Financial regulators coordinate on cybersecurity and systemic risk through a layered system: international bodies align supervisory expectations, national agencies enforce legally binding requirements, and incident-reporting channels move information among supervisors, cyber authorities, law enforcement and affected firms. The Financial Stability Board (FSB) assesses cross-border vulnerabilities and develops common approaches, while each jurisdiction decides how to implement them. Its common Format for Incident Reporting Exchange (FIRE) is intended to reduce incompatible cyber-reporting forms without replacing local law. A concrete United States example requires a bank to notify its primary federal regulator within 36 hours after determining that a qualifying significant computer-security incident occurred. That deadline is specific to covered U.S. banking organizations, not a worldwide rule.
How is global coordination organized?
The FSB provides the main international coordination layer. It brings together national financial authorities and international standard-setting bodies to identify vulnerabilities, encourage information exchange, monitor implementation and support contingency planning for crises involving systemically important firms. It can connect a cyber event at one institution with the broader question of whether other firms, markets or essential services could be affected.

The FSB’s work is divided among committees with different functions:
- Standing Committee on Assessment of Vulnerabilities: assesses emerging risks and how they could affect financial stability.
- Standing Committee on Supervisory and Regulatory Cooperation: can conduct additional analysis and frame possible supervisory or regulatory responses.
- Standing Committee on Standards Implementation: monitors how agreed policies are implemented in different jurisdictions.
That structure matters because the FSB does not act as a global financial regulator. Its decisions are not legally binding. National authorities and jurisdictions retain the power to write rules, demand reports, supervise firms and impose sanctions. International agreement therefore creates a common direction, while domestic law determines the deadline, reporting form, confidentiality treatment and enforcement consequences that a firm actually faces.

How do banking supervisors cooperate across borders?
The Basel Core Principles call for a framework that allows cooperation and collaboration with relevant domestic authorities and foreign supervisors. Cooperation can be formal, such as a memorandum of understanding, or informal, such as an urgent supervisory call during an incident. The objective is to enable analysis, information sharing and coordinated work while protecting confidential information.
Basel’s approach also links cybersecurity to macroprudential supervision. Banking supervisors are expected to coordinate with authorities responsible for system-wide risks when monitoring, identifying and addressing threats. A cyber incident may begin as an information-technology problem but become a liquidity, payment, market-confidence or credit problem. Sharing information with the macroprudential authority helps determine whether the event remains contained or requires a broader response.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWhat information is usually exchanged?
Supervisors need more than a description of malware. Useful information can include the affected service, the time the disruption began, the firms or customers exposed, dependencies on critical third parties, the likely effect on payments or markets, and the steps being taken to contain and recover. Authorities also need enough context to distinguish a localized outage from an event that could spread through a shared provider or common technology.
Cross-border sharing is subject to legal and confidentiality limits. A supervisor may be able to share information with another financial regulator under one arrangement but need additional authority to share it with a cyber agency, law-enforcement body or authority in another sector. Safeguards for confidential information are therefore part of the coordination design, not an administrative afterthought.
Why can a cyber incident become a systemic-risk event?
Financial institutions are interconnected through payment systems, clearing and settlement arrangements, funding markets, data networks and common technology vendors. The FSB has warned that an incident at one institution, or at one of its third-party service providers, can produce spillover effects across borders and sectors. A service provider outage can affect several otherwise unrelated banks at the same time, making the provider a potential concentration point.
Regulators therefore ask questions that go beyond the initial victim:

