The local Retail Selling Price (RSP) is set for your market and date. A subsidy is not normally a discount at the door; under PAHAL, it is transferred to the consumer’s linked bank account. Delivery-related costs are part of the distributor commission structure described by the Ministry of Petroleum and Natural Gas, but that evidence does not establish that every household owes a separate delivery fee.
To budget accurately, record the city, OMC, cylinder size, booking date, cash memo total, any separately listed charge and the date and amount of the subsidy credit. Do not use an old Delhi price or a national “current rate” as a substitute for your own invoice.

What an LPG refill really costs your household
Think of a refill as a two-stage transaction:
- Gross payment: you pay the RSP shown for your location, cylinder category and purchase date, normally when the distributor delivers the cylinder.
- Possible subsidy credit: if you meet the applicable scheme rules, the subsidy is transferred later to your linked bank account.
Your budgeting formula is therefore:
Net household cost = amount on the cash memo − subsidy actually credited to your bank account.
The two amounts can fall in different weeks or months. A bank credit that is delayed, rejected or sent to an unlinked account does not reduce the cash you needed on delivery day, even if you were eligible in principle. Keep the gross payment and the eventual credit as separate entries in your household ledger.

Why two households can have different net costs
Subsidy rates can vary by market, and eligibility depends on the consumer category and the scheme period. Cylinder size also matters: a domestic 14.2 kg refill is not priced on the same basis as a 5 kg or 10 kg cylinder, and commercial cylinders are a separate market category. The same family may therefore see a different result after moving city, changing cylinder size or crossing a scheme limit.
Why LPG prices change by city and date
The Ministry of Petroleum and Natural Gas says domestic LPG pricing is linked to international markets, with Saudi Contract Price (Saudi CP) used as a benchmark. The Government modulates the effective domestic price, so a change in the international benchmark does not translate mechanically into the same rupee change for every consumer. India imported about 60% of its LPG requirement, according to the Ministry’s January 2026 release, making global supply conditions relevant to domestic prices.
That release reported Saudi CP rising about 21%, from US$385 per metric tonne in July 2023 to US$466 in November 2025. Those figures explain why prices can move over time; they are not a formula for calculating your next refill. Your OMC’s dated local rate and cash memo remain authoritative for the transaction.

The difference between the Ministry’s older Delhi snapshot and the IndianOil table illustrates why quoting one “current national price” is misleading. Before setting aside money, check your OMC’s current rate for your city, cylinder size and booking date.
How the PAHAL subsidy reaches your bank account
PAHAL has operated since January 2015. The Ministry describes its mechanism this way: domestic LPG cylinders are sold at a uniform RSP within the market, and any applicable subsidy is transferred directly to the consumer’s bank account. In practical terms, the distributor still collects the transaction amount shown on the invoice; the subsidy is a separate banking event.
What determines whether a subsidy applies
- Consumer category: PMUY beneficiaries and other domestic consumers can be subject to different rules and amounts.
- Market: PPAC states that subsidy rates differ by market.
- Cylinder count: PPAC’s FAQ states a cap of 12 subsidised 14.2 kg domestic cylinders per beneficiary. Treat this as the FAQ’s stated cap and verify the current rule if your household is near the limit.
- Scheme period: an announced amount can be limited to a particular financial year and cannot be assumed to continue unchanged.
- Bank linkage and account status: a credit can fail or be delayed if the linked details are incorrect or the account cannot receive the transfer.
What the ₹300 PMUY figure does—and does not—mean
The Ministry’s January 2026 announcement described a targeted ₹300 subsidy per 14.2 kg cylinder for PMUY consumers for up to nine refills during financial year 2025–26. The Delhi example of ₹853 for a non-PMUY consumer and ₹553 for a PMUY beneficiary reflects that stated ₹300 difference in the November 2025 context.

Biometric authentication and subsidised booking after 1 October 2026
A Ministry release dated 19 September 2026 says biometric Aadhaar Authentication (BAA) is required from 1 October 2026 to book subsidised domestic refills at the regulated RSP with applicable subsidy. Consumers who have already completed authentication do not need to repeat it.
Where authentication can be completed
If you are not yet authenticated, the release lists three routes:
- Complete it during delivery of a refill.
- Visit your LPG distributor’s showroom.
- Use your OMC’s app: IndianOil ONE, HelloBPCL or HP PAY.
Authentication is an access condition for subsidised booking at the regulated RSP; it is not itself a promise of a particular subsidy amount. If you choose not to authenticate, the same release says you may register that choice and receive market-price 5 kg or 10 kg cylinders, subject to local OMC availability. Ask the distributor which sizes and prices are available before relying on that alternative.

