An agentic payment is a purchase an AI agent initiates under a human or business instruction. The agent may use a scoped, tokenized payment credential, but the merchant still submits the transaction through its acquirer and the issuer or network separately approves or declines it. Clearing and settlement then move transaction data and funds through the ordinary financial institutions.
The crucial distinction is that permission, agent identity, payment authorization, clearing, and settlement are separate controls and events. Understanding where each occurs makes it easier to judge the security and limits of any agent-shopping system.

What an agentic payment is—and what it is not
In an ordinary online purchase, a person selects an item, enters payment details, and confirms checkout. In an agentic payment, software performs some or all of those actions after a person or business has delegated a task. The instruction might be narrow, such as buying a replacement filter below a specified price, or operational, such as paying for an API resource when a service needs it.
The agent does not automatically become a cardholder, merchant, bank, or payment network. A documented Visa rules definition describes an Agentic Payment Provider as transferring a token to the merchant; the provider is not itself the party authorizing, clearing, or settling the card transaction. The merchant still works with its acquirer, while the issuer and network make the payment decision under the applicable rules. Visa Core Rules, April 2026 edition

“Token” in this context means a payment credential that substitutes for exposing the underlying card details in a particular interaction. It does not mean an LLM text token, and it is not automatically a cryptocurrency token. Providers can bind a payment token to an agent, merchant, amount, purpose, or other conditions, but the exact policy model differs by implementation.
The agentic payment lifecycle
1. The user defines intent and delegates authority
The process begins with a human or business instruction. It can include the product or resource, a spending ceiling, an approved merchant or category, timing, and any requirement to ask for confirmation. This is the authority the agent is supposed to exercise; it is not the same as an issuer approving a particular transaction.
Visa’s Intelligent Commerce overview describes a flow in which the user completes authentication, sets up a passkey, and gives an authenticated payment instruction before the agent requests credentials. The platform checks the credential request against that instruction and applies network-level controls. That sequence is Visa’s documented service design, not a universal requirement for every agent. Visa Intelligent Commerce overview
2. The agent is identified and its messages are checked
A merchant needs evidence that a request came from an approved software agent and was not altered in transit. Visa’s Trusted Agent Protocol uses signed messages and public keys for that purpose. Its specification also describes signed consumer-recognition and payment objects, along with nonces that help prevent replay of an old message. Visa Trusted Agent Protocol specifications
This verification answers, “Which approved agent sent this message, and is the message intact?” It does not answer, “Did the user really intend this purchase?” Nor does it mean an issuer has approved the payment. A valid signature can coexist with an instruction that is out of scope, an insufficient account balance, a fraud decline, or a merchant-side error.

3. A scoped payment token is provisioned or retrieved
Instead of handing the agent the underlying card number, a provider can issue or retrieve an agent-specific token. The token may carry context such as the intended merchant, maximum amount, purpose, expiry, or the identity of the approved agent. Visa describes controls that check the merchant and amount in its Intelligent Commerce design. Mastercard describes Agentic Tokens as an extension of its existing tokenization capabilities and discusses scoped limits in its implementation guide. Visa Intelligent Commerce overview Mastercard Agent Pay announcement Mastercard guide to agentic-payment building blocks
A token is therefore not a blank cheque. It is also not a guarantee that every attempted transaction will be blocked when an agent misbehaves. Protection depends on how the provider binds the token to policy, how the merchant passes the data, and how the issuer evaluates the final authorization request.
4. The merchant submits an authorization request
The agent presents the payment information to the merchant, often through a checkout flow or an API. The merchant sends the transaction to its acquirer. The acquirer routes it through the card network to the issuer, which decides whether to approve or decline the specific amount, merchant, account, and risk signals.
Visa’s rules separate the provider’s transfer of a token from the merchant’s completion of the transaction with its acquirer. A signed agent request or a token that passes a policy check is not an approval. Authorization can still fail because of funds, account status, fraud controls, network rules, merchant configuration, or a mismatch with the token’s permitted context. Visa Core Rules, April 2026 edition
5. Clearing exchanges transaction data
After authorization, the transaction is submitted for clearing. Clearing is the exchange and processing of transaction details so the relevant accounts can be posted and positions reconciled. It is not the same as the moment the merchant receives spendable funds.

6. Settlement transfers amounts between institutions
Settlement is the exchange of amounts due between financial institutions after clearing. Mastercard’s transaction explanation describes authorization, clearing, and settlement as distinct stages; Visa’s rules describe the issuer’s obligation to pay the acquirer for qualifying valid transactions. Five terms that are easy to confuse
| Term | Meaning in an agentic payment | What it does not prove |
|---|---|---|
| Agent identity | Cryptographic or platform evidence that a request came from an approved agent and was not changed. | That the user intended this exact action or that the issuer approved it. |
| Delegated authority | The user or business defines what the agent may do; a provider can bind that instruction to a payment context. | That every transaction within a broad instruction will be accepted. |
| Payment token | A payment credential used in place of directly exposing the underlying card details in the flow. | A universal spending mandate or a cryptocurrency asset. |
| Authorization | The issuer/network decision to approve or decline a particular payment request. | Proof that the agent had permission to act. |
| Clearing | Exchange and processing of transaction data for posting and reconciliation. | Completion of money movement. |
| Settlement | Transfer of amounts due between issuers, acquirers, and other financial institutions. | A guaranteed time when the merchant can use the funds. |
How token controls limit an agent
Agentic-payment designs place controls at several layers rather than relying on one “AI approval” switch:
- Instruction binding: the provider records an authenticated user instruction and checks later credential requests against it.
- Agent binding: a token or message can be associated with a particular approved agent or agent identity.
- Merchant and amount rules: a provider can restrict where the token may be used and the maximum amount, as Visa describes in its overview.
- Purpose and scope: Mastercard’s guide describes scoped tokens and a Verifiable Intent record linking identity, authorization, and transaction details.
- Step-up authentication: a passkey or another user-device authentication method can be required before credentials are released or a sensitive action proceeds.
- Outcome evidence: purchase results and user-instruction records can provide signals for support or dispute review. They do not guarantee a favorable dispute outcome.
These controls address different failure modes. A signature helps establish message integrity; a spending limit narrows financial exposure; user authentication confirms a person at a particular point in the flow; issuer authorization evaluates the transaction; and dispute processes address what happens after a transaction is reported as wrong or unauthorized.
Card-network flows versus machine-payment protocols
There is no single rail called “agentic payments.” Card-network extensions can use the existing issuer–acquirer lifecycle, while machine-payment protocols can make payment part of an API interaction.