- Which critical financial services are unavailable or degraded?
- Are several firms relying on the same affected provider, software component or communications channel?
- Could customers lose access to deposits, payments, trading or other essential services?
- Could uncertainty trigger unusual withdrawals, market volatility or a loss of confidence?
- Is the incident crossing national or sectoral boundaries?
Timely information is important because authorities may need to warn other firms, coordinate a joint response, arrange substitute capacity or communicate with the public before technical recovery is complete. Delayed or inconsistent reports can prevent supervisors from seeing a common pattern until the disruption is already widespread.
How do regulators share cyber-incident information in practice?
Coordination usually combines standing arrangements with incident-specific escalation. A firm reports to the regulator designated by its local law. That regulator can then share relevant information, subject to confidentiality rules, with other domestic supervisors, a central bank or finance ministry, a government cyber agency, law enforcement, foreign counterparts and industry information-sharing groups.
In the United States, the Office of the Comptroller of the Currency’s July 2025 report describes coordination involving the Treasury’s Office of Cybersecurity and Critical Infrastructure Protection, financial regulators, law enforcement, the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency, and financial-sector partners. The report also highlights information sharing, third-party risk and operational resilience. This illustrates a U.S. coordination model; it should not be treated as a universal institutional map for every country.
What happens during a cross-border event?
- Initial notification: the affected firm contacts the authority required by its jurisdiction and supplies the facts available at the time.
- Supervisory triage: the authority evaluates materiality, affected services, dependencies and possible spillovers.
- Domestic coordination: relevant financial, cyber, law-enforcement and macroprudential authorities are engaged under applicable arrangements.
- Cross-border notification: foreign supervisors or other authorities are contacted where firms, markets, infrastructure or service providers in their jurisdictions may be affected.
- Follow-up and recovery: authorities exchange updated facts, coordinate public communications where appropriate and review lessons after containment.
The sequence is not identical everywhere. Local law determines who must be notified, what can be shared, how securely it must be transmitted and whether the receiving authority may pass it to another body.
What makes cyber-incident reporting difficult?
The FSB’s 2023 work identified six recurring obstacles. They explain why a firm can satisfy one notification rule yet still struggle to give other authorities information in a usable form.
- Multiple reporting burdens: a single incident may require separate submissions to several authorities, each with different portals and fields.
- Different thresholds: regulators may use inconsistent qualitative or quantitative tests for materiality, significance or operational disruption.
- Weak incentives for prompt reporting: firms may hesitate when the facts are incomplete, liability is uncertain or the internal culture treats reporting as a failure.
- Inconsistent terminology: “cyber incident,” “operational incident,” “breach,” “outage” and related terms may not mean the same thing in every regime.
- Secure-channel requirements: sensitive technical and customer information must move through channels that protect it from interception or unauthorized access.
- Legal and confidentiality constraints: privacy, banking-secrecy, privilege and sectoral rules can limit onward sharing across borders or between financial and non-financial authorities.
The FSB’s 2023 report set out 16 recommendations addressing reporting design, supervisory collaboration, industry engagement, capability and protection of sensitive information. The recommendations are intended to improve the overall reporting ecosystem rather than impose one globally enforceable form.

What is FIRE in financial regulation?
FIRE is the FSB’s common Format for Incident Reporting Exchange. The FSB published its final FIRE report on 15 April 2025. It is a framework that financial firms and authorities can use for operational-incident reporting, including cyber incidents. Its purpose is to reduce fragmentation, ease the burden of reporting to multiple authorities, improve communication within and across jurisdictions, and support incident response and recovery.
FIRE is designed for flexibility and interoperability. An authority can adopt it in phases, integrate selected elements into an existing system or use it alongside a local form. It is not a treaty, and it does not make national laws identical. A firm still has to comply with the reporting rule that applies to its entity, location and activity.

A Financial Stability Institute summary published by the Bank for International Settlements on 26 February 2026 describes FIRE as a modular format containing 87 information items, 39 of them optional. The summary also describes machine-readable support through the Data Point Model and XBRL. Those figures describe the BIS summary of the framework; they should not be read as a promise that every authority will require all 87 items or implement the same modules.
The FSB has also released a machine-readable taxonomy package. Machine-readable fields can allow a firm to reuse core incident data rather than re-entering the same facts into several incompatible systems. Local security controls, authentication methods, retention rules and implementation choices still apply.
What happens next with FIRE?
The FSB plans a workshop with industry and authorities in 2027 to review implementation experience and challenges. That planned review underscores that FIRE is an evolving coordination tool. Adoption status, required fields and filing channels must be checked with the relevant authority rather than assumed from the existence of the FSB framework.
How quickly must a bank report a cyber incident in the United States?
Under a joint Federal Reserve, Federal Deposit Insurance Corporation and Office of the Comptroller of the Currency rule announced on 18 November 2021, a banking organization must notify its primary federal regulator as soon as possible and no later than 36 hours after determining that a significant computer-security incident has occurred. Compliance began on 1 May 2022.

