Use GSTR-2B as the period-wise reference when preparing input tax credit (ITC) entries in GSTR-3B. Then match it against your purchase ledger, invoices, debit and credit notes, and books. Use GSTR-2A and supplier filing information to investigate missing or different records. Neither statement, by itself, proves that every listed credit is legally claimable; the taxpayer must still apply the law, prevent duplicate claims, make required reversals, and account for reverse-charge tax.
This approach follows the GST Portal’s taxpayer guidance: GSTR-2B is the read-only, static statement intended to support the relevant GSTR-3B ITC sections, while reconciliation and legal self-assessment remain the taxpayer’s responsibility.

The practical answer: use both, but give them different jobs
| Question | Use | Why |
|---|---|---|
| Which statement should anchor the period’s GSTR-3B ITC review? | GSTR-2B | It is generated for a defined tax period, remains static, and is the GST Portal’s stated reference for taking the appropriate ITC in GSTR-3B. |
| Where should you look for supplier-uploaded details while investigating a mismatch? | GSTR-2A, supplier records and filing status | These sources can help trace what the supplier reported and explain why portal views do not align. |
| What proves that credit is claimable? | Your records plus the applicable GST law | A system “available” flag is not a complete legal opinion. You must self-assess eligibility and apply reversals or other restrictions where required. |
Thinking of GSTR-2A and GSTR-2B as competing alternatives creates avoidable errors. The reliable workflow is period-based: freeze the relevant GSTR-2B, reconcile it to your books, and use GSTR-2A or supplier follow-up to explain variances.

What GSTR-2B contains and why it is the period reference
The GST Portal describes GSTR-2B as a “read-only static auto-drafted ITC statement.” It is generated for a tax period from supplier disclosures in GSTR-1 and GSTR-1A, GSTR-5 data, Input Service Distributor information in GSTR-6, and import-of-goods data received from ICEGATE.

Because the statement is static for its generated period, it gives a repeatable cut-off for a month-end or quarter-end close. It presents document-level information and summaries showing credit classified as available and not available. The portal’s stated use is to help the taxpayer take the appropriate ITC in the relevant sections of GSTR-3B.
After signing in, open the GST Portal’s return dashboard, select the relevant tax period and GSTR-2B, and save the generated statement. The portal makes the statement available for viewing or download in Excel or JSON. Retaining the exact period file matters: later supplier filings or amendments may appear in a subsequent statement rather than changing the copy you used for the original close.
What “static” means in practice
- It is a period snapshot, not a live ledger that continuously changes after you download it.
- A supplier submission made after the statement’s cut-off may be reflected in a later recipient period.
- Your accounting records can contain an invoice that is absent from that period’s statement without proving that the invoice is permanently ineligible.
- The statement’s available/not-available classification is a system presentation, not a substitute for checking the transaction under the applicable law.
What GSTR-2A is useful for
GSTR-2A-related information is most useful as an investigation view. When an invoice, amendment or tax amount does not match your purchase ledger or GSTR-2B, use supplier-uploaded details and filing status to trace what was reported, when it was reported and whether the document data differs from your books.