Card-network extension
In a card-based design, the agent obtains a token under a user instruction, presents it to a merchant, and the merchant processes it through its acquirer. Authorization, clearing, and settlement follow the card network’s established rules. This approach can fit merchants that already support tokenized card credentials, although an agent-specific checkout or protocol integration may still be required.
Machine-payment interaction
Visa describes the Machine Payments Protocol (MPP) pattern as a resource request followed by a payment requirement from the merchant or service. The agent authorizes payment within that interaction, and delivery follows. Visa’s card specification and SDK adapt tokenized card credentials to MPP-compatible workflows. Visa card specification and SDK for MPP
Visa’s analysis also discusses open protocols such as x402 and onchain payment paths. A protocol can support onchain or fiat settlement, but that does not mean every agentic payment uses a blockchain or settles instantly. Production acceptance, supported currencies, compliance responsibilities, and refund or dispute behavior must be checked for the specific implementation. | Visa Trusted Agent Protocol | Signed messages, public-key verification, consumer-recognition objects, payment objects, and nonces. | An identity and message-integrity layer that can accompany payment processing. | Recognizing an agent does not authorize or settle a card payment. |

| MPP and x402-style machine payments | Intent is expressed during a resource request and payment interaction. | API or protocol-based exchange; implementations may use card credentials, fiat settlement, or onchain paths. | Protocol support and real-world production availability vary by service. |
A practical comparison for businesses and developers
When evaluating an agentic-payment implementation, ask these questions before treating a demo as a complete payment system:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Which rail settles the transaction? Identify the card network and issuer/acquirer path, or the blockchain, asset, and conversion mechanism for an onchain path.
- Where is intent recorded? Determine whether the system stores an authenticated instruction, a Verifiable Intent record, a policy object, or another auditable representation.
- How is the agent recognized? Check whether requests use signed messages, public keys, provider-issued identities, or only an application session.
- What limits are enforced? Confirm merchant allowlists, amount ceilings, frequency limits, category or purpose restrictions, expiry, and behavior when a request falls outside scope.
- What reaches the merchant? Establish whether the integration uses an existing card checkout, guest checkout, tokenized credential fields, or a machine-payment API.
- What evidence survives a dispute? Define retention for the user instruction, signed request, token context, authorization response, fulfillment result, and refund communications.
- Who handles failure? Document what happens when the issuer declines, the resource is not delivered, the agent repeats a request, or a user says the transaction was not authorized.
Worked example: buying a replacement part
Suppose a facilities manager tells an agent to buy a replacement pump for less than $300 from an approved supplier. The manager authenticates the instruction. The provider associates the instruction with an agent identity and a token limited to that supplier and amount. The agent finds the part and sends a signed request containing the payment object.

The supplier receives the payment information and submits an authorization request through its acquirer. The issuer may approve or decline it independently of the agent’s valid signature. If approved, the transaction later clears and settles between the financial institutions; the supplier’s own funding schedule determines when the money becomes available. If the supplier sends a different merchant identifier or an amount above the limit, the provider or issuer may reject the request, depending on where that rule is enforced.
If the part is never delivered, the manager’s saved instruction and transaction evidence may help the merchant, provider, issuer, or dispute process investigate what happened. Cryptographic proof can show which agent sent a message, but it cannot by itself prove that the product was delivered or that the purchase was beneficial.
What the current numbers do—and do not—show
Visa reported roughly $15.0 million in adjusted volume across 109.6 million transactions since May 2025 for x402 activity in a 2026 analysis. That figure is Visa’s reported x402 measure, not a total for all agentic payments, all card-based agent transactions, or the overall market. Visa analysis of agentic payments and onchain data

The broader landscape remains time-sensitive. Rules, rollout status, merchant acceptance, supported protocols, and dispute practices can change as network programs move from announcements and specifications into production.
The bottom line
Agentic payments are delegated purchases, not autonomous money with no checks. A well-designed flow combines a user instruction, agent authentication, a constrained payment token, merchant and acquirer processing, issuer authorization, and the separate clearing and settlement stages. Machine-payment protocols add another way to request a resource and pay within the same interaction, sometimes using onchain rails. The safest interpretation of any implementation is therefore specific: identify who granted authority, how the agent is verified, what the token permits, who authorizes the transaction, and which institutions ultimately clear and settle it.
