Meta, Microsoft and Amazon are all spending heavily on AI, but they are trying to turn that investment into different businesses. Meta uses AI first to improve recommendations, advertising and engagement across Facebook, Instagram and WhatsApp, while extending the same research into wearables and future computing devices. Microsoft is packaging AI for enterprises through Azure, Copilot, Microsoft Foundry, GitHub and agent software, with cloud consumption and subscriptions as its main monetization. Amazon is making AWS a broad AI platform built around Bedrock, SageMaker, custom Trainium and Graviton chips, and a large menu of partner and in-house models. Their 2026 capital-expenditure forecasts—$115-$135 billion for Meta, roughly $190 billion for Microsoft and about $200 billion for Amazon—are not directly comparable because they cover different companies, scopes and fiscal periods.
What is the central difference between Meta, Microsoft and Amazon’s AI strategies?
The shortest useful comparison is to ask who pays, where the models are distributed and how infrastructure becomes revenue.

| Company | Primary paying customer | Main distribution | Near-term AI monetization | Long-term option |
|---|---|---|---|---|
| Meta | Consumers and advertisers | Facebook, Instagram, WhatsApp, recommendation systems and devices | More engagement, better ad performance and device sales | Wearables, assistants and new computing platforms |
| Microsoft | Enterprises, developers and knowledge workers | Azure, Microsoft 365, Windows, GitHub, Dynamics and enterprise channels | Copilot subscriptions, Azure usage and software features | Autonomous enterprise agents and a full-stack AI platform |
| Amazon | AWS customers, developers, AI labs and shoppers | AWS console, Bedrock, SageMaker, custom chips and the retail ecosystem | AWS consumption, chips and enterprise AI services | AI across cloud, retail, advertising, logistics, robotics and devices |
Meta’s distinctive asset is the feedback loop from billions of consumer interactions: recommendation quality can increase time spent, which creates more opportunities for advertising and further model training. Microsoft’s asset is placement inside work already paid for by companies. Amazon’s asset is AWS data gravity and the ability to make model training and inference cheaper through its own silicon.
That means there is no single winner on every definition of “strongest.” Meta has the most direct consumer feedback loop, Microsoft has the broadest enterprise distribution, and Amazon offers the broadest infrastructure and model-choice marketplace.

How is Meta using AI, and what does it actually sell?
Meta’s AI strategy is primarily an extension of its advertising and consumer-app business, not a standalone public-cloud offering. Its 2025 Form 10-K lists AI, Reels and the discovery engine, wearables, monetization, youth, platform integrity and infrastructure among its 2026 priorities.
Recommendations and advertising are the economic core
AI chooses much of what people see in Meta’s apps and helps match advertisements to likely responders. Better ranking and generative systems can increase time spent, improve ad relevance and raise advertiser outcomes. The company can monetize those improvements without charging users for an AI model, because the economic output appears in advertising demand and engagement.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsMeta is also funding a device and research option
Meta’s Reality Labs work covers virtual- and augmented-reality devices, software, neural interfaces and other foundational technologies. The 2025 Form 10-K says 82% of Meta’s 2025 costs and expenses were in the Family of Apps segment and 18% in Reality Labs, and that Reality Labs is expected to operate at a loss for the foreseeable future. This is a long-duration bet on wearables and new interfaces rather than a near-term profit center.
Why Meta is building so much capacity
Meta anticipated approximately $115 billion to $135 billion of 2026 capital expenditures to support AI and its core business. Its fourth-quarter 2025 outlook identified infrastructure costs, third-party cloud spending, depreciation, infrastructure operations and technical talent as major drivers of 2026 expense growth. Hiring is being directed particularly toward AI, and capital-expenditure growth is also tied to Meta Superintelligence Labs.
Unlike Microsoft and Amazon, Meta’s cited disclosures place less emphasis on selling general-purpose compute to outside customers. Meta builds capacity mainly to serve its own recommendations, ads, research, assistants and devices. That can produce powerful internal benefits, but it gives investors fewer direct AI consumption metrics than a cloud provider reports.
How does Microsoft’s enterprise AI stack work?
Microsoft describes its fiscal 2026 approach as “model-forward and agent-first.” The stack runs from infrastructure and models up through tools that let companies deploy agents inside familiar business software.

