AI data centers use substantial electricity because they run dense racks of GPU and other accelerator servers around the clock. Most of that electricity becomes heat, so operators must remove it with air, evaporative, or liquid-cooling systems. Water use depends on the accounting boundary: a site may consume water directly through cooling towers, while additional water is used indirectly to generate electricity and manufacture chips. The right comparison therefore needs electricity demand, direct water consumption, local water stress, rack density, climate, and power sources—not a single “water per AI prompt” figure.
What makes an AI data center different from an ordinary data center?
AI workloads change the physical profile of a data center by packing more high-power accelerators into each rack and by running compute-intensive training and inference at large scale. CPUs, GPUs and other accelerators perform the calculations; networking, storage, power-conversion equipment, fans, pumps, chillers, lighting and controls support them. The servers are the largest component of the electrical load, but every watt entering the facility ultimately has to be managed as heat.

The International Energy Agency (IEA) estimates that servers account for about 60% of electricity demand in modern data centers. Global data-center electricity consumption was approximately 415 TWh in 2024, or about 1.5% of worldwide electricity use. Those figures cover all data-center workloads, not AI alone, so they should not be presented as an AI-only total.
| Measure | What the published estimate says | How to interpret it |
|---|---|---|
| Global data-center electricity, 2024 | About 415 TWh (IEA, 2025) | All data-center workloads, including non-AI services |
| Share used by servers | About 60% (IEA, 2025) | The remainder supports facility and power systems |
| Global data-center electricity, 2030 base case | More than 1,000 TWh (IEA, 2025) | A projection, not a guaranteed outcome |
| U.S. data-center share in 2030 | 11.8%, with a modeled range of 9.5%–15.3% (Lawrence Berkeley National Laboratory, 2026) | A scenario range for national electricity use |
How much electricity do AI data centers use?
There is no defensible universal electricity figure for “an AI data center” because facility size, accelerator type, utilization, model, training schedule and cooling design vary widely. A short inference request and a weeks-long training run can have radically different energy requirements, and a lightly utilized cluster draws less power than the same hardware operating continuously.

Training and inference have different load patterns
Training repeatedly processes large data sets and adjusts model parameters. It can keep thousands of accelerators busy for long periods, producing a sustained high load. Inference serves user requests after a model is trained; demand may be bursty, but popular services can run continuously at high utilization. Both activities also require memory, networking and storage, so counting only the accelerator’s rated power understates facility demand.
Why a prompt-level number is misleading
A “watts per prompt” or “liters per prompt” claim must specify the model, response length, hardware, utilization, geographic location, cooling system, weather and whether indirect water is included. Changing any of those assumptions can materially change the result. Facility-level measurements such as PUE and WUE are more useful for comparing sites when they use the same boundaries and reporting period.
How does water enter the AI data-center system?
Water appears in two distinct accounting boundaries. Direct water is consumed at the facility, mainly for evaporative cooling and humidification. Indirect water is associated with generating the electricity that powers the facility and manufacturing semiconductors. A statement that omits the boundary can make a low-water design look comparable to a high-water design when they are measuring different things.
Direct consumption, withdrawals and return flows
Water withdrawal is the amount taken from a river, reservoir, aquifer or municipal system. Water consumption is the portion not returned to that source, often because it evaporates. Cooling towers can withdraw and discharge water repeatedly while consuming the fraction lost to evaporation and blowdown. A site water-use figure should therefore state whether it reports withdrawals, consumption or both.
How large can the totals be?
The IEA estimates that an average 100 MW U.S. hyperscale data center consumes around 2 million liters of water per day in total, with more than 60% of that amount indirect. This is an average estimate for a defined facility class, not a rule for every AI site. Globally, data-center water consumption was about 560 billion liters in 2023, and the IEA’s base case projects approximately 1,200 billion liters in 2030.
| Water figure | Boundary and date | Important qualification |
|---|---|---|
| 2 million liters per day | Total water for an average 100 MW U.S. hyperscale data center (IEA, 2025) | More than 60% is indirect; not an AI-only or site-specific measurement |
| 560 billion liters per year | Global data-center consumption in 2023 (IEA, 2025) | Global total across workloads and facilities |
| 1,200 billion liters per year | Global 2030 base-case projection (IEA, 2025) | Projected consumption, not a measured result |
Why do data centers need cooling?
Electrical resistance turns almost all of the power used by computing equipment into heat. If that heat remains near chips, semiconductor junctions exceed their allowable temperatures, error rates rise, components throttle their performance or fail, and the facility loses the reliability needed for continuous service. Cooling also controls humidity and prevents condensation or electrostatic problems.

