Most claims are filed in FORM GST RFD-01. A complete application receives an electronic RFD-02 acknowledgement; a deficiency is communicated in RFD-03, after which the claimant must correct the issue and file a fresh application. The evidence and calculation depend on the refund ground—such as exports, supplies to an SEZ, inverted duty, excess tax payment or a cash-ledger balance.
Keep a file that connects the RFD-01 figures to invoices, returns, electronic ledgers, payment or export evidence, reconciliations and declarations. The 60-day statutory order period under section 54 starts only when the application is complete in all respects; it is not a universal promise that money will reach the bank within 60 days of the first upload. Verify the latest law, notifications and portal instructions for the exact claim category and jurisdiction before filing.

How GST refund claims are checked
The framework is in section 54 of the Central Goods and Services Tax Act, 2017 (CGST Act) and Rules 89–90 of the CGST refund rules. State and Union Territory GST laws generally follow the same structure, but local instructions, amendments and portal validations can affect a particular claim. The official texts are published by the Central Board of Indirect Taxes and Customs (CBIC): CGST refund rules and CGST Act, section 54.
1. The officer identifies the claim before testing the numbers
Rule 89 generally requires an electronic RFD-01 application, but the relevant claimant, limitation period, annexures and calculation change with the ground. An exporter of goods, an exporter of services, an SEZ supplier, a person claiming unutilised input tax credit (ITC) because of an inverted duty structure, and a person seeking return of an excess payment do not prove entitlement in the same way. The officer therefore checks the registration, tax period, refund ground, tax-paid or LUT/bond route, tax heads and filing route before assessing the amount.

2. Completeness is screened separately from entitlement
The first question is whether the application contains the prescribed statements, declarations and documentary evidence. If it is complete, the electronic RFD-02 acknowledgement records that it can proceed for processing. If a deficiency is found, RFD-03 communicates it electronically. The applicant must correct the defect and submit a fresh application; a deficient upload does not become a complete claim merely because an ARN was generated. Rule 90 sets out this acknowledgement and deficiency process.
3. Evidence is matched to the legal entitlement
Section 54(4) requires prescribed evidence establishing that a refund is due. The officer may also test whether the claimant paid or bore the tax and whether its incidence was passed to another person (the unjust-enrichment issue). For a claim below ₹2 lakh, the Act provides a declaration route based on supporting material available to the applicant; the exact statement and supporting documents still depend on the current form and claim type. A claim can therefore be complete in form yet fail substantive scrutiny if its invoices, payments, returns or declarations do not support the amount.
4. The calculation is tested under the relevant rule
For unutilised ITC, section 54(3) limits the circumstances in which a refund is available. Rule 89 supplies the formulae for relevant categories, including the relationship between turnover, Net ITC, adjusted turnover and the amount claimed. The officer can compare those inputs with the electronic credit ledger, return data, invoice registers, export or SEZ evidence and tax-payment records. A mismatch may lead to a query, a reduced sanction or rejection of the unsupported portion.

