They overlap in telecom connectivity, but they are different businesses. HFCL combines optical fiber and cable with telecom equipment, network solutions and defence. Tejas Networks is the most clearly research-and-development- and intellectual-property-led networking-products company. Sterlite Technologies (STL) is primarily an optical-connectivity and network-infrastructure comparison.
The practical choice is therefore a comparison of business mix, order-book quality, customer concentration, normalized earnings, cash conversion, leverage and valuation—not a contest between headline revenue or one year of profit. The figures below use the periods stated in each company’s filings; they are not synchronized, and current prices and multiples must be refreshed before investing.

What each company actually does
HFCL: diversified connectivity, equipment and defence
HFCL makes optical fiber and optical-fiber cable, telecom equipment and network solutions, while also operating in defence. Its FY2024-25 annual report describes a shift from project-led revenue toward products: products represented 61% of FY25 revenue and projects 39%. That mix matters because product sales can be repeatable and scalable, whereas projects often depend on tender timing, execution milestones and working-capital funding.

HFCL’s diversification can reduce dependence on one product cycle, but it also makes consolidated numbers harder to interpret. An investor should separate the contribution and margins of fiber, active equipment, network projects and defence rather than assigning one sector multiple to the whole company.

Tejas Networks: R&D and IPR-led networking products
Tejas develops 4G and 5G radio-access equipment, fiber broadband systems, optical transport, switching and routing, satellite communications and broadcast-networking products. The company says more than one million systems have been deployed across more than 500 carrier networks in 75 countries. It also supplies large national programs, including BSNL 4G/5G and BharatNet.
This is a product and intellectual-property thesis: the upside depends on turning engineering capability into sustained shipments, support revenue and export wins. The risk is lumpiness when a large customer or government program moves between procurement, field deployment and payment stages.
STL: optical connectivity and network infrastructure
STL belongs in the comparison mainly as an optical-connectivity and network-infrastructure company. That makes it a closer read-through to fiber demand, cable deployment and infrastructure execution than to a pure active-equipment or radio-access vendor.
STL’s FY25 and FY26 annual reports are available on its official investor site, but the segment, debt and order-book definitions must be taken directly from the consolidated statements. A secondary FY25 extract quotes revenue from operations of ₹4,083 crore; treat that number as unverified until it is reconciled with the company’s consolidated FY25 filing.

Snapshot of the disclosed numbers
The table is a starting point, not a league table. Dates and definitions differ, and the STL revenue figure is explicitly awaiting confirmation in the primary filing.
| Company and period | Revenue | Profit measure | Order book | Other disclosed detail |
|---|---|---|---|---|
| HFCL, FY25 | ₹4,065 crore consolidated revenue | EBITDA ₹507 crore; PAT ₹173 crore | ₹10,480 crore as of June 30, 2025 | Products 61% of FY25 revenue; projects 39% |
| Tejas Networks, FY25 | ₹8,923 crore revenue from operations | EBIT ₹905 crore; PAT ₹447 crore | ₹1,019 crore at FY25 year-end | Equipment shipped for more than 100,000 BSNL 4G/5G sites |
| Tejas Networks, Q2/H1 FY27 update | Q2 revenue ₹406 crore; H1 revenue ₹808 crore | Q2 PAT negative ₹207 crore; H1 PAT negative ₹409 crore | ₹2,315 crore on the investor-relations update | Later trading period than the FY25 figures above |
| STL, FY25 | ₹4,083 crore in a secondary extract; verify in consolidated FY25 statements | Not stated on a synchronized, verified basis | Not stated on a synchronized, verified basis | Use the company’s consolidated report for margins, debt and order-book scope |
HFCL’s order-book figure is dated June 30, 2025, while Tejas’ ₹1,019 crore figure is at FY25 year-end. Tejas’ later FY27 update demonstrates why a prior-year record cannot be projected mechanically into the next period. Comparing STL with either figure before aligning dates and definitions would create false precision.
Compare business mix before comparing valuation
Build a segment bridge for each company with the same buckets: optical fiber and cable, active telecom equipment, software or embedded intellectual property, network services, EPC or project execution, and defence where applicable. Then ask four questions:
Recommended Free Tools
- Which segment generated the reported revenue and gross profit?
- Is the segment selling a standardized product, a customized system or an engineered project?
- Are margins recognized on shipment, installation, acceptance or a percentage-of-completion basis?
- What portion is recurring support, maintenance or replacement demand?
HFCL provides a useful product-versus-project disclosure, but the other companies may present categories differently. Recast each report into the same buckets before calculating growth or margins. A higher product share is not automatically better if it carries lower margins or requires heavy inventory; a project share is not automatically bad if contracts are profitable and cash collection is reliable.

