UK mortgage affordability checks test whether you could keep up the proposed payments, not simply whether your salary multiplied by a standard figure looks large enough. A lender reviews your income and its reliability, household spending, existing credit commitments, deposit and property costs, mortgage term, supporting documents and, where the relevant rule applies, your ability to cope with future interest-rate rises.
Each lender sets its own underwriting criteria. The result of a calculator, agreement in principle or broker estimate is therefore an indication, not a guaranteed mortgage offer. Your own budget should also allow for illness, unemployment, reduced income and rate changes even if a lender approves the loan.

What a mortgage affordability check is designed to answer
The lender is trying to establish whether the proposed mortgage payment fits your overall financial position over the life of the loan. It considers both the payment at the expected rate and the information available about your future ability to pay. This is why two people with the same salary can receive different borrowing decisions.

A lender can be satisfied that a property is adequate security yet still reduce the loan because your committed spending leaves too little monthly income. Conversely, a clean credit history does not by itself prove that a payment is affordable.

MoneyHelper’s consumer guidance explains the core questions lenders ask about borrowing and spending: how much can you afford to borrow for a mortgage. The Financial Conduct Authority (FCA) framework requires responsible lending, but leaves firms room to set their own detailed calculations.
What lenders examine
Income and how dependable it is
Basic employment income is usually the starting point, but lenders may also consider pension or investment income, maintenance, overtime, commission, bonuses, a second job or freelance earnings. The important qualification is that no lender is required to count every type of income in the same way. Some will use only part of variable pay, require a track record or apply different rules to probationary employment.
Security of employment matters alongside the amount earned. A lender may ask about your employment status, length of service, contract type and expected changes. Self-employed applicants can face a different evidence standard from employees because the lender must assess business profitability and the income that is actually available to the applicant.
Household spending and financial commitments
The affordability calculation can include:
- credit-card payments, personal loans and car finance;
- child maintenance or other legally committed payments;
- council tax, utilities, insurance and other household bills;
- childcare, food and travel;
- subscriptions and other regular spending; and
- property-related costs, such as service charges or ground rent where relevant.
A larger household or committed spend leaves less disposable income for the mortgage. A joint application may add a second income, but the lender also considers the second applicant’s debts and expenses.

Mortgage structure and property costs
The proposed loan amount, repayment basis and term affect the monthly payment used in the assessment. A longer term can reduce the initial monthly payment, while increasing the period over which interest is paid. The lender also needs the purchase price, deposit and property details so it can assess the loan in context rather than treating the borrowing as an isolated figure.
Documents that support the figures
The FCA says lenders are likely to request proof of income, recent bank statements and evidence of the deposit. MoneyHelper says employed applicants may need payslips and statements; self-employed applicants may be asked for bank statements, business accounts and tax information. MoneyHelper describes two or three years of accounts and tax returns as typical guidance for self-employed cases, not a universal rule.
| Applicant information | Evidence a lender may request | What the evidence is used to establish |
|---|---|---|
| Employed income | Recent payslips, employment details and bank statements | That income is received and broadly matches the application |
| Variable pay | Additional payslips or a record of bonuses, commission or overtime | Whether the lender’s policy allows some or all of the variable amount |
| Self-employed income | Bank statements, business accounts and tax information; often two or three years of accounts and returns may be requested | Business performance and the sustainable income available to the applicant |
| Deposit | Evidence showing where the deposit funds came from | That the stated deposit exists and meets the lender’s requirements |
Exact document lists and periods differ by lender and by the applicant’s circumstances. Supplying documents does not guarantee that every income stream will be accepted.

Loan-to-income (LTI) is the proposed borrowing divided by annual income, including a co-borrower’s income where applicable. MoneyHelper’s current consumer guidance describes 4.5 times income as a typical maximum guide and says many applicants are offered less.

For example, multiplying a £40,000 annual income by 4.5 gives £180,000 as a simple LTI illustration. It is not a lender promise: the result can be lower after debts, household spending, income type, term and the lender’s affordability model are applied.
| Figure | What it means | Important limit |
|---|---|---|
| 4.5 times annual income | MoneyHelper’s typical maximum guide for an individual borrowing calculation | Many applicants receive less; it is not an entitlement or universal personal cap |
| 15% of a lender’s new residential lending at LTI 4.5 or above | The FCA’s explanation of the Financial Policy Committee recommendation limiting the proportion of a lender’s new lending in this range | It is a lender-level flow limit, not a promise that any borrower can obtain 4.5 times income |
The 15% figure is explained by the FCA in its mortgage-market recommendation. It controls the mix of a lender’s new business; it does not allocate a 4.5-times-income allowance to each applicant.
How interest-rate stress testing works
Where FCA rule MCOB 11.6.18R applies, lenders must take likely future interest-rate rises into account for at least five years. The FCA’s consumer explanation focuses on mortgages whose initial fixed rate lasts less than five years. The precise application depends on the mortgage and the rule conditions.

There is no single FCA-prescribed stress-test rate. Firms decide which rate or rates to use and how to model the effect within the regulatory framework. The FCA states: “Firms set their own basis for considering the impact of future interest rates when assessing the affordability of a mortgage within the framework set out in MCOB 11.6.18R.” Its guidance also says: “MCOB 11.6.18R does not prescribe which rate(s) a lender should take account of when designing a stress test (eg the initial rate, a firm’s reversion rate or a likely follow-on rate).” Read the current FCA interest-rate ‘stress test’ rule guidance and the relevant MCOB 11 rules for the regulatory wording.

