For Australia, most businesses must register for GST when GST turnover reaches $75,000, while non-profit organisations generally use a $150,000 threshold. Taxi, limousine and ride-sourcing operators must register regardless of turnover, and a business must also register if it wants to claim fuel tax credits. Below the compulsory threshold, registration is generally optional. Voluntary registration can make eligible GST on business purchases creditable, but it also means charging GST on most taxable sales, lodging activity statements and maintaining GST records—usually for at least 12 months.
GST thresholds are jurisdiction-specific. The figures in this guide are an Australian worked example, with New Zealand and UK VAT examples showing why you must confirm the country before applying any threshold.

What the GST threshold actually decides
A registration threshold is a legal trigger, not a measure of profitability. In Australia, the key test is GST turnover: the turnover measure used by the Australian Taxation Office (ATO) to determine whether registration is compulsory. It is not simply a count of every bank deposit or cash receipt. The ATO describes GST turnover as gross income from all businesses minus GST and provides separate rules for working out which amounts count and which are excluded.

Registration can be compulsory or voluntary:
- Compulsory registration: You must register when the relevant threshold or a special activity rule applies.
- Voluntary registration: If none of the compulsory tests applies, you can generally choose to register.
The choice below the threshold is a business decision. You compare the GST credits you could claim on eligible purchases with the GST you would need to collect, the effect on your prices or margin, and the cost of filing and recordkeeping.

Thresholds depend on the country
“GST” is not a worldwide set of rules. Australia, New Zealand and the United Kingdom use different thresholds, tax names and trigger tests. The following figures are current examples from the official guidance identified for this article; they are not interchangeable.
| Jurisdiction | Tax and trigger | Threshold or rule |
|---|---|---|
| Australia | GST registration for businesses | $75,000 GST turnover |
| Australia | GST registration for non-profit organisations | $150,000 GST turnover per year |
| New Zealand | GST registration for a taxable activity | NZ$60,000 turnover in the last 12 months or expected in the next 12 months; registration also applies when GST is added to prices |
| United Kingdom | VAT registration | £90,000 taxable turnover threshold; businesses below it may choose voluntary registration |
Australian amounts and obligations below come from ATO and Australian Government guidance current to 2025 and 2026 access dates. New Zealand and UK figures are included only to demonstrate the jurisdiction issue; they are not a substitute for checking the rules where you operate.
When Australian registration is compulsory
Ordinary businesses: $75,000 GST turnover
The ATO says an Australian business must register when GST turnover is $75,000 or more. The threshold is based on the GST-turnover rules, not on your net profit. A business with substantial expenses can still be required to register if its turnover reaches the threshold.
Non-profit organisations: $150,000
For non-profit organisations, the general threshold is $150,000 GST turnover per year. This higher threshold applies to the organisation category identified by the ATO; confirm that your entity qualifies as a non-profit under the relevant rules before relying on it.
Taxi, limousine and ride-sourcing services
Taxi and limousine travel operators, including ride-sourcing drivers, must register for GST regardless of turnover under the ATO guidance. The ordinary $75,000 test does not create an exemption for a small operator in these activities.
Fuel tax credits
A business must register for GST if it wants to claim fuel tax credits. This is a separate trigger: the credit objective can make registration necessary even when turnover is below $75,000.
How to monitor GST turnover correctly
The ATO advises new businesses to consider whether they expect to reach the threshold in their first year and existing businesses to check regularly whether turnover is likely to reach it. Monitoring should use the ATO’s GST-turnover calculation method rather than a simple bank-account total.

