GST vs. sales tax: how the two taxes affect consumers

GST and sales tax can both increase what you pay for a purchase, but the label alone does not tell you the rate, which products are taxable, who administers the tax, or whether it is already included in the displayed price. GST is a name used by several national and subnational systems, while “sales tax” commonly describes state, provincial, or local taxes. Your final total depends on your location, the item or service, its tax status, and the seller’s price-display rules.

What is the difference between GST and sales tax?

Goods and services tax (GST) is generally a broad consumption tax. A jurisdiction decides its rate, tax base, exemptions, registration rules, collection process, and how taxes are divided among government levels. New Zealand’s Inland Revenue Department defines GST as “A tax added to the price of most goods and services, including imports.” That wording describes New Zealand’s system; it is not a worldwide definition with one universal rate.

“Sales tax” is a broader label in everyday use. In the United States, for example, state and local governments impose sales taxes, and the taxable products and percentages can differ between jurisdictions. USAGov explains: “Most states and municipalities have a sales tax and charge different percentages on different goods, or not at all for other items.” A sales-tax label therefore does not identify a single national system either.

Both models are usually collected by the seller at the time of sale and remitted to a tax authority. From a consumer’s perspective, the practical question is whether the item is taxable and how much tax the applicable jurisdiction requires. A GST invoice and a sales-tax receipt can therefore produce similar consumer effects even though the legal structures differ.

Key differences at a glance

Comparison point GST systems Sales-tax systems
Name and scope Often a broad tax on goods and services, but the base and exceptions are set by each jurisdiction. Usually a tax on specified retail sales; the term can cover different state, provincial, or local rules.
Responsible authority May be national, federal, provincial, or harmonized across levels. Canada combines federal GST with provincial taxes as HST in participating provinces. Commonly administered by state, provincial, county, city, or other local authorities. The United States has no single nationwide consumer sales-tax rate.
Rate Country-specific and sometimes region-specific. Examples below are Canadian, Australian, and New Zealand rates, not a global GST rate. Varies by state or locality and often by product category; the local tax authority controls the applicable percentage.
Taxable items Most supplies may be taxable, with zero-rated and exempt categories defined by law. Some goods or services may be taxed while others are excluded, exempt, or taxed at a different rate.
Where a transaction is taxed Place-of-supply rules can determine the rate, especially for delivery and online orders. The seller’s location, delivery destination, customer status, and local rules can affect the rate and obligation to collect.
Price display There is no single display convention across all GST jurisdictions. Some sellers show tax separately and add it at checkout; others may show a tax-inclusive price. Local law and store practice control.

How GST or sales tax changes your purchase total

For a taxable purchase, the basic calculation is:

Tax = taxable price × applicable tax rate
Total paid = taxable price + tax

That formula is simple, but each input requires a local answer. The taxable price may exclude shipping, deposits, or discounts under local rules. The applicable rate can depend on the delivery address or the type of product. A tax exemption or zero rate can reduce the tax to zero, but those categories are not interchangeable in every system.

Is GST included in the price?

Sometimes, but not everywhere. The cited official material does not establish one price-display rule for Australia, Canada, New Zealand, and the United States as a group. A shelf tag, menu, advertisement, or online product page may show a tax-inclusive amount, a pre-tax amount, or both. Check wording such as “includes GST,” “plus tax,” or a separate tax line before comparing prices.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If a displayed amount excludes tax, the checkout total will be higher for a taxable purchase. If the amount includes tax, the receipt may still show the tax component separately even though you did not pay an additional amount at checkout. Do not infer the display rule from the word GST or sales tax alone.

Why is sales tax added at checkout?

A seller may add tax at checkout because the final jurisdiction and tax status are not known until you enter the delivery address, select a service location, or identify the product category. Online systems can also calculate local rates that differ from the seller’s physical address. In a tax-exclusive display system, the seller shows the pre-tax price and adds the legally required amount to the receipt.

An added line does not necessarily mean the seller has imposed an extra fee. It may be the statutory tax that the seller collects and remits. Review the receipt for the tax jurisdiction, rate, and taxable subtotal. If the line appears incorrect, ask the seller which jurisdiction and product code were used, then consult the relevant tax authority.

Country examples: the same label can mean different rates

These figures illustrate the variation; they are not interchangeable global standards. Rates and exemptions can change, so verify a particular transaction with the local authority.

