GST dues affect states mainly through timing, certainty and financing structure. A payment that is still awaiting final reconciliation is different from the temporary borrowing used when the GST compensation fund was short. The first can leave a state planning around an unsettled receipt; the second supplied cash through a Union borrowing arrangement whose debt service was assigned to compensation-cess collections, not automatically to states’ ordinary revenues.
The available evidence does not establish that a particular school, hospital, welfare programme or infrastructure project was cut because of GST compensation. It does show why the issue matters: states already operate within tight revenue envelopes, and fixed commitments absorb much of what they collect.

What “GST dues” can mean
“GST dues” is often used as shorthand for several different transactions. Treating them as one balance can lead to the wrong conclusion about a state’s cash position or debt burden.

Provisionally admissible compensation
When India introduced the Goods and Services Tax (GST) on 1 July 2017, the compensation arrangement protected states against specified revenue losses for five years, through 30 June 2022. The Union calculated and released compensation during that protected period on a provisional basis, subject to later reconciliation.

Final reconciliation amounts
Audited figures can differ from provisional calculations. Final settlement depends on documentation, including certificates from a state’s Accountant General (AG). A final amount awaiting certification is an unresolved receivable or payable question; it is not the same thing as a loan.
Borrowing to bridge a compensation-cess shortfall
During 2020-21 and 2021-22, the compensation fund was not sufficient to cover the amounts due under the agreed framework. The GST Council’s record describes a special window in which the Union borrowed and passed the proceeds to states as back-to-back loans. The same record says servicing was expected from future GST compensation-cess collections. That structure should not be described as states having to repay the borrowing from their ordinary budgets without qualification.
Payment status reported by the Union in July 2025
In a Rajya Sabha answer dated 22 July 2025, the Union Ministry of Finance said it had released the entire amount of provisionally admissible GST compensation for the five-year protected period, from 1 July 2017 to 30 June 2022. The answer separated that completed provisional release from final reconciliation.

|---|---|---|
| Protected compensation period | All provisionally admissible compensation for 1 July 2017–30 June 2022 had been released to states and eligible Union territories. | The broad provisional payment obligation was reported as paid, rather than still awaiting routine monthly release. |
| Final reconciliation | The Union said final amounts would be released after receiving AG certificates. | A state may still need to carry an unsettled final figure in its planning until the audit documentation is received and the amount is calculated. |
| Certificates outstanding | The answer identified Arunachal Pradesh and Manipur as still lacking the required AG certificates. | The answer did not establish a final amount for those states; their reconciliation position required completion of the certification process. |
This is a dated government statement, not a guarantee that every later administrative step was completed. Anyone making a current state-by-state claim should check the newest Union and state records.
How unsettled receipts change state budgeting
A state budget is a set of commitments made against expected receipts. When a transfer is provisional or its final amount is uncertain, officials have to decide how much of it can safely support recurring expenditure and how much should remain uncommitted.

Cash-flow timing
Even when a state is ultimately entitled to money, the date of receipt matters. Salaries, pensions, interest, supplier bills and welfare payments fall due on particular dates. A receipt that arrives after a payment deadline cannot prevent a short-term cash squeeze without another financing source.
Forecasting risk
Provisional compensation allows a finance department to build an estimate, but reconciliation can move the final number up or down. Conservative departments may delay new commitments until the amount is certain. More optimistic assumptions can create a later adjustment if the final settlement is smaller than expected.
Development spending as the flexible margin
Many large state obligations are difficult to reduce quickly. Pay scales, pensions, interest and debt-service schedules are governed by rules or contracts. Subsidy programmes may be politically and legally difficult to change. When receipts are weaker or less predictable, capital works, maintenance and new programmes often become the part of the budget that can be rescheduled. That is a budgeting mechanism, not proof that a named project was cancelled because of GST dues.
Why the link to public services must be stated carefully
Public services are financed from the state’s overall fiscal capacity, not from a separately labelled “GST compensation” account in every department. Compensation can therefore affect services indirectly by changing the size and certainty of the revenue envelope available to the finance department.
The cited evidence does not quantify a service reduction attributable to pending final compensation or to the special borrowing window. It cannot support a claim that a particular hospital, school, ration programme or road project was cut for that reason. A defensible statement is narrower: an uncertain transfer can make it harder to plan discretionary spending in a state already facing competing commitments.

Recurring services versus new commitments
Recurring services require dependable annual funding. A state may protect existing payroll and essential operations while postponing recruitment, maintenance, equipment purchases or expansion into new areas. Conversely, it may preserve a capital project by reducing another discretionary line. The choice depends on the state’s own priorities, cash position and legal obligations.

