Crop damage does not automatically cancel a Kisan Credit Card (KCC) loan or preserve the effective 4% rate. Relief normally starts only when a State Government or other competent authority declares a natural calamity, the assessed crop loss reaches at least 33%, and the borrower and loan meet the applicable banking rules. An eligible short-term crop loan can be restructured: principal and interest due in the calamity year are converted into a term loan, with up to two years to repay for a 33%–50% loss or up to five years for a loss of 50% or more, each including a one-year moratorium.
Interest treatment is separate from repayment timing. Under the general disaster-relief approach, subvention applies for the first year on the restructured amount and normal rates apply from the second year. A severe-calamity extension can be approved for a longer period, but it is not automatic. Ask your lending bank for a written restructuring decision and interest schedule rather than assuming that a crop loss, insurance claim or rescheduling request changes your dues by itself.

What crop loss does—and does not—do to a KCC loan
A KCC is a revolving agricultural credit facility, but a crop failure does not by itself erase the outstanding balance. The Reserve Bank of India (RBI) natural-calamity framework provides a route to defer and restructure eligible agricultural loans when a qualifying calamity affects an officially identified area. The relief is a change in repayment terms, not a blanket loan waiver.

The central test has several parts:
- A natural calamity must be declared by the State Government or another authorized public authority.
- The crop loss must be assessed at 33% or more under the applicable local process.
- The short-term crop loan must satisfy the status rules in force when the calamity occurred.
- The bank must implement the relief for the affected area and borrower.
Local authorities may use crop-cutting experiments or another documented assessment method. For widespread events, the State Level Bankers’ Committee (SLBC), District Consultative Committee (DCC) and local authorities may consider available evidence, including visual estimates, but they must satisfy themselves that the threshold is met. A farmer’s personal estimate of damage is therefore important evidence to report, but it is not by itself the formal eligibility decision.

Eligibility: the three facts the bank will check
1. Was the area officially declared affected?
RBI directions apply to borrowers affected by a natural calamity declared by the State Government or competent authorities. A storm, flood, drought, pest attack or other event may be severe on an individual farm without triggering the banking framework in that village or district. Ask whether your village, block or district appears in the relevant government declaration and the bank’s relief instructions.
2. Is assessed crop loss at least 33%?
The RBI describes 33% assessed crop loss as the common threshold for extending relief measures, including rescheduling. The percentage is not a self-certified figure and should be tied to the official assessment for the affected crop and area. The two repayment bands are:
| Assessed crop loss | Maximum repayment period under the RBI framework | Moratorium included in that period |
|---|---|---|
| 33% through 50% | Up to 2 years total | 1 year |
| 50% or more | Up to 5 years total | 1 year |
The wording “up to” matters. The framework sets an outer period; the bank’s written schedule can be shorter where permitted by the applicable directions and assessment.
3. Was the short-term crop loan current when the calamity struck?
For the stated short-term crop-loan restructuring provision, loans that were already overdue when the calamity occurred are excluded. A loan that was current on the calamity date can qualify if the other conditions are met; a later missed payment does not change the historical status at that date. Ask the bank to record the loan’s status as of the calamity date and explain which rule it is applying.
How restructuring changes repayment
Principal and calamity-year interest become a term loan
For an eligible short-term production loan, the principal and interest that were due for repayment in the calamity year may be converted into a term loan. This conversion gives a new schedule instead of leaving the entire due amount payable on the original crop cycle. It does not mean that every past charge disappears. The bank should identify the amount converted, the date of conversion, the installment frequency and the rate applied.

A one-year moratorium is part of the relief window
RBI says at least a one-year moratorium should be considered. In the 33%–50% loss band, the total period can be up to two years including that moratorium. At 50% or more, it can be up to five years including the moratorium. “Moratorium” generally means a permitted period before scheduled principal repayments begin; it is not automatically an interest holiday. The written sanction should state whether interest accrues during the moratorium and when it is capitalized or collected.
No additional collateral for the restructured loan
The RBI directions say banks should not insist on additional collateral security for loans restructured under these calamity measures. This protection concerns extra security demanded because of the restructuring. It does not release collateral already tied to the original facility or remove other documentation and verification requirements that apply to the account.
Fresh crop finance can follow a rescheduling decision
After the decision to reschedule, RBI says banks should grant fresh crop loans based on the applicable scale of finance and the cultivated area. This provision is intended to let a farmer continue the next production cycle rather than using the entire new season’s income to clear a disaster-year due. It is not an automatic promise of a fixed amount: the bank still assesses the crop, area, account and current lending instructions. Ask when the fresh limit will be released and what local documents or field verification are required.
How interest benefits change after crop loss
Ordinary KCC benefits for FY 2025–26
The Union Cabinet announcement of 28 May 2025 continued the Modified Interest Subvention Scheme (MISS) for financial year 2025–26. For eligible short-term KCC loans up to ₹3 lakh, it described 1.5% interest subvention to eligible lending institutions. The scheme describes lending at a 7% subsidized rate and an additional prompt-repayment incentive of up to 3% for eligible borrowers, producing a stated effective rate of 4% when the borrower repays promptly under the scheme conditions.
| Component | FY 2025–26 figure or rule | What it means |
|---|---|---|
| Eligible short-term KCC amount | Up to ₹3 lakh | The cited MISS terms apply within this limit; eligibility and other conditions still apply. |
| Lender interest subvention | 1.5% | Paid to eligible lending institutions under the scheme. |
| Prompt-repayment incentive | Up to 3% | Available only when the borrower meets the scheme’s prompt-repayment conditions. |
| Stated effective rate | 4% | A scheme-year outcome for eligible prompt repayers, not a permanent rate guarantee. |
These are FY 2025–26 terms announced in 2025. A later financial-year notification can change limits, rates or eligibility, so use the notification applicable to the crop loan’s relevant year.

