Alternative fuels can replace part of coal, petcoke or gas, but moisture, calorific value, ash, sulphur, chlorine, preparation, burner capacity and emissions limits determine whether the substitution actually saves money or reduces output.
Start with the cost that matters: fuel per tonne of clinker
A cement plant should first establish a comparable baseline for each kiln. Record fuel cost per tonne of clinker and specific thermal energy consumption over a defined production period, using the same measurement boundary every time. Keep kiln heat separate from electricity, quarrying, grinding and other plant costs; otherwise an apparent kiln saving can be hidden by an unrelated change elsewhere.

The baseline should include kiln type and configuration, production rate, raw-feed moisture and burnability, fuel calorific value and moisture, clinker-quality results, exhaust-gas data, bypass operation and permit limits. Raw-material properties, fuel properties, kiln design and capacity all influence energy demand, so a result from one plant cannot be treated as a universal savings percentage.

- Use net calorific value at the point of use, with moisture and preparation losses included.
- Log fuel-feed interruptions, unstable kiln periods, starts and stops, bypass use and quality excursions.
- Track electricity and capital charges separately from the thermal-fuel calculation.
This baseline lets management distinguish a real reduction in usable heat cost from a temporary fall in fuel price or a production slowdown.

Reduce wasted heat before changing the fuel
Keep the kiln close to its operating set points
EU Best Available Techniques guidance identifies a smooth, stable kiln process, optimized process control and modern gravimetric solid-fuel feeding as core energy-reduction measures. Stable flame temperature, feed rate, oxygen level and pressure reduce over-firing, incomplete combustion and corrective operation. They also make fuel trials safer because operators can identify the effect of the new blend instead of combining it with unrelated process disturbances.
Use preheating and precalcination effectively
Where the existing installation allows it, multistage preheating and precalcination recover heat from kiln gases before the raw meal enters the burning zone. For new plants and major upgrades using dry-process kilns with multistage preheating and precalcination, the European Commission’s 2013 BAT-associated thermal-energy range is 2,900–3,300 MJ per tonne of clinker. That range applies to the stated configuration; it is not a target that every older or differently configured kiln can achieve.
Improve cooler heat recovery
The clinker cooler supplies combustion air back to the kiln. Better cooler operation can raise the temperature of recovered air, reduce the amount of fuel needed to reach burning-zone conditions and improve combustion stability. Cooler optimization can also support clinker quality and emissions performance. Inspect grate operation, air distribution, clinker bed depth, leakage and dust recirculation before assuming that a fuel change is the cheapest intervention.

Check bypass and exhaust losses
A bypass removes part of the hot kiln gas to control volatile compounds such as chlorine and sulphur. That can protect the preheater from build-up, but the discharged gas carries heat away and raises specific energy consumption. A fuel that increases chlorine or sulphur may therefore create a fuel-system saving while increasing bypass losses. The net result belongs in the cost model.
Compare fuels by delivered usable heat
The relevant comparison is not currency per tonne of fuel. It is the cost of usable heat that the kiln can safely accept:
Usable-heat cost = delivered fuel cost plus preparation, storage, feeding and handling costs, adjusted for net calorific value and the heat lost or electricity consumed in preparation.

For each candidate fuel or blend, document:
- Net calorific value and variability, not just a supplier’s nominal average.
- Moisture, including seasonal changes and any drying requirement.
- Ash quantity and chemistry, volatile matter and particle-size distribution.
- Sulphur, chlorine and other constituents that can cause deposits, emissions or bypass demand.
- Grinding, shredding, drying, blending, storage and dosing requirements.
- Reliable supply, transport distance, contamination risk and permit conditions.
- Effects on burner momentum, flame shape, gas volume and preheater capacity.
Holtec Consulting cautions that high moisture lowers net calorific value and can increase fuel consumption even when a fuel is inexpensive per tonne. A high-ash fuel can alter the raw-mix and clinker chemistry, potentially increasing heat demand or affecting product quality. These effects must be monetized rather than left as operating notes.

Use alternative fuels without losing kiln capacity
Why substitution can constrain throughput
Biomass, refuse-derived fuel and other prepared waste fuels can displace more expensive fossil fuel, but many have lower calorific value and higher moisture or ash. Supplying the same heat then requires a higher mass feed. That additional material can increase exhaust-gas volume, burden the preheater and gas-handling system, and exceed the capacity of conveying or metering equipment. Drying and preparation can also consume electricity or heat.
Higher substitution may therefore reduce, rather than preserve, clinker output if the kiln reaches a gas-volume, burner, feeder or preheater limit. A substitution percentage is only meaningful when stated as a share of thermal input, with the fuel properties and operating conditions attached.

