How Credit Counseling Works and How to Find a Reputable Agency

Credit counseling is a financial review and advice service, not a promise to erase debt. A counselor examines your income, expenses and debts, helps build a workable budget, and explains options. One possible recommendation is a debt management plan (DMP), in which you make one payment to the counseling organization and it sends scheduled amounts to participating creditors. Counseling, debt settlement, consolidation loans and credit repair are different services, so check exactly what an agency is offering before you enroll or pay.

What is credit counseling?

Credit counseling is a structured conversation about your finances. A counselor reviews debts and household cash flow, helps you create or adjust a budget, and discusses practical next steps. Sessions may be in person, online or by telephone, and an agency may provide an action plan or follow-up. The Consumer Financial Protection Bureau (CFPB) describes counseling as help with understanding your financial situation and options—not as a particular product.

The counselor should first understand your circumstances rather than assume that a DMP is appropriate. You might receive budgeting help, educational materials, a referral, or a recommendation to contact creditors directly. A DMP is only one possible outcome of counseling.

Agencies differ in what documents they request. Do not send sensitive information until you have verified who the organization is, what the information will be used for and how it will be protected.

2. Review the budget and debt picture

The counselor compares income with essential expenses and required debt payments. This can reveal whether the immediate problem is a spending shortfall, interest charges, an income interruption, a payment schedule that does not fit your paydays, or a debt that needs a different solution. Ask the counselor to explain assumptions and calculations in plain language.

3. Discuss alternatives

Possible next steps can include a revised household budget, contacting creditors about hardship programs, a DMP, legal advice about bankruptcy, or no formal program at all. A sound recommendation should fit your ability to make payments after essential living costs. Be cautious if the counselor proposes enrollment before completing a meaningful review.

4. Receive an action plan and follow-up terms

Before ending the session, ask what you should do next, what the agency will do, and when you will hear from it. Get the plan, any promises and all fees in writing. If the agency says a creditor will reduce an interest rate, waive a fee or accept a particular payment, request written confirmation of the term and its duration.

How a debt management plan works

A DMP coordinates repayment; it does not erase the principal you owe. If you enroll, you generally make one periodic payment to the counseling organization. The organization then distributes money to creditors that participate in the plan. The proposed payment, interest concessions and fees depend on each creditor’s policies and your written agreement.

  1. Enrollment review: The agency lists the debts it believes can be included and calculates a proposed payment.
  2. Creditor confirmation: Creditors decide whether to participate and what terms they will offer. Participation is not automatic, and not every debt or creditor qualifies.
  3. Written agreement: You receive the payment amount, timing, fees, participating accounts, treatment of late payments and cancellation procedure.
  4. Single payment: You send the agreed amount to the plan administrator on schedule.
  5. Distribution: The administrator sends money to participating creditors and provides account or payment information.
  6. Ongoing monitoring: You check statements and contact the agency promptly if your income, expenses or creditor terms change.

Do not send the first plan payment until you have verified acceptance. Contact each listed creditor through a trusted statement, its official website or a known telephone number and confirm the proposed terms. Keep the representative’s name, date, confirmation number and any written notice. Continue making required payments unless the creditor has clearly instructed you otherwise; a missed payment can trigger fees, collection activity or credit-report damage.

What a DMP may and may not change

Question What to expect
Does it erase debt? No. A DMP is a repayment arrangement; the balance is generally paid over time.
Can interest or fees change? Possibly. Participating creditors may offer lower interest charges or fee concessions, but the terms are creditor-specific and must be confirmed in writing.
Will every account be included? No. Eligibility and creditor participation vary. Ask for a debt-by-debt list.
Is the payment always lower? Not necessarily. A lower rate can reduce the payment, but the agency must calculate an amount you can actually afford and disclose its fees.
What if a creditor does not participate? You remain responsible for that account under its existing terms unless you arrange another solution directly.

Credit counseling compared with other debt services

The labels sound similar, but the mechanisms and risks are different. The CFPB’s comparison of these services is available at its consumer guidance page.