Canada: GST, HST, and place of supply

The Canada Revenue Agency (CRA) lists a 5% GST in non-participating provinces, 13% HST in Ontario, 14% HST in Nova Scotia effective April 1, 2025, and 15% HST in other participating provinces on its rates and place-of-supply guidance: CRA GST/HST rates and place-of-supply rules. HST is a harmonized tax that combines the federal GST with a provincial component. These are Canadian examples, not a definition of GST everywhere.

Place-of-supply rules can make the delivery destination more important than the store’s address. The CRA gives an example in which a British Columbia store delivers a mattress to a customer in Ontario and charges Ontario’s 13% HST. An online order can therefore display one rate before an address is entered and a different rate after the destination is known. The CRA’s registrant guidance explains the broader framework: General Information for GST/HST Registrants.

Australia: a 10% GST example with a freshness qualification

The Australian Taxation Office describes GST as 10% on most goods, services, and other items sold or consumed in Australia on its comparison page, which was last updated July 7, 2021: Australian Taxation Office: Goods and services tax. Because that page is older than the current date, confirm the rate and any product-specific exceptions with the ATO before relying on it for a current transaction.

“Most” matters: the statement does not mean every Australian purchase is taxed at 10%, nor does it specify how every price must be displayed. The item’s classification and the seller’s obligations still determine whether GST is charged.

New Zealand: 15% GST on most purchases

New Zealand Inland Revenue lists a 15% GST rate and explains that GST applies to most goods and services, including imports: Inland Revenue: What GST is. That page was last updated April 1, 2026. A consumer comparing Australia and New Zealand should not assume the two countries use the same rate: the cited Australian Taxation Office page describes 10%, while New Zealand’s current guidance lists 15%.

New Zealand’s guidance also explains the collection flow: the consumer pays the seller, and the seller passes the tax to Inland Revenue. The practical effect is still determined by the purchase’s tax status and whether the quoted price already includes GST.

United States: state and local sales-tax variation

The United States does not have one consumer-facing national sales-tax rate. USAGov says most states and municipalities have a sales tax and charge different percentages on different goods, or none on other items: USAGov: How to pay and get help with state and local taxes. A state may permit cities, counties, or special districts to add local tax, and a product that is taxable in one jurisdiction may be exempt in another.

For a specific US purchase, the state and local tax agency is the authoritative source. The Internal Revenue Service provides a sales-tax deduction calculator for federal deduction purposes, but it does not replace the local authority’s rules for what a retailer should charge: IRS: Use the Sales Tax Deduction Calculator.

Do all products have GST or sales tax?

No. Tax law commonly separates taxable, zero-rated, exempt, and out-of-scope supplies. The names and consequences vary by jurisdiction, so a product that is exempt in one country may be taxable in another.

Taxable supplies

A taxable supply is charged at the jurisdiction’s standard or specified rate. The receipt normally shows a tax amount or a tax-inclusive total. Multiple items in one basket can have different rates, so multiplying the entire receipt by one percentage can produce the wrong answer.

Zero-rated supplies

A zero-rated supply has a tax rate of 0%. The consumer sees no tax collected, but the supply is still recognized within the GST/HST system. In Canada, the CRA says a registrant generally may claim input tax credits related to zero-rated supplies. Details are in CRA: Type of supply.

Exempt supplies

An exempt supply has no GST/HST charged, and the supplier generally cannot claim input tax credits for costs related to making that supply. To a consumer, both zero-rated and exempt purchases can show a zero tax line, but they are different legal categories for the business. Do not use the absence of tax on one item to predict the treatment of another.

Product and service distinctions

  • Food, medicine, housing, education, transport, digital services, and financial services can have special rules.
  • Shipping, installation, warranties, bundled products, and service fees may follow the tax treatment of the main item or a separate rule.
  • Imports can trigger tax even when a domestic version of the product is treated differently.
  • A seller may be required to collect tax only after meeting registration or economic-activity thresholds.

Those categories are decision points, not a universal checklist. Use the product classification and tax authority for your jurisdiction when the amount matters.

How much tax will I pay where I live?

You need four pieces of information: your location for tax purposes, the type of purchase, the applicable rate or exemption, and whether the quoted price includes tax. Follow this process for an estimate.

