At GITEX GLOBAL 2025 in Dubai, Hatem Bamatraf, identified by TechJuice as President and Group CEO of PTCL and Ufone, described the proposed Ufone–Telenor Pakistan combination as a way to improve coverage, network quality, reliability and customer value. His comments described an intended strategy—not proof that the transaction had closed or that customers had already received those benefits.
The interview was reported by TechJuice. Later entries in the publication’s merger coverage index referred to regulatory delays and pending approvals, so the legal status must be checked against current company and regulator records rather than inferred from the GITEX discussion.

What Bamatraf said at GITEX GLOBAL 2025
Bamatraf presented the proposed combination as more than an exercise in increasing subscriber numbers. He said bringing together the companies’ capabilities, cultures, expertise and skills could support more reliable connectivity, faster data at fair value, stronger service quality and broader reach across urban and rural Pakistan.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsIn that framing, scale is a means to improve the customer experience. The interview did not, however, provide coverage maps, speed measurements, investment totals, rollout deadlines or a post-transaction operating plan. Those details are necessary to test whether the stated objectives become measurable improvements.

Is this a PTCL–Telenor merger or a Ufone–Telenor transaction?
The headline uses “PTCL and Telenor merger,” reflecting PTCL Group’s role. Bamatraf’s customer-benefit discussion specifically concerned the proposed merger or combination of Ufone and Telenor Pakistan, the mobile businesses.
PTCL is the parent and group context; that wording does not establish that PTCL’s entire fixed-line, broadband and enterprise operations would be merged into Telenor’s mobile business. Until transaction documents define the legal structure, terms such as acquisition, merger and operational integration should not be treated as interchangeable.

What customers could gain if execution matches the vision
| Potential benefit | What would have to happen | What the interview establishes |
|---|---|---|
| Wider coverage | Radio sites, spectrum and backhaul would need to be combined or expanded, including in underserved districts. | Bamatraf stated broader reach as an objective; no coverage baseline or target was provided. |
| More reliable service | Network integration, fiber capacity, electricity and backup-power resilience would need sustained investment. | Reliability was a stated aim, not a reported post-merger result. |
| Higher data capacity and speed | Additional spectrum, upgraded radio equipment and sufficient backhaul would be required. | The interview referred to fast data at fair value but supplied no performance measurements. |
| Better value or bundles | Efficiency gains would need to be passed through in tariffs, packages or combined mobile, broadband and enterprise offers. | Customer value was promised; no tariff plan was announced. |
Why a merger alone cannot guarantee better connectivity
Network and spectrum integration
The practical outcome depends on spectrum holdings, future allocations, compatible radio-access equipment, tower arrangements and the ability to move traffic over adequate fiber and other backhaul. Different vendors and network technologies can make integration slower or more expensive.

Rural economics
Urban sites can add capacity where demand is dense. Extending or upgrading service in remote areas is a different business decision, affected by site construction, electricity, transport and maintenance costs. A nationwide promise therefore needs district-level targets and funding, not just combined assets.

Customer systems
SIM records, billing, package rules, customer-care channels, roaming and number-portability processes must work together. A technically successful radio-network project can still produce complaints if accounts, balances or support processes are migrated poorly.
Short-term risks during integration
- Temporary network interruptions or uneven roaming between legacy systems.
- SIM, account or billing migration errors.
- Changes to tariffs, packages, validity periods or support channels.
- Confusion over whether Ufone, Telenor or a new brand handles a complaint.
- Fewer major competitors, potentially reducing pressure on prices and service quality.
These are integration risks, not reported events from the GITEX interview. Their likelihood and scale would depend on the final structure, timetable and regulatory conditions.

Has the merger been completed?
Not on the evidence in the interview alone. The GITEX article does not give a closing date, competition-authority decision, Pakistan Telecommunication Authority approval, customer-migration timetable or final operating structure. TechJuice’s later index entries describe approval delays and continuing uncertainty, but an index is secondary reporting rather than a formal legal record.
A definitive status check should look for a Competition Commission of Pakistan decision, a PTA approval or no-objection document, Telenor Group and PTCL announcements, and any relevant company filing. Until those records establish completion, the transaction should be described as proposed or pending rather than completed.

The competition question
A combined operator could use scale to invest more efficiently and improve capacity. The same scale could reduce the number of large independent rivals and increase bargaining or pricing power. Regulators may therefore examine market concentration, spectrum concentration, wholesale access, quality obligations and the effect on smaller operators or potential mobile virtual network operators.
Any conditions attached to approval—such as spectrum, coverage, pricing or service obligations—could materially change the customer outcome. The available interview does not state what conditions, if any, regulators would impose.
PTCL Group’s wider digital-inclusion agenda
Bamatraf also connected PTCL Group’s strategy with social and economic inclusion. The interview mentioned an expansion of the Ba-Ikhtiar Project with the Pakistan Poverty Alleviation Fund to 23 districts and support for more than 2,000 women entrepreneurs through digital skills and economic opportunities.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →It also mentioned a partnership with ConnectHear involving an AI-based early-warning system for the Deaf community. These initiatives are part of the group’s broader inclusion narrative; they are not evidence that the mobile transaction has improved coverage, prices or reliability. The figures and any “world’s first” description should be independently confirmed with the project partners before being treated as established facts.
How to judge whether the promise is delivered
- Coverage: Compare geographic and population coverage before and after integration, including rural districts.
- Reliability: Track dropped calls, outage frequency and continuity during migration.
- Data performance: Compare typical download and upload speeds and latency by region.
- Affordability: Monitor the effective cost of voice, data and bundles, not just headline allowances.
- Customer experience: Check billing accuracy, complaint-resolution times and migration support.
- Competition: Compare tariffs and quality across Jazz, Zong, Ufone and emerging operators.
- Regulatory compliance: Test whether any approval conditions are met.
- 5G readiness: Look for spectrum, fiberization, compatible devices and actual deployment rather than announcements alone.
- Inclusion: Measure whether women entrepreneurs, people with disabilities and low-income users receive practical access improvements.
What readers should watch next
- A formal closing or approval announcement from the relevant authorities and companies.
- The legal transaction structure and any regulatory conditions.
- Brand, SIM, number-portability and customer-support policies.
- A published network-integration timetable and updated coverage information.
- Changes to tariffs, bundles and legacy customer packages.
- Independent measurements of speed, reliability and rural coverage.
The Bottom Line
Bamatraf’s GITEX GLOBAL 2025 message was a case for what a Ufone–Telenor Pakistan combination could achieve: broader coverage, more reliable networks and better value. It was not evidence that those gains had already arrived or that the transaction was legally complete. The outcome will depend on regulatory approval, integration quality, investment beyond major cities and whether efficiencies are passed to customers.