AI accelerators make heat removal harder because they concentrate more power in fewer racks. Room air can carry only a limited amount of heat before fans, ducts and computer-room air handlers become enormous and inefficient. As rack power rises, the cooling system must move heat directly from the chip or use a liquid-assisted design.

Which cooling methods do AI data centers use?
Cooling is a site-specific engineering choice. Climate, water availability, electricity capacity, rack density, reliability requirements, capital cost, operating cost and the possibility of reusing waste heat all influence the design.
Air cooling
Fans and computer-room air handlers move air across heatsinks and through the room. Air cooling is familiar, serviceable and effective for lower-density racks, but fan power and room-level heat removal become limiting as AI racks grow denser.
Evaporative cooling
Evaporation lowers the temperature of air or a circulating coolant. Evaporative systems can reduce compressor electricity, particularly in hot conditions, but they consume water and are constrained by local water availability, humidity and water-treatment requirements.

Airside, waterside or refrigerant economizers use favorable outdoor conditions to reduce compressor operation. ASHRAE recommends optimizing airflow, containment, temperature and humidity setpoints, and economizer controls rather than treating cooling equipment as an isolated purchase.
Dry coolers and air-cooled chillers
These systems reject heat to ambient air through a closed loop with little or no routine evaporation. They can sharply reduce direct water consumption, but their electricity or mechanical capacity requirements can increase during hot weather, when the temperature difference between the coolant and outdoor air is smaller.
Direct-to-chip liquid cooling
Coolant flows through cold plates attached to high-power chips, then transfers heat to a facility loop. Liquid carries heat more effectively than air, allowing high-density AI racks while reducing room-cooling work. A closed loop can recirculate coolant rather than evaporating it, although pumps, heat exchangers, leak detection and maintenance become critical.
Rear-door heat exchangers
A liquid-cooled door captures hot exhaust air while most of the server remains air cooled. This hybrid approach can extend the life of an existing air-cooled room and is often a practical intermediate step before direct-to-chip infrastructure.