Is LPG delivery charge included in the cylinder price?
The clearest official figure is not a household delivery fee. A Lok Sabha reply reports distributor commission of ₹73.08 per 14.2 kg cylinder across India, including rural areas, and says this commission includes establishment costs, delivery charges and distributor margins.

That wording supports saying delivery costs are reflected within the distributor commission framework. It does not support any of the following conclusions:
- that every household must pay a separate delivery fee;
- that the entire ₹73.08 is a delivery fee;
- that every distributor prints the components in the same way; or
- that a separately named charge on one invoice is automatically valid.
How to handle a separately listed charge
Compare the cash memo with your booking confirmation and the OMC’s local rate for that date. If the invoice shows an additional line labelled delivery, service or another fee, ask the distributor to explain its basis and whether it is part of the published RSP or a separately authorised charge. Keep a photograph or digital copy of the invoice before raising a complaint.
How to build a realistic LPG budget
Use a six-field refill record
For every booking, record:
- City and delivery address.
- OMC and distributor.
- Cylinder size and category (for example, domestic 14.2 kg).
- Booking and delivery dates.
- Cash memo total and each line item.
- Subsidy amount and date actually credited to the linked bank account.
After three or four refills, calculate your average gross cash need and your average net cost separately. This prevents a subsidy that arrives late from making one month appear artificially cheap and the next month unusually expensive.
Illustrative calculation using a confirmed historical example
In the Ministry’s November 2025 Delhi snapshot, the reported non-PMUY amount was ₹853 and the PMUY amount was ₹553, a ₹300 difference. If a qualifying PMUY consumer paid the applicable gross amount and received the stated ₹300 credit, the arithmetic is ₹853 − ₹300 = ₹553 net. This is an explanation of that dated example, not a quotation of the current rate or a guarantee of a 2026–27 credit.

Plan for the cash-flow gap
Budget the full amount shown at booking or delivery, not the hoped-for net amount. Keep a small LPG reserve equal to one refill’s gross price so a delayed bank transfer does not force you to borrow for an essential fuel purchase. When the credit arrives, return it to that reserve or record it as a reduction in the month’s net fuel cost.

When a refill appears more expensive than the previous one, compare like with like in this order:

What to do when a subsidy is missing
Use this sequence before concluding that the subsidy was denied:
- Check the booking record for the consumer number, cylinder category and transaction date.
- Read the cash memo and confirm the amount actually collected.
- Review the bank account linked to the LPG consumer record, including recent credits and rejected transactions.
- Confirm that your category, refill count and authentication status meet the applicable rules for that period.
- Ask the distributor to trace the transaction and provide a complaint reference.
- If it remains unresolved, contact the OMC through its official website or app, visit the distributor office, or use the Ministry-listed LPG query helpline 1800 2333 555. The Ministry also lists CPGRAMS and OMC chatbots as complaint routes.
For a gas leak, fire or other LPG accident, use the separate emergency helpline 1906, not the subsidy-query number.
Common budgeting mistakes to avoid
- Using a national average: your city, OMC and date determine the relevant RSP.
- Subtracting an expected subsidy at checkout: PAHAL’s mechanism is a bank transfer, so the cash requirement can be the full invoice amount.
- Treating the ₹300 PMUY figure as permanent: it was announced for up to nine refills in FY 2025–26; the available announcement does not establish FY 2026–27 terms.
- Calling ₹73.08 a delivery fee: the parliamentary reply describes it as total distributor commission including establishment cost, delivery charges and margin.
- Comparing domestic and commercial cylinders: they are different market categories.
- Ignoring authentication: after 1 October 2026, incomplete BAA can prevent subsidised booking at the regulated RSP.
- Discarding the cash memo: it is the evidence needed to reconcile the booking, payment and any disputed line item.
A practical rule for your monthly household plan
Set aside the full local RSP before each refill, then treat any subsidy credit as a later reimbursement rather than an instant discount. Recheck the OMC’s dated rate whenever prices change, record the invoice and bank credit together, and verify eligibility, refill limits and biometric authentication before assuming a subsidised booking will be available. This approach keeps your cash-flow plan conservative while still capturing the subsidy you are actually entitled to receive.