Copilot turns AI into a software subscription
Microsoft 365 Copilot, GitHub Copilot and related products put generative AI in daily work. Microsoft reported more than 30 million paid Microsoft 365 Copilot seats and 50 million GitHub Copilot users in its fiscal 2026 annual report. These products give Microsoft a direct subscription route while also driving Azure workloads behind the scenes.
Azure and Foundry provide the metered layer
Microsoft Foundry combines models with enterprise knowledge, tools and controls so developers can build and govern agents. The company said Foundry had surpassed 100,000 customers and offered more than 11,000 models, including models from OpenAI, Anthropic, Mistral, SpaceXSI and Microsoft’s own MAI family. That catalog reduces dependence on any one model supplier and lets customers select models for cost, capability or compliance reasons.
Microsoft Cloud revenue reached $214.4 billion in fiscal 2026, up 27%, while Azure and other cloud services grew 41%, according to the company’s annual report. The business model mixes subscriptions, consumption, advertising and hardware, so not every dollar of cloud growth is an AI dollar. Still, Azure is the clearest channel through which Microsoft converts AI demand into usage revenue.
Custom chips are intended to improve unit economics
Microsoft’s Maia 300 and Cobalt 200 processors are part of a full-stack efficiency strategy. Owning more of the silicon, systems and software can lower the cost of serving agents and models, although the company still relies on a large external supply chain and partner models.

Microsoft said it expected roughly $190 billion of calendar-2026 capital expenditures and expected compute capacity to remain constrained through 2026. That figure is a calendar-year expectation, not the same reporting period as Meta’s 2026 guidance or Amazon’s company-wide forecast.
How is Amazon building an AWS-centered AI platform?
Amazon’s AI strategy starts with AWS and treats AI as a multiplier across the rest of the company. Customers can build models, choose among many models, run inference, create agents and optimize costs without leaving AWS.

Bedrock and SageMaker cover different stages
SageMaker is positioned for model building and customization. Bedrock provides access to frontier and other models for inference and application development. Amazon also offers Nova models and works with strategic partners, giving customers a choice rather than forcing a single model family.
Agents are becoming a product category
Amazon’s 2025 shareholder letter describes Strands for agent building, AgentCore for secure agent environments, and turnkey agents such as Kiro, Transform and Quick. These products are intended to move AWS beyond raw compute toward complete workflows that can be metered as services.

Amazon says Trainium2 delivered about 30% better price-performance than comparable GPUs and that Trainium3 was 30%-40% more price-performant than Trainium2. It also says Trainium could save tens of billions of dollars in annual capital expenditure at scale. Those are Amazon’s claims, not independent benchmarks, but they explain why custom silicon is central to the strategy.
Amazon’s fourth-quarter 2025 release said Trainium and Graviton had a combined annual revenue run rate above $10 billion, Trainium2 was fully subscribed with 1.4 million chips landed, and Bedrock was used by more than 100,000 companies. AWS reported $128.7 billion of 2025 sales and $45.6 billion of operating income. In the 2025 shareholder letter, Amazon said AWS had a $142 billion revenue run rate in the fourth quarter of 2025, growing 24% year over year, and that AWS AI revenue had exceeded a $15 billion annual run rate in the first quarter of 2026.
Partnerships secure capacity and model access
Amazon and Anthropic expanded their collaboration with Anthropic committing to secure up to 5 gigawatts of current and future Trainium capacity. Amazon announced a $5 billion investment immediately and up to $20 billion more. Such deals can anchor demand for AWS infrastructure while giving Amazon a major model partner.
Which company is spending the most on AI infrastructure?
On the headline numbers, Amazon’s approximately $200 billion company-wide 2026 capital-expenditure forecast is largest, followed by Microsoft’s roughly $190 billion calendar-2026 expectation and Meta’s $115-$135 billion range. That ranking should not be treated as a clean AI-spending league table.