Immersion cooling
Servers or components sit in a dielectric fluid that absorbs heat directly. Immersion can capture a very high share of the heat and may support heat reuse, but it requires compatible hardware, fluid management, specialized maintenance and different service procedures.
| Method | Primary strength | Main trade-off |
|---|---|---|
| Air cooling | Familiar equipment and maintenance | Fan and room-air limits at high rack density |
| Evaporative cooling | Lower compressor electricity in suitable conditions | Consumes water and depends on climate and supply |
| Economizers | Reduce compressor hours when outdoor conditions allow | Benefits vary by weather and control quality |
| Dry coolers or air-cooled chillers | Little or no routine evaporation | Can require more capacity and electricity in heat |
| Direct-to-chip liquid | Efficient heat transfer for dense AI racks | Needs liquid distribution, controls and leak management |
| Rear-door exchanger | Hybrid upgrade for partly air-cooled rooms | Does not remove every air-cooling dependency |
| Immersion | Very high heat capture and possible heat reuse | Special fluids, hardware compatibility and servicing |
Is liquid cooling replacing air cooling?
Not everywhere. ASHRAE’s AI Data Center Energy Performance Framework recommends direct-to-chip, rear-door or other liquid architectures for approximately 50–100+ kW racks while retaining air cooling for lower-density areas. A facility can therefore contain thermally segmented zones: liquid-cooled AI rows alongside conventional air-cooled servers.
The framework also recommends low- or no-water technologies, heat reuse and continuous monitoring. That combination matters because eliminating evaporative water does not automatically minimize total environmental impact; a dry system may need more electricity in hot weather, while an evaporative system may save electricity at the cost of water consumption.
What do PUE, WUE, WUI and CUE mean?
These metrics answer different questions and should not be substituted for one another.
- PUE (Power Usage Effectiveness): total facility energy divided by IT-equipment energy. A lower value means less facility overhead for each unit of computing energy.
- WUE (Water Usage Effectiveness): annual liters used for cooling and humidification divided by annual IT-equipment kilowatt-hours. It measures direct operational water intensity and does not automatically include power-plant or chip-fabrication water.
- WUI (Water Usage Impact): adds local water-stress context, helping distinguish a liter consumed in a water-abundant region from a liter consumed where supplies are scarce.
- CUE (Carbon Usage Effectiveness): relates emissions to IT work and helps compare electricity sources and carbon intensity.
For a fair comparison, use the same metric boundaries and reporting period, then check rack density, climate, water stress, electricity mix, reliability requirements, capital and operating costs, and heat-reuse potential. A single WUE number cannot reveal those trade-offs.
What does a real operator’s reporting show?
Microsoft reports global values for its owned and controlled facilities, illustrating how one fleet tracks both energy and water. It reported a FY2025 PUE of 1.17 and WUE of 0.27 liters per kilowatt-hour, compared with FY2024 values of 1.16 and 0.30 L/kWh. Microsoft also says approximately 90% of its 2025 owned fleet used low- to zero-water cooling systems. These are company-specific figures with a stated reporting boundary, not universal industry averages.
| Reporting period | PUE | WUE | Additional statement |
|---|---|---|---|
| FY2024 | 1.16 | 0.30 L/kWh | Microsoft global owned-and-controlled facilities |
| FY2025 | 1.17 | 0.27 L/kWh | Approximately 90% of the owned fleet used low- to zero-water cooling, according to Microsoft |
Microsoft’s 2024 AI-optimized design uses a closed-loop, direct-to-chip system that recirculates coolant and avoids operational cooling-water evaporation. The company’s description is precise: “This chip-level cooling solution delivers precise zonal temperature control without water evaporation by recirculating water through a closed-loop, direct-to-chip cooling system.” Avoid treating that design as evidence that every AI facility can achieve the same result; local engineering and operating conditions still determine performance.

What are the most common mistakes in AI water and energy claims?
- Converting a facility-wide average into a universal figure per prompt or per model response.
- Calling water withdrawn “water consumed” without accounting for evaporation and returned flows.
- Comparing a direct WUE value with a total-water estimate that includes electricity generation.
- Using a company’s fleet metric as though it were an industry benchmark.
- Ignoring hot-weather performance when comparing dry cooling with evaporative cooling.
- Assuming that lower water use always means lower total energy or carbon use.
- Comparing sites with different rack densities, climates, reporting years or reliability standards.
What can reduce AI data-center resource use?
Operators can lower impacts by matching cooling technology to rack density, using economizers when weather permits, improving airflow containment, raising efficiency setpoints within equipment limits, and deploying closed-loop liquid systems for high-power chips. Low- or no-water cooling, heat reuse and continuous measurement are central elements of ASHRAE’s AI guidance. Better accelerator utilization and scheduling can also reduce wasted computing capacity, although the resulting savings depend on workload and service requirements.
The practical objective is not to maximize one metric in isolation. A resilient design minimizes total resource impact for its location while meeting uptime, thermal, electrical and financial constraints.
Frequently asked questions
Does AI use more water than ordinary computing?
AI often has a higher water and electricity intensity per unit of floor space because accelerator racks are denser and produce more heat. The difference is not fixed, however: an AI facility using closed-loop liquid cooling in a water-stressed region may consume less direct water than a lower-density facility that relies heavily on evaporative cooling.
Can data-center cooling water be recycled?
Closed-loop liquid systems recirculate coolant, so the same fluid can carry heat repeatedly without routine evaporation. Evaporative towers can also reuse water internally, but they still require makeup water and periodic blowdown to control mineral concentration.
Does renewable electricity eliminate AI data-center water use?
No. Renewable generation can reduce operational carbon emissions, but it does not remove direct cooling-water needs. Indirect water depends on the technologies and supply chains used to generate electricity and manufacture equipment, so those boundaries must be reported separately.
Why can two data centers with the same PUE use different amounts of water?
PUE measures energy overhead, not water. Two facilities can have similar PUE values while one uses evaporative cooling and the other uses dry or closed-loop cooling; local climate and operating hours can widen the difference further.