5. Provisional payment is limited, not automatic
Section 54(6) permits a provisional refund of up to 90% of certain eligible zero-rated claims, excluding provisionally accepted ITC, subject to the statutory conditions. It is not available for every applicant or every refund ground. Where a provisional route is used, the remaining amount is determined after verification of the documents and the final eligibility. The rules and the officer’s orders control the sequence.
What documents are required for a GST refund?
Build the file around the claim ground. The list below is a practical retention schedule, not a substitute for the current Rule 89 annexures or portal fields. Keep the filed documents and the source records that allow an officer to reproduce every number.
| Record or evidence | What it allows the officer to check | Typical contents |
|---|---|---|
| RFD-01 and calculation pack | Claimant, period, ground, tax heads and arithmetic | ARN/reference, refund calculation workbook, formula inputs, declarations, undertakings and the exact statement uploaded |
| Refund correspondence and orders | Whether a deficiency, provisional decision or final order changed the claim | RFD-02, RFD-03, RFD-04, RFD-05, RFD-06, RFD-08, RFD-09 and any related notice or order actually issued; not every claim receives every form |
| Tax invoices and adjustment documents | Tax charged, recipient, supply date and eligible ITC | Purchase and sales invoices, credit and debit notes, delivery challans, receipt/payment/refund vouchers and tax-invoice registers |
| Returns and electronic ledgers | Reported turnover, tax paid, ITC availment and the debit supporting an ITC refund | Relevant GSTR filings, electronic credit ledger extracts, ITC registers, liability and payment records, and period reconciliations |
| Transport and stock evidence | Whether goods moved and the transaction is genuine | E-way bills where applicable, dispatch records, goods-receipt records, stock registers and delivery documentation |
| Export-of-goods evidence | That the goods left India and the invoices correspond | Shipping-bill or bill-of-export particulars, export invoice references and underlying customs, logistics and realisation records where applicable |
| Ground-specific evidence | Eligibility under the chosen category | Service-export contracts and payment evidence, SEZ endorsements, deemed-export authorisations, orders, payment references or other prescribed statements |
| Books and electronic source records | Traceability from the return to the original entry | General ledger, supplier and customer details, purchase and sales registers, source files, backups and audit-trail information |
The accounts and records rules identify many of these document classes and require applicable records to be maintained. Electronic records should be backed up, retrievable and capable of being produced in a readable form. An officer may ask how a figure in the refund workbook links to the source invoice, ledger entry and return. See the CBIC accounts and records rules.

Evidence by refund ground
Exports of goods
For a goods-export claim, preserve shipping-bill or bill-of-export particulars and the related export-invoice references required by Rule 89(2). Keep the invoice, packing and dispatch evidence, transport records, customs documentation and the return-period reconciliation together. The officer is checking that the exported supply, tax treatment and amount in the refund statement refer to the same transactions, not simply that a shipping bill exists.
Exports of services
Service-export claims require evidence appropriate to the service-export conditions and the prescribed statement. Retain the contract or work order, invoices, proof of receipt of consideration through the permitted channel, customer and place-of-supply details, and the reconciliation to returns and the refund calculation. Do not use the goods-export checklist as a universal substitute: Rule 89 distinguishes the categories and current form instructions can require different declarations or references.
Supplies to an SEZ
Keep the tax invoice, proof of supply to the SEZ unit or developer, the endorsement or other prescribed confirmation, and the payment or LUT/bond evidence relevant to the route used. The officer will compare the supplier’s invoice and return data with the SEZ-side evidence. Missing endorsements or inconsistent invoice numbers are common reasons for a query.
Rank #4
Deemed exports and order-based refunds
For deemed exports, retain the recipient’s authorisation, proof of receipt, tax invoices, declarations and the documents prescribed for the notified category. A refund following an appellate, adjudication or other order needs the order itself, proof of payment or deposit, the computation of the amount to be returned and evidence that the claim matches the order’s directions. Keep correspondence showing how any interest, penalty or disallowed component was treated.
Inverted duty structure and other unutilised ITC claims
These claims depend on the statutory grounds in section 54(3) and the Rule 89 formula. Preserve purchase invoices, output invoices, rate classifications, credit-note adjustments, the electronic credit-ledger debit and a workbook showing Net ITC, adjusted turnover, turnover of inverted-rated supplies and the amount claimed. Reconcile the workbook to the relevant returns and explain excluded credits or periods rather than relying on a rounded portal figure.

For excess payment, identify the original transaction, the tax actually paid, the correction or cancellation and the reason the amount is refundable. For a cash-ledger balance, retain the electronic cash-ledger extract, payment challans and the application trail. The officer still needs to establish the claimant, amount and legal ground; a positive ledger balance alone does not prove every type of refund entitlement.