The 2022 change, correctly understood
The FCA says the Financial Policy Committee’s separate interest-rate stress-test recommendation was withdrawn with effect from 1 August 2022. That did not scrap all mortgage affordability assessments. FCA responsible-lending rules continue to require an affordability assessment and, where the applicable MCOB rule applies, consideration of likely future rate rises. The withdrawn recommendation and the continuing FCA rule are different parts of the framework; the FCA describes the former in its FPC recommendation explanation.
A mortgage affordability check from application to decision
- Set the proposed borrowing. Start with the purchase price, deposit, desired loan, repayment basis and term. Include known property charges rather than testing only the advertised mortgage payment.
- Complete an initial estimate or agreement in principle. You enter income, debts and spending. Treat the result as an illustration: an agreement in principle is not a full underwriting decision or a formal mortgage offer.
- Submit the full application. The lender records applicants, employment, income sources, regular expenditure, commitments, deposit and property details.
- Provide evidence. Upload or send the requested payslips, statements, accounts, tax information and deposit documents. Missing or inconsistent evidence can delay the case or lead the lender to use a lower figure.
- Underwriting verifies the information. The lender checks whether income is received, whether declared spending is credible and how debts and other commitments affect disposable income. It applies its own rules for variable or self-employed income.
- Run the affordability and rate assessment. The proposed payment is tested against income and spending, with the applicable future-rate methodology and the chosen term taken into account.
- Make a decision subject to the property and conditions. The lender may approve the requested amount, offer less, request more information or decline. A formal offer follows only after the lender’s required checks are complete.
How to test your own affordability before applying
A lender’s maximum is not the same as a comfortable budget. MoneyHelper encourages a forward-looking assessment that can be more cautious than a lender’s approval. Use this process before deciding how much to offer on a home:
- Build a complete monthly budget. Use actual bills and bank records, including annual costs converted to monthly amounts, childcare, travel, subscriptions, insurance and property charges.
- Separate fixed commitments from discretionary spending. Loans, finance agreements, maintenance and council tax are not easily reduced. Identify spending that could change, but do not assume every cut will be realistic after moving.
- Model the payment after an initial deal ends. Ask whether the household could cope with a higher follow-on rate, even though no single FCA stress-test rate applies to every lender.
- Test an income shock. Consider illness, unemployment, reduced hours, loss of overtime or a partner’s change in income. Check how long savings would cover essential payments.
- Budget for ownership costs. Add repairs, maintenance, insurance, service charges, ground rent where applicable, moving costs and one-off purchase expenses.
- Keep a reserve. Do not commit every pound of monthly surplus to the mortgage. A lender’s approval reflects its model and evidence; it does not insure your household against unexpected costs.
Why a lender may offer less than you expect
Existing borrowing reduces disposable income
Credit-card balances, personal loans, car finance and maintenance obligations are assessed alongside the new mortgage. Even when a debt is nearly repaid, its recorded payment can reduce the amount available under the lender’s model.

Household spending is higher than the initial estimate
Childcare, travel, food, council tax, utilities, subscriptions and property charges can materially change the result. A declared budget that omits regular costs may be challenged when statements or other evidence are reviewed.
The term, payment basis or rate test changes the result
A shorter term generally produces a higher required payment. The lender’s treatment of future rates and the proposed initial fixed period can also reduce the amount that passes its affordability calculation.
Evidence is incomplete or inconsistent
If payslips, statements, accounts, tax returns or deposit records do not support the application, the lender may pause the case, ask questions, exclude an income stream or reassess the amount.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →How closely do lenders look at bank statements?
Recent bank statements are commonly used as supporting evidence, alongside income documents and deposit proof. They allow the lender to compare declared income and regular spending with money actually entering and leaving the account. The exact period requested and the depth of review vary by lender and case.
For an employee, statements can support payslip information and household expenditure. For a self-employed applicant, they may be considered with business accounts and tax information. A statement is evidence for the lender’s affordability assessment, not a guarantee that every transaction will be treated identically by every provider.
Practical preparation checklist
- List every applicant’s gross and net income, employment status and length of service.
- Identify which income is basic and which is variable, and gather the relevant evidence for each.
- Record all credit commitments, including balances, monthly payments and finance agreements.
- Prepare a realistic household budget covering bills, childcare, travel, food, subscriptions and property costs.
- Keep recent bank statements, payslips and deposit evidence available.
- If self-employed, organise business accounts and tax information for the period the lender requests.
- Check the proposed term and repayment basis against a budget that still works if rates or income change.
- When comparing estimates, ask whether each figure is a calculator result, agreement in principle or full underwriting decision.
When a broker or comparison service can help
MoneyHelper points consumers towards comparison websites and brokers, while warning that comparison sites may not show the same results. An adviser can explain which lenders are more likely to accept particular income types or documentation, but no intermediary can guarantee an offer before a lender completes its own underwriting.
When you compare estimates, ask five questions: which income streams are counted; how debts and regular spending are treated; what term and repayment basis are assumed; which rate-stress method is used; and whether the figure is an illustration, agreement in principle or full decision. Those differences explain why two estimates can diverge without either being an error.