Protect combustion and feed systems
Alternative fuels may need different burner settings, injection points, residence time or particle-size control. Fine, volatile material can ignite quickly but destabilize the flame if dosing is uneven; coarse or wet material can burn late and increase carbon losses. Gravimetric feeding, calibrated load cells and a controlled blend help keep heat input steady. Test changes in measured increments and hold other major operating variables as constant as practical.
Protect clinker chemistry and quality
Ash becomes part of the kiln system and can change the effective raw mix. Sulphur and chlorine can promote rings or build-ups, while trace elements may affect emissions and cement performance. Product qualification should include free lime, clinker mineralogy, strength development and relevant durability tests, not only fuel consumption. A DOE-funded technical report examined alternative-fuel effects on clinker and cement, emissions, trace elements, kiln operation and concrete; that breadth illustrates why a fuel trial needs both process and product checks.
What the major efficiency options trade off
| Measure | Fuel-cost opportunity | Throughput and quality considerations | Extra cost or constraint |
|---|---|---|---|
| Process stabilization and control optimization | Usually the lowest-disruption route to lower excess heat and fewer upset periods. | Often supports steadier clinker quality when set points are maintained. | Requires instrumentation, disciplined operating practice and competent control tuning. |
| Gravimetric solid-fuel feeding | Improves the accuracy and consistency of heat input. | Reduces flame fluctuations caused by feed-rate errors. | Needs calibrated feeders, maintenance and suitable fuel preparation. |
| Preheater, precalciner and cooler improvements | Recovers heat that would otherwise leave with exhaust gas or hot clinker. | May raise combustion-air temperature and stabilize burning. | Fit depends on existing configuration, fouling and available capital. |
| Alternative-fuel substitution | Can lower usable-heat cost when the fuel is reliable and properly prepared. | Moisture, ash, chlorine, sulphur and gas volume can limit output or quality. | Preparation, storage, feeding, permits and testing add operating and capital costs. |
| Oxygen enrichment | Can improve combustion and create room for some alternative fuels. | May relieve combustion limits but does not remove gas-handling or chemistry constraints. | Consumes electricity and requires oxygen equipment; economics are site-specific. |
Use oxygen enrichment only as a plant-specific investment case
Oxygen injection can raise the oxygen concentration in combustion air, supporting ignition and burnout when a kiln is constrained by flame or combustion conditions. It is not a free efficiency measure: oxygen production or supply consumes electricity, and injection equipment requires capital, controls and safe operating procedures.

An IFC/World Bank report published in 2017 describes one plant-specific case in which alternative fuel increased from 66% to 75% of heat input and production reached 105% of the baseline after optimization. The same discussion identifies constraints including sulphur supply, chlorine-bypass capacity and feeder or control limitations. The case does not predict results at other plants.
That report gives indicative oxygen-enrichment ranges of 100–200 MJ less thermal energy per tonne of clinker, accompanied by 10–35 kWh more electricity per tonne of clinker. Those are technical-report estimates, not a guarantee. Evaluate the net energy bill using the plant’s electricity price, oxygen cost, capital recovery, maintenance and emissions requirements.
Build a controlled fuel-trial program
- Define the baseline. Freeze the accounting boundary, production period, kiln condition and quality indicators. Calculate thermal energy per tonne of clinker and usable-heat cost.
- Characterize the candidate fuel. Test calorific value, moisture, ash, sulphur, chlorine, volatile matter and particle size across multiple deliveries, not a single sample.
- Check equipment limits. Confirm storage volume, conveying, feeder capacity, burner design, drying or grinding needs, preheater gas capacity and bypass capability.
- Model the blend. Calculate heat-input share, mass feed, expected ash addition, gas volume, preparation energy and delivered cost under conservative and high-moisture cases.
- Run a staged trial. Increase substitution in controlled steps while recording flame stability, oxygen, carbon monoxide, pressure drop, gas temperature, bypass rate and feeder performance.
- Release product only after qualification. Verify clinker chemistry, free lime, strength and emissions against the plant’s specification and permit conditions.
- Review the economics. Include rejected loads, storage losses, preparation electricity, maintenance, testing, compliance and any output lost during instability.
Track the metrics that reveal a false saving
- Specific thermal energy: MJ or GJ per tonne of clinker, normalized for kiln condition and production rate.
- Fuel cost per tonne of clinker: based on delivered usable heat, not fuel mass alone.
- Alternative-fuel heat share: report thermal-input percentage and the fuel’s moisture and calorific value.
- Throughput: tonnes of clinker per hour and total saleable output, including downtime.
- Gas-system loading: preheater pressure drop, exhaust volume, fan margin and bypass flow.
- Quality: free lime, mineralogy, strength results and customer or standard compliance.
- Emissions and compliance: dust, nitrogen oxides, sulphur compounds, carbon monoxide, chlorine-related issues and permit excursions.
- Net energy: additional electricity for shredding, drying, oxygen or fans deducted from thermal savings.
Put sector benchmarks in the right context
The International Energy Agency’s 2023 cement pathway reports kiln thermal energy intensity of 3.6 GJ per tonne of clinker in 2022 and a 3.4 GJ/t milestone for 2030. In the same pathway, low-emissions fuels represent 5% of cement thermal energy use in 2022 and 30% in 2030. These are pathway values, not guaranteed performance levels for an individual kiln or a forecast of any plant’s fuel mix.
Holtec’s 2024 illustration of fuel costs at 10%, 15% and 20% thermal substitution shows why substitution economics must be read as plant-specific. The chart is an example of fuel-cost behavior at the stated plant, not a universal cost curve. Use it to structure questions about heat value, preparation and supply rather than to copy a percentage into a business case.
A finance decision rule for cement management
Approve a fuel-cost project when the measured reduction in delivered usable-heat cost, plus any verified production benefit, exceeds preparation, electricity, maintenance, compliance and capital costs under realistic fuel-quality and supply scenarios. Reject or redesign it when the apparent saving depends on a low purchase price but ignores moisture, ash, bypass heat loss, extra gas volume, quality failures or lost clinker output.
The safest sequence is to stabilize the kiln, recover available heat, improve measurement and feeding, then introduce a fuel blend that fits the equipment and chemistry. Oxygen enrichment or major fuel-system changes can follow only when a site-specific engineering and financial model demonstrates positive net value without relying on a guaranteed substitution rate.