Restructuring is not the same as prompt repayment
Government guidance describes first-year interest subvention on the restructured crop-loan amount, with normal interest rates applying from the second year under the general rule. Consequently, do not assume that a rescheduled account continues at an effective 4% for its entire extended term. The prompt-repayment incentive is designed for eligible prompt repayment; a moratorium and converted term loan follow a different treatment.

A Government response issued in March 2025 says subvention and the prompt-repayment incentive may be extended for up to five years in a severe natural calamity when the competent authority approves the extension. This is an exception requiring approval, not an automatic entitlement for every farmer with a large loss. The bank’s written schedule should identify whether such approval exists, the approved period and the rate after that period.
Other interest protections in the RBI directions
The calamity directions say banks should not charge penal interest for default in current dues and should provide suitable deferral of compounding. They also call for a sympathetic view and coordinated, uniform interest concessions where appropriate. These provisions should not be read as a promise that all accrued interest is waived. Conversion of dues, a moratorium, a lower rate and a waiver are different actions; only the terms written by the bank establish which one applies.
Loan restructuring and crop insurance are separate processes
The Pradhan Mantri Fasal Bima Yojana (PMFBY) can protect insured crops against covered natural risks, subject to the policy, notified area, crop, premium and claim conditions. An insurance claim does not itself rewrite the KCC repayment schedule. Conversely, a bank’s rescheduling decision does not prove that an insurance claim is payable.
Notify the insurer or the channel specified in your policy within the applicable reporting period, preserve the policy and premium details, and pursue the bank’s restructuring request separately. Ask whether any insurance proceeds will be credited against the loan and how that credit will appear in the account; do not treat a pending claim as a substitute for a moratorium decision.

What to do after a crop loss: a practical sequence
- Report the damage promptly. Tell the lending bank the affected crop, survey or village details and the date of the event. RBI’s farmer financial-literacy guidance says: “Do Not Lose Hope Even if You Lose Your Crop Due to Natural Calamities – Inform your Bank of the Extent of Crop Loss and Seek Assistance.”
- Confirm the public declaration. Ask whether the affected area is covered by a State Government or other competent-authority calamity declaration and request the reference used by the branch.
- Ask how the 33% assessment was made. Find out whether crop-cutting results, another documented method or a committee assessment applies, and whether your crop and village are included.
- Establish the loan’s status on the calamity date. Ask the branch to state whether the short-term crop loan was current or overdue when the event occurred. This fact can decide eligibility under the RBI restructuring provision.
- Submit the bank’s relief request. Follow the branch’s process for recording crop loss and requesting conversion of calamity-year principal and interest into a term loan. Keep an acknowledgment or reference number.
- Request the written schedule before relying on it. The document should show the converted amount, moratorium dates, installment dates, applicable interest rate, treatment of compounding, any subvention, any prompt-repayment incentive and the total amount payable under the new schedule.
- Ask about fresh crop credit. Once rescheduling is approved, ask when fresh finance based on scale of finance and cultivated area can be sanctioned for the next sowing season.
- Check insurance independently. If the crop was insured, make the PMFBY or other policy claim through the prescribed channel and track it separately from the KCC account.
Examples of how the bands work
Assessed loss of 40%
A farmer in an officially declared affected area has a current short-term crop loan and an assessed loss of 40%. The loss falls in the 33%–50% band. If the bank approves restructuring, the calamity-year principal and interest due can be converted into a term loan with a total period of up to two years, including a one-year moratorium. The first-year subvention treatment and the rate from the second year must be confirmed in writing.
Assessed loss of 60%
With the same declaration and loan-status conditions but an assessed loss of 60%, the account falls in the 50%-or-more band. The framework allows up to five years total, including a one-year moratorium. That longer window still is not a waiver, and any severe-calamity extension of interest support requires the competent approval described above.
Loan already overdue when the event occurred
If the short-term crop loan was overdue on the calamity date, the specific RBI restructuring provision described here excludes it. The farmer should still ask the bank what other relief, recovery arrangement or scheme applies; do not assume that the 33% assessment alone creates eligibility.
Common mistakes and how to avoid them
Assuming private damage equals official eligibility
Photographs and farm records can help explain the loss, but the bank relies on the notified area and recognized assessment. Ask for the formal coverage and percentage rather than relying on an informal statement.
Treating the 4% figure as a permanent promise
The 4% figure is the stated FY 2025–26 effective outcome for eligible prompt repayers under MISS. Disaster restructuring has first-year subvention and normal rates thereafter unless an approved severe-calamity extension applies.

Accepting a verbal schedule
A verbal assurance does not show the moratorium end date, capitalization method or rate after the first year. Obtain the sanction or restructuring letter and reconcile it with the KCC statement.
Ignoring the calamity-date loan status
Because the short-term restructuring rule excludes loans already overdue when the calamity occurred, establish that date before assuming a later application will succeed.
Waiting for insurance before contacting the bank
Insurance assessment and bank restructuring follow different timelines. Notify both channels promptly and keep their reference numbers separate.

The RBI’s national directions do not set every individual borrower’s final schedule. The decisive facts are the declaration, local loss assessment, loan status at the calamity date, the bank’s implementation and the financial-year scheme notification. A written determination from the lending bank is the safest way to know what you owe, when it is due and which interest benefit actually applies.