Assess customers, geography and concentration
Map revenue and receivables by customer type: national telecom operators, government agencies, utilities, data centers, enterprise networks and exports. A large order is investable only after you understand the buyer, payment terms, delivery schedule, warranty obligations and cancellation rights.
Tejas’ disclosed deployment footprint—over one million systems in more than 500 carrier networks across 75 countries—shows international reach, while BSNL 4G/5G and BharatNet create substantial domestic-program exposure. Those programs can accelerate scale, but they can also produce uneven quarterly revenue and working-capital requirements.
For HFCL and STL, use the customer and geographic notes in the consolidated annual reports to determine whether growth is broad or concentrated. Examine the ten largest customers, export share, government receivables, unbilled revenue and any customer-specific advances. Do not infer diversification from a long product list if one buyer still accounts for most billings.
Judge order books by quality, not size
Order-book value is a pipeline, not revenue and not cash. For each company, record the reporting date, whether the figure is company-wide or segment-specific, expected execution period, gross margin, advance received, cancellation language and customer concentration.

Useful order-book tests
- Coverage: divide the order book by the latest full-year revenue, then test how much can realistically be delivered in 12 months.
- Conversion: compare opening backlog, new orders, revenue recognized and closing backlog. Large additions with little conversion may indicate long implementation cycles.
- Economics: identify fixed-price exposure, imported-input risk, escalation clauses and warranty provisions before assuming backlog margin.
- Funding: check customer advances, retention money and receivables. A contract can be profitable on paper while consuming cash.
- Concentration: identify the share attributable to one government program, operator or geography.
HFCL’s June 2025 backlog is much larger than its FY25 revenue, but the ratio alone does not establish future earnings. Tejas’ FY25 year-end backlog and later FY27 backlog are different snapshots of a business affected by project timing. STL’s backlog should be taken only from a clearly defined primary disclosure.
Normalize earnings instead of using one-year P/E
Telecom-equipment earnings can jump when a national rollout reaches shipment or acceptance and fall when procurement pauses. Start with at least three years of consolidated revenue, EBITDA or EBIT, PAT and operating cash flow. Separate recurring operations from exceptional items, acquisition effects, inventory write-downs, foreign-exchange movements and tax benefits.
Tejas’ FY25 results were exceptionally strong on the disclosed figures, yet its subsequent FY27 update reported losses in both the quarter and half-year. That change does not by itself prove a permanent deterioration; it does prove that a single-year P/E can mislead. Model a base case, a delayed-rollout case and a stronger-export case, using conservative conversion and margin assumptions.

Check cash conversion and the balance sheet
Use the same checklist for all three consolidated filings:
- Trade receivables as a percentage of revenue, including ageing and government dues.
- Inventory days, advances to suppliers and work in progress.
- Operating cash flow versus EBITDA and PAT over several years.
- Working-capital borrowings, lease liabilities and net debt.
- Capital expenditure for factories, testing equipment, research and network deployment.
- Contingent liabilities, guarantees, warranty provisions and foreign-currency exposure.
The available figures are not synchronized enough to rank balance-sheet strength. Do not substitute a headline order book for liquidity analysis. A company may need additional borrowing to manufacture against a large contract, while another may collect advances and carry less risk despite a smaller backlog.
Value each business with a scenario range
Refresh share price, market capitalization, enterprise value, net debt and diluted share count immediately before making a valuation comparison. Those synchronized market inputs are not established by the operating figures above.