The rule covers an incident that materially affects, or is reasonably likely to materially affect, any of the following:
- the viability of the banking organization’s operations;
- its ability to deliver banking products and services to a material portion of its customers; or
- the stability of the United States financial sector.
The 36-hour clock starts when the institution determines that the qualifying incident has occurred, not necessarily when the first suspicious activity is detected. The institution should still escalate internally and preserve evidence as soon as it suspects a serious event; waiting for perfect technical certainty can create avoidable delay.
What is the separate service-provider requirement?
The same U.S. announcement requires a bank service provider to notify affected bank customers as soon as possible after determining that an incident has materially affected, or is reasonably likely to materially affect, the customers for four or more hours. The four-hour condition applies to that service-provider notice requirement. It is distinct from the banking organization’s 36-hour notification to its primary federal regulator.
These are U.S. banking requirements. They do not establish a global deadline, and they do not automatically apply to securities firms, insurers, payment companies or financial institutions supervised under another jurisdiction’s law.
How should a financial firm prepare for coordinated reporting?
Preparation reduces the risk that legal notifications, technical response and cross-border coordination will conflict. A practical program can use the following sequence.
- Map obligations by entity and location. List each licensed entity, primary regulator, backup contact, reporting portal and applicable incident threshold. Include material third-party providers and the jurisdictions in which they operate.
- Define an escalation test. Translate legal thresholds into operational questions about service availability, customer impact, duration, data compromise, market effects and systemic dependencies. Make clear who can determine that a threshold has been met.
- Maintain a common incident record. Capture time stamps, affected systems, services, providers, jurisdictions, containment actions and uncertainty. Keep the record structured so core facts can be reused in different local forms or a FIRE-compatible format.
- Pre-authorize secure communications. Verify contact details, authentication methods and backup channels for regulators, cyber authorities, law enforcement and critical providers. Do not send sensitive material through an unapproved channel merely because it is convenient.
- Separate known facts from working hypotheses. Early reports should identify what is confirmed, what is still being investigated and when the next update will be supplied. This supports prompt notification without presenting speculation as fact.
- Test third-party escalation. Contracts and playbooks should require providers to alert the firm quickly enough for the firm to meet its own regulatory deadline. Include dependencies that could affect several institutions at once.
- Plan follow-up reporting. Assign responsibility for updates, root-cause information, recovery status and lessons learned. An initial notice rarely contains every field that a supervisor will later need.
These steps do not replace legal advice or a regulator’s instructions. They create the operational discipline needed to comply when several authorities ask for related information on different clocks.

How do the main coordination mechanisms fit together?
| Mechanism | Primary role | What it does not do | Key qualification |
|---|---|---|---|
| Financial Stability Board | Coordinates international authorities, assesses systemic vulnerabilities and promotes common policy approaches. | It does not directly impose binding rules on national firms. | Domestic authorities implement policies through their own legal frameworks. |
| Basel Core Principles | Set supervisory expectations for cooperation, information sharing and collaboration with domestic and foreign authorities. | They do not create one universal incident form or deadline. | Confidentiality protections remain part of the framework. |
| FIRE | Provides a modular, interoperable format for operational and cyber-incident reporting. | It does not replace local reporting laws or guarantee identical implementation. | The BIS summary describes 87 information items, including 39 optional, with machine-readable support. |
| U.S. joint banking rule | Requires qualifying banking organizations to notify their primary federal regulator within 36 hours after determining a significant computer-security incident occurred. | It is not a deadline for every financial institution worldwide. | A separate provider-to-bank notice applies when a material incident affects, or is likely to affect, customers for four or more hours. |
What should a reader take away?
Coordination works by connecting international risk analysis with national legal powers. The FSB identifies common vulnerabilities and promotes compatible practices; Basel principles support cooperation among supervisors; domestic agencies decide the enforceable thresholds and deadlines; and mechanisms such as FIRE aim to make the resulting information exchange less fragmented.
The central limitation is equally important: no international framework eliminates jurisdictional differences. A firm must still identify the correct authority, apply the local materiality test, use the required secure channel and respect confidentiality limits. The U.S. 36-hour rule demonstrates how one jurisdiction turns the broader coordination goal into a concrete obligation, while FIRE demonstrates how authorities can improve interoperability without creating a single global law.

Does adopting FIRE mean a company can stop filing its existing local forms?
No. FIRE is intended to interoperate with local systems, and an authority may adopt it gradually or combine it with existing requirements. Until a regulator changes its rules or filing instructions, the firm must continue using the legally required local process.
Can a financial regulator freely send an incident report to a foreign cyber agency?
Not necessarily. Sharing depends on domestic law, confidentiality provisions, privacy obligations and any cooperation arrangement covering the recipient. A regulator may need to remove sensitive details, obtain permission or use a specific secure channel before onward sharing.
Why might two regulators classify the same outage differently?
Reporting regimes use different definitions, thresholds and measures of materiality. One authority may focus on customer service disruption, another on operational resilience or financial-sector stability, so the same event can trigger different reports and timelines.
What should a small financial institution do if it cannot determine the incident’s full scope before a deadline?
It should follow the applicable rule for prompt initial notification, clearly distinguish confirmed facts from unknowns and provide updates as the investigation develops. Internal escalation, preserved evidence and a documented next-update time help the regulator assess the risk while details remain incomplete.