State-specific evidence is essential
To attribute a service change to GST finances, an analyst would need to connect the timing of the compensation or loan receipt with that state’s budget documents, revised estimates, cash statements and departmental outcomes. National aggregates alone cannot establish that chain of causation.
How the special borrowing window worked
The borrowing arrangement was designed to address a temporary gap in the compensation-cess fund during the pandemic-era years 2020-21 and 2021-22.
- The Union raised the funds. The GST Council record describes borrowing by the Union under a dedicated special window.
- States received the proceeds as back-to-back loans. The amounts passed to states mirrored the borrowing rather than being treated as an ordinary tax transfer.
- Repayment was linked to the cess. The Council record says debt servicing was to come from GST compensation-cess collections.
- State budget treatment required care. Because the arrangement was loan support, it affected public-debt reporting and future repayment flows, but the stated servicing source was the cess fund rather than each state’s ordinary tax and non-tax revenue.
This distinction matters when comparing a compensation payment with borrowing support. A grant-like receipt improves current resources; a loan supplies resources while creating a repayment obligation somewhere in the financing structure. In this case, the Council’s stated mechanism assigned servicing to cess collections.
What the cess timetable tells you—and what it does not
GST Council minutes from 2023 recorded the statutory compensation-cess endpoint after March 2026 and discussed repayment and possible arrangements thereafter. Those minutes document the discussion and the policy framework being considered at that time. They do not, by themselves, prove the final policy adopted after March 2026, the eventual repayment schedule or the current balance of any state-related loan.

That qualification is important for readers assessing the position in 2026. A statement that the cess was scheduled to end after March 2026 is not the same as a statement that all post-March arrangements are settled. Current claims should be checked against the latest Council decisions, Union budget documents and published repayment data.
State-finance pressures that shape the impact
GST timing matters in the context of broader fiscal constraints. PRS Legislative Research’s 2025 analysis, using 2023-24 state data, reported that states had a revenue deficit. It also reported that 53% of revenue receipts went to salaries, pensions and interest payments, while 9% went to subsidies.
| Indicator | Figure and reference period | How to interpret it |
|---|---|---|
| Salaries, pensions and interest | 53% of state revenue receipts in 2023-24, as reported by PRS in 2025. | More than half of receipts was absorbed by major committed or relatively inflexible items, leaving less room for new spending. |
| Subsidies | 9% of state revenue receipts in 2023-24, as reported by PRS in 2025. | Subsidies were another significant call on revenue, although their size and design differ by state. |
| Revenue balance | States recorded a revenue deficit in 2023-24, according to the same PRS analysis. | States as a group were not covering all recurring expenditure from recurring revenue in that year. |
| GST revenue and debt context | PRS said GST revenues remained below the pre-2017 level of subsumed revenue and aggregate state debt was above the recommended level. | These are broad fiscal conditions, not a calculation of the effect of one compensation payment or one loan on an individual state. |
The figures describe aggregate conditions. They do not show that GST compensation delays caused the revenue deficit, nor do they identify a particular service cut. States differ substantially in tax bases, debt, demographics, subsidy commitments and exposure to transfers.

Borrowing can protect spending during a revenue shock, but it changes the timing of the fiscal burden. The immediate benefit is liquidity: a state can continue meeting obligations or avoid an abrupt reduction in expenditure. The longer-term questions are the cost of servicing, the legal treatment of the debt and the source assigned for repayment.
For the GST special window, the official description matters: the Union borrowed, states received back-to-back loans, and compensation-cess collections were identified for servicing. A reader should therefore distinguish three separate questions:

- Did the state receive cash when it needed it?
- Was the receipt a transfer or a loan recorded in the financing structure?
- Which fund or government was assigned the repayment obligation?
Answering only the first question can make a loan look like permanent revenue. Answering only the second can obscure the short-term public-service continuity that the borrowing was intended to support.
How to evaluate a claim about “pending GST dues”
Before accepting a headline or political claim, check the claim against the following sequence.
- Define the period. Is the claim about the protected period ending 30 June 2022, a later reconciliation, or the 2020-21 and 2021-22 borrowing window?
- Identify the instrument. Is the amount compensation, a back-to-back loan, or an ordinary tax transfer?
- Check the status. Was the amount provisionally released, finally reconciled, awaiting an AG certificate, or already settled?
- Check the cash date. A budget can be affected by timing even when the eventual entitlement is undisputed.
- Trace the repayment source. Do not assume a loan was serviced from the state’s ordinary revenues when the official arrangement assigned servicing to compensation-cess collections.
- Look for state-level service evidence. To claim a hospital, school or scheme was affected, compare that department’s allocations and outcomes with the timing of receipts and other fiscal shocks.
What readers should watch in newer records
The July 2025 parliamentary answer is a snapshot of provisional releases and outstanding certification at that date. The Council minutes are historical records of the borrowing and cess discussions. For a current assessment, look for:
- AG certificates and final reconciliation orders for any state previously listed as outstanding;
- Union statements showing the final compensation amounts and dates of release;
- GST Council decisions after the recorded March 2026 cess endpoint;
- budget documents showing how back-to-back loans and repayment flows are recorded; and
- state-specific revised estimates, cash statements and departmental expenditure data before attributing a service change to GST finances.
The practical takeaway
As of the Union’s 22 July 2025 answer, all provisionally admissible compensation for the five-year GST protection period had been released, while final reconciliation depended on AG certification and remained unresolved for Arunachal Pradesh and Manipur. The separate borrowing support used in 2020-21 and 2021-22 was structured as Union borrowing passed to states as back-to-back loans, with servicing assigned to compensation-cess collections.
For state budgets, the main risk from unsettled dues is uncertainty over timing and final amounts. For public services, the effect is an indirect pressure on a constrained revenue envelope, not a documented nationwide service cut. For borrowing, the essential question is not simply how much cash arrived, but whether it was a transfer or a loan and which fund was responsible for repayment.