How to assemble a defensible refund file
- Freeze the period and ground. Write the registration number, tax period, refund category, tax-paid or LUT/bond route, relevant tax heads and the statutory time limit on the cover sheet. Do not combine transactions from different grounds merely because they occurred in the same month.
- Export the portal record. Save the submitted RFD-01, ARN, uploaded statements, acknowledgement and every subsequent notice or order. Preserve the file name, upload date and version of each calculation.
- Build a transaction-level schedule. Give each invoice a unique row with supplier or customer GSTIN, invoice number and date, taxable value, tax head, payment or export reference, return period and the refund component. Link credit and debit notes to the original invoice.
- Reconcile three views of the data. Tie the schedule to the purchase or sales register, the relevant returns and the electronic credit or cash ledger. Investigate differences caused by amendments, reversals, blocked credits, timing or exchange-rate treatment before filing.
- Attach category evidence. Add shipping bills, SEZ endorsements, service contracts, bank realisation evidence, orders, declarations or other documents prescribed for the selected ground. Label each file so the officer can move from a statement row to its source.
- Check unjust-enrichment support. Retain evidence that the claimant bore the tax and the required declaration or certificate route applicable to the amount and category. Separate tax collected from a customer from tax that remained the claimant’s cost.
- Perform a second-person review. Have someone who did not prepare the workbook trace a sample from the RFD-01 total to the invoice, ledger, return and external evidence. Correct duplicate invoices, wrong tax periods, unreconciled notes and arithmetic differences before submission.
What happens after filing
Deficiency notice
An RFD-03 deficiency means the application is not complete for processing. Read each deficiency against the relevant form field or annexure, correct the underlying record—not just the file name—and file afresh as required. Keep both the deficient submission and the fresh ARN so the audit trail explains what changed.
Provisional order, show-cause notice and final order
Depending on the claim, the case may generate a provisional order (RFD-04), payment advice (RFD-05), final refund order (RFD-06), show-cause notice (RFD-08) and reply (RFD-09). These forms are not a checklist that every claimant will receive. If a notice proposes rejection or reduction, answer each proposed ground with a transaction schedule, legal basis and documentary cross-reference; do not send an unexplained replacement total.
How long does GST refund processing take?
Section 54(7) states: The proper officer shall issue the order under sub-section (5) within sixty days from the date of receipt of application complete in all respects.
The period is measured from a complete application, not necessarily the first upload. A deficiency and fresh application, a request for further evidence, statutory withholding or other conditions can change the practical path. The section 54 framework also contains provisions on withholding and release in specified circumstances; read the order and the applicable subsection rather than treating the 60-day period as a bank-credit guarantee. The text is published in the CBIC-hosted CGST Act.

How long should I keep GST records?
Section 36 sets the general minimum at 72 months from the due date for furnishing the annual return for the year to which the records relate. The clock is not calculated simply from the invoice date or the refund filing date. If the records relate to an appeal, revision, another proceeding or an investigation for an offence under Chapter XIX, retain them until one year after final disposal or the general period, whichever is later. Apply the later endpoint to every record connected with a pending matter. Keep the annual-return due date used for the calculation in the retention schedule.
For electronic records, maintain working backups, access controls and a readable export. Preserve the relationship between the accounting entry, source document, return data and refund workbook; a database backup that cannot be opened or searched is poor evidence. The accounts and records rules are available at CBIC accounts and records rules.
Common causes of delay or reduction
- The claim ground, tax period or claimant does not match the supporting statement.
- Invoice numbers, GSTINs, dates or tax amounts differ between the RFD-01 schedule, returns and books.
- ITC in the refund calculation cannot be traced to the electronic credit ledger or is affected by a reversal.
- Export, SEZ, deemed-export or payment evidence is missing, unreadable or tied to a different invoice.
- Credit and debit notes, amendments or duplicate invoices were not removed from the turnover or Net ITC figures.
- The declaration or evidence addressing unjust enrichment is absent or inconsistent with the transaction records.
- Electronic files are not backed up or the business cannot produce an audit trail and source-document link.
- The applicant treats RFD-02 as approval of the amount rather than acknowledgement that the application is complete for processing.
A disciplined file does not guarantee sanction: the legal ground, current rules and facts still control. It does, however, let the officer test the claim quickly and gives the business a defensible record if a query, audit, review or appeal follows. CBIC’s index lists Circular No. 03/2022-GST dated 14 June 2022 on sanction, post-audit and review of refund claims; consult the current circular text and any later instruction before relying on an operational threshold or workflow (CBIC circular index).
