Use the document that matches how you occupy the premises. On the Indian GST registration portal, a rented or leased property is handled as a separate possession category from premises supported by consent. For rented or leased premises, the portal’s registration guide calls for a valid rent or lease agreement plus evidence of the lessor’s ownership. For premises that do not fall under the rented or leased categories, it calls for a consent letter plus evidence of the consenter’s ownership. A consent letter is therefore not a universal substitute for a rental agreement.
The distinction comes from the GST Portal’s “Apply for Registration Normal Taxpayer” user guide and its “Check-list of Documents Required For GST Registration.” The checklist and screen labels can change, so use the live application flow when you file.

The short answer: choose the portal category that describes your possession
GST registration asks for proof of the principal place of business. The relevant question is not which document is easier to obtain; it is what legal or practical basis you have for occupying the address.

- If you occupy the address under a rent or lease, select the rented or leased premises option and upload the agreement together with ownership support for the lessor.
- If the premises are not covered by the own or rented/leased categories, use the consent-letter route and upload ownership support for the person giving consent.
- For a shared property, the portal says the same consent documents may be uploaded for the shared premises.
These are separate paths in the portal guidance. Uploading a consent letter merely because a lease is inconvenient can create a mismatch between your selected possession category and your evidence.

How the GST Portal separates the two document routes
| Premises situation | Principal address document named by the portal | Ownership evidence named by the portal | What the distinction means |
|---|---|---|---|
| Rented or leased premises | Copy of a valid rent or lease agreement | Lessor’s latest property-tax receipt, municipal khata copy, or electricity bill | The agreement establishes the rental or lease arrangement; the additional record supports the lessor’s ownership or connection to the property. |
| Premises not covered by the own or rented/leased categories | Consent letter | Consenter’s municipal khata copy or electricity bill | The consent route is for an arrangement outside the listed rented or leased category, with ownership support from the person giving consent. |
| Shared property | The portal says the same consent documents may be uploaded for shared properties | The applicable consent-letter ownership evidence | Shared occupation does not automatically turn the address into a rental; match the evidence to the actual arrangement. |
The official checklist also lists “rent/lease agreement” and “consent letter” as separate proof types for the principal place of business. Treating them as interchangeable loses the distinction built into the application.
If the property is rented or leased
1. Provide a copy of a valid agreement
The portal guide calls for a copy of a valid rent or lease agreement. The agreement is the document that supports your selected rented or leased possession category. Upload a complete, legible copy rather than a page that omits the address, parties, term, or signatures. Those checks are sensible document-preparation steps; the guide’s stated requirement is that the agreement be valid.
Before uploading, compare the address in the agreement with the principal-place-of-business address entered in the registration form. If the premises have a unit, floor, shop, or plot identifier, preserve it consistently in the application and the supporting documents. Do not silently alter an address to make two records appear identical; resolve a genuine discrepancy with the landlord or a professional adviser.
2. Add evidence supporting the lessor’s ownership
The guide names three examples of ownership support for rented or leased premises:
- the lessor’s latest property-tax receipt;
- a municipal khata copy; or
- an electricity bill.
The ownership document is additional to the agreement. Uploading only the lease or rent agreement does not follow the two-part document description in the guide. Use the record that is available and clearly identifies the property or the lessor’s connection to it, while keeping the document readable.
3. Select the rented or leased possession category
In the Principal Place of Business tab, enter the address and select the nature of possession of premises. The portal’s instructions tie the rented or leased selection to the agreement and the lessor’s ownership support. Selecting a different category because it presents a shorter upload form can make the application internally inconsistent.

If the premises are supported by consent
When the consent-letter route fits
The consent route is described for premises “not covered by the above categories” in the portal guide. In that path, the principal address document is a consent letter, and the ownership support comes from the consenter. This wording is deliberately different from the rented or leased path: it does not say that a consent letter replaces a lease whenever a tenant happens to have one.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesExamples can include arrangements where the person giving permission is allowing use of the premises but the arrangement is not being presented as a rent or lease. The portal material does not define every possible occupancy arrangement or decide property-law questions. If your facts involve a sub-lease, an informal family arrangement, a co-working address, an employer’s premises, or another unusual setup, identify the category that most accurately describes the arrangement and consider having a GST practitioner or chartered accountant review it.
Ownership support from the consenter
For the consent path, the guide names the consenter’s municipal khata copy or electricity bill as supporting ownership evidence. The consent letter and that ownership support work together: one records permission to use the premises, while the other supports the person giving permission.
Shared properties
The portal guide says the same consent documents may be uploaded for shared properties. Shared use alone does not answer whether the arrangement is a lease, a rental, or another form of permission. Describe the arrangement honestly, select the corresponding possession category, and use the consent documents only where that category applies.
Rental agreement versus consent letter: a practical comparison
| Decision point | Rented or leased | Consent-based premises |
|---|---|---|
| Possession category | Rented or leased premises | Premises not covered by the own or rented/leased categories |
| Main address proof | Valid rent or lease agreement | Consent letter |
| Who supplies ownership support | Lessor | Consenter |
| Ownership records named by the guide | Lessor’s latest property-tax receipt, municipal khata copy, or electricity bill | Consenter’s municipal khata copy or electricity bill |
| Shared property treatment | Do not change the category merely because others also use the property | The portal says the same consent documents may be uploaded for shared properties |
| Checklist-listed file format | JPG or PDF | JPG or PDF |
| Checklist-listed file-size limit | 1 MB for the rent/lease agreement | 100 KB for the consent letter |
The file limits in the final two rows come from the official document checklist. They are checklist specifications, not a promise that the live upload interface has never changed. Check the size shown by the portal at the time of filing, and do not assume that the limit for one document applies to every supporting record.