- Identify the correct entity and activities. Include turnover from all businesses covered by the relevant rules, not just the line of work that happens to be growing fastest.
- Apply the GST-turnover definition. Start with gross income and remove GST and any amounts excluded under the ATO calculation rules. Do not assume every receipt is included or every transfer is income.
- Look forward as well as backward. A new business should model expected first-year turnover. An established business should review actual and projected turnover on a regular schedule.
- Flag special activities. Taxi, limousine and ride-sourcing services and fuel-tax-credit claims can create obligations independent of the ordinary threshold.
- Document the calculation. Keep the sales reports, assumptions and exclusions supporting your conclusion. This gives you an audit trail if your registration date is later questioned.
Once the compulsory test is met, the ATO says registration is required within 21 days after you become required to register. Waiting until a convenient month-end can leave you charging customers incorrectly and filing late.
What voluntary registration changes
If you are below the compulsory criteria, Australian Government guidance says registration is generally optional. Choosing to register changes both sides of your GST accounting.
You charge GST on most taxable sales
GST is generally 10% on most Australian goods and services. For a GST-inclusive price, the GST component is one-eleventh of the total sale price. A registered business collects that amount from customers and reports it to the ATO, subject to the GST rules for taxable, GST-free and input-taxed supplies.
Registration does not mean every sale is taxed in exactly the same way. The treatment depends on the type of supply, so classify your sales correctly instead of applying 10% mechanically.
You may claim eligible GST credits
A registered business can generally claim GST credits on most eligible business purchases. The credit is not a blanket refund of every expense. The purchase must satisfy the GST-credit rules, be connected with the business, and be supported by the required records and tax invoices. Private spending and purchases without the necessary evidence may not be creditable.
You lodge activity statements
Registration brings activity-statement obligations. Your reports cover sales, GST collected on sales and eligible GST credits on purchases. The frequency and due dates depend on your ATO arrangements, so build a calendar and reserve cash for the net amount payable rather than treating all GST collected as income.
You generally remain registered for at least 12 months
The ATO says businesses generally must stay registered for at least 12 months. That minimum period matters if your turnover is seasonal or you expect to drop below the threshold soon after registering. Check the cancellation rules before choosing registration as a short-term experiment.

Should you voluntarily register? A decision framework
There is no universal break-even sales figure in the official guidance. Use the following sequence to make a decision based on your own customers, purchases and administration capacity.
1. Confirm that registration is not already compulsory
Check the $75,000 Australian business threshold, the $150,000 non-profit threshold, the special rules for taxi, limousine and ride-sourcing services, and the fuel-tax-credit trigger. If you are near the threshold, calculate GST turnover using the ATO method and include your reasonable first-year forecast. A voluntary-registration analysis is irrelevant if the law already requires registration.
2. Estimate eligible input GST
List the business purchases you expect over the next 12 months and identify the GST component that could be creditable. Separate large, clearly business-related purchases from mixed-use or private costs. For example, equipment bought exclusively for the business may have a different credit outcome from a vehicle or phone used partly for personal purposes. Use invoices and the applicable GST rules, not an assumption that every supplier charge contains recoverable GST.
3. Analyse your customers and prices
Ask who pays you and how your prices are set:
- GST-registered business customers may be able to claim credits on your GST-inclusive invoices, making the tax less sensitive to their effective cost.
- Consumers and other customers unable to claim credits feel the full GST-inclusive price unless you absorb the tax in your existing price.
- Fixed-price or highly competitive markets may limit your ability to add 10% without losing sales.
- Negotiated business pricing may let you state a GST-exclusive amount plus GST, preserving your intended pre-tax price if the customer accepts it.
Registration can therefore change either the customer’s final price or your margin. The ATO and Australian Government sources do not prescribe one pricing outcome; it depends on customer type, competition and your contracts.
4. Price the administration
Count the recurring work required to issue compliant invoices, retain records, reconcile GST collected, identify eligible credits and lodge activity statements. Include bookkeeping time, professional support if you use it, software configuration and the cash-flow discipline needed to set aside GST collected. An optional registration that produces modest credits may not justify substantial recurring administration.
5. Consider growth and the 12-month minimum
If you expect turnover to exceed $75,000 soon, registering earlier can avoid a forced change in pricing and invoicing when you cross the threshold. Conversely, if your business is winding down or has very low taxable sales, the 12-month minimum and cancellation process may outweigh short-term credits.
6. Make a documented comparison
Prepare two scenarios for the next 12 months:
| Decision factor | Stay unregistered (when optional) | Register voluntarily |
|---|---|---|
| GST on sales | Do not charge GST as a registered supplier | Generally include GST on most taxable sales and report it |
| GST on eligible purchases | Cannot claim GST credits as an unregistered business | May claim eligible credits with required records |
| Customer pricing | Prices are not increased for GST | Either add GST to the price or absorb it in the margin, depending on the arrangement |
| Reporting | No GST activity statements solely because of GST registration | Lodge activity statements covering sales, GST and credits |
| Commitment | No 12-month GST-registration minimum | Generally remain registered for at least 12 months |
Compare the estimated annual eligible credits with the expected margin effect and administration cost. Keep the assumptions—sales mix, purchase schedule, customer type and expected growth—so you can revisit the choice when circumstances change.

Worked pricing and credit examples
These examples illustrate the mechanics; they are not a forecast of your business’s result.
Adding GST to a quoted price
Suppose you intend to charge $1,000 before GST for a taxable service. At the Australian 10% rate, the GST-inclusive invoice is $1,100: $1,000 for the service and $100 GST. The $100 collected is reported to the ATO, offset by eligible GST credits on business purchases.