Service How it works What to watch for
Credit counseling A counselor reviews your finances, provides education and budgeting help, and discusses options. Verify that the agency will evaluate alternatives instead of steering every client into one program.
Debt management plan A counseling organization collects one payment and distributes it to participating creditors, sometimes under negotiated interest or fee terms. Debt is repaid, not forgiven; confirm creditor acceptance, account eligibility, fees and cancellation rules.
Debt settlement A settlement company seeks to have creditors accept less than the amount owed, often after accounts become delinquent. Stopping payments can add interest, fees, collection activity, lawsuits and credit damage. Settlement fees and tax consequences also require careful review.
Debt consolidation loan A lender provides a new loan used to pay other debts; you then owe the lender under the new rate and term. Compare the annual percentage rate, term, origination fees, collateral and total repayment. A lower monthly payment can reflect a longer term.
Credit repair A company offers to challenge or address information on credit reports as a separate service category. You can dispute inaccurate information yourself. No company can lawfully remove accurate negative information simply because it is unfavorable.

A person presenting as a counselor should not routinely tell you to stop paying debts as the first step. The CFPB identifies that advice as inconsistent with the usual credit-counselor role. Ask what will happen to each account while you consider an option and obtain the answer in writing.

Are credit-counseling sessions free?

Some organizations provide an initial consultation or educational materials at no charge; others charge for a session or for setting up and administering a DMP. There is no single nationwide price that applies to every agency. Ask for the complete fee schedule before sharing bank details or authorizing a payment.

  • Is the initial assessment free? If not, what is the exact amount and when is it due?
  • What are the one-time setup fee and recurring monthly fee?
  • Are there separate charges for returned payments, account changes, cancellation or additional counseling?
  • Is there a reduced-fee, hardship or waiver policy, and how do you apply?
  • How much of any voluntary donation supports counseling rather than administration?

The National Foundation for Credit Counseling’s fee guidance explains that charges vary by member agency. Treat any quoted amount as that agency’s disclosed policy, not as a universal market price. A reputable organization should provide basic information about its services before demanding detailed personal financial information.

How to find a credit counselor

Start with established directories

The CFPB suggests beginning with directories maintained by the National Foundation for Credit Counseling or the Financial Counseling Association of America. These directories can help you identify organizations to contact, but listing alone is not a guarantee that a particular counselor is the right fit. Compare several agencies’ services, formats, fees and written policies.

Check public records and state resources

Before enrolling, check the organization with your state attorney general and state consumer-protection agency. Look for enforcement actions, unresolved complaints, licensing information where applicable and the legal name that appears on the contract. Search the agency’s physical address, telephone number and privacy policy independently rather than relying only on an advertisement or an unsolicited call.

Confirm the delivery format and availability

Ask whether counseling is offered in person, online, by phone or through a combination of methods. Find out how long the initial session typically lasts, whether a licensed or trained counselor conducts it, what languages are available and how follow-up is handled. A service that cannot explain who will work with you or how to reach that person is difficult to evaluate.

Questions to ask before you enroll

Use this checklist on the telephone or in writing. Record the answers and compare them with the agreement you receive.

  • What services do you offer, and which service are you recommending for my circumstances?
  • How will counseling be delivered, and how long does the initial session usually take?
  • Which educational materials are free?
  • What are every setup, monthly, transaction and cancellation fee?
  • Do you reduce or waive fees for people who cannot afford them? What documentation is required?
  • What training, certifications or supervision do counselors receive?
  • Are employees paid more for DMP enrollment, creditor referrals or donations?
  • Which of my debts and creditors can participate, and what happens to accounts that cannot?
  • How are payments held, transmitted and safeguarded? What happens if a payment is late, returned or misapplied?
  • Will you give me a written agreement, a schedule of creditor payments and a cancellation procedure before I pay?
  • Can you provide references or explain how complaints are handled?

Read the entire agreement, including privacy, arbitration, automatic-payment and termination clauses. If a representative makes a promise by phone, ask for an email or contract language that states the same promise. Do not sign while being pressured to act immediately.