| Company | Reported 2026 figure | Scope and qualification |
|---|---|---|
| Meta | $115-$135 billion | Expected 2026 capital expenditures for AI and the core business; range from Meta’s 2025 Form 10-K |
| Microsoft | About $190 billion | Expected calendar-2026 capital expenditures; management said compute remains constrained |
| Amazon | About $200 billion | Expected company-wide 2026 capital expenditures, including AI, chips, robotics and low-earth-orbit satellites |
Amazon’s number includes businesses far beyond AI infrastructure, while Meta’s range covers both AI and its core operations. Microsoft’s figure is stated for the calendar year, whereas Microsoft reports on a fiscal year. The useful question is not simply who spends most, but whether capacity is converted into profitable usage, higher advertising returns or durable software subscriptions.
Is Meta competing with Microsoft and Amazon in cloud AI?
Only partially. Meta competes for AI talent, chips, data-center capacity and model leadership, but its primary distribution is through its own apps and devices. Microsoft and Amazon explicitly sell AI infrastructure and development services to outside organizations; Meta’s disclosed strategy is chiefly to improve its internal products and develop future consumer hardware.
Meta’s open-model research can still influence the market by giving developers alternatives and shaping standards. However, an open model is not the same business as a managed cloud service: the provider must monetize through another channel, which for Meta is mostly advertising, engagement and devices.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What does each company’s model posture mean for customers?
- Meta: invests in its own research and models and distributes open models, with the main payoff occurring inside its consumer ecosystem.
- Microsoft: combines OpenAI and other partner models with its MAI family, then adds enterprise identity, security, data and governance around them.
- Amazon: emphasizes choice through Bedrock, alongside Nova and strategic partners, while using its own chips to influence the cost of whichever model a customer selects.
Model choice lowers lock-in but can complicate evaluation, monitoring and billing. A company choosing a platform should test its own data, latency, security and workload economics rather than assuming the largest catalog is automatically best.
How should investors compare the three strategies?
Use the same questions for every company instead of ranking them on one capex number.
- Who is the paying customer? Meta depends on advertisers and consumer engagement; Microsoft on enterprises and developers; Amazon on AWS workloads plus commerce and advertising customers.
- Where does inference run? Meta primarily runs it for its own apps and devices. Microsoft and Amazon run customer workloads in hyperscale clouds as well as internal systems.
- Which products distribute the models? Meta has social apps and wearables; Microsoft has Copilot, Azure, Microsoft 365, GitHub and Dynamics; Amazon has Bedrock, SageMaker, chips and retail channels.
- How does infrastructure become revenue? Look for ad yield and usage metrics at Meta, paid seats and Azure consumption at Microsoft, and AWS revenue, chip adoption and service usage at Amazon.
- How much depends on proprietary versus partner models? More partner choice can speed adoption, while proprietary models and silicon can improve differentiation and economics.
- Which existing business funds the bet? Meta’s Family of Apps funds Reality Labs losses; Microsoft’s software and cloud franchises fund capacity; Amazon’s AWS operating income funds an unusually broad expansion.
For a personal-finance reader, the practical lesson is to separate strategic potential from current earnings. AI capital spending can rise long before revenue appears, and depreciation, energy, employee costs and chip commitments can pressure free cash flow. Conversely, a company can monetize AI without selling a named AI product if recommendations improve ad performance or software retention.

Which company has the strongest AI platform?
The answer depends on the job. Meta is strongest where consumer recommendation, advertising feedback and device experimentation matter. Microsoft is strongest for an organization already standardized on its productivity, developer and cloud tools. Amazon is strongest when a customer wants infrastructure breadth, multiple model choices and the ability to tune cost with custom chips.
Microsoft’s annual report calls its stack “model-forward and agent-first.” Amazon CEO Andy Jassy has described AI as “not a standalone initiative—it’s a multiplier.” Those descriptions capture the difference: Microsoft is turning AI into enterprise agents and subscriptions, while Amazon is making AI a layer across AWS and its other businesses. Meta’s filings point instead to AI as the engine of discovery, monetization and a future wearable-computing platform.

Does Meta offer an AWS-style public cloud for AI developers?
Meta’s cited strategy does not emphasize a general-purpose public cloud comparable to Azure or AWS. Its infrastructure is primarily used for Meta’s own apps, recommendations, advertising systems, research and devices, although its model research can be released for outside developers.
Why can Amazon’s $200 billion capex forecast not be compared directly with Meta’s range?
Amazon’s figure covers the whole company and explicitly includes AI, chips, robotics and low-earth-orbit satellites. Meta’s range covers AI and its core business, while Microsoft’s figure is a calendar-year estimate, so the scopes and reporting periods differ.
What is the difference between Microsoft Copilot and Amazon Bedrock?
Copilot is a set of user-facing assistants and software features embedded in Microsoft products such as Microsoft 365 and GitHub. Bedrock is an AWS service layer that lets developers select models and build their own applications and agents.
Why are custom AI chips important to both Microsoft and Amazon?
Training and serving models require large amounts of specialized compute. Chips designed in-house can improve price-performance, supply control and workload-specific efficiency, but the savings figures published by the companies are management claims rather than independent benchmarks.
