require a separate rule check.
Which value determines whether a home is under KRW 1.5 billion?
The lender uses market value assessed on the mortgage application date under financial-sector valuation procedures. Government examples include Korea Real Estate Board valuation and the general-average figure in KB Real Estate data; the lender should identify the source it used.
Is the 3.0% stressed DSR rate the interest rate on the mortgage?
No. It is a calculation assumption used to test repayment capacity for applicable mortgages. Your actual contractual rate is set separately by the lender and product.

What happens if my home is newly placed in a regulated area?
A 40% LTV limit may apply instead of the former 70% limit. Transition treatment depends on application and contract dates, evidence, permits and project stage, so the lender must assess the specific file.