  1. Identify the taxing destination. For a physical purchase, use the store and transaction location required by local law. For delivery or online orders, enter the complete delivery address and check the rate after the seller calculates shipping.
  2. Classify the item or service. Determine whether it is taxable, zero-rated, exempt, or subject to a special rate. Do not assume that every item in a category has the same treatment.
  3. Find the official rate. Use the national, state, provincial, or local tax authority. In Canada, start with the CRA’s rates and place-of-supply page; in the United States, use the relevant state and local sources recommended by USAGov.
  4. Check the price convention. Read the product page, shelf label, menu, quote, or contract for “tax included” or “plus tax.” If unclear, ask the seller before paying.
  5. Calculate each rate separately. For a $100 taxable item at 13%, tax is $13 and the pre-discount total is $113. If a second item is exempt, apply the rate only to the taxable item. This arithmetic example illustrates the method, not a universal rate.
  6. Compare the receipt with the estimate. Confirm the taxable subtotal, rate, tax amount, destination, and any local components. Keep the receipt if you need a refund, business record, or tax deduction.

Why two shoppers can pay different tax on the same item

  • Different jurisdictions: A state, province, city, or special district may impose a different percentage.
  • Different destinations: Canadian place-of-supply rules can shift an order from one provincial rate to another when the delivery address changes.
  • Different product status: One jurisdiction may exempt a category or apply a zero rate while another taxes it.
  • Different price displays: One retailer may advertise a tax-inclusive total while another shows a pre-tax price.
  • Different transaction dates: Rates can change, as shown by Nova Scotia’s 14% HST effective April 1, 2025.
  • Different seller obligations: A marketplace, small supplier, or overseas seller may have different collection responsibilities, although the customer can still face import or use taxes under local law.

These differences are why a headline percentage is not enough to predict a checkout total.

Reading a GST or sales-tax receipt

  • Tax jurisdiction: state, province, territory, city, or other authority.
  • Tax rate: a percentage for each taxable line or tax group.
  • Taxable subtotal: the portion of the purchase to which the rate was applied.
  • Tax amount: the calculated charge, sometimes split into federal and provincial or state and local components.
  • Exemption or zero-rate notation: a code or label explaining why no tax was collected.
  • Delivery and other charges: amounts that may have their own tax treatment.

If the receipt does not identify the jurisdiction or the rate, request an itemized explanation from the seller. For a disputed amount, provide the transaction date, delivery address, product description, and receipt rather than relying on a general internet rate table.

Common mistakes to avoid

Calling one percentage “the GST rate”

GST is used in multiple systems. Saying “GST is 10%” without naming Australia and qualifying the source date is misleading; New Zealand lists 15%, and Canada uses several GST/HST rates.

Assuming tax is always added on top

Some prices are tax-inclusive and some are not. The tax label does not tell you which display convention applies.

Assuming no tax means the item is exempt

A zero-rated supply, an exempt supply, a seller that has not collected tax, and an out-of-scope transaction can all produce a zero tax line for different reasons.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using the seller’s address for every online order

Delivery and place-of-supply rules can make the customer’s destination decisive. Enter the complete address and inspect the final rate.

Relying on an old rate page

Tax rates and exemptions change. The CRA page records Nova Scotia’s change effective April 1, 2025; New Zealand’s cited page was updated April 1, 2026; and the Australian comparison page was last updated July 7, 2021. Check the current authority guidance before making a high-value purchase or preparing a tax record.

How to verify a disputed or unexpected charge

  1. Save the receipt, order confirmation, delivery address, and date.
  2. Separate the item price, shipping, discounts, and other fees from the tax line.
  3. Ask the seller which jurisdiction, rate, and product classification were used.
  4. Check the official tax authority for that jurisdiction and transaction date.
  5. If the seller’s answer conflicts with the authority’s guidance, request a corrected receipt or refund and keep written records.

A tax professional may be appropriate for business purchases, imports, or a recurring dispute. A general comparison cannot determine the legally correct treatment of an individual transaction.

The practical bottom line for consumers

GST and sales tax are different labels for jurisdiction-specific consumption-tax systems. Both can raise your purchase total, but neither label supplies the answer by itself. To know what you will pay, identify the destination, classify the item, confirm the current local rate, and determine whether the quoted price includes tax. Use official guidance for the exact jurisdiction and date, especially for online orders and products with special tax treatment.
