IT services firms usually price generative AI work according to how much is known about the scope: time-and-materials or cost-plus for uncertain discovery, fixed-price milestones for a tightly defined pilot, and a hybrid or managed-service fee for production operations. Outcome-based pricing is possible, but only when the result can be measured, attributed to the work and defined in the contract. There is no reliable universal price for an “AI project”: data readiness, integrations, security, testing, staffing, delivery geography and ongoing support can make two projects with similar labels cost very different amounts.
How much does a generative AI project cost?
Public prices are scarce, and the figures that are published describe entry prices for selected firms—not a standard market rate or a quote for your scope. Gigabit’s 2026 review of 122 AI-service firms found that 50% published no price, 23% published a fixed or “from” price, and 27% published only ranges, minimums or hourly rates. None of the 13 large IT and consulting firms in its sample published an AI-service price.

These are directional lower-bound indicators for firms disclosing prices, not market-wide averages, guaranteed project budgets or like-for-like quotes. Gigabit cautions that integrations can make a real project cost more. Its figures do not establish a regional rate or predict what a particular buyer will pay.
The gap between those two entry-price medians is a useful warning against treating a demo as a production budget. A production implementation can require engineering, data pipelines, retrieval or tool integration, identity and security controls, monitoring, evaluation, deployment, change management and continuing support. Ask for those components to be priced explicitly rather than assuming they are included in a pilot fee.

Which pricing model will an IT services firm use?
The pricing model often follows the maturity of the scope. When requirements and risks are still being discovered, a firm may use time-and-materials or cost-plus; when deliverables and acceptance tests are clear, a fixed milestone price becomes more practical. Production may combine implementation milestones with a recurring service fee and consumption charges.
| Pricing model | Where it can fit | What to clarify in the proposal |
|---|---|---|
| Time-and-materials | Discovery or work whose scope is not yet settled | Staffing roles, rates, estimated effort, approval controls and what triggers a scope change |
| Cost-plus | Work priced from an underlying delivery cost and an agreed charge or margin | Which costs are included, how they are documented and how any pass-through expenses are handled |
| Fixed-price milestones | A bounded pilot or implementation with defined deliverables and acceptance criteria | Milestone outputs, assumptions, exclusions, acceptance tests and change-control terms |
| Hybrid or managed-service fee | Production work that combines implementation with ongoing operation or improvement | Recurring service scope, service levels, support, consumption charges and responsibilities for third-party costs |
| Per-user pricing | A service priced according to the number of covered users | What counts as a user, what capabilities are included and whether usage or infrastructure charges are separate |
| Outcome-based component | A bonus or risk-share tied to a measurable result | Baseline, measurement period, attribution, exclusions, cap and audit rights |
These categories can be combined. For example, a buyer can agree to a fixed fee for a defined implementation milestone and a separate monthly fee for ongoing operations, with model or cloud consumption billed separately. The point is not to choose one label; it is to make the fee, delivery responsibility and risk allocation understandable for each phase.
Historical models remain common. Gartner analysts Don Ribar and Katie Gove wrote in a 19 January 2024 pricing-model abstract that “Historical pricing methods such as fixed price or time and materials remain popular for tech service providers.” TSIA reported on 11 April 2025 that “cost-plus and per-user pricing remain the primary methods for technology products and services,” while difficulty measuring and communicating customer outcomes impedes value-based pricing. Avasant reported in February 2025 that “fixed-price and hybrid pricing models continue to dominate, while output and outcome-based models gain momentum.” These observations describe pricing trends, not a promise that a particular firm offers every model.
What should each project phase include in its quote?
Ask the firm to separate discovery, pilot, production and ongoing operation. A single total that combines all four can conceal assumptions and make competing proposals difficult to compare.

1. Discovery and readiness
Discovery should establish whether the proposed use case is feasible and what delivery will require. A capped diagnostic or fixed workshop can cover the data inventory, use-case selection, architecture, and security and governance assessment. The quote should say what findings or artifacts you receive and whether the firm is committing to implementation or only assessing options. If discovery is time-and-materials, request a cap, decision points and approval before additional work begins.
2. Pilot or proof of concept
A pilot is easiest to price as a fixed milestone when its boundary is genuinely clear. Specify the deliverables, model or API assumptions, integration boundaries, test set and acceptance criteria. Define what counts as a successful result and what the firm will provide if the result falls short: for example, correction within scope, a re-test, or a documented closeout. Do not treat the published $12,000 median as a budget recommendation; it is only a directional entry-price figure from the subset of firms that published a pilot, proof-of-concept or MVP price.

Production scope should identify the engineering and operational work required to put the system into use. Ask the proposal to itemize data pipelines, retrieval or tool integrations, identity and security controls, observability, evaluation, deployment and change management where they apply. Set milestone payments against deliverables and include a written change-control process: what constitutes work outside scope, who approves it, and how its cost and schedule impact are estimated before the work proceeds.
4. Run and improve
Ongoing operation is a separate commercial commitment from building the system. A monthly managed-service fee can be paired with consumption pass-through and service-level terms. The agreement should identify who pays model, cloud and third-party licensing charges, how those charges are reported, and which party monitors usage. State what support and improvement work the recurring fee covers, along with the service levels and escalation path.