Step-by-step: upload the correct proof in the registration application
- Open the registration application and reach the Principal Place of Business tab. Enter the business address exactly as it should appear on the registration application.
- Choose the nature of possession of premises. Select the rented or leased option when your right to occupy is documented by a rent or lease. Select the applicable non-rented category when the premises are being provided on a consent basis outside those categories.
- Prepare the category-specific documents. For rented or leased premises, have the valid agreement and one of the ownership-support records named for the lessor. For the consent route, have the consent letter and the named ownership support for the consenter.
- Check the files before selecting Upload. The checklist lists JPG and PDF as accepted formats. It lists 1 MB for a rent/lease agreement and 100 KB for a consent letter. Compress or rescan a file only if the result remains readable and complete.
- Upload all required evidence in the proof section. Follow the labels displayed by the live portal. The guide describes the agreement and ownership support for rented or leased premises, and the consent letter and ownership support for premises outside those categories.
- Combine documents when the portal requires one file. The guide says that when multiple documents need to be uploaded, append them as one file, choose “Others” under nature of possession, and select “Legal Ownership document” as the proof type. Apply this instruction only where the live form presents that upload arrangement.
- Review the application before submission. Confirm that the selected possession category, address, document names, and parties are consistent. Keep the original documents and the final uploaded files so you can respond if the portal asks for clarification.
Portal screens and upload rules can change. The labels and limits visible in the live application on the day you file control the submission, even when the published checklist uses older wording.

How to decide which route fits common situations
You have a signed rent or lease agreement
Use the rented or leased category. Upload the valid agreement and the lessor’s ownership support named in the guide. A separate consent letter is not the document path described for this category.
You occupy a relative’s or another person’s property without a rental arrangement
Consider the consent route if the premises are not covered by the own or rented/leased categories. The portal guide calls for a consent letter and the consenter’s municipal khata copy or electricity bill. The exact facts still matter; the guide does not provide a universal form that resolves every family or informal occupancy arrangement.
Several people or businesses use the same property
Shared use does not by itself determine the possession category. The guide specifically says that the same consent documents may be uploaded for shared properties. Select the category that reflects your arrangement rather than assuming that “shared” always means rented or always means consent.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →The owner will give permission but will not sign a lease
A consent letter may fit a premises arrangement outside the rented or leased category, together with the consenter’s ownership support. Do not describe a genuinely rented arrangement as consent-only simply to avoid obtaining a lease. If the arrangement is legally or factually unclear, ask a qualified GST practitioner or chartered accountant to assess the facts.
The agreement is expired, incomplete, or for a different address
Do not rely on an agreement that cannot support the “valid” requirement stated by the portal guide. Obtain corrected or current documentation, or determine whether a different possession category accurately describes the present arrangement. An address mismatch should be resolved before filing rather than hidden by editing a scan.

Submitting several files when one file is required
Problem: The upload control accepts one file, but the applicant tries to attach the agreement and ownership record separately.
Correction: The registration guide says to append multiple documents as one file, choose “Others” under nature of possession, and select “Legal Ownership document” as the proof type when that situation applies. Follow the current screen’s instructions.
Assuming there is one official consent-letter template
Problem: An applicant searches for a single wording that works for every property and every owner.
Correction: The guidance identifies a consent letter as a document type but does not establish a universal template. Ensure the document accurately records the permission and is supported by the consenter’s municipal khata copy or electricity bill; obtain professional advice where the arrangement is unusual.
Document-preparation checklist before you submit
- Identify whether the premises are rented/leased or fall outside that category.
- Select the matching nature-of-possession option in the Principal Place of Business tab.
- For a rental or lease, obtain the valid agreement and the lessor’s latest property-tax receipt, municipal khata copy, or electricity bill.
- For consent-based premises, obtain the consent letter and the consenter’s municipal khata copy or electricity bill.
- For shared premises, confirm whether the consent-document treatment described by the portal applies to your arrangement.
- Use JPG or PDF, as listed in the official checklist.
- Check the checklist-listed 1 MB agreement limit and 100 KB consent-letter limit, then verify the live portal’s current limits.
- Make sure the address and the identities of the lessor or consenter are readable and consistent across the application and attachments.
- Where multiple documents must be combined, append them as one file and use the upload labels specified by the guide.
- Retain the originals and submitted copies after filing.
What to do when your arrangement does not fit neatly
The portal guidance answers the document comparison, not every question of tenancy law, ownership, or tax-officer discretion. It does not settle all sub-leases, license arrangements, co-working setups, employer-provided premises, family permissions, or other hybrid occupations.
Start by describing the facts, not by choosing the document that appears easiest. Ask who owns or controls the premises, whether rent or lease consideration exists, who is granting permission, and whether the address is shared. Then select the portal category that best matches those facts and assemble the corresponding document pair. If the category remains uncertain or the portal raises a clarification request, a qualified GST practitioner or chartered accountant can review the arrangement and the proposed evidence.
