The result is an approval ceiling, not a safe household budget. UK and US lenders use different rules and models, so there is no worldwide salary multiple or percentage that guarantees eligibility.
What “mortgage affordability” actually measures
An affordability assessment asks whether the proposed loan remains repayable alongside your real financial commitments. The lender reviews income, debts, essential household costs, the new mortgage payment and risks such as higher interest rates or a change in employment. The amount you can borrow therefore depends on both the size of the loan and the payment it creates.

Affordability is different from a lender’s maximum offer. A lender may approve an amount that leaves little room for childcare, repairs, travel, illness, reduced hours or future rate rises. Your own limit should include a cash buffer and the full cost of owning the property, not just principal and interest.

The factors lenders examine
Income and how dependable it is
Lenders start with income they are prepared to count and, where required, verify. This can include employment income and other sources accepted under that lender’s policy. The treatment of bonuses, overtime, benefits, commission, rental income and self-employment varies; one lender may require a history or discount variable income while another may use a different method. Ask for the policy rather than assuming every pound shown on a payslip will be included.

In the United States, the federal ability-to-repay statute requires consideration of current income and income the consumer is reasonably assured of receiving. A creditor must verify the income or assets it relies on with reasonably reliable third-party records. The rule does not create one universal income formula.
Existing debts and contractual commitments
Monthly commitments reduce the amount available for a new mortgage. Lenders may include personal loans, credit-card payments, car finance or hire purchase, student-loan obligations where applicable, child maintenance, alimony and other secured or unsecured credit. Even a debt with a small balance can matter if its required payment is high.
Paying down a commitment can improve monthly capacity, but do not take out new credit to fund a deposit or disguise a liability. The lender can discover new borrowing through credit checks and bank statements, and the additional payment may reduce rather than increase affordability.

Essential household spending
Affordability models generally allow for basic living costs and committed expenditure. UK government guidance gives utilities, insurance and Council Tax as examples. FCA mortgage rules refer to basic essential and committed spending, while each lender sets its own categories and assumptions. Food, transport, communications, childcare and regular insurance may be assessed through statements, declared figures, statistical benchmarks or a combination.
Understating spending can produce an approval that is uncomfortable in practice. Build your estimate from several months of bank statements and include annual bills by converting them to a monthly amount.

The proposed payment and resilience to change
The lender models the payment created by the loan, interest rate, term and repayment type. It may then test whether you could still pay after a likely future rate increase or another adverse change. UK government guidance specifically mentions interest-rate changes and redundancy; FCA rules require lenders to account for the impact of likely future interest-rate increases.
A longer term lowers the initial monthly payment but increases the period over which interest can accrue and may increase total interest. A shorter term raises the payment and can reduce total interest. The assessment may also distinguish repayment mortgages from interest-only structures because the capital must eventually be repaid under an interest-only plan.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Deposit, loan-to-value and the property
Your deposit determines how much must be borrowed. The resulting loan-to-value (LTV) ratio is the loan divided by the lender’s value of the property. A lower LTV can reduce the lender’s loss risk and may open different pricing, but a large deposit does not prove that the monthly payment fits your income.
Lenders can also consider property type and location. A flat with unusual construction, a non-standard building or a property with restrictions may be assessed differently from a conventional house because it could be harder to value or sell if repossession became necessary. The FCA’s 2025 Mortgage Rule Review discussion paper lists LTV, loan-to-income, property type and location among risk factors lenders may use. That paper discusses possible policy approaches; it is not an enacted change to the rules.
Credit history, employment and other resources
Credit history can affect whether you qualify and which deals are available. Missed payments, defaults, insolvency records, high utilisation or numerous recent applications may lead to a decline or a higher price, but the effect depends on the lender and the circumstances.