Why do AI proposals differ so much in price?
The label “AI agent” or “GenAI pilot” does not define a comparable scope. Two vendors may quote for different deliverables, assume different levels of client readiness, or put cloud, model and integration costs in different places. Gartner analysts Jaideep Thyagarajan and Sundar Viswanathan warned in a published abstract on 28 October 2024: “Costs associated with GenAI services can rapidly escalate due to extreme vendor dependencies, poor internal expertise and ad hoc sourcing decisions.”
Use these cost drivers to probe a proposal’s assumptions:
- Data readiness: Is the client data identified, accessible and prepared, or must the vendor inventory, clean, structure or connect it?
- Integration boundaries: Which systems, tools and workflows are included? Are new connectors or substantial custom engineering assumed?
- Security and governance: What identity controls, security review, governance work and regulatory controls are included?
- Testing and reliability: Who supplies the evaluation set, what tests are run, and what acceptance threshold applies?
- Staffing and geography: Which roles are assigned, where will they work, and what is the staffing mix? Everest Group’s 2024 PriceBook covers about 65 IT, BPO and consulting roles across onshore, nearshore and offshore geographies, and highlights staffing mix, shoring mix and technology-skill premiums as cost dimensions. The available evidence does not establish directly comparable public regional GenAI role day-rates.
- Operations and change: Is deployment, user adoption, training, support or post-launch improvement inside the quoted scope or priced separately?
- Vendor and infrastructure dependencies: Which model, cloud or other third-party services does the design rely on, and who pays their charges?
These are not just technical details. They determine whether a fixed fee transfers meaningful delivery risk or merely fixes the price of a narrowly defined deliverable while leaving important work outside the contract.
How should you compare AI-services proposals?
Issue each bidder the same use case, deliverables, assumptions and acceptance tests, then normalize the proposals before comparing totals. Since large consultancies often do not publish list prices, a shared scope is more useful than comparing headline prices from unrelated websites.

- Write a common scope. Describe the business use case, users, systems to integrate, expected outputs and whether the request is for discovery, a pilot, production implementation or ongoing operation.
- Require an assumptions-and-exclusions list. Ask each firm to identify client responsibilities, data conditions, integration limits, included environments and anything explicitly outside the fee.
- Normalize staffing and delivery geography. Compare the proposed roles, staffing pyramid and onshore, nearshore or offshore mix, rather than judging only the total. Ask how specialist technology skills affect the estimate.
- Separate service fees from pass-through costs. Request a clear account of model, cloud and third-party licensing charges, who pays them, and how usage will be reported. Thomson Reuters Institute found no single industry-wide policy for passing those costs through.
- Compare acceptance, warranty and support. Check the test set and acceptance criteria, what happens when a milestone fails, how long any warranty lasts, and what support is included after handover.
- Review change orders and service levels. Understand who can authorize added work, how the rate or fee is determined, and which service-level commitments apply once the system is live.
- Check ownership and exit terms. Confirm the contract’s treatment of data, deliverables and access, along with termination rights and the steps for transition if the relationship ends.
- Evaluate outcome claims separately. If a vendor offers a performance bonus or risk-share, demand a defined baseline and measurement method before comparing that promise with a fixed fee.
Compare total expected commercial exposure, not just the implementation line. A low fixed price may exclude the work that another firm includes; a time-and-materials estimate may be an estimate rather than a cap; and a recurring service fee may not include usage charges. Put these differences side by side so that the decision reflects scope and risk as well as the quoted amount.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When does outcome-based pricing make sense?
An outcome component makes sense only when both parties can agree on what result counts, how it will be measured and what portion of that result is attributable to the contracted work. Otherwise, the fee can become a dispute about baseline performance, external factors or measurement rather than a useful incentive.
Before signing, define the baseline, measurement window, attribution rules, exclusions, cap and audit rights. Agree who owns the measurement data and how disagreements will be resolved. The outcome measure should be one both sides can inspect, not simply a vendor-selected metric reported after deployment.
There is a practical measurement gap to account for: Thomson Reuters Institute reported in 2025 that only 38% of firms that measure GenAI ROI also actively measure client satisfaction. ROI alone may not capture whether users or clients regard a system as useful. A performance-linked fee should therefore state which outcomes matter and how each is verified, rather than using an unqualified promise of “value.” TSIA has also identified difficulty measuring and communicating outcomes as a main barrier to value-based pricing.

What should you take from the published pricing evidence?
Published figures can help establish that entry-level project prices are not always enormous, but they cannot substitute for a scoped quote. Gigabit’s 2026 sample shows that public prices are the exception and that its published pilot and production-agent medians come from different groups of firms. The median figures should not be read as a like-for-like price progression, a typical final invoice or an estimate for a project with your integrations and controls.
Expect the proposal to explain how it handles cost as the project moves from uncertain discovery to bounded delivery and then to production operations. A credible comparison makes scope, staffing, third-party expenses, acceptance, support and change control visible. If those elements are not clear, a single headline fee is not enough to tell you what the project will cost.

Frequently Asked Questions
Can a vendor guarantee that a generative AI project will deliver ROI?
A contract can define a payment tied to an agreed result, but that is different from guaranteeing business value in every circumstance. The guarantee is only assessable if the parties can verify the baseline, measurement method and attribution rules.
Why do large consultancies often require a custom quote?
In Gigabit’s 2026 sample, none of the 13 large IT and consulting firms published an AI-service price. That finding establishes how those firms presented prices in that sample; it does not establish each firm’s internal reason for doing so.
How can I tell whether a GenAI pricing benchmark is current?
Check the publication date, sample and type of figure before applying it to a current proposal. The figures cited here come from reports published in 2024, 2025 and 2026, and they measure different things rather than one standardized rate card.
Should a supplier’s ROI metric include customer or user satisfaction?
That depends on what the project is intended to improve, but satisfaction can reveal a result that a financial metric misses. Thomson Reuters Institute’s 2025 finding that only 38% of firms measuring GenAI ROI also actively measure client satisfaction shows that the measures are not automatically paired.