Why a GSTR-2A-related report may not match another portal view
The GST Portal’s known-issues guidance documents several presentation and cut-off situations. They are useful troubleshooting examples, not a universal explanation for every mismatch:
- A quarterly recipient’s form may consolidate amounts in the last month of the quarter, while a credit report is presented monthly.
- One report may count only submitted invoices while the form includes both saved and submitted invoices.
- Records added after a report’s cut-off can appear in a later view even though the underlying supplier activity relates to an earlier period.
Before treating a difference as a supplier error, compare the tax-period basis, invoice status and report cut-off used by each view.
GSTR-2A vs GSTR-2B: the differences that affect reconciliation
| Comparison point | GSTR-2B | GSTR-2A-related information |
|---|---|---|
| Primary role | Period-wise working reference for ITC entries in GSTR-3B. | Investigation of supplier-reported details and differences. |
| Period behavior | Static statement generated for a defined tax period. | Can show supplier activity whose timing, status or presentation differs from another report. |
| Data sources described by the portal | GSTR-1/1A, GSTR-5, GSTR-6 and import data received from ICEGATE. | Supplier-uploaded invoice information used to trace discrepancies. |
| Output | Document-level details plus available and not-available summaries. | Detail that helps identify what the supplier submitted or amended. |
| Legal effect | Does not by itself establish that credit is legally claimable. | Does not by itself establish that credit is legally claimable. |
| Best operational use | Freeze, reconcile and support the relevant GSTR-3B period. | Find the reason for a missing, changed or differently displayed record. |
How to reconcile ITC using GSTR-2B, step by step
- Choose the return period. Decide whether you are closing a particular month or quarter and identify the GSTR-3B sections that will contain the ITC entries.
- Download and retain the generated GSTR-2B. From the GST Portal return dashboard, open the relevant period’s GSTR-2B and save the Excel or JSON file. Keep the generation period and download date in your working papers.
- Prepare the purchase-side data set. Use the purchase ledger and supporting invoices, debit notes, credit notes and import records. At minimum, align the supplier GSTIN, document number, document date, tax amounts and the period in which the item is being considered.
- Match document by document. Compare the ledger to the GSTR-2B details rather than relying only on a total. A total can agree while one invoice is duplicated and another is missing.
- Separate availability from eligibility. For each matched item, review the statement’s classification, then perform the taxpayer’s own legal and accounting checks. Do not convert an “available” label into an automatic claim.
- Identify duplicates and required reversals. Check whether the same invoice, debit note or import entry has already been claimed. Record any reversal required by the applicable rules and the reason for it.
- Handle reverse charge separately. The GST Portal’s reconciliation guidance says taxpayers must pay reverse-charge tax as applicable. A supplier-populated statement is not a substitute for that obligation.
- Investigate every unmatched line. Use GSTR-2A-related detail, supplier communication and filing status to classify the variance as timing, amendment, data mismatch, duplicate, reporting-view difference or a possible eligibility issue.
- Check a later statement when timing explains the gap. If the supplier used GSTR-1A to add or amend information, the portal says the recipient’s corresponding availability appears in the next tax period’s GSTR-2B.
- Document the decision. Retain the statement, the matched ledger extract, supporting documents, the reason for each variance and the action taken in the return. This creates a defensible reconciliation trail.
How to classify a mismatch instead of guessing
| What you observe | Likely line of inquiry | Action |
|---|---|---|
| Invoice is in your books but absent from the current GSTR-2B. | Supplier filing date, GSTR-1A amendment, statement cut-off or document-data mismatch. | Check supplier filing status and subsequent GSTR-2B periods; do not call it permanently ineligible solely because it is missing now. |
| Amount appears in a quarterly form’s last month but not in the monthly credit report for the month you expected. | Different monthly-versus-quarterly aggregation bases. | Reconcile using the same reporting basis and period before escalating the variance. |
| One report includes an invoice and another does not. | Saved-versus-submitted status. | Check whether each view counts saved records, submitted records or both. |
| A later download contains a record that was absent at close. | Entry added after the earlier report cut-off. | Preserve the original period statement and record the later appearance as a timing event. |
| GSTR-2B marks credit available but your internal review rejects it. | Legal restriction, duplicate, reversal requirement or an accounting error not captured by the portal flag. | Follow the applicable GST law and your documented control; do not claim solely because the system did not flag the item. |
Why an invoice can be missing from GSTR-2B
The supplier filed after the period cut-off
GSTR-2B is static for its generated period. A supplier’s later filing can therefore miss the statement you downloaded for the earlier close. Compare the supplier’s filing date with the statement generation and review later recipient statements.

The supplier changed information through GSTR-1A
GST Portal guidance for GSTR-1A says that when a supplier adds or amends information through that facility, the recipient’s ITC availability is reflected in the next tax period’s GSTR-2B. Treat the absence in the current statement as a timing question first, not as conclusive proof that the credit can never be considered.

The invoice data does not match
A different supplier GSTIN, invoice number, date or tax amount can prevent a clean match even when both parties believe they are referring to the same transaction. Compare the source invoice with the portal fields and ask the supplier to correct its filing where appropriate.
The reports use different status or cut-off rules
A known-issues example is a report that counts only submitted invoices while another form includes saved and submitted invoices. A record added after a report cut-off can also appear later. Confirm the status and cut-off before changing the accounting entry.
Does appearance in GSTR-2B mean you can claim ITC?
No. The GST Portal expressly cautions that only specified situations are classified as unavailable in GSTR-2B and that other legal provisions may still prevent credit. The absence of a system warning is therefore not a complete eligibility opinion.
Use the statement as one input to a transaction-level decision. Confirm that the document belongs to your business, has not already been claimed, is recorded correctly, and satisfies the provisions applicable to the transaction and period. Apply any required reversal and account for reverse-charge tax. Where the law or facts are uncertain, obtain transaction-specific professional advice rather than treating the portal label as a ruling.

