Your Houston-area mortgage payment can be substantially higher than principal and interest because property taxes and insurance are often collected through escrow. A practical estimate is monthly principal and interest plus one-twelfth of the annual property-tax bill, one-twelfth of the annual homeowners premium, and one-twelfth of any separate flood or wind coverage. The estimate is only a starting point: your servicer can change the escrow amount after reviewing actual bills, premiums and the account balance.
There is no single Houston tax rate or standard insurance price. The taxing jurisdictions attached to your parcel, its taxable value and exemptions determine the tax bill. Insurance depends on the home’s replacement cost, location, construction, claims history, deductibles and covered perils. Use the property’s official tax account and insurance quotes for a reliable budget.

What can be inside a Houston mortgage payment?
A lender’s monthly payment is usually described in two parts:
- Principal and interest: the amount applied to the loan balance and the lender’s interest charge.
- Escrowed costs: property taxes and insurance that the servicer collects and pays on your behalf.
The budgeting formula is:
Estimated monthly housing outlay = monthly principal and interest + annual property tax ÷ 12 + annual homeowners premium ÷ 12 + any separate flood or wind premium ÷ 12.

Property-tax money is sent to the applicable taxing jurisdictions, commonly through a tax assessor-collector. Insurance premiums are paid to the insurer. If you pay taxes or insurance yourself instead of using escrow, the costs still affect your annual housing budget; they simply are not included in the servicer’s draft.
Dividing each annual bill by 12 gives a planning figure, not a guaranteed lender quote. Servicers may collect a permitted cushion, account for the timing of tax bills, and recalculate after an annual escrow analysis. A shortage can require a higher monthly payment or a separate catch-up payment. A surplus may be refunded or credited, subject to applicable servicing rules. Principal and interest can remain unchanged while your total payment changes because taxes or insurance changed.
Why Houston-area property taxes vary by address
“Houston property tax” is not one citywide charge. A home can be taxed by a county, city or town, school district and special districts such as flood-control or hospital districts. Houston metro properties can also cross county boundaries. Each unit adopts its own rate, and the combination differs from parcel to parcel.
The bill is driven by three inputs:
- Taxable value: the value remaining after exemptions and other adjustments.
- Applicable taxing units: the county, school district, municipality and special districts serving that parcel.
- Each unit’s rate: usually expressed as dollars per $100 of taxable value for a specified tax year and rate type.
For each unit, calculate taxable value × rate ÷ 100, then add the resulting levies. Do not multiply a home’s value by a rate found under the city name and assume that is the complete bill.

What HCAD does—and does not do
The Harris County Appraisal District (HCAD) determines property values, taxability and exemptions for property in its appraisal district. HCAD does not levy taxes, issue the tax bill or collect payment. The taxing units adopt rates, and the tax office or other authorized collector sends and receives payment.
An HCAD account can show several jurisdictions and separate values or rates. That account is useful for identifying the parcel and exemptions, but the official tax bill for the correct year is the document to use when budgeting.
Adopted and effective rates are different figures
The Harris County Tax Office’s published table lists a Harris County adopted rate of 0.380960 per $100 for 2025 and 0.417500 for 2026. It lists a 2026 effective rate of 0.386670. These are rates for Harris County’s own unit, not a combined Houston-area rate. The same table separately lists the Harris County Flood Control District and Hospital District. Before using any rate, verify the tax year, taxing unit and whether the figure is adopted, effective or another statutory rate concept.

How to find the tax amount for a specific home
- Identify the exact parcel. Use the street address and account number in the appraisal-district search. Confirm that the legal description and owner information match the property.
- Review taxable value, not just an appraisal figure. Check the value used for taxation after homestead and other exemptions. An appraised or market value is not automatically the taxable value.
- List every taxing unit. Record the county, school district, city or town and each special district shown for that account.
- Obtain the adopted rate for the tax year. Check the Harris County Tax Office table or the relevant county’s official tax information, and distinguish the rate type.
- Calculate each levy. Multiply taxable value by that unit’s rate and divide by 100. Add all units to estimate the annual bill before any credits, penalties or payment-plan effects.
- Verify against the official bill. Use the tax office’s bill or account balance for the final amount. Confirm that exemptions were applied and that you are looking at the intended tax year.
The Texas Comptroller compiles rates reported by appraisal districts and organizes them by school district, city, county and special district. That compilation helps you locate rate information, but the property’s own account remains the best illustration of what a borrower owes.

Homeowners insurance: a benchmark, not a Houston quote
The Texas Department of Insurance (TDI) reported an average annual premium of $3,489 for Texas homeowners policies in 2025. Divided by 12, that is approximately $291 per month. It is a statewide average for the 2025 homeowners-policy category, not a Houston-specific quote or a prediction for your house.
TDI also reported an average insured coverage amount of $432,800 for those 2025 Texas policies. Premium and coverage amount must be read together: a policy insuring a larger or more expensive-to-replace home will not be comparable to a policy with lower limits. The figures come from the Texas Statistical Plan for Residential Risks.
| 2025 Texas homeowners statistic | Reported amount | How to use it |
|---|---|---|
| Average annual premium | $3,489 | Statewide context; roughly $291 per month when divided by 12 |
| Average insured coverage amount | $432,800 | Context for the homes and policy limits represented in the average |
Your quote can be higher or lower because insurers use different underwriting rules. TDI identifies replacement cost, construction materials, location, fire protection, claims history and credit information as factors that may affect the premium. The exact address, roof age and condition, deductible, prior losses and selected limits can also change the result under an insurer’s rules.

