Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFlorida’s Save Our Homes (SOH) law generally limits how fast the assessed value of a qualifying homestead can rise each year. The ceiling is the lower of 3% or the change in the Consumer Price Index (CPI) for the preceding calendar year. The limit applies to the assessment—not directly to your property-tax bill.
The Florida Department of Revenue’s table revised in January 2026 lists a 2.9% cap for 2025 and a 2.7% cap for 2026. Those percentages are maximum permitted assessment increases under the statute; an individual parcel may receive a smaller increase, and its assessed value still cannot exceed just (market) value. A homeowner who moves to another Florida homestead may also be able to transfer some or all of the accumulated SOH assessment difference, subject to county property-appraiser review.

What the Save Our Homes cap actually limits
Florida reassesses property annually on January 1. For property receiving a homestead exemption, section 193.155 of the Florida Statutes limits the increase produced by that reassessment. The operative rule is that the change may not exceed the lower of two measures:
Free tools Windows power users keep installed
One-click scans. No signup required.
- 3% of the prior year’s assessed value; or
- the preceding calendar year’s CPI change, as initially reported by the U.S. Department of Labor’s Bureau of Labor Statistics.
Because the statute uses “the lower of,” the applicable percentage can be below 3%. The cap is a ceiling, not an automatic annual raise. If the property’s just value supports only a smaller assessment, the property appraiser can increase the assessment by less than the published cap—or leave it unchanged.

Three values that are easy to confuse
- Just value: the property’s market-related value used by the appraiser.
- Assessed value: the value to which the SOH limitation applies.
- Taxable value: the amount left after applicable exemptions and other adjustments; taxing authorities use it with their millage rates to calculate the bill.
The assessed value may not exceed just value. The Department of Revenue also explains that assessed value can rise by the permitted amount even when just value falls, provided the resulting assessed value remains no higher than just value. A decline in market value therefore does not automatically produce an equal decline in the capped assessment.
How the annual percentage is determined
The calculation follows a repeatable sequence, but only the county property appraiser can determine the result for a specific parcel.
- Start with the prior assessed value. The appraiser uses the parcel’s assessed value from the preceding year.
- Identify both statutory limits. One limit is 3%. The other is the preceding calendar year’s CPI change reported initially by the federal Bureau of Labor Statistics.
- Use the smaller percentage. That percentage is the SOH ceiling for the relevant year.
- Apply the ceiling to the prior assessment. The resulting amount is a maximum permitted increase, not a required increase.
- Check the just-value ceiling. The final assessed value cannot be higher than the property’s just value.
The Department of Revenue’s January 2026 table reports these annual cap percentages:
| Tax year | Published SOH cap | What the figure means |
|---|---|---|
| 2025 | 2.9% | Maximum percentage increase permitted under the statutory formula for that year; a parcel may receive less. |
| 2026 | 2.7% | Maximum percentage increase permitted under the statutory formula for that year; a parcel may receive less. |
These are annual percentages published by the Florida Department of Revenue, not promises that every homestead assessment will increase by exactly those amounts. The parcel’s just value, prior assessment and county records still control the actual result.

Illustrative arithmetic
Suppose a qualifying homestead had a prior assessed value of $300,000. Using the published 2026 ceiling solely as an illustration, 2.7% of $300,000 is $8,100. The capped assessment would therefore be no more than $308,100 before applying the separate just-value ceiling. If the appraiser’s supported value or other statutory calculation permits only a $3,000 increase, the assessment would rise by $3,000, not $8,100.
For a prior assessed value of $300,000 in 2025, 2.9% produces a maximum increase of $8,700. That arithmetic does not estimate the owner’s tax bill: it addresses only the assessment limit and assumes the parcel qualifies for SOH.
When the limitation starts and who receives it
Section 193.155 says the annual limitation begins in 1995 or in the year after the property receives a homestead exemption, whichever is later. The limitation applies only to property receiving that exemption. A parcel without a qualifying homestead exemption is not protected by the SOH rule in section 193.155.

Florida Department of Revenue guidance says an owner who makes a property the owner’s permanent residence, or the permanent residence of a dependent, may be eligible for a homestead exemption. The exemption can reduce taxable value by as much as $50,000 under the agency’s current taxpayer guidance. The county property appraiser where the property is located reviews the application and supporting documentation.