Use several lenses:
- EV to normalized EBITDA: appropriate only after adjusting for project-cycle peaks, unusual costs and a sustainable margin.
- Price to normalized earnings: useful when depreciation, interest and taxes are stable; unreliable when PAT is dominated by one rollout.
- EV to sales: a cross-check for low-margin or temporarily loss-making periods, but it must be paired with a realistic margin path.
- Price to free cash flow: valuable for testing whether reported profits become cash after inventory, receivables and capital expenditure.
Run bear, base and bull cases with explicit assumptions for order conversion, gross margin, working-capital days, capex and tax. A lower multiple is not automatically cheaper if earnings are at a cyclical peak or debt is rising.
Company-by-company diligence checklist
HFCL
- Reconcile the 61% product and 39% project split with segment margins and operating cash flow.
- Trace the June 2025 order book to customer, product, execution year and cancellation terms.
- Separate optical-fiber and cable economics from active equipment, network solutions and defence.
- Review receivables and borrowing needed to execute the backlog.
Tejas Networks
- Analyze the sustainability of FY25’s revenue, EBIT and PAT rather than capitalizing that year blindly.
- Track BSNL 4G/5G shipment, installation, acceptance and payment milestones; shipment volume is not the same as recognized profit or cash.
- Measure R&D spending, patent or IPR monetization, product refresh cycles and export traction.
- Explain the movement from the FY25 year-end backlog to the later FY27 backlog and connect it to revenue and margin guidance, if disclosed.
STL
- Use only consolidated FY25 and FY26 statements with matching definitions for revenue, EBITDA, debt and backlog.
- Read segment notes for optical fiber, cable, connectivity solutions and infrastructure services.
- Verify the secondary ₹4,083 crore FY25 revenue extract before using it in a model.
- Check leverage, restructuring, impairments, customer concentration and cash conversion.
A repeatable comparison process
- Set the cut-off date. Use the latest annual report and subsequent results available for all three companies.
- Normalize definitions. Convert each company’s segment labels into the same product, project, services and defence categories.
- Build a five-year worksheet. Enter revenue, EBIT or EBITDA, PAT, operating cash flow, capex, net debt, receivables, inventory and diluted shares.
- Bridge the backlog. Record opening backlog, additions, revenue recognized, cancellations and closing backlog with dates.
- Map customers. Mark government, private telecom, utility, data-center and export exposure, including the largest-customer share.
- Stress cash needs. Delay collections, extend inventory days and reduce order conversion in a downside case.
- Apply valuation ranges. Use normalized EBITDA, earnings and free cash flow rather than the latest reported peak alone.
- Write an investment condition. State what must happen—such as backlog conversion, margin recovery or debt reduction—and what would invalidate the thesis.
Common mistakes to avoid
- Ranking by backlog alone: value, margin, timing and customer quality determine whether backlog helps shareholders.
- Mixing dates: HFCL’s June 30, 2025 backlog, Tejas’ FY25 year-end figure and a later FY27 update are not an apples-to-apples series.
- Using standalone numbers for a consolidated question: subsidiaries, eliminations and corporate costs can materially change the result.
- Calling all three “fiber stocks”: Tejas has substantial active equipment and radio-access exposure, HFCL spans several businesses, and STL is the optical-connectivity/infrastructure comparison.
- Confusing shipments with earnings: equipment dispatched to a project may await installation, acceptance or collection.
- Capitalizing a rollout peak: normalize earnings across procurement pauses and project completions.
- Ignoring balance-sheet funding: rapid growth can increase receivables, inventory and debt faster than profit.
- Using stale multiples: market capitalization, net debt and share prices change; refresh them at the decision date.
Which profile fits each stock?
| Investor question | Most relevant investigation | Why it matters |
|---|---|---|
| Do I want diversified connectivity exposure? | HFCL’s product/project mix, defence contribution and backlog conversion | Diversification may reduce dependence on one rollout but can obscure segment economics |
| Do I want an R&D and networking-product thesis? | Tejas’ product competitiveness, R&D returns, customer deployments and earnings normalization | IP-led products can scale, but national-project timing can make results volatile |
| Do I want optical infrastructure exposure? | STL’s verified consolidated fiber, cable and infrastructure segments, debt and cash conversion | Optical demand does not automatically translate into attractive returns if execution or leverage is weak |
Bottom line
HFCL, Tejas Networks and STL should not be treated as interchangeable telecom-equipment stocks. HFCL is the diversified product-and-project case; Tejas is the R&D-led active-networking case whose FY25 strength must be normalized against its later losses; STL is the optical-connectivity and infrastructure case that requires careful extraction of aligned consolidated metrics.
The better investment is the one whose backlog converts into cash at acceptable margins, whose customer concentration is understood, whose balance sheet can fund execution and whose valuation still works under a delayed-rollout scenario. Until current prices, net debt and synchronized STL figures are refreshed, a definitive ranking would be less rigorous than a disciplined comparison.