Red flags that deserve a pause

  • A one-size-fits-all recommendation: The representative pushes a DMP before reviewing income, expenses and every debt.
  • Payment before basic information: The organization will not explain its services, fees or cancellation policy until after you provide extensive personal or bank information.
  • Fees presented vaguely: You hear “small,” “nominal” or “success-based” without a written dollar amount and billing schedule.
  • No affordable option: The agency refuses to discuss a reduced fee or another form of help solely because you cannot pay its standard charge.
  • Incentives are hidden: Staff will not disclose whether compensation depends on enrollment, account volume or donations.
  • Pressure to stop paying: You are told to stop making creditor payments without a clear, written legal or creditor-specific reason and an explanation of the consequences.
  • Guaranteed results: The representative promises a particular credit-score increase, a specific interest rate, elimination of all debt or acceptance by every creditor.

A single concern does not prove misconduct, but several together justify ending the call, collecting your records and checking another organization.

Bankruptcy-related counseling has separate rules

If you may file bankruptcy, use the U.S. Department of Justice (DOJ) U.S. Trustee Program’s current provider list to identify agencies approved for the statutory purpose. The DOJ page notes an application update dated September 29, 2025; confirm the current list and provider details when you are ready to file.

For most individuals, pre-filing credit counseling and post-filing debtor education are separate steps, with limited exceptions. The DOJ explains the distinction in its credit-counseling and debtor-education information and FAQ. Approval for this statutory role is not a recommendation or a guarantee of overall service quality; evaluate the agency’s counseling, privacy, fees and communication separately.

The approved counseling service must disclose its fee in advance and provide the service regardless of ability to pay. Under the U.S. Trustee Program’s rules, a fee of $50 or less is presumed reasonable. That figure is a program standard for the presumption, not a cap, a required charge, a national average or a universal price. Ask about a waiver or reduced fee and keep the disclosure with your bankruptcy records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to decide whether counseling is a good next step

Counseling is most useful when you want an impartial review and can provide complete information. Before scheduling, consider:

  • Whether your income and essential expenses leave any amount for unsecured-debt payments.
  • Whether your debts are primarily the kinds the agency can address; secured loans, taxes, student loans and legal obligations may follow different rules.
  • Whether you can make one regular payment reliably if a DMP is recommended.
  • Whether you need legal advice, especially if you face a lawsuit, wage garnishment, foreclosure or possible bankruptcy.
  • Whether the agency’s fees, privacy terms and creditor-participation rules are acceptable in writing.

You can seek a second opinion. A reputable counselor should be willing to explain why an option fits, what it will not solve and what other resources you could consider.

A practical screening workflow

  1. List your debts and cash flow: Use current statements and a realistic monthly budget.
  2. Contact two or more agencies: Start with the NFCC or Financial Counseling Association of America directories, then check state consumer-protection resources.
  3. Have an information-only call: Ask about services, format, counselor training, fees, hardship policies and incentives before providing bank details.
  4. Request documents: Obtain the fee schedule, privacy policy, sample agreement, payment process and cancellation terms.
  5. Compare account treatment: Mark which creditors participate, the proposed payment date, interest or fee concessions and any accounts left outside the program.
  6. Verify with creditors: Confirm acceptance and terms directly before sending money to a plan administrator.
  7. Monitor after enrollment: Reconcile administrator receipts with creditor statements and report errors immediately.

What to remember

  • Counseling begins with a financial review and advice; a DMP is only one possible recommendation.
  • A DMP generally replaces several payments with one payment to an administrator, but it repays debt and depends on participating creditors.
  • Confirm creditor acceptance before making a plan payment.
  • Get services, total fees, hardship reductions, qualifications, incentives and promises in writing.
  • DOJ approval matters for the bankruptcy counseling requirement, not as a blanket quality endorsement.
  • Counseling, settlement, consolidation and credit repair use different mechanisms and carry different risks.
