GST Registration Checklist for a New Small Business in India (Updated October 2026)

Before starting a GST registration application, confirm that your business is actually required to register, then assemble four groups of information: applicant identity, business and people details, place-of-business evidence, and goods or services classifications. The application is filed online through the GST Portal at Services → Registration → New Registration.

There is not yet one permanently final document list for every applicant. A PIB FAQ posted on 9 October 2026 says a circular will clarify the information and documents required, including proof for principal and additional places of business, and that the REG-01 form and portal guidance will be updated. Use the checklist below to prepare, but follow the prompts shown in the live application when you file.

First decide whether registration is required

A checklist cannot answer the separate question of whether your business must obtain a GST registration. That depends on facts such as the State or Union territory, turnover, the type of supply, where customers are located, and whether a compulsory-registration rule applies. The material available for this guide does not establish one threshold that applies to every small business.

Do not treat a commonly quoted figure such as ₹20 lakh or ₹40 lakh as a universal rule. Thresholds and exceptions can vary with the nature of supply, location and statutory conditions. Before preparing the form, check the current GST rules for your circumstances or obtain advice from a qualified tax professional. Keep a record of the date on which your liability, if any, arises because that date affects the effective date of a timely application.

What to have ready before opening REG-01

The following is a preparation aid, not a promise that every item will be requested from every applicant. The constitution of the business and the answers in the live portal determine the exact fields and uploads.

Applicant identity and contact details

  • PAN: have the applicant’s PAN and the legal name associated with it. PAN is used in the REG-01 process and is validated before the application proceeds.
  • Mobile number: use a working number available to the primary authorized signatory for one-time-password verification.
  • Email address: use an inbox monitored by the authorized signatory because verification messages and later notices may be sent there.
  • State or Union territory and district: select the jurisdiction relevant to the registration application, checking the current portal’s choices carefully.

Business constitution and people

  • Prepare evidence appropriate to the legal constitution of the business, such as the applicable formation or constitution document requested by the portal.
  • Collect the names and required particulars of promoters or partners. The fields differ depending on whether the applicant is an individual, partnership, company, trust, society or another constitution.
  • Nominate the authorized signatory and keep that person’s identity and contact information available. The portal may ask for proof of authorization or constitution-specific evidence.
  • Make sure the relevant promoters, partners and authorized signatory can complete any authentication requested after submission.

Because the exact evidence depends on the constitution and the live REG-01 prompts, do not upload an unrelated generic document merely because it is available. Match each file to the role or business detail for which the portal asks.

Business addresses

  • Record the complete address and contact details for the principal place of business.
  • List any additional places of business that should appear on the registration, with their addresses and supporting evidence where requested.
  • Determine how the business occupies each premises: owned, rented or leased, or used with another person’s consent. That choice controls the usual evidence branch.

Goods and services

  • Write a concise, accurate description of the goods supplied and the services performed.
  • For goods, identify the applicable HSN classification requested by the portal.
  • For services, identify the applicable service classification code requested by the portal.
  • Verify classifications rather than selecting a close-looking code. A wrong classification can create downstream return, invoice or rate problems even if the registration itself is accepted.

Digital files and access

  • Scan or export documents so text, names, dates and addresses are readable.
  • Keep files in the formats and within the size limits accepted by the live portal. Upload constraints can change, so check them at filing time rather than relying on an old tutorial or saved file.
  • Have the files available on the device used for submission and keep copies of exactly what was uploaded.

Proof for the place of business

Premises evidence is often the part of the checklist that changes most with the applicant’s situation. The GST Portal tutorial gives these examples; the live form may ask for additional or differently labelled documents while the government updates its guidance.

How the premises is occupied Typical evidence shown in the portal tutorial What to check before uploading
Owned premises Evidence of ownership The owner’s name, premises address and document details should be legible and consistent with the application.
Rented or leased premises A valid rent or lease agreement plus evidence of the lessor’s ownership Check that the agreement is current, identifies the premises and parties, and that the supporting ownership evidence relates to the lessor and the same address.
Other or shared premises used with consent A consent letter plus the consenter’s ownership evidence Ensure the consent identifies the business and premises and that the ownership evidence belongs to the person giving consent.

These are examples, not a substitute for the current prompt. The PIB FAQ dated 9 October 2026 says the portal will show documents relevant to the premises type and that a circular and REG-01 changes are forthcoming. Recheck the principal and additional-place requirements immediately before filing.