The exemption and the assessment limitation are related but distinct. Receiving the homestead exemption is what places qualifying property under the SOH assessment rule; the exemption itself is not the same thing as the accumulated SOH benefit.
Non-homestead property
Rental, second-home, business and other property that does not receive a qualifying homestead exemption does not receive the section 193.155 homestead limitation. Its assessment is handled under the rules applicable to that property classification. A buyer should not assume that a prior owner’s capped assessment carries over simply because the property was once homesteaded.
Why the cap does not equal a fixed tax increase
SOH constrains assessed value, while a tax bill depends on taxable value and the millage rates adopted by the relevant taxing authorities. Exemptions and other adjustments can change taxable value independently of the assessment cap. Local rates can also change from year to year.
For that reason, a 2.7% assessment ceiling does not mean a 2.7% increase in the bill. The bill could rise by a different percentage, remain nearly level, or change for reasons unrelated to the capped assessment. Conversely, a capped assessment increase can occur even when the owner’s final bill changes little because of exemptions or rate decisions.

What to compare on a notice
- Prior-year assessed value versus current assessed value.
- Just value, to verify that the assessment does not exceed it.
- Homestead and other exemptions applied to reach taxable value.
- Each taxing authority’s millage rate and the resulting line-item charges.
Comparing only the total bill can hide which component changed. The county property appraiser generally handles value and exemption questions; the tax collector’s bill reflects the completed calculation and collection process.

The Department of Revenue calls the accumulated difference between assessed value and just (market) value the “SOH benefit.” When an owner moves from one Florida homestead to another, the owner may be able to transfer all or part of that assessment difference to the new homestead. This is commonly called portability.
Portability is not transfer of the exemption
The homestead exemption itself is nontransferable. Portability concerns the accumulated assessment difference, not the exemption amount. The new property must independently qualify as the owner’s Florida homestead, and the county must determine how much of the benefit can be applied under the applicable records and eligibility rules.

What a moving homeowner should do
- Confirm that the former property had a qualifying homestead exemption and an accumulated SOH difference.
- Apply for homestead treatment on the new Florida residence with the county property appraiser where it is located.
- Submit the portability application and any documentation the county requests.
- Ask the appraiser to calculate the transferable amount and explain how it will affect the new parcel’s assessment.
- Review the new assessment notice to ensure the homestead and portability decisions appear as expected.
Eligibility, documentation and the amount transferable are parcel-specific. The Department of Revenue directs owners to the property appraiser in the county where the property is located for determinations. Buying a house that a seller previously homesteaded does not automatically give the buyer the seller’s benefit; the buyer’s own residence, exemption application and assessment must be evaluated.

Common situations and the correct way to read them
“The cap is 3%, so my assessment must rise 3%.”
No. Three percent is one side of the statutory comparison. The applicable CPI percentage may be lower, and the appraiser may increase the assessment by less than either ceiling.
“The cap limits my tax bill.”
No. It limits the assessed value of qualifying homestead property. Taxable value, exemptions and local millage rates determine the bill.
“My home’s market value fell, so my assessment must fall too.”
Not necessarily. The Department of Revenue notes that assessed value may still increase by the permitted amount when just value decreases, as long as assessed value does not exceed just value. The appraiser’s parcel calculation controls.

Do not assume that. A buyer’s homestead eligibility and assessment are separate questions. Contact the county property appraiser for the parcel’s treatment after the purchase.
“Portability means I move the $50,000 exemption.”
No. The exemption is nontransferable. Portability may apply to some or all of the accumulated assessment difference, while the new homestead must qualify on its own.
How to verify your own assessment
- Locate the county property appraiser’s record for the parcel.
- Confirm that a homestead exemption is shown for the relevant year.
- Compare the prior and current assessed values, not just the total tax bill.
- Check the just value and taxable value separately.
- Review any portability decision or requested documentation if you moved.
- Ask the appraiser for a parcel-specific explanation before relying on a personal tax estimate.
Bring the parcel identification, prior assessment notices and homestead or portability correspondence when asking for help. A reliable estimate also requires the local exemptions and millage rates that apply to that parcel; the statewide cap percentages alone cannot supply it.
The practical takeaway
For a qualifying Florida homestead, Save Our Homes limits the annual assessed-value increase to the lower of 3% or the preceding calendar year’s CPI change, subject to the just-value ceiling. The Florida Department of Revenue lists 2.9% for 2025 and 2.7% for 2026, but those are maximum percentages, not guaranteed parcel increases and not tax-bill limits. Homestead status, the parcel’s values, exemptions, local rates and any portability claim all affect the final result, so the county property appraiser is the authoritative source for an individual case.