A worked month-end example
Assume your purchase ledger contains 120 supplier invoices for a month. The downloaded GSTR-2B contains 112 matching invoices, two credit notes, one debit note and a summary that differs from your ledger total.
- First, preserve the downloaded statement as the period baseline.
- Next, match the 112 invoices and the notes by supplier GSTIN, document number and tax amount. Mark duplicates or amount differences rather than forcing them into the “matched” total.
- For the eight ledger-only invoices, check supplier filing status, GSTR-2A-related detail and whether any supplier change was made through GSTR-1A.
- For any item appearing after the original cut-off, record the later GSTR-2B period in which it appears.
- Review every matched item for legal eligibility, prior claim, reversal and reverse-charge treatment before transferring the approved amount to GSTR-3B.
The result is not simply “112 invoices claimed.” It is a documented set of matched, deferred, rejected, reversed and otherwise explained items supported by the period statement and your books.
Build a repeatable monthly or quarterly control
- Freeze the source: save the generated GSTR-2B in an access-controlled folder with the tax period and download date.
- Use a stable matching key: supplier GSTIN plus document number, date and tax amount; retain the original invoice for exceptions.
- Keep exception reasons: timing, GSTR-1A amendment, saved/submitted status, reporting aggregation, data mismatch, duplicate or legal review.
- Track subsequent periods: deferred supplier records should be checked against later GSTR-2B statements.
- Separate accounting from eligibility: a posted purchase is not automatically an approved ITC claim, and a portal line is not automatically a legal entitlement.
- Reconcile totals only after line matching: totals are a control check, not a substitute for document-level review.
- Retain the audit trail: keep the statement, ledger extract, source documents, supplier correspondence and the final return decision together.
IMS and period-sensitive portal changes
Invoice Management System behavior can change by tax period. GSTN’s FAQ on changes from the October 2025 tax period describes actions on records and an option to declare ITC reversal amounts for specified accepted records. Those instructions are time-sensitive. Before relying on an IMS screen, action or reversal field, read the official guidance applicable to the tax period you are filing; do not assume that a screen described for October 2025 remains unchanged for a later period.

Common mistakes to avoid
Using GSTR-2A as the only claim schedule
A supplier-upload view is useful for investigation, but it does not provide the static period boundary the portal assigns to GSTR-2B. Using it alone can make period close inconsistent.

Claiming every “available” line
Availability in the statement does not eliminate other statutory restrictions, duplicate-claim checks or reversal requirements.
Rejecting a missing line permanently
A late filing or GSTR-1A amendment can move the recipient’s availability to a later GSTR-2B. Check timing before making a final conclusion.
Comparing unlike reports
Monthly and quarterly views, saved and submitted records, and different cut-offs can produce different displays. Align the basis before diagnosing an error.

The portal statement is not your purchase register. Your books and source documents remain necessary to identify duplicates, incorrect amounts, unsupported entries and transactions that need legal review.
A simple decision rule
- Preparing the current GSTR-3B: start with the generated GSTR-2B for that period.
- Invoice missing or different: investigate with GSTR-2A-related information, supplier filing status, document comparison and later periods.
- Statement says available: complete your own eligibility, duplicate and reversal checks.
- Supplier changed data through GSTR-1A: look for the effect in the next tax period’s GSTR-2B.
- Portal reports disagree: check monthly/quarterly basis, saved/submitted status and cut-off before altering the return.

The operational points above reflect GST Portal taxpayer guidance in the FAQ “Viewing Form GSTR-2B,” the GST Portal GSTR-1 guidance on GSTR-1A, the GST Portal “Known Issues & Suggested Solutions” document, and the FAQ on new IMS changes from the October 2025 tax period. The materials were accessed on October 13, 2026. Portal labels and IMS behavior can change, so use the instructions applicable to the tax period and return you are filing.
