Federal income-driven repayment (IDR) plans calculate your student-loan bill from your income and household information, not simply from the balance you owe. The selected plan uses its own definition of income, household allowance, percentage or alternate formula, eligibility rules, and payment limits. Your servicer issues the binding payment after processing your application.
For IBR, PAYE, and ICR, the basic sequence is to confirm which plan you can use, determine the plan’s discretionary-income measure, apply the plan formula, and then apply any cap or special condition. RAP uses a different formula based on adjusted gross income (AGI) and dependents. Federal Student Aid’s repayment calculator can estimate eligible options, but an estimate is not an approval or final bill.

What information determines an IDR payment?
Federal Student Aid describes an IDR payment as being based on “your income and family size or number of dependents, rather than on how much you owe.” The exact inputs and their treatment vary by plan. Before calculating, the Department of Education and your servicer must establish which plans your loans and borrower history permit.

- Household information: IBR, PAYE, and ICR use family size and a poverty-guideline allowance. RAP subtracts an amount for each dependent claimed on your federal tax return.
- Tax and filing information: The application uses tax information to verify income and household details. The online process may import IRS information when you consent and are eligible; manual entry is also available.
- Residence: ICR’s poverty-guideline calculation uses the borrower’s state and family size.
- Loan and borrower history: Loan type, original disbursement date, consolidation history, and borrower category can change which plans are available and which formula applies.
A balance can still matter indirectly. For example, some plans cap the calculated amount at the 10-year Standard payment, but the starting calculation itself is tied to income and household data.

The formulas are different by plan
There is no single IDR equation. The current Federal Student Aid comparison lists four formulas, and eligibility must be checked for your particular loans and history. The figures below are the current comparison as of information accessed October 13, 2026; plan status can change, so verify the live rules before applying.
| Plan | Payment calculation | Limit or qualifying condition | Current timing detail |
|---|---|---|---|
| IBR | 15% of discretionary income, or 10% for a qualifying new borrower | Payment is capped at the 10-year Standard amount. Repayment period differs by borrower category. | Eligibility depends on loan and borrower requirements. |
| PAYE | 10% of discretionary income | Calculated payment must be less than the 10-year Standard amount to qualify. | Scheduled to end no later than July 1, 2028. |
| ICR | The lesser of 20% of discretionary income or an income-adjusted payment on a 12-year fixed plan | The two calculated amounts are compared and the lower one is used. | Scheduled to end no later than July 1, 2028. |
| RAP | 1% to 10% of AGI divided by 12, minus $50 for each dependent claimed on the federal tax return | Minimum monthly payment is $10. The official comparison lists no payment cap. | Availability and eligibility are date-sensitive. |
The percentages in this table are not interchangeable. A borrower who qualifies for more than one plan can receive different payments because each plan uses different allowances, tests, caps, or alternate calculations.
How discretionary income is defined
The IDR application defines discretionary income for IBR and PAYE as annual income above 150% of the poverty guideline. In simplified form, the annual calculation is:
Recommended Free Tools
discretionary income = applicable annual income − 150% of the poverty guideline for the household

The resulting annual amount is multiplied by the plan percentage and divided by 12. IBR then applies its 10-year Standard cap. PAYE also has a qualification test tied to the 10-year Standard amount.
For ICR, the application uses AGI above the poverty guideline for the borrower’s state and family size. ICR’s annual discretionary-income amount is used in the 20% calculation, and the result is compared with the separate income-adjusted payment on a 12-year fixed plan. The lower of those two amounts becomes the payment before any other servicing details.
IBR
IBR starts with the plan’s discretionary-income definition, applies either 15% or 10%, and converts the annual result to a monthly amount. The 10% rate is limited to a qualifying new-borrower category; it is not automatically available to everyone who applies for IBR. The monthly amount cannot exceed what the borrower would pay under the 10-year Standard plan. The applicable repayment period also depends on the borrower category, so two IBR borrowers with similar income can have different schedules.

PAYE applies 10% to discretionary income as defined for that plan and divides the annual result by 12. The calculated amount must be less than the 10-year Standard payment for the borrower to qualify. PAYE is scheduled to end no later than July 1, 2028, so a borrower considering it must account for that scheduled end date and confirm current transition rules.

ICR
ICR uses the poverty-guideline calculation tied to AGI, state, and family size. It computes 20% of annual discretionary income, then compares that result with an income-adjusted payment based on a 12-year fixed schedule. The lower amount is used. ICR is scheduled to end no later than July 1, 2028; availability and any required move to another plan should be confirmed before enrollment.
RAP
RAP does not use the IBR/PAYE/ICR discretionary-income allowance. Its formula takes 1% to 10% of AGI, divides by 12, and subtracts $50 for each dependent claimed on the federal tax return. The resulting payment cannot be below $10. The current official comparison does not list a payment cap for RAP. Because this formula is tied directly to AGI and claimed dependents, changes in either can change the bill even when the loan balance is unchanged.
How to calculate the payment in the right order
Use this sequence when reviewing an estimate or checking whether a servicer’s number makes sense. It is a framework for understanding the calculation, not a substitute for an eligibility determination.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Identify eligible plans. Review loan type, disbursement date, consolidation history, borrower category, and any plan-specific new-borrower or payment tests. A formula cannot be applied to a plan you cannot enter.
- Choose the income measure. IBR and PAYE use the application’s discretionary-income definition based on AGI above 150% of the poverty guideline. ICR uses AGI above the poverty guideline for the applicable state and family size. RAP uses AGI directly.
- Verify household data. Enter the family size or number of dependents exactly as the plan and application request. For RAP, count dependents claimed on your federal tax return; for the other formulas, use the household information required for the poverty-guideline allowance.
- Apply the plan’s percentage or alternate formula. Multiply annual discretionary income by 15% or 10% for IBR, 10% for PAYE, or 20% for the ICR branch. For ICR, also calculate the 12-year fixed-plan alternative. For RAP, apply the 1%–10% AGI rate, divide by 12, and subtract the dependent amount.
- Apply caps, minimums, and tests. Compare IBR with the 10-year Standard cap, check PAYE’s less-than-Standard qualification test, select the lower ICR result, and enforce RAP’s $10 minimum.
- Convert annual figures to monthly. IDR application formulas use annual amounts; divide the annual result by 12 to obtain the monthly figure before any servicing or rounding conventions.
- Confirm the processed terms. After your application is processed, your servicer communicates the final payment and other terms. If the notice differs from an estimate, check the income, family, loan, and plan assumptions used.
Eligibility and plan availability change the result
The formula alone does not tell you which plan you can choose. Federal Student Aid says loan type, loan disbursement date, consolidation history, and borrower category can affect availability. A qualifying new borrower may receive the lower IBR percentage, while another IBR applicant may not. PAYE’s and ICR’s scheduled end dates also make the date of enrollment relevant.