Flood damage
Most homeowners policies do not cover flood damage. If the home is in a designated flood zone, a mortgage lender requires separate flood insurance. Flooding can also occur outside mapped zones, so being outside a designation does not mean the risk or coverage question disappears. Ask for a separate flood quote and read the policy’s definition, waiting period, limits and exclusions.

Wind and hail
In coastal areas, including parts of Harris County on Galveston Bay, a homeowners policy might not cover wind and hail. Eligibility and availability depend on the property and insurer. The Texas Windstorm Insurance Association (TWIA) sells wind and hail coverage to eligible coastal residents who have been turned down by an insurer, with applications made through agents. Do not assume wind is included or excluded without checking the declarations page and endorsements.
If separate flood or wind policies are needed, add their annual premiums to the monthly budget using the same one-twelfth method. Also account for separate deductibles: a percentage wind deductible can produce a much larger out-of-pocket amount than the all-peril deductible shown on the main homeowners policy.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare insurance quotes on coverage, not premium alone
A low annual price is not an apples-to-apples deal if it carries lower limits, a different deductible or missing perils. Request quotes for the same address and compare these items side by side:
| Comparison item | Questions to ask |
|---|---|
| Dwelling limit | Is the replacement-cost limit sufficient to rebuild the home, rather than its market value? |
| Personal property and liability | Are contents, additional living expense and liability limits equivalent? |
| Valuation method | Does the policy pay replacement cost or actual cash value, and under what conditions? |
| Covered perils | Are wind, hail, water damage and other relevant perils included, excluded or subject to endorsements? |
| Separate policies | Is flood coverage required or advisable, and is a separate wind policy needed? |
| Deductibles | What is the dollar deductible, and is wind or hail calculated as a percentage? |
| Insurer and address | Was the quote issued for the exact property address, and is the insurer writing policies in that location? |
TDI recommends shopping around and comparing both rates and policy terms. Its HelpInsure resources provide sample-rate and policy-comparison information, but an actual quote for the property is still necessary.

How escrow changes your payment over time
At closing, a lender estimates future taxes and insurance and establishes an escrow account. The initial monthly amount may be based on the previous year’s bill, a preliminary assessment or an insurance quote. Later, the servicer reviews the account against actual invoices and expected due dates.
A payment can rise for several independent reasons:
- The taxing units adopted higher rates.
- Taxable value increased or an exemption changed or expired.
- A new city, school or special-district levy applies to the parcel.
- The insurer raised the premium after renewal or changed the policy terms.
- A separate flood or wind policy was added.
- The servicer identified an escrow shortage and is collecting it over the allowed period.
When your statement changes, compare the new escrow analysis with the underlying tax bill and insurance renewal notice. A higher total does not necessarily mean the lender changed the interest rate.

A practical worksheet for your own monthly estimate
- Write down the current annual property-tax bill for the exact parcel and tax year.
- Confirm every exemption and note whether an exemption is pending, approved or absent.
- Obtain at least two insurance quotes using identical dwelling limits, deductibles and endorsements.
- Add separate flood and wind premiums when the policies or lender require them.
- Divide each annual amount by 12 and add the results to the lender’s principal-and-interest quote.
- Set aside a buffer for renewal and tax changes, because the estimate is not a fixed promise from the servicer.
Keep copies of the declarations pages, tax statements, exemption notices and escrow analyses. Those documents let you identify whether a change came from the taxing authority, the insurer or the servicer’s reconciliation.
Why a neighbor’s payment can look completely different
Two houses on the same street may have different taxable values, homestead or other exemptions, school districts, municipal boundaries or special districts. One homeowner may have a newer roof, a larger replacement-cost limit, a different deductible or prior claims that affect the premium. Another may carry separate flood or wind coverage. Even when the sale prices are similar, those parcel and policy differences can produce different escrow amounts.
Common mistakes to avoid
- Using a single “Houston tax rate.” Build the rate from the property’s taxing units and tax year.
- Confusing appraised value with taxable value. Apply exemptions before calculating a levy.
- Treating the $3,489 figure as a local quote. It is a 2025 statewide average paired with an average insured amount of $432,800.
- Assuming standard insurance covers flooding. Most homeowners policies do not.
- Assuming coastal wind is automatically included. Check the policy and any separate wind requirement.
- Comparing premiums with different deductibles or limits. Normalize coverage before choosing on price.
- Ignoring escrow timing. A shortage or reserve adjustment can change the draft even when the annual bills themselves did not change in the same month.
For an accurate Houston-area budget, start with the parcel’s official tax account and current insurance declarations or quotes. Then add those annual costs to principal and interest, divide the annual amounts by 12, and revisit the calculation whenever a taxing unit, exemption, policy or escrow analysis changes.