If your advertised price is $1,100 including GST, the GST component is one-eleventh, or $100. Your GST-exclusive sale value is $1,000. This distinction matters when comparing an unregistered price with a registered, GST-inclusive price.
When absorbing GST changes your margin
If the market will pay only $1,100 and you become registered, the pre-GST amount is $1,000. If you previously kept the entire $1,100 as an unregistered supplier, registration reduces the pre-tax amount unless you can renegotiate the price. Eligible purchase credits may offset part of that difference; estimate them from actual invoices rather than assuming they will cover it.
Registration timing and practical steps
When the compulsory test is met, act within the ATO’s 21-day period. A practical sequence is:
- Confirm the trigger date. Record when your GST-turnover calculation or special activity rule made registration compulsory.
- Gather entity details. Use the business and tax-registration information associated with your Australian business structure.
- Choose an effective registration date. The date affects when you must charge GST and retain records, so align invoices and accounting systems to it.
- Update invoicing and prices. Ensure invoices identify GST correctly and that your customer-facing prices state whether GST is included.
- Set up a GST ledger. Track GST on sales separately from ordinary revenue and track eligible purchase GST with supporting tax invoices.
- Create an activity-statement calendar. Note each lodgment and payment deadline and keep a cash reserve for net GST payable.
New businesses should perform this exercise before launching if their first-year forecast could reach the threshold. Existing businesses should not wait for an annual tax return to discover that the threshold was crossed months earlier.
Do these 3 things before closing this tab:

If your Australian turnover falls below the compulsory threshold, cancellation may generally be available, subject to exceptions and eligibility rules. Cancellation may also be required when the business closes or changes structure. The ATO says some associated registrations, including fuel tax credits, luxury car tax and wine equalisation tax, are cancelled automatically with GST registration.

Cancellation has a date. You cannot continue operating as GST-registered after that cancellation date. Continue charging and reporting GST up to the effective date, then issue invoices and maintain records under your post-cancellation status. Check whether assets, prepaid expenses or other adjustments are required when you leave the system.
Because eligibility and timing rules apply, do not cancel solely because one quiet month puts turnover below $75,000. Review your projected GST turnover, the reason for the change and any special activity that still requires registration.
Common mistakes and how to avoid them
Treating the threshold as profit
GST turnover is a turnover measure, not net profit. High expenses do not by themselves remove a registration obligation.

Using the wrong country’s number
Australia’s $75,000 figure does not apply in New Zealand or the UK. New Zealand’s example trigger is NZ$60,000 over the last or next 12 months, while the UK’s comparable tax is VAT with a £90,000 threshold. Confirm the country, entity type and tax before acting.
Counting every receipt without checking exclusions
The ATO’s GST-turnover calculation has specific inclusions and exclusions. Reconcile the calculation to the official method rather than equating deposits with taxable turnover.
Registering without a pricing plan
Adding GST to a consumer-facing price may reduce demand; absorbing it may reduce margin. Decide which prices are GST-inclusive, communicate the change and review contracts before registration takes effect.
Claiming credits without evidence
Keep tax invoices and separate business from private use. A registration number alone does not make every purchase creditable.

Voluntary registration is generally a 12-month commitment. Consider seasonality and expected turnover before choosing it.
Missing the 21-day deadline
Once you become required to register, the ATO’s stated period is 21 days. Set an alert when projected turnover approaches the threshold and act promptly if the trigger is reached.
Questions to confirm before deciding
- Which country’s GST or VAT rules apply to the entity and each activity?
- What is the correct GST-turnover calculation, including exclusions?
- Will turnover reach the threshold in the next 12 months?
- Do taxi, ride-sourcing, limousine or fuel-tax-credit rules apply?
- How much GST on planned purchases is genuinely eligible for credit?
- Are customers mostly businesses that can claim GST, or consumers who cannot?
- Can contracts and prices be changed, or must you absorb the tax?
- Can your records and cash flow support activity statements for at least 12 months?
- If circumstances change, what cancellation date and adjustment rules will apply?
Bottom line for an Australian business
Register when the law requires it: generally at $75,000 GST turnover for a business, $150,000 for a qualifying non-profit, or immediately under the special taxi, ride-sourcing, limousine or fuel-tax-credit rules. Below those triggers, voluntary registration is most defensible when eligible purchase GST is material, customers and contracts let you pass GST through without damaging your position, and you can handle activity statements and records for at least 12 months. If those conditions are not present, staying unregistered may be simpler until growth or a change in customer mix makes registration compulsory or economically worthwhile. Recheck the current ATO rules before acting, especially the turnover calculation and cancellation requirements.