The US ability-to-repay framework requires consideration of credit history, employment status and other financial resources apart from equity in the property securing the loan. It does not mandate one consolidated credit score or a universal minimum score. Credit therefore remains relevant to lender risk decisions even though the statute does not prescribe a single scoring threshold.
How the calculation works in practice
- Gather verified income. Provide the documents the lender requests, such as payslips, tax records, accounts or benefit evidence. Ask how variable and self-employed income will be treated.
- List every commitment. Record the balance, contractual payment and remaining term for loans, cards, finance agreements, maintenance and other obligations.
- Build a realistic spending figure. Separate essential household costs from discretionary spending, then include annual or irregular bills as monthly reserves.
- Price the proposed mortgage. Calculate the payment for the requested amount, rate, term and repayment type. Add mortgage-related costs that the lender requires you to pay.
- Apply the lender’s stress assumptions. Determine how the payment changes under the rate or adverse-event scenario used by that lender. The assumption and time horizon are lender- and jurisdiction-specific.
- Check deposit and LTV. Confirm the source of the deposit, the expected property value and the resulting LTV. Budget separately for transaction taxes and fees.
- Review the result against your own budget. Subtract the mortgage payment and all ownership costs from dependable take-home resources. Retain an emergency reserve; the lender’s maximum is not your target.
UK and US frameworks are not interchangeable
| Issue | UK examples | US examples |
|---|---|---|
| Core test | Income, current outgoings and the effect of likely future interest-rate increases are central to FCA-regulated affordability assessments. | The Truth in Lending Act ability-to-repay provision requires consideration of credit history, current and reasonably expected income, obligations, debt-to-income ratio or residual income, employment status and other resources. |
| Verification | The lender decides which evidence and affordability model to use under applicable FCA rules and its own policy. | Income or assets relied on must be verified with reasonably reliable third-party records. |
| Debts and spending | Examples include secured and unsecured credit, hire purchase, child maintenance, alimony, utilities, insurance and Council Tax. | Current obligations and mortgage-related obligations feed the debt-to-income or residual-income analysis; exact underwriting criteria vary by creditor and loan type. |
| Rate resilience | Likely future rate increases must be considered; government guidance also points to risks such as redundancy. | The federal rule sets factors to consider but does not impose one universal stress-rate calculation for every mortgage. |
| Credit score | Credit score can affect access and available deals, alongside affordability. | The federal ability-to-repay rule does not prescribe a single minimum score, although creditors may use credit history and their own criteria. |
These are jurisdictional examples, not a global checklist. State, federal, national and lender-specific requirements can add further conditions.
Why there is no universal salary multiple
Income multiples and debt-to-income percentages are shortcuts that can hide important differences in debts, taxes, household size, rates and terms. The official material considered here does not establish a worldwide cap. A lender with a conservative spending model may offer less than another lender to two households with the same gross salary.
The Bank of England reported in a 2023 article that UK lenders in a sample of new mortgage completions had stressed debt-service ratios of 37.5% to 42.5% in the chart context, with mortgage terms of 25 to 30 years. Its description can be summarised as “up to around 40%” for that market observation. It is not a universal limit, a current promise of eligibility or a rule that applies outside that sample.
An illustrative affordability calculation
The following numbers show the mechanics only; they are not a lending prediction. Suppose a household has gross monthly income of £6,000, existing contractual debt payments of £600 and a lender’s stressed mortgage payment of £1,800. The mortgage and existing debts total £2,400, or 40% of gross monthly income:

The lender would still need to assess essential household spending, income evidence, credit and employment, deposit and property, and any other policy limits. If essential costs were high or the income were variable, the result could be lower. Conversely, a different lender using a different model could reach a different ceiling. The household should also test the payment against take-home income and leave room for ownership costs and emergencies.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Costs that sit outside principal and interest
At purchase, budget for taxes, surveys, legal costs, mortgage fees and moving expenses. UK government guidance identifies these costs alongside the deposit. Ongoing costs can include Council Tax, heating, water, broadband, insurance and maintenance. Leasehold buyers may also pay service charges and ground rent.
Include these items before deciding what payment feels comfortable. A mortgage calculator that shows only principal and interest can materially understate the cash required each month. Check whether a quoted payment includes insurance, taxes or association charges, and whether those items can rise.
How to prepare before applying
Build an evidence folder
- Recent income records and tax documents appropriate to your employment type.
- Bank statements showing regular income, spending and the source of the deposit.
- Statements for loans, cards, finance agreements and maintenance obligations.
- Proof of identity, address and, where relevant, benefit or rental income.
- A schedule of annual bills converted into monthly amounts.
Ask the lender or adviser precise questions
- Which income sources are accepted, and what history or documentation is required for bonuses, overtime, commission, benefits or self-employment?
- Which debts and household expenses are included, and are any standard spending benchmarks used?
- What interest-rate or payment assumption is used for the affordability test, and what term is modelled?
- How do deposit size, LTV, property type and location affect the assessment?
- Will an initial eligibility check be a soft or hard credit enquiry? UK government guidance says some lenders use soft enquiries, but that is not guaranteed for every check.
- Which fees, taxes and ongoing property costs must be paid in cash rather than financed?
Run your own downside test
Recalculate the budget if the rate rises, one income stops temporarily, childcare begins, or a major repair is needed. Use dependable income rather than an optimistic bonus forecast. If the payment works only when every assumption is favourable, reduce the target loan, increase the deposit or wait until your commitments change.
Common mistakes and how to correct them
Using a headline calculator as an approval
Online calculators often use simplified inputs and cannot see your evidence, credit history or property. Treat the output as a starting estimate. Replace it with a lender-specific decision in principle or full assessment, and confirm whether the credit search is soft or hard.

Ignoring debts that will remain after completion
Do not assume a debt will be ignored because its balance is small or because you plan to clear it later. Obtain a written payoff plan and show the lender how the payment will disappear before relying on the improved affordability.
Budgeting only for the initial rate
A low introductory payment may reset, expire or be followed by a different deal. Model the payment under the lender’s stress assumption and maintain a reserve for refinancing costs and rate changes.
Confusing deposit with affordability
A larger deposit lowers the loan and LTV but does not replace income and expenditure checks. Keep enough cash for taxes, fees, moving costs and an emergency fund rather than committing every available pound to the deposit.

Approval means the lender has judged the application acceptable under its evidence, risk and affordability rules at that point in time. It does not guarantee completion, a particular interest rate, a property valuation or long-term comfort. Changes in income, debts, rates, property details or lender policy can alter the result before completion.
The most reliable way to set a borrowing target is to combine the lender’s tested payment with a complete household budget. Ask how the assessment was built, challenge any income or spending assumption you cannot sustain, and choose a payment that leaves capacity for ordinary life as well as unexpected change.