As of information accessed October 13, 2026, Federal Student Aid says a court order ended SAVE. Borrowers enrolled in SAVE, or with a pending SAVE application, need to choose another plan. The current comparison includes RAP and IBR, while PAYE and ICR are scheduled to end no later than July 1, 2028. These statements describe the status reported at that date, not a promise that a plan will remain open or that every borrower qualifies. Check the current Federal Student Aid IDR FAQ and ask your servicer for an individual determination.

Federal Student Aid’s calculator is useful for comparing plans before submitting an application. A logged-in borrower can allow the tool to retrieve loan details. When eligible and authorized, it can import financial information from the IRS; manual entry is available when that import is not used.
- Open the Federal Student Aid repayment calculator.
- Sign in if you want the tool to retrieve your federal loan portfolio, or enter the requested loan information manually.
- Provide the income, tax-filing, family-size or dependent, and state information requested by the calculator.
- Review every plan for which the tool indicates an estimate, including the formula, monthly amount, eligibility notes, and any scheduled end date.
- Compare total paid, principal and interest, potential discharge amount, and the estimated end-of-term date—not only the first monthly figure.
- Submit the appropriate IDR application if you decide to enroll, then wait for the servicer’s processed terms and payment notice.
The calculator is an estimate. Federal Student Aid states that the servicer determines and communicates final terms, including the monthly payment, after processing the application.
Do these 3 things before closing this tab:

Federal Student Aid generally requires annual recertification of income and family or dependent information. Your notice should show a recertification date. The FAQ recommends submitting the information about 90 days before that date so there is time for processing.

You do not have to wait for the annual date when your circumstances materially change. You can submit updated information and request a recalculation. In general, a lower income or a larger family or dependent count can reduce an IDR payment; a higher income or a smaller family or dependent count can increase it. The exact effect depends on the plan’s formula and the information accepted for that request.
- Keep copies of income, tax, and household documents submitted.
- Check that the family size or dependents match the plan’s definitions, especially RAP’s federal-tax-return requirement.
- Confirm whether an income change is being used for an immediate recalculation or only at the next annual certification.
- Watch for a servicer notice showing the new amount and effective date.
- If processing is delayed near a deadline, contact the servicer and follow its instructions rather than assuming the old payment continues indefinitely.
Compare total cost, not just the monthly bill
A lower IDR payment can be valuable for cash flow, but it does not automatically mean a lower lifetime cost. Extending repayment can increase the interest paid. Federal Student Aid’s calculator is designed to show estimated monthly payment, total paid, principal and interest, potential discharge amount, and end-of-term date so you can evaluate the trade-off.
When two plans are available, compare the following in one view:
- Monthly formula, minimum, cap, and any qualification test.
- Loan-type and borrower-history eligibility.
- Scheduled plan end date and expected repayment duration.
- Estimated total paid and total interest.
- Whether a balance could remain for discharge and the expected timing.
- How often income and household changes could alter the payment.
- Any public-service-loan-forgiveness (PSLF) or other discharge outcome relevant to your situation, using the estimate as a planning aid rather than a guarantee.
Discharge can have tax consequences under applicable federal and state law. Consider that issue alongside the payment and balance projections, and obtain tax advice when the potential amount is significant.
A practical review checklist
- Gather your latest AGI or other requested income information, tax-filing details, household or dependent information, state of residence, and federal loan records.
- Check your loan type, disbursement dates, and consolidation history before assuming a plan is available.
- Use the current Federal Student Aid calculator to produce estimates for each eligible plan.
- Read the plan-specific formula: 150% poverty-guideline allowance for IBR/PAYE, the ICR state-and-family poverty calculation, or the RAP AGI-and-dependent formula.
- Look for IBR’s 10-year Standard cap, PAYE’s less-than-Standard test, ICR’s lower-of-two calculation, and RAP’s $10 minimum.
- Record the recertification date and aim to submit annual information about 90 days beforehand.
- Request a recalculation if income, family size, or dependents change and you need the payment updated sooner.
- Use the servicer’s processed notice as the official monthly payment, not an unprocessed calculator result.
The central rule is simple but plan-specific: income and household information drive the initial calculation, while eligibility rules, caps, minimums, scheduled plan changes, and servicing decisions determine the payment you actually owe.