How to file the online application

  1. Open the official route: on the GST Portal, choose Services → Registration → New Registration. The Government of India directs applicants to the GST Knowledge Portal for step-by-step portal guidance.
  2. Complete the initial details: enter the PAN, legal name, mobile number, email address and State or Union territory. The registration rules provide for PAN validation and OTP verification of the mobile number and email address.
  3. Obtain the temporary reference: after the initial validations and OTPs succeed, the portal issues a temporary reference number for continuing the application. Save it securely and note the date and contact details used.
  4. Open and complete REG-01: fill the applicable sections for business constitution, promoters or partners, authorized signatory, principal and additional places of business, and goods and services. Follow the current document prompts rather than an older checklist.
  5. Review every identity and address field: compare the legal name with PAN, check spelling of people and addresses, and ensure the premises branch matches the actual occupancy arrangement.
  6. Upload supporting files: attach readable documents to the fields that request them. Do not combine unrelated evidence in a way that obscures which document supports which declaration.
  7. Sign and submit electronically: submit the completed application and files using the electronic method offered for the applicant. CBIC’s rules describe the resulting acknowledgment as FORM GST REG-02.
  8. Complete post-submission authentication: follow the portal’s instruction for Aadhaar OTP authentication or, where applicable, biometric and document verification at a designated GST Suvidha Kendra (GSK). The application reference number (ARN) depends on completion of the applicable authentication route.
  9. Monitor the application: track status in the portal and answer any formal clarification request through the route shown there. Keep the acknowledgment, ARN and submitted documents together.

Authentication after submission

Aadhaar OTP route

Where Aadhaar authentication is offered and completed, the portal can use OTP verification for the persons to whom the instruction applies. Keep the relevant mobile access available and complete the authentication within the portal’s stated period.

Biometric and document verification route

In applicable cases, the portal directs the applicant or specified individuals to biometric and document verification at a designated GSK. Follow the appointment and location instructions displayed in the application. Bring the requested originals or other documents and ensure the people named in the instruction attend; an incomplete in-person step can prevent the ARN from being generated or the application from progressing.

The route is determined by the portal and the applicant’s circumstances. Do not assume that an OTP alone will finish every application.

Timing once liability arises

CBIC’s GST Registration Rules distinguish the effective date according to when the application is filed. If an application is made within 30 days after the date registration liability arises, registration has effect from that liability date. If it is filed after those 30 days, registration takes effect from the date registration is granted.

This is a timing rule, not a definition of when your business becomes liable. First establish the liability date under the current rules for your State or Union territory and supply pattern; then count the 30-day period. Retain evidence of submission and authentication in case the timing needs to be demonstrated.

Checks that prevent avoidable delays

  • PAN mismatch: confirm that the legal name in the application is the name associated with the PAN, including punctuation and constitution details where relevant.
  • Unverified contact details: use phone and email accounts that the authorized signatory can access immediately for OTPs and notices.
  • Wrong premises branch: do not submit a rent agreement for an owned property or a consent letter without the consenter’s supporting ownership evidence.
  • Address inconsistency: compare the application, agreement, ownership evidence and consent letter. Explain or resolve material differences before submission.
  • Unreadable uploads: open each file at normal size and confirm that names, dates and addresses can be read.
  • Outdated upload assumptions: check the portal’s current file formats and size limits on the day of filing.
  • Unverified classifications: validate HSN and service classification codes for the actual products and services; do not guess from a similar description.
  • Unavailable people: tell promoters, partners and the authorized signatory in advance that OTP, Aadhaar or in-person checks may be required.
  • Missed clarification: monitor the portal after submission and respond through its formal clarification workflow. There is no single approval time established for every application, so do not rely on an assumed deadline.

A final filing-day checklist

  1. Confirm that registration is required under the current rules for your facts.
  2. Confirm the liability date, if applicable, and whether the 30-day rule is relevant.
  3. Have the PAN, matching legal name, mobile number, email and State or Union territory ready.
  4. Prepare constitution, promoter or partner and authorized-signatory information.
  5. Choose the correct premises category and collect matching evidence for the principal and additional places of business.
  6. Verify goods descriptions, HSN entries and service classification codes.
  7. Check every file against the live portal’s format and size requirements.
  8. Complete REG-01, review it against the source documents, sign and submit.
  9. Finish the Aadhaar OTP or designated-GSK biometric/document route that the portal assigns.
  10. Save the temporary reference, REG-02 acknowledgment, ARN and copies of all submissions, then monitor for clarifications.

What is changing in the official checklist

The Government of India’s 9 October 2026 FAQ expressly treats the consolidated checklist as being clarified. It says a circular will specify information and documents, including principal and additional place-of-business proof, and that the portal and REG-01 will be suitably updated. For that reason, a sensible preparation list can get you ready, but only the live application determines the final fields and documents for your case.
